EXPRESSION OF INTEREST
For short-listing of System Integrators
for Setting up of modern
DISCLAIMER
This Expression of Interest document is being issued as the first step of a two step bid process
for selection of system integrator for setting up of modern CATS Control Room through
Automated system for Call Receiving and Call Distribution System, GIS based Computer
Aided Dispatch, Automated Vehicle Tracking/Locating System, Call Logging, Reporting and
Monitoring System. The complete solution sought under this Expression of interest would
primarily function as a specialized Control Room solution which would interface with the
Customized Application Software to be developed by the system integrator. The software
would analyze data from multiple sources including Customized Application Software for
comprehensing the functions of CATS, for CATS fleet management and Incident response
outcomes.
The sole objective of this document is to solicit Expression of Interest (EoI) from eligible
System Integrators to be short-listed for consideration for a further bid process, wherein a
Request for Proposal (RFP) would be issued to the short-listed System Integrators based on
the evaluation of EoIs, for selection of a system integrator for implementation of the Project.
This document has been prepared in good faith, no representation or warranty, express or
implied, is or will be made, and no responsibility or liability will be accepted by CATS or any
of their employees, etc. as to or in relation to the accuracy or completeness of this document
and any liability thereof is hereby expressly disclaimed. Interested Parties may carry out their
own study/ analysis/ investigation as required before submitting the EoI.
This document does not constitute an offer or invitation, or solicitation of an offer, nor does
this document or anything contained herein, shall form a basis of any contract or commitment
whatsoever.
Some of the activities indicated to be carried out by CATS subsequent to the receipt of the
responses are indicative only. CATS has the right to continue with these activities, modify
the sequence of activities, add new activities or remove some of the activities, as dictated
by the best interests of the project.

Background
Centralised Accident & Trauma Service (CATS) is an autonomous body of Govt. of NCT
of Delhi which provides 24X7 free ambulance services in Delhi to transport accident &
trauma victims, medical emergencies, pregnant women, sick new-born, etc.
Presently, CATS has a fleet of 152 ambulances which are located all over Delhi at
strategic location points to provide the ambulatory support in the shortest possible
time. Each ambulance is manned by trained manpower.
CATS has 24 x 7 x 365 Central Control Room accessible through toll free number 102.
The toll free number work on 30 lines PRI telephony connection of MTNL. Call
Receiving and Automatic Call Distribution in CATS Control Room is through IPBAX
System. Presently, CATS Control Room has dedicated servers, Internet Protocol Private
Branch Exchange (IPPBX) having facility to receive calls from analog/digital/IP phones,
automatic call distribution system with voice recording facility through voice logger.
Each CATS ambulance is equipped with Digital Wireless TETRA Communication
System for secure communication which also has GIS/GPS tracking facility.
On receipt of call at 102, the Call Taker puts requisite inputs in the challan form based
on information furnished by the Caller and forwards the challan to the Call Dispatcher.
Thereafter, the Call Dispatcher based on these inputs, identify the nearest available
ambulance and dispatch the ambulance(s) to the incident/location through voice
communication (TETRA wireless sets).

Scope of Work
(i)

Caller Location Identification System (to be developed by the bidder) with GIS map
available on screen.
(iii) GIS/GPS based location of Ambulances on Video wall at Control Room {video wall of
appropriate site (based on available space) will be procured, installed and
commissioned by the system integrator}.
(iv) Integration of all CATS ambulances through computer aided software based GIS/GPS
automated vehicle locating and tracking system with colour coded difference
between engaged and free ambulances. (GIS map of Geo Spatial Delhi Limited and
application developed by GSDL will be provided to the system integrator)
(v)
(vi) Audio-visual alarm on ambulance to alert ambulance staff for assigned call which will
only stop on a device based signal.
(vii) Call details, GIS based automated route information which would be accessed
through the Mobile Data Terminals in CATS Ambulances and other CATS vehicles
and Hand held devices of field personnel for updating the status of dispatches and
for other relevant communication requirements.
(viii) Device based information about time of reaching the spot, time of reaching the
hospital, time when the ambulance becomes free etc. instead of voice based
information transfer.
(ix) Device based information about kilometres travelled by the vehicle, route taken, over
speeding, keeping the engine on idle mode etc to be monitored.

