REGULATION ON COORDINATING WIND FARM ACTIVITIES


The aim of this Regulation is to control all the activities and services contracted by GAMESA ELICA,
with regard to Workplace Risk Prevention on Wind Farms.
This Regulation and the conclusions derived from it have the value of a General Supply Contract or of an
Annex of the same, where such exists.

1. PRIMARY CONTRACTOR REPRESENTATIVE (GAMESA ELICA)


Gamesa Elica (henceforth GEOL), as Main Contractor, will appoint an internal representative at the
beginning of the activity, whose purpose will be to establish a follow-up procedure on the contracted work,
and be the valid spokesperson between the Customer or Promoter of the Wind Farm and the Contractor.
This Main Contractors Coordinator (henceforth PCR) will be GEOLs maximum authority with regard to
the application of this Regulation and will assume the general supervision of its compliance, the
administration of the contracted activity and the day-to-day coordination of the Contractor while the work is
being carried out.
The presence of the PCR in no way exempts the Contractor, or person to whom its functions are
delegated, from their responsibility with regard to the compliance of this Regulation.
GEOL will communicate in writing to the Contractor the name of the PCR before commencement of the
activity and this Regulation (Form RCA-01) may be used for this purpose.

2. CONTRACTOR HEALTH AND SAFETY REPRESENTATIVE


The Contractor, as concurrent company, will have the following general obligations:
a) To implement risk assessment and the health and safety plan.
b) To appoint a representative for coordination purposes.
c) To inform its workers of workplace risks.
In consequence, the management of the Contractor is obliged to appoint a representative to GEOL, while
the contracted work is being carried out on the wind farm. Examples of these persons are Team Leaders,
Charge Hands, Assembly Supervisors etc.
This representative, appointed by his company as Contractors Health and Safety Coordinator (henceforth
CHSR) is obliged to comply with this Regulation and to verify its compliance by all personnel involved in the
activity, whether belonging to the company or Subcontracted, and being to this effect the spokesperson and
sole coordinator answering to GEOL.
The functions of the CHSR will be:
a) To ensure compliance of the following objectives:
i.

Proper application of working methods by the concurrent companies in the workplace;

ii.

Control of the interactions of the different activities carried out in the workplace, in particular
when these may generate risks classified as serious or very serious or when activities that
are not compatible with each other through their incidence on the health and safety of the
workers are carried out ; and

iii. Adaptation between risks existing in the workplace that may affect the workers of the
concurrent companies and measures applied for their prevention.
b) To serve as a channel for the exchange of information by the concurrent companies in the
workplace.
Before commencement of the contracted activity, the Contractor will communicate the appointment of its
CHSR in writing to GEOL, indicating a telephone number for the purpose of locating this person in case of
urgent necessity. This Regulation (Form RCA-01) may be used for this purpose.
If this CHSR foresees that he cannot assume his functions, the Contractor will name a substitute who will
fully assume his functions and responsibilities during this period.
The CHSR is obliged to ensure correct compliance by the Contractor of its obligation to carry out the
health and safety risk assessment in all the phases of work under his responsibility, including all activities
delegated to Subcontractors. In particular, this evaluation must include a local assessment of each specific
task and establish the measures necessary to be observed for this specific situation. If, after this

assessment, the existence of a risk to the Contractors employees or to other Wind Farm staff is identified,
he will paralyse the work until the necessary health and safety measures have been taken.
Likewise, it is compulsory that the CHSR communicates to the employees of the Contractor responsible
for the contracted work (and/or those of its subcontractors) the relevant Health and Safety Instructions that
must be observed in order to comply with GEOLs health and safety requirements or those derived from the
specific circumstances of each task.

3. PREVENTIVE RESOURCES
Depending on the type of activity, the Contractor may need to have a Preventive Resource available at all
times. The functions and Responsibilities of this figure are described in ANNEX POINT 1 of this Regulation,
as are the circumstances where the appointment of this Preventive Resource becomes obligatory.
In all cases, the presence of preventive resources in the workplace will be necessary when the risks are
aggravated or modified, in the course of the process or activity, because of the concurrence of varied
operations which take place simultaneously and which make controlling the correct application of the working
methods necessary.
In these cases where the presence of a Preventive Resource is necessary, before commencing the
activity, the Contractor will communicate in writing the appointment of this person to GEOL. This Regulation
(Form RCA-03) may be used for this purpose.

