Ferry Facility Opens


A momentous day was how
ASSOCIATED BRITISH PORTS (ABP)
CEO Bo Lerenius described the
opening of the Port of
Ipswichs new ferry terminal
Construction work on this
second, 6.1M ro-ro berth at the
ports West Bank began last June
following a deal with operator
Ferryways to extend its five-year
agreement by a further 20 years.
The company began operations at
Ipswich in February 2000 and since
then the number of daily sailings
has doubled.

Lack Of
Interest?

The meeting was called by the


European Parliaments transport
committee to encourage close
involvement of European ports and
transport operators in MP-II, which
promotes shifting freight from
roads to other modes of transport,
particularly waterway and short sea
routes.
The lack of interest was
surprising given the programmes
2007-2013 740M budget a
five-fold increase for maritime
transport solutions and
demonstrating the significance the
EU attributes to the subject.

A novel use has been devised


for FAIRMOUNT MARINES semisubmersible barge Ocean
Seal...

and North America.


As we went to press, the
Fairmount-managed, Chineseowned tug Hua An was about to
tow Ocean Seal to Singapore,
where it will be fitted with special
deck protection and extra
accommodation. The tug and barge
should arrive on site in June,
remaining until the projects
scheduled completion in September.

The Fukada-owned, 24,000dwt


barge is being adapted to work as a
mobile storage facility for stone and
other materials, which will be used
to prepare the seabed for an
offshore concrete drilling platform
at a project being carried out by
VAN OORD near Sakhalin Island. The
aim is to harness oil and gas
reserves for delivery to Asia Pacific

Were very close to being


granted an additional three berths
by the government, said PSA
South East Asia and Japan CEO
Grace Fu.
Those berths come on top of
five already slated for construction
between 2005 and 2006, making a
total 15 new berths to be added to
PPT over the next five to seven
years and boosting annual capacity
by 50% to 31M TEU.
Singapore handled a record
20.6M TEU in 2004 and volumes
for the first two months of this
year touched 2.03M TEU, up
almost 11% on the same period in
2004.

The US ARMY CORPS OF ENGINEERS


(USACE) has issued a permit
authorizing construction of
the US$250M Choctaw Point
Terminal in Mobile, Alabama
The container terminal
expansion will give Alabama
industries a better system to
transport products and raw
materials and help them compete
in todays global economy, said
Alabamas governor Bob Riley.
The USACE permit also covers an
intermodal rail yard along with
dredging and reclamation work and
provides for storm water
management, including the
relocation of the citys Tennessee
Drain.

VISUALIZE THIS

In January, the Raad van State


ruled that the Dutch government
had to re-assess plans for the
expansion project because it had
not followed the proper
procedures under the European
Habitat Directive and that
construction of Maasvlakte 2 could
pose a threat to habitats in
northern Dutch Waddenzee.
At the time of the ruling, Ms.
Peijs argued that the procedural
failures would be repairable in a
reasonably short period, but shes
now had to backtrack. Its a move
that could prove damaging
shipping agents claim Chinese lines
will lose interest in setting up
dedicated terminals.

The Port of Rotterdam has opened the SERVICE TERMINAL
ROTTERDAM (STR) tank storage facility, boosting its presence in
the oil and oil products industry
Jointly owned by Lukoil and FTS / Hofftrans the new facility increases
the number of heavy fuel oil suppliers located at Europes main oil hub
and strengthens Rotterdams strategic position against its Russian rivals.
The port and operator will invest a combined 21M through to 2007
to improve the terminals bunkering and ship-to-ship transfer facilities,
while tank storage capacity will be increased from the current 40,000m3
to 120,000m3.

