Technical memo

3.1. Generalities
The present documentation contains the execution project for Extension of the WWTP
Danutoni Object 20 - Roads & Platforms.
The elements which are the basis for the preparation of the present project are the
following:
-

General plant lay-out UEB-XX-301_R6

Geotechnical study

Topographical survey

the general requirements of the contract

The freezing depth is minimum 1m according STAS 6054/77.


According normative P100/92, the area around the plant is included in the seismic
calculation zone F having Ks=0.08 and corner period Tc = 0.7 s.
3.2. Location of the plant
The plant is located between the national road DN 66a and the river Jiu Vest.
3.3

Present Road System

In the existing wastewater plant are various platforms and roads, which have the following
design:
-

3 - 5 cm old asphalt with lots of cracks and fissures

20-25 cm ballast foundation which in some area has been contaminated with soil

3.4 Preparatory Works


Before the execution of the new roads and platforms earthworks and infrastructure works
like pipe- and cable-laying and the erection of buildings have to be performed
The earthworks for road building consist of:
-

Excavation of the road bed by bulldozer as similar

Cleaning of the bed from organic matter, waste etc.

After cleaning of the bed a geotechnician shall be called for checking of the quality
of the foundation. Only after his decision the execution may be continued.

Transport of the excess soil by truck to a storage area

Compacting of the bed of roads and platforms at 0.55 m depth by a road roller of 10
-12 to achieving a compaction degree of 98 -100% Normal Proctor test;

Preparation of the roads substructure in order to lay the surface layer

All diggings shall be provided with transversal and longitudinal slopes for the rapid
discharge of rainwater.
It is recommended that earthworks shall be executed in the dry periods and on sections,
with no interruptions and in the shortest possible time to avoid major variations in humidity
of the soil during execution.

3.5

New Road System

3.5.1 Designed Road System


The road system is characterized as Internal Road for slow traffic with heavy vehicles
(11, 5 t axis load) and a frequency of 10 trucks per day.
A. Design for new roads and reinstatement of fully damaged roads
- 20 cm concrete BCR 4,0-SR 183/1;
- 15 cm stabilized gravel;
- 20 cm gravel;
- geotextil.
B. Repair of existing roads:
- Digging of a layer of 20 cm for casting of a standard concrete layer
- Testing of the remaining road bed by Standard Proctor method
- Evaluation of the compaction test and decision on usability of the existing road bed
- Casting of 20 cm Standard concrete layer

C. Walkways
- 10 cm concrete type C12/15 (B200)

10 cm gravel

All dimensions are measured after compaction. The width of the sidewalks is 0,7 m.

3.3.2 Quantities
The following quantities are expected:
New Roads:

2.200 m2

Reinstated damaged roads:

1.600 m2

Repair of roads by a new top layer:

1.830 m2

3.3.3 Performance Details


Site Dewatering
Rainwater shall be discharged as it is the case now through transversal and longitudinal
slopes towards exterior drainage areas of the Aeration and Settling Tanks and towards the
green area.
Those parts of the rainwater which are collected in the rainwater sewer system are
discharged via to existing water outlet pipes to Jiu River.
Safety in Work
During the execution, the following shall be respected:
-

The law for labour protection no. 90/1990, annex 2, chapter 7, Construction works
for roads, bridges and railways.

The departmental norms for transportation published in 1982:

Norms for labour protection, approved by Ministry of Labour and Health by order no.
34/1975 and 60/1975;

The regulation regarding the labour protection and hygiene in construction, chapter
19 approved by MLPAT by order 9/N/15.03.93.

Performance Criteria
The performance criteria for this design are according Decree 931/90:
-

A4 resistance and stability

B2 safety in operation

D2 hygiene, human health, reconditioning and environment protection

The importance category of the construction is C normal.

4.

TECHNICAL SPECIFICATION for EARTHWORKS

4.1. Preparatory Works


Prior to starting of the earthworks, the following preparatory works shall be carried out.
The road area shall be cleared of plants and roots. The topsoil shall be removed and shall
be brought to a temporary store for a possible reuse.
Not reusable excavation material shall be stored in a final deposit.
4.2. Excavations Work
The excavations shall be made in forward direction on the entire width of the future road.
The slope shall be prepared in direct correlation to the slope of the finished road. If by
accident wrong levels are achieved, they shall be filled and corrected without delay.
In the digging areas permanent storm water drainage and removal of any water must be
assured. Preliminary drainage works shall be finished before the excavation works start.
In case the soil at the level provided by the project does not meet the required capacity for
the layers, the inappropriate material shall be removed and replaced by adequate material.
Compaction of the roadbed shall reach 100% Proctor Normal. The compaction level of the
next layer shall be 97% Proctor Normal.
If the soil is found to be instable, stabilizing measures shall be taken

4.3. Quality Control of Excavation


Quality control consists of:
-

Control of centerline and road tracing

Control of preparation and compaction of the roadbed

Control of quality and condition of used soil

Control of the thickness of the layers

Control of the compaction of the layers

Control of road characteristics

Control of bearing capacity.

6.1. CHECK of the ROAD SYSTEM for FREEZING-UNFREEZING
Freezing depth:

z = 100 cm

A. Road system with cement concrete top-layer


The Road system is made of:
- 20 cm cement concrete, BcR 4,0 (B 350) with ci equivalent coefficient of the
transmission capacity of the specific heat of material = 0,45);
- 15 cm stabilized gravel

ci = 0,65;

- 20 cm gravel foundation ci = 0,9.


H road system = 55 cm ( thickness of all new roads layers )
ZCR (the critical freezing depth) = Z + Z

Z (addition for freezing depth)


He = hici = 20 x 0,45 + 15 x 0,65 + 20 x 0,9 = 36,75 cm ~ 37 cm

According to item 4, STAS 1709/2 90, table 4, K = 0.3 is to be used for road
covers with a top-layer of cement concrete.
So the designed road system is able to withstand freezing-unfreezing.