4. CONTRACTOR PERSONNEL
The CHSR, through the PCR, will provide GEOL with a list of his Subcontractor's staff appointed for the
contracted activity. This Regulation (Form RCA-03) may be used for this purpose.
All personnel of the Contractor and his Subcontractors must identify themselves whenever they enter and
leave the Wind Farm.
All staff of the Contractor and its Subcontractors will be duly insured, registered with the Social Security
and must be accredited with documents at the commencement of the activity providing copies of documents
that certify it to the PCR.
Depending on the activity these persons are to perform within the site of the Property, they must accredit
with documents, amongst others, their training, professional capacity, aptitude and medical certificate for
carrying out this work, and must provide the PCR with the records required by this Regulation (Forms RCA04, RCA-05 and RCA-06).
In those cases where the Contractor wishes in turn to subcontract the work to another company, he must
certify in writing his commitment to demand from this third company all the requirements with regard to
Workplace Health and Safety established by GEOL. This Regulation (Form RCA-03) may be used for this
purpose

5. QUALIFIED PERSONNEL NOT UNDER GAMESA ELICAS SUPERVISION


The aim of this Section of the Regulation is to regulate the coordination of preventive activities, necessary
when other persons concur within the workplace that is the responsibility of GEOL, who do not form part of
GEOL nor of any of its Contractors, such as visits by the customer itself or by companies contracted by the
customer, which are affected by the risks of the construction or maintenance activity.
Qualified Personnel from Outside are understood to be those who, for whatever reasons, are going to be
actively present during the activity carried out by GEOL staff, contractors or subcontractors. The profile of
this person, when he is going to work on electrical installations or when he is at risk through the involvement
of others, will by necessity be at least that of a qualified worker, similar to that of the Staff who carry out this
activity, and his presence will not involve adopting preventive measures additional to those adopted by the
normal Staff who carry out the operation and are listed in this Regulation.
The active presence of members of other companies during the work carried out by GEOL staff,
contractors or subcontractors, obliges suitable coordination in order to guarantee that the health and safety
of staff who participate in this work is not affected (example: the presence of Customer personnel during
start-ups, inspection of activities, audit of wind turbine design).

The PCR will require the company requesting a visit to provide written evidence that said companys
profile is that of a qualified worker (if the task to be performed requires this), at least similar to that of GEOLs
own workers or those of its subcontractors carrying out the activity. This Regulation (Form RCA-14) may be
used for this purpose
The presence of this Qualified Personnel from Outside of GEOL will not imply the adoption of preventive
measures additional to those adopted for the normal staff who perform the operation, but they must
demonstrate that they are trained in the Health and Safety Plan prepared for the assembly of the wind farm
to be visited if this is undergoing construction, or in risk assessment of the activities being carried out if the
farm is in exploitation phase.

6. OCCUPATIONAL HEALTH AND SAFETY FOR RISKS SPECIFIC TO THE


LOCATION
The contractor guarantees that he will scrupulously comply with everything set out in the Workplace
Health and Safety regulations in force, in accordance with his own activities and those of GEOL, as well as
the regulations on internal safety at the positions or installations where he must participate.
The dimensions of the site and characteristics of the activity on the farm make presenting in this document
the different risks that may be incurred during the carrying out of the work unviable. For this reason, there is
a series of documents, such as the Assembly and Maintenance Health and Safety Plan, Safe Practices or
GEOLs Technical Specifications.
Before commencement of the work, it will be certified in document form that the Contractor has received
this Health and Safety information and will adhere, if the circumstances of the activity so require, to the
Health and Safety Plan. This Regulation (Form RCA-01) may be used for this purpose.
As has been mentioned in Chapter 2 of this Regulation, prior to commencement of each specific task, it
will be necessary to evaluate the particular risks that may be found that day, as well as to inform the
employees affected of the extraordinary measures that must be observed.
In all cases, as a backup to that determined in more detail by the Health and Safety Plan, Safe Practices,
Technical Specifications or other Instructions provided by the PCR, special attention will be paid to the
following points:
Correct use of the Individual Protection Equipment which is obligatory for carrying out the
contracted activity. To this effect, provision of this PPE to persons working on the farm will be
documented in writing. This Regulation (Form RCA-07) may be used for this purpose. The
following are of particular importance:

The use of safety footwear to guard against electrical and mechanical risks, with non-slip soles,
whenever the person is inside the farm.

The use of a safety helmet whenever inside the farm.

The use of safety harnesses (duly anchored to a safe point) whenever there exists a risk of
falling more than 2 metres.

The use of safety glasses whenever there is a risk of flying particles, including tasks such as
grinding, cutting, air-blowing etc.

The use of mechanical safety gloves whenever handling blades, spatulas, hammers etc., which
involve a risk of accident to the hands, and chemical safety gloves whenever using products
which sensitise, irritate, corrode etc.

The use of a reflective waistcoat at work when visibility conditions are affected by bad weather
or on jobs outside daily working hours.

The use of any other garments or individual protection equipment that is required by the
legislation in force on Workplace Health and Safety or GAMESAs internal regulations.

The suitable use and storage of all materials and tools used by the Contractor and its
Subcontractors. These must be kept in good condition and in accordance with the legislation in
force. This Regulation (Form RCA-08) may be used to certify this compliance.

The correct use and upkeep in good condition of the vehicles to be used on the wind farm. This
Regulation (Form RCA-09) may be used to control the identification and condition of the vehicles
being used.