(xii) The CATS will only provide the space with electricity connection and all other
additional requirements such as internal designing of control room, its furniture,
additional electricity cabling, networking, etc will be sole responsibility of the system
integrator.
(xiii) The system integrator shall maintain the Control Room including Data Centre for
next 6 years (one year comprehensive warranty and next five years comprehensive
maintenance) which may be extended for further 5 years on mutually agreed terms.
(xiv) Training of CATS staff for handling and use of system.
(xv) The Application Software would either directly or indirectly enable in performing
various downstream operations like analytics, integrated data management,
generating timely alerts to help serve among others the following objectives:
Present an integrated view of information as required by various end users
through providing intelligent analytics tools
Providing historical, present and predictive analysis of data to generate timely
alerts and identification of modus operandi patterns for enabling lower response
times to respond the call.
Provision of geographic, situational and location context to the site of
incidents/accident, etc.
Providing for solutions for creation of a unified command and control structure
for effective operation and management of CATS ambulances.
Basic analytics function for ambulance management including case management,
resource management, day to day functioning, Accident/Incident hotspots, call
trends, etc., for strategic and tactical planning.
Provide for multi-modal biometric solutions in combination with information
generated through Application Software for establishing unique identities of each
ambulance staff and other individuals as per requirement.
(xvi) System should be capable to provide pre hospital notification by ambulance staff to
the appropriate hospitals
(xvii) Any hardware and software up-gradation during the currency of contract found
necessary for optimal utilization will be sole responsibility of the system integrator.

3. Instructions to bidders
3.1.
Submission of EoI:
1. Eligible system integrators should read this Document in detail and assess
their capabilities for provision of solution before submission of Expression of
Interest.
2. This document is only an Expression of Interest for short-listing of bidders to
whom an RFP would be issued for subsequent evaluation of technical
qualification and price discovery for identification of most substantially
qualified bidder for selection of a solution provider for the project.
3. The short-listed System Integrators would submit Technical and Commercial
proposals in response to the RFP. The selection process will be a two stage
process comprising of,(1) Short-listing of System Integrators based on Prequalification and technical criteria detailed in EOI for issue of RFP, (2)
Technical qualification and Commercial bid at RFP stage.
4. The system integrator would be selected based on a Quality cum Cost based
Selection process of procurement.
5. Interested System Integrators may download the Notice to EoI document
from
the
website:

may obtain the same from CATS (HQ), Bela Road, Yamuna Pusta, Near Vijay
Ghat, Delhi 110006, on payment of Rs.5000/- (Rupees Five Thousand only).
The payment may be made by way of a crossed demand draft from any
scheduled bank, payable at New Delhi drawn in favor of Centralised Accident
& Trauma Services, payable at Delhi/New Delhi. The bidders downloading
the EOI document from the website should include in their proposals a
demand draft of Rs. 5000/- from any scheduled bank, payable at Delhi/New
Delhi drawn in favor of Centralised Accident & Trauma Services, along with
the response. Failure to do so will result in rejection of the proposal.
6. Any subsequent corrigendum/amendment/clarifications will be made

7. A pre-bid meeting will be held on 10-07-2014 (15:00hrs IST) at Conference
Hall No. 3, 2nd Level, C Wing, Delhi Sectt, I. P. Estate, New Delhi - 110002.
8. Interested system integrators may submit their Expression of Interest (EoI)
by providing all the necessary documents in English as specified in the
Response Formats for each of the qualifying criteria as proof of having the
minimum requirements.

