Memorandum of Understanding

Between

The Millennium Project of


World Federation of United Nations Association (WFUNA)

And

Instituto Peruano de Administración de Empresas – IPAE (Peruvian


Institute of Business Administration)

Due to the new forms of administration and organization that future


investigations are actively creating and to the rapid emergence of new patterns
of the cyberspace as the Internet, it is reasonable that the Millennium Project is
also evolving in an organizational basis. A strategy to make the organizational
evolution of the project easy is to establish “Nodes”.

A Node of the Millennium Project takes the responsibility of leading a


geographical area or particular topic. It is a group of institutions or individuals
articulated by a promoter, recognized by the Project who will make the Project
investigation or the autonomous support investigation easy. In this matter, each
Node will participate in the identification of the emerging topics and
opportunities, in the study of its prospect and potential resolution as well as in
the methods to achieve such investigation.

In order to guarantee the compliance of its purpose, the Node organization in


Peru considers as organizational instances:

a. The promoting entity, in this case IPAE, whose main responsibilities are:
• Summoning the institutions or individuals participating in the Node,
proposing to the Millennium Project its incorporation to the Planning
and Consultancy Committee.
• Representing the Node.
• Appointing the person who will chair the Planning and Consultancy
Committee.
• Organizing and/ or appointing the Technical Secretary of the Node.

b. The Planning and Consultancy Committee, comprised by the institutions


and individuals summoned to participate in the Node, whose main
responsibilities are:
• Revising the plans and agenda of the Node.
• Revising the discoveries in the investigations made.
• Recommending people in order to be incorporated in the consultancy
groups for the studies the Node implements.
• Recommending futurists, academicals and other necessary sources
to other Nodes.
• Looking for national or international funds for the activities as Node of
the Millennium Project.
The Planning and Consultancy Committee will show the diversity of the Project
as a whole, incorporating members of the government, private sector, NGOs,
universities and international organizations (as resident representatives of the
UN or other international bodies).

Two people of the Millennium Project of WFUNA will participate as ex officio


members of this committee.

c. The Technical Secretary of the Node, assumed by the Center of Strategic


Studies of IPAE, whose main responsibilities are:
• Choosing the different groups of individuals that respond questions
on each specific study. These individuals must be chosen on their
wide knowledge and ability to add new and fresh thinking to the
study.
• Distributing the questionnaires of Global Look-Out together with the
regional Look-Out that the Node has chosen; collecting answers,
translating and sending them to the office of coordination in the
Millennium Project of WFUNA. According to the consultancy group
they can decide working in English, but they must offer help to those
who would rather not do it.
• Identifying and interviewing political and business leaders, from non
government organizations, from the United Nations, in the area of the
Node.
• It will be responsible for the quality of the work of the Node, making
sure its investigation is non political and publishing the results of its
work for promoting conscience and public discussion.
• Translating the Vision of the Millennium Project, of one page, and
assuring the translations of the main page are of good quality.
• Delivering material to the main page of the Project in Internet and/
or creating its own main page which will be linked to the main
page of the Project.
• Offering technical support to the future investigations, development
methods and advanced training the Node develops.

Additionally:
1. The Node has total access to the Millennium Project (personnel,
information system, international panels and the other Nodes) in order to
comply with its responsibility.
2. The Chairman of the Node will participate in the Meetings of the Planning
Committee of the Millennium Project, held twice a year. A report of the
previous work and future plan of the Node will be submitted in these
meetings.
3. The Node will be offered a variety of forms to participate financially in the
sales of the Annual State of the Future Reports, such as: the opportunity to
translate the Annual State of the Future Reports, acting as agent of the
translated version and/ or selling it at a regional level sharing royalties with
the Node and the coordination office.
4. The Node will start its own future investigations, methods of development
and advanced training sharing results with the Project as they come out.
For example, a Node may create scenarios linked to its specific
geographic orientation or main issues. These scenarios may be
components of bigger scenarios produced by other Nodes or in the global
scenarios of the Project. In a similar way, if a Node produces a report of
“the state of the future”, it can be a component of another report of the
Node or be included in the annual report of the Project.
5. If the work of two Nodes coincide, the Node of central coordination of the
Millennium Project will act as liquidation organism of studies, reporting
each Node on the job made by the others, identifying the areas of study
and integrating the whole work of the contributors.