Ensuring correct disconnection and blocking of the power supply of the equipment or installations
where intervention is possible, with particular care to follow the procedures or specific instructions
applied in this wind farm. In all cases, intervention may only be carried out on previously authorised
equipment or installations.

The request for however many GEOL authorisations that may be necessary when carrying out
activities with special risks, such as welding permits, use of telescopic baskets, back loaders etc.

Proper signs to warn that personnel are working in areas of risk and cordoning-off of dangerous
areas, according to the regulations required by GEOL.

Disconnection of their electrical equipment outside working hours.

Daily cleaning of the working areas and removal of rubble and waste materials to locations on the
worksite assigned for this purpose.

Immediate communication to the PCR of damage caused to equipment or to work carried out, as
well as immediate signposting of the location of the accident when this represents any danger to
the safety of persons or objects.

In addition to these aforementioned regulations, in the worksite or during the contracted activity, it is
strictly forbidden:

To possess or consume alcoholic drinks.

To smoke inside the wind turbine.

To allow visits to the site without the express, written authorisation of GEOL.

To use equipment belonging to GEOL without prior authorisation and without signing a document
assuming the responsibilities derived from its use.

To take photographs without GEOLs prior written authorisation.

In the case of non-compliance of any of these Prohibitions, the PCR will take the appropriate decisions,
including the expulsion from the site of the CHSR and/or his staff, as well as paralysing the contracted job or
activity.

7. OCCUPATIONAL HEALTH AND SAFETY FOR RISKS DERIVED FROM THE


CONTRACTED ACTIVITY
With the aim of ensuring the health and safety of the rest of the workers not contracted by the Contractor,
who may be performing their tasks inside the wind farm, and who are therefore affected by the risks derived
from the contracted activity, the Contractor is obliged to inform GEOL of these risks and of the prevention
and protection measures to be taken by the staff of other Contractors, GOEL or the Promoter.
One method of putting this communication into effect is to provide the Risk Assessment or Health and
Safety Plan of the work. If, when performing a specific task, the risks involved in this task are not included in
this Risk Assessment or general Health and Safety Plan, this situation will be communicated to GAMESA
Elica.
In the case where the Contractor identifies new risks or anomalies which may endanger his own staff and
that of the other companies in the wind farm, the CHSR is obliged to notify GEOL of these situations, so that
the appropriate preventive measures may be coordinated. This Regulation (Form RCA-11) may be used to
document this communication.

8. PROCEDURES IN CASE OF ACCIDENTS


In the case of accident, work-related illness, incident or disaster of any type, the CHSR will follow these
instructions:

In all cases of accident, he will immediately inform the PCR.

He will attend to the person who has suffered the accident and cooperate in evacuating him, where
appropriate, to the nearest Assistance Centre, as established in the Promoter's Emergency Plan.

He will document the analysis and investigation of the incident, and he may use this Regulation
(Form RCA-12) for this purpose.

The PCR will inform the Promoter and GEOL's Prevention Service of the incident, so that they can
consider whether a more exhaustive investigation of the accident is appropriate, and he will ensure that the
Contractor communicates the incident to the authority.
Every month, the CHSR will provide the PCR with the summary of accidents suffered by his employees on
this wind farm, and he may use this Regulation (Form RCA-13) for this purpose.

9. PROCEDURES IN CASE OF EMERGENCY


Before the commencement of work, the staff of the Contractor and his Subcontractors must be aware of
the measures set out in the Emergency Plan produced by the Promoter of the wind farm, as well as the
organisation of the work teams and the instructions set out in this, so that any emergency operation can be
as efficient as possible.
In the case where a member of the Contractors staff verifies a fire and is alone at that moment, he will
immediately attempt to extinguish it with the means within his reach. If it is unsafe to handle the extinguishing
equipment, he will urgently request the help of the nearest person.
Whether the fire has been controlled or not, the PCR will immediately be informed.
Once there is general awareness of the emergency, the staff of the Contractor and its Subcontractors will
allow the Promoters Operational Teams to act and will obey their requirements and that established in the
Emergency plan.

10. RESPONSIBILITIES
The Contractor will be obliged to comply the legal dispositions of the Social Security and Workplace
Health and Security for the staff at his service.
Non-compliance of the aforementioned general regulations, as well as non-observance of the obligations
stipulated in this Regulation, will permit GEOL to rescind the contract with the Contractor, without prejudice
to the proceeding demand for damages and losses.
The Contractor will further accredit to having covered the general risks through civil liability for personal
and material damage in general, for accidents to his own staff or third parties, including among these the
Promoter of the wind farm or GEOL and its employees, with sufficient coverage for the assumed risk, taking
into account what is stipulated in ANNEX POINT 2 of this Regulation.