3.2
Pre-qualification Criteria
Participation is invited from System Integrators who meet all of the following
criteria:
1. The participating system integrator shall be a company registered under the
Indian Company Act, 1956 or consortium of companies and all consortium
partners shall be registered under the Indian Company Act, 1956.
2. In case of a consortium, a Memorandum of Understanding on the formation
of consortium with clear delineation of roles and responsibilities between
consortium partners should be made. Only two other registered legal entities
can be considered as consortium partners for complementation and
augmentation of strengths of the system integrator. The Prime bidder must be
a single legal entity registered in India under the Company Act, 1956 and must
have a registered office in India. The prime bidder shall be responsible as the
single point of contact for implementing and delivering a turnkey solution
based on the detailed scope to be outlined in the RFP.
3. The bidder (Single agency/ Prime bidder of Consortium) should be
incorporated under the Company Act 1956 on or before 2009 and
operational in India Copies of Memorandum of Association and Article of
Association shall be submitted as a part of response to the EoI.
4. The prime bidder would be responsible for all the activities under the scope
of work and shall act as the turnkey solution provider for the project. The
prime bidder can associate with not more than two other entities and the total
number of members of a consortium is limited to three. All the members of the
consortium should have been profitable for at least three financial years. Proof
of the same should be submitted as a part of the EoI.
5. The bidder (Company/ Consortium-all members of consortium) must have a
proven and consistent track record for setting up of Data Centre or CAD based
Control Room or AVLS based control room for fleet management or turnkey
system integrator.
6. The bidder (Single agency/Consortium) must submit three citations for projects
undertaken with scope of work (defined in point-5 above) specifically
mentioning, a) Client name b) Contact name currently using proposed
equipment, c) No. of users using the solution, d) Technologies used, e) Help
desk, Service personnel and operations and maintenance mechanism, f)
Warranty details, g) Cost of the project and h) Implementation period. In case
of consortium, the prime bidder should atleast submit one citation of prime
bidder and maximum two citations of consortium partner(s) for
implementation of similar scope of work.

7. The bidder should have a minimum annual turnover of Rs.100 crores during
each of the last three financial years (2011-12, 2012-13 & 2013-14, however, if
audited financial report for the year 2013-14 is not available, unaudited report
certified by the Chartered Accountant may be considered) from System
integration services. In case of Consortium the prime bidder shall have to meet
out the minimum annual turnover criteria defined above.
8. The company/prime bidder in case of Consortium should have a valid CMMI
(Capability Maturity Model Integration) level 3 or above with certification for
the enterprise-wide business solutions and for Software Development Division.
9. The Bidder shall not be under a Declaration of ineligibility for corrupt or
fraudulent practices or blacklisted with any of the Government agencies.
The bidders who meet all the above pre-qualification criteria will be declared as
qualified for next stage of bidding i.e. RFP Stage.
3.3
General Instructions
1. The bidder should agree to make presentations related to the information
sought in response to this EoI, before the evaluation committee.
2. The bidder shall bear all the costs for participation in the bid process including
preparation of responses to the EoI or RFP and must be ready to undertake this
activity on its own.
3. The companies shortlisted on the basis of this EoI must develop and
demonstrate a proof of concept, with basic functionality, if so requested by
CATS during the Technical proposal stage before final selection. The
demonstrations would be part of the technical evaluation during the technical/
financial bid process and the companies short-listed must be prepared to bear
the costs for the same.
4. Participants declared by Central/State Government to be ineligible to participate
for unsatisfactory past performance, corrupt, fraudulent or any other unethical
business practices shall not be eligible.
5. All software license costs for applications, system software, embedded software,
Operating Systems, Plug-ins, Scripts, Utilities and all other associated software
components shall be inclusive of the total price bid of the bidders. The details of
the same shall be mentioned in the commercial terms of the RFP to be issued to
the shortlisted System Integrators through this EoI.
6. All payments to the implementing System Integrator appointed through this bid
process shall be outcome oriented and shall be based on a staggered payment
milestone approach. All the payments shall be linked to the achievement of
certain defined outcomes and key milestones based on service level
agreements to be defined in the commercial terms of the RFP.
