    Initial indications, both anecdotal and second-hand verbal, are that despite expressing standard
    bureaucratic and defensive resistance OSTP recognizes and acknowledges the merit of the 226 page
    petition-With-supporting documents eEl filed against the National Assessment - the latter document
    which has only begun to cause the Administration heartache, the perpetuation of which is now certifiably
    self-inflicted. The Request for Correction was originally transmitted February 20. Unfortunately, theosame
    information leads me to understand OSTP is reluctant to do other than seek to avoid acting.

    I am told that OMS Director Daniels has made clear FDQA is going to have teeth. This is the test. If
    anyone has the ear of an authority-type in the WH complex, this is an issue to raise. I have attached the
    main Request document and «FDQA OSTP Petltlon.doc» «APPENDIX to FDQA Request.doc»
    Index of API= ~ndices which makes the prima facie case that disseminating such discrelted data is simply
    not allowed under these overdue standards. If anyone would like to see the FOIA'd comments of Nat'l Lab
    scientists destroying this doc pis. inform. you will not believe your eyes.