ANNEX POINT 1
FUNCTIONS OF THE PREVENTIVE RESOURCE
With regard to range of jobs contracted by GEOL, Preventive Resource will be understood to be the
person designated by his own company, responsible for leading the prevention during the operations on the
wind farm, which are required through their risk, and who has the necessary knowledge, qualifications and
experience, which includes at least basic certified training in prevention.
Functions of the Contractors Preventive Resource:
Generally speaking, the aim of the presence of Preventive Resources is to supervise the compliance of
the preventive activities with regard to the risks derived from the situation which determines the need to
achieve appropriate control of these risks.
This supervision will include checking the efficiency of the preventive activities for the risks they wish to
prevent or the appearance of unforeseen risks, derived from the situation that determines the need for the
presence of the Preventive Resources.
Specifically, the Preventive Resources obligations will be:
o

To supervise the compliance of the preventive measures included in the Health and safety Plan,
or specific Safety Instructions, for those jobs carried out by the Contractor which involve special
risks and/or are required by the legislation in force.

To participate in however many safety meetings called on site in order to deal with those risks
which the special conditions of the wind farm may entail.

To paralyse the Contractors work if an imminent serious risk to the health of the workers is
detected.

To communicate whatever deviations or risks are found while the Contractor is carrying out the
work.

To participate in the investigation of all incidents and accidents on the wind farm in which the
Contractors staff have been or may have been involved.

To participate in GEOLs policy of continuous improvement, and contribute the possible


improvements which, as an expert in prevention, may occur to him after analysing different jobs.

To cooperate with GEOLs Preventive Resource in all that he may require with regard to health
and safety.

Activities, operations and processes which determine the obligatory presence of Preventive
Resources of the Contractor:
o

LIFTS AND HOISTS


Work of installation, maintenance and repair which implies manual handling of loads with a mass
greater than 30 Kg, or which involves installing or removing components and apparatus with a mass
greater than 50 Kg, or which requires the installation of equipment drive cables, must be carried out
by at least 2 workers.
The rest of the installation work of cabins and other components which involves the workers being
situated on top of them may not be carried out by one worker alone and the 2nd worker must be
situated in a safe place.
Likewise, in such jobs and in repair and maintenance, the presence of preventive resources may
be required, by means of direct or indirect supervision, in the following cases:
a) When the conditions of work involve the use of individual respiratory protection equipment
or, when there is none or insufficient appropriate collective protection (railings etc.),
individual protection equipment against falling from heights must be used, unless in this
latter case, the equipment is provided with a harness and fall limiting device of less than
one metre.

b) When the work requires the presence of a worker on the roof of the cabin of a lift or hoist,
when this is moving upwards.
c) Or when the work is being carried out in the pit and one or several of the pieces of
equipment that move in the same shaft are not earthed (normally it is required that
equipment in battery is physically separated in different shafts). When the equipment
presents a risk through moving simultaneously in the same shaft where the work is being
done, the lifting equipment has a system for shutting down its functioning in the shaft (Shaft
shutdown kit).
o

DIFFERENT LIFTING EQUIPMENT OF THE LIFTS AND HOISTS


The regulations provided in the previous section for lifts and hoists will be applied. Also, when it is
absolutely necessary to start up the equipment in conditions different to those of ordinary service, in
order to carry out certain special repair or maintenance jobs, the presence of preventive resources
may be demanded. Such supervision will also be obligatory when workers need to access the
proximity of bare electrical conductors under voltage, or the tracks or the circulation rails on which a
piece of equipment is not earthed.

CONFINED SPACES
Work carried out in confined spaces, understanding as such those places or work areas where, in
their interior, an accumulation of dangerous gases or toxic products may arise, or the creation of a
low-oxygen atmosphere.
In these cases, access to these places will be restricted, and only authorised qualified workers will
be permitted. It will also be obligatory to have a written work procedure and supervision by
preventive resources.
To this effect, this concept specially includes the service galleries, the shafts, tunnels and sewers,
the silos, tanks, large earthen jars, recipients, containers, cisterns and steam boilers, storage or
mixing hoppers, as well as the dumps and residual water tanks, and any other interior work zone
where fermentation processes take place or vapours or poisonous gases are present.

CONSTRUCTION AND MAINTENANCE OF BUILDINGS


a) Jobs with risk of falling from heights
- In the jobs, operations and processes referring to construction and edification work and public
works, as well as those referred to as maintenance, repair and cleaning of buildings, with risk of
falling from heights of over 6 metres, or when the height is lower than 6 m but greater than 2 m,
the protection of a worker cannot be totally guaranteed without the use of individual protection
equipment against aforementioned risk (harness etc.).
- Jobs in which techniques of access and positioning with ropes are used
- Jobs of installing and removing safety nets.
b) Assembling, removing and transforming scaffolding
Scaffolding must be assembled, removed or substantially modified under the orders and
supervision of a person with relevant university or professional training, in the case of complex
scaffolding which demands an assembly plan, or by a worker with experience in other cases. The
following are considered to be especially complex:
- hanging scaffolding and variable-level suspended platforms, temporarily installed on a building
or structure for specific tasks and lifting platforms on masts.
- Scaffolding made up of prefabricated components (both modular and multi-directional)
supported on natural ground, concrete foundations, top slabs, overhangs and other structural
elements whose height, from the lower support level to the crest of the scaffolding exceeds 6
metres, or they have horizontal components which cover projections and distances between
supports greater than 8 metres. Trestle scaffolding is excluded
- Scaffolding installed on the exterior, on flat roofs, domes, roofs or higher structures whose
distance between the support level and the terrain or ground level exceeds 24 metres in height.

- Scaffolding and mobile work towers on which the work is done at over 6 metres in height from
the operating point to the ground.
C) Underground work in shafts or galleries
When workers are sent into an underground gallery or to the bottom of a shaft, they must have
the presence of duly qualified preventive resources on the outside, who must be constantly
present while the work is being carried out, directing the operations and raising and lowering
manoeuvres.
d) Demolition work
At least those demolition operations which are estimated to last more than 30 working days, or in
those which involve the use of more than 12 workers at any time, must be carried out under the
direct supervision of a worker assigned as a preventive resource presence, who must have
helpers for every twelve workers
o

WORKING EQUIPMENT AND MACHINERY


A) Self-driven working equipment
In cases where self-driven working equipment that must carry out a manoeuvre is to be driven,
especially in reverse, in conditions of insufficient visibility or when various self-driven apparatuses
are being operated at the same time in a limited space, where there are also workers on foot,
there must be assigned the presence of preventive resources and a person on foot who is
responsible for placing signs in the area of the vehicles in order to indicate these manoeuvres.
b) Load lifting equipment
When load lifting equipment is used on a construction job where workers are carrying out their
tasks near the crane, the operators of the equipment must take measures to avoid the presence
of workers under the suspended loads and the passage of loads above areas occupied by
workers must be prohibited.
If this is not possible because proper execution of the work cannot be guaranteed in any other
way, and the free space between the moving components of the vehicle and the work zone
occupied by the workers is less than 2 metres, the presence of preventive resources must be
assigned as well as a worker who is in charge of the signs. The same measure will be adopted
when the operator of the load lifting equipment cannot see its entire trajectory.

ELECTRICITY
a) Work with installations under voltage (high and medium voltage)
The procedure applied for work carried out under voltage in this case, will be adapted to the
following:
- The manoeuvres, measurements, tests and checks, either in the proximity of installations in
operation or continuity of power supply, will be carried under the supervision and observation of
a work chief, who will be the qualified worker who can assume the direct functions of preventive
resources. If the extension of the zone does not permit permanent supervision, he must be
assisted by qualified helpers.
- The work chief or supervisor must have direct communication with the person responsible for
the installations, so that the installation conditions and the demands of the work can be
prepared.
b) Work in the proximity of elements under voltage
Works carried out in the proximity of elements under voltage will be considered as work under
voltage. The work will be carried out under the supervision of one of these, which must assume
the presence of preventive resources, except when the work is being carried out outside the zone
of proximity or in installations of low voltage.
c) Access to service areas and covers for electrical material.

restricted to authorised skilled workers or to personnel under their continuous supervision, who
will act as the presence of preventive resources.
Such access may only be made with the knowledge and permission of the owner of the
installation, when this person is not the company head for whom they are working.
d) Work on jobs and other activities in which movements are carried out of equipment or materials in
the proximity of overhead or underground lines or other electrical installations.
For the prevention of risk of electric shock in these activities, they will be performed according to
Gamesa especifications, and under the supervision of preventive resources
e) On-site work with risk of fire or explosion
This will be performed according to that set out in Gamesa especifications, and the work must be
carried out by authorised skilled workers in the case of fire risk, or by qualified workers in the case
of explosive atmosphere. There must also be a previously-studied, written procedure in the latter
case, and preventive resources must be present.
o

WORKING IN HEAT
This denomination includes all operations with heat generation, production of sparks, flames or
high temperatures in the proximity of inflammable liquids or gases, or in recipients that contain or
have contained liquefied gases. For example, welding and flame cutting, leading, grinding, drilling
etc.
In these types of jobs, there must be a written work procedure, qualified preventive resources must
be present where necessary, and the personnel carrying out the work must be sufficiently skilled and
have the owners authorisation.

WORK IN EXPLOSIVE ATMOSPHERES


In the work zones and areas where there is risk of explosion or there exist explosive atmospheres,
the presence of preventive resources may be required, especially when there are workers from
different companies in the same place, who bring dangerous work equipment, or who may produce
interactions with other operations.
As in the case of confined spaces, a system of work permits for access to areas defined as
dangerous will be established, under the responsibility of a person expressly authorised for this
purpose.
Verification of the workplaces in which there exist areas where explosive atmospheres can form,
will be assigned to prevention technicians or workers with experience and specific training.

CHEMICAL AGENTS USED IN THE WORK


The use of dangerous chemical agents that may present a risk to the health and safety of workers,
due to their physical-chemical, chemical or toxicological properties, and the form in which they are
used, will be according to Gamesa Procedure PMA-4.6.07 Control of Chemical Products and PMA4.6.09. Control of Load and unload of hazardous substances.
For these agents, that set out in the aforementioned Procedures will be applied in its entirety, and
the presence of preventive resources may be required, depending on circumstances.
In the establishments and installations where dangerous substances that may cause serious
accidents are produced, used, handled, transformed or stored the presence of preventive resources
may be required.

CARCINOGENIC AGENTS, AGENTS THAT ARE MUTAGENIC OR TOXIC FOR REPRODUCTION


When an agent that is carcinogenic, mutagenic or toxic for reproduction of the 1st or 2nd category,
Gamesa Procedure PMA-4.6.07 Control of Chemical Products and PMA-4.6.09. Control of Load and
unload of hazardous substances will be used for classification, packaging and labelling dangerous
substances, and on dangerous preparations respectively, preventive resources may be required,
depending on the circumstances.

DANGEROUS ACTIVITIES DUE TO ISOLATED WORK AT HEIGHT OR IN MOUNTAINS


When work is carried out at height, in uninhabited areas or in mountain areas, at a height of over
1,500 metres, or in bad weather (e.g. installation of posts and electrical supports and of
communications, mountain-guide work, topographical and cartographical work, work on construction
of railway lines, dams, refuges etc.), the work teams must not be isolated and the relevant
communications by radio or other means of communication must be provided, which guarantee a
permanent link and contact with rescue teams located in a base camp or rescue station.
The worker charged with listening in, with work teams transferred to high places or mountains must
have at least the training established for workers assigned as presence of preventive resources.
Stable agricultural, forestry or cattle-related work is exempt form this obligation when there are
housing and built-up areas.

ANNEX POINT 2
CIVIL LIABILITY INSURANCE
1. CONTRACT
All Contractors, Subcontractors and any person or body that is going to work for GEOL, will be required
to sign a written contract (or GEOLs general conditions for contracting services together with an order),
where there appear the terms and conditions of the work or service they are going to provide.
This contract, will mention the obligation of the Contractor or Subcontractor to subscribe to a civil liability
insurance policy, in accordance with the terms related below, and with which damages caused to Third
Parties may be confronted.
A copy of this Insurance Policy will be attached to the contract, along with a copy of the receipt paid up
to date corresponding to the period they are going to work for GEOL.
2. TERMS OF THE CIVIL LIABILITY POLICY
The aforementioned Insurance Policy must have as a minimum the following characteristics with
regard to coverage, Insurance Deductible and limits.
2.1. Coverage
2.1.1. Civil Liability Exploitation
Third Party coverage for personal, material damages and liabilities, caused to Third Parties,
during the exercise of the activity they are going to perform for GEOL. It is important to verify
that this activity is that which appears declared in the text of the Policy. With regard to this
coverage, any other Contractor, Subcontractor, Supplier, the Proprietor and his
representatives, GEOL and any other outside person who is not linked to any of the previously
named bodies must be considered to be Third Parties.
2.1.2. Employers Civil Liability Insurance
Coverage against the pecuniary consequences of the civil liability insurance which may be
incumbent upon the Insured Party (Contractor or Subcontractor working for GEOL) may be due
to claims which may be presented by:
o the persons working in his service or persons who act on the insured parties account.
o the Bodies or Organisations assumed by the Accident at Work Insurance.
2.1.3. Civil liability insurance of Products
Coverage against the pecuniary consequences of the Civil liability insurance that may be
incumbent upon the Insured Party (Contractor or Subcontractor working for GEOL) due to
claims by Third Parties based on damages and/or liabilities caused by goods or services after
they have been issued by the Insured Party. It is important to verify that the goods and services
provided to us are those derived from the activity declared in the text of the Policy.
2.2. Insurance Deductible
The Insurance Deductible must be the lowest possible, and it must be valued according to the
degree of solvency of the Contractor or Subcontractor and therefore of the part which this company
can withstand from its own net worth in the case of an accident being produced.

2.3. Coverage Limits


These minimum coverage limits must be demanded:

o 300,000 per accident, for Companies with a turnover level of up to 60,000 (*)
o 1,000,000 per accident, for Companies with a turnover level of over 60,000 (*)
(*) Except when their activity assumes a high degree of risk.
2.3.2. Personal:
o 200,000 per victim.

previous sections, before commencement of the contracted work or service.

INSTRUCTIONS FOR COMPLETION OF THE FORMS OF THIS REGULATION
In the case where the Contractor or Subcontractor is going to use other different Forms to those attached to
this Regulation, these must include the same fields and must also be previously validated by GEOLs
Prevention Service.
Both the Regulation and the Forms attached to it will have a maximum validity of 1 year and must be
renewed if the conditions that motivated their signing are maintained.
With regard to the signing of all the forms, the Person Responsible for the Contractor, Subcontractor or
Self-employed Worker will be understood to be the person with the necessary capacity who acts in
representation of the company concerned. This capacity need not necessarily be supported in legal
powers.
Form RCA-01: CERTIFICATE OF ACCCEPTANCE OF THE REGULATION
The Contractors Health and Safety Representative (CHSR) is the Contractors maximum authority with
regard to prevention at this wind farm, as well as the valid representative between GEOL and the Contractor
with regard to providing effective compliance of its requirements. The CHSRs presence is not required at all
times and at all the activities carried out, but he must be a person who is aware of the situation of the work
and perfectly locatable in case of incidents or particular circumstances of the task. Examples of personnel of
the Contractor who may be named as CHSR are Team Leaders, Charge-hands, Installation Supervisors etc.
The figure of the PCR must not be confused with that of Preventive Resource, although in certain cases
they could be the same person.
The Primary Contractors Coordinator (PCR) is GEOLs maximum authority with regard to applying this
Regulation on this wind farm. The PCRs permanent presence on the wind farm is not required, but he must
be a person who is aware of the situation of the work and perfectly locatable in case of incidents or particular
circumstances of the task.
The validity of this form for a wind farm in construction phase will be until the operations are completed and it
must be revised if the maximum of 1 year is exceeded.
In exploitation phase, this Form must be signed for every wind farm and by job to be carried out if the
activity is not included in the Safety Plan (e.g. retrofit, special repairs etc.). In all cases, its validity will be of a
maximum of 1 year.
Before commencing the activity, the Contractor will attach to this Form:

The Risks Evaluation of the contracted activity if this is not included in the Safety Plan prepared by
GEOL for that wind farm.

A justification of the preventive methods established by the Contractor (internal certificate of the
Internal Prevention Service, if that is the case, or certificate of the External Prevention Service,
indicating the validity period of the contract).

A copy of the Civil liability insurance Policy in the terms mentioned in ANNEX POINT 2 of this
Regulation.

Form RCA-02: CERTIFICATE OF START OF WORK


This Form must include the first names and surnames of the persons who are going to participate in the
work, as well as an indication of whether any of these will perform the functions of Preventive Resource (this
does not exempt the presentation of Form RCA-03 to justify the designation of this Resource).
The validity of this form for a wind farm in construction phase will be until the operations are completed and
it must be revised if there is any variation between the personnel taking part or if the maximum of 1 year is
exceeded.
The validity of the Form for a wind farm in exploitation phase will be by work to be carried out when the
personnel taking part are not assigned to said wind farm, but travel occasionally in order to carry out an
operation (retrofit, large correction jobs, inspections or repairs by personnel of generators, multipliers,
blades, control equipment, vertical work, engineering work etc.), and annually, coinciding with the validity

period of the Health and Safety Plan, when the workers are the regular ones of the wind farm (prevention
personnel, corrective personnel, operators etc.)
The documents related to the personnel listed and the work to be carried out will be attached with Form
RCA-02:

Documents that certifies social security payments from employer, payments to freelance workers or
similar documents when they come from other countries, corresponding to persons who are going to
work on account of the Contractor and/or Subcontractors, must be presented for the current month.

Certificates of medical aptitude for these persons in which there appear the signature and the
collegiate number of the doctor certifying the aptitude, indicating that the recognition includes
protocol for working at height, if access to high areas (>2 m) is included among the activities.

Professional qualification certificates of the staff of the Contractor and /or Subcontractor, where
necessary.

Forms RCA-03 to RCA-10, where necessary.

Form RCA-03: CERTIFICATE OF APPOINTMENT OF PREVENTIVE RESOURCE IN WIND FARM


This Form will be completed and delivered by the Contractor only in those cases where naming of the figure
of Preventive Resource is necessary, in accordance with that mentioned in ANNEX POINT 1 of this
Regulation.
The person designated as Preventive Resource must accept this designation, so that both his signature
and that of a representative of the Contractor will be collected.
Form RCA-04: CERTIFICATE OF HEALTH AND SAFETY INFORMATION/TRAINING
This Form must be completed for every worker.
The OTHERS section will detail any informative/training action with regard to risk prevention that may be
relevant and which has not been considered in the upper boxes.
Form RCA-05: CERTIFICATE OF TASK-SPECIFIC TRAINING
This Form must include a training certificate on the part of the workers company for the execution of
determined jobs which require this, and which appear in the list of this form. When legislation requires the
possession of a licence or certificate from an authorised body, a photocopy of this must be presented along
with the form.
Form RCA-06: ELECTRICAL WORK PERMIT
This form will be presented for all work where there exist risks of electric shock. All workers who are going to
participate directly in the operation which presents this risk must be authorised by their company. When the
risk is through exposure to high voltage, they will also be "qualified" based on R.D. 614/01.
Form RCA-07: CERTIFICATE OF DELIVERY OF PROTECTION EQUIPMENT
This form will be delivered by the Contractor for every worker.
The worker will sign in those boxes corresponding to PPE received, indicating the date when it was issued or
checked. The validity period between the issue or the last check of the PPE and the next check must never
exceed 1 year.
Form RCA-08: AUXILIARY RESOURCES AND EQUIPMENT CONTROL REPORT
This form will be completed and delivered by the Contractor only in those cases where those persons who
are going to be using the equipment and auxiliary resources, such as self-driving cranes, auxiliary electrical
equipment or load-moving equipment.
If the obligation to have a certificate (e.g. CE Certificate of Conformity) is applied to the equipment, a copy of
this will be attached to this Form.
Form RCA-09: CONTROL REPORT ON THE STATUS OF ON SITE VEHICLES
This Form will be completed and delivered by the Contractor only in those cases where he is going to use
vehicles in the wind farm.

A copy of the vehicle in questions official documentation will be attached to the form. Vehicle log, M.O.T.
certificate, obligatory third-party insurance etc.
Form RCA-10: SUBCONTRACTING NOTIFICATION
This Form will be completed and delivered by the Contractor only in those cases where he is going to
subcontract his activities, or part of these, to a third company.
In these cases, the Contractor will be responsible for requiring this third company everything set out in this
Regulation, including the signing and acceptance of his Forms. In the same manner, he is responsible for
delivering all this documentation to GEOL, before commencement of the subcontracted work.
Form RCA-11: NOTIFICATION OF NEW HEALTH AND SAFETY RISKS OR PROBLEMS
This Form is not applied before commencement of activities. Its purpose is to document the action of
communicating those risks which have not been previously contemplated and/or the possible anomalies
detected with regard to health and safety while the work is being carried out.
Registration of these anomalies by the Notifier, as well as his proposal for action, does not signify on the
part of GEOL that it is in agreement with these or that it is committed to the direct execution of the proposal,
but that it is given to be known and to commence a process of analysis of the situation and to subsequently
take the action it considers appropriate,
Form RCA-12: ANALYSIS AND INVESTIGATION OF ACCIDENTS AND WORK-RELATED ILLNESSES
FORM
This Form will be completed and delivered by the Contractor only in the case of having suffered an Incident
(there are no injuries to persons nor any damage to things), Work-related Accident, Work-related Illness or
Mishap (only damage to things).
In the assumptions of Accidents, the Contractor is obliged to inform GEOL immediately of these and proceed
to investigate them and propose the corresponding preventive actions.
Form RCA-13: ACCIDENT AND OCCUPATIONAL DISEASE ANALYSIS AND INVESTIGATION REPORT
This form will be completed and delivered by the Contractor before the third calendar day of the month
following that which is the subject of the information.
If the real values are not available for this date (e.g. the real hours worked are not available), an estimate of
these will be delivered, in such a way that when the final figures become available, the corrected form will be
presented.
For wind farms in construction phase, the information included will only refer to the work carried out in that
wind farm.
For wind farms in exploitation phase, the information included may be that of the combination of the
Contractors activities agreed with GEOL.
With regard to this Form, Accumulated value is understood to be the sum of the values from January to the
current month. In the case of Average Number of Employees, this accumulated value will be the
arithmetical average of the number of employees from January to the current month.
In order to calculate the Hours Worked the real hours will be considered, i.e. without hours of leave,
holidays etc.
In order to calculate the Lost Calendar days, the calendar days of the month in question will be considered
from the date of beginning the Sick Leave to the Return to Work date.
Form RCA-14: COORDINATION OF QUALIFIED PERSONNEL NOT UNDER GAMESA ELICAS
SUPERVISION
This Form is only applicable for cases where a Company not directly contracted by GEOL or by any of its
Contractors is going to be present during the carrying out of the work in the wind farm.

This authorization is initially valid for 2 years and may be annulled by the company at any time due to incompliance with health and
safety measures, incorrect use of equipment or any change that modifies the initial conditions of authorization.
Nevertheless, as a general rule and whenever possible all work will be carried out with the electrical power supply switched off at the
installations, thereby eliminating the risk of electrical shock by following the steps below:
1. Disconnect: the area of the installation where the work is going to be carried out must be disconnected from all power
supplies.
2. Prevent any possible feedback: The switching equipment used to disconnect the installation must be safeguarded from
any possible reconnection, preferably by locking the switching devices. In the absence of mechanical locks, equivalent
protective measures must be adopted.
3. Check that there is NO voltage in all the active elements of the electrical installation.
4. Earth wire and short circuit the parts of the installation to be worked on.
5. Protect against nearby live elements and put up safety signs to demarcate the work area.
Until the five steps above have been carried out, the area of the installation in question will be considered LIVE.