Dredging contractors have had years to


come to terms with it, but on May 19th
Annex VI of MARPOL 73/78 becomes
mandatory for vessels over 400gt
Annex VI sets limits on sulphur oxide (SOx)
and nitrogen oxide (NOx) emissions from ship
exhausts and prohibits deliberate emissions of
ozone depleting substances.
According to an EU statement, this will
equate to at least 2,000 fewer life years lost
through long term exposure, 750 fewer deaths
from short term exposure and 300 fewer
hospital admissions for respiratory illness. And
while in comparison to the rest of the worlds
merchant fleet, dredgers contribution to those
figures is vanishingly small, contractors would
probably agree that its no bad thing.

Annex VI is at least a level


playing field: it sets a global cap
of 4.5% m/m on the sulphur
content of fuel oil and calls on
the IMO to monitor fuels
worldwide average sulphur
content. It also establishes
special SOx Emission Control
Areas with more stringent
controls including the Baltic
Sea and North Sea. Sulphur
contents cut to 1.5% m/m in
such areas, or alternatively ships
must fit an exhaust gas cleaning
system or use other
technological methods to limit
SOx emissions.
Not surprisingly, the latter have
been flocking to market recently.
Interestingly, especially as
theres been controversy
elsewhere over the amount of
administration and paperwork
involved in compliance, DPCs
not received one peep of protest
or concern from contractors.
This may well be that given the
huge number of environmental
restraints the industrys already
burdened with, Annex VI is
viewed as a minor problem. But I
think its because dredging
people are simply among the most responsible
in the maritime world.

The announcement came eight years after a similar project was


dropped by Lionel Jospins government, but Rhone Alps region
transport chief Bernard Soulage is confident of success.
While the previous project provided for a waterway link via the
Doubs, we suggest a new link via the Moselle which will be more
economical and have less environmental impact, he said.
Such a link could reduce truck traffic volumes through the Rhone
Valley corridor by transferring cargo to the Rhone waterway, but this
will only be feasible if this waterway has an outlet in Northern
Europe, added Soulage. The waterway would be able to handle large
container barges and permit transit all the way from Marseilles to
Rotterdam.

Harbour.
The campaign sets a precedent
in Finland as it involves cleaning up
a 75ha site contaminated with
tributyl tin and moving it to
Niinilahti where it will be stabilised

500,000m3 of contaminated soil
will be moved, the environmental
impact of which will be minimised

Form Follows Function


This round-up includes several innovative products and solutions developed
to overcome difficult environmental conditions

blocks in a breakwaters protective wall.
Under constant exposure to extreme
wave forces, most breakwaters require
frequent maintenance and repair and the
two that mark access to the IJmuiden sea
lock complex and the North Sea Canal are
no exception.
Last October a weak section in the

southern breakwater was spotted, giving


the Dutch Directorate of Transport and
Water Managements (Rijkswaterstaat)
Innovatie Test Centrum (ITC) a chance to
use the new carbon concrete blocks. Its
ITCs task to test innovative products and
materials in real projects in close cooperation with manufacturers.
Six carbon concrete blocks were used,
the new material being similar to normal
concrete in that its made with aggregates,
but with the bituminous product C-Fix
used as a binder instead of cement. C-Fix
(carbon fixation) was developed over
three years by Shell in response to the
Kyoto Protocol and is being marketed by
subsidiary C-Fix. It uses oil refineries
residue thats traditionally used as heavy
fuel for large ships and power plants, but
with the drawback of high carbon dioxide
(CO2) emissions. Fixing CO2 to produce
the C-Fix binder is thus extremely
beneficial to the environment: for every
ton of C-Fix, 2.5tons of CO2 is fixed
IJmuidens six blocks represent a total
reduction of 33tons of CO2.
IJmuidens extreme wave conditions
meant the blocks also had to have a very
high density, so Minelcos special heavy
iron oxide aggregate, magnetite
magnedence, was used instead of the
usual sand and gravel, resulting in a
3.9kg/m3 block density.
This test project is the first time C-Fix
has been employed as a heavy duty port
construction element and the 45-ton
blocks are the largest and heaviest
elements built with C-Fix so far. Theyll be
monitored by Rijkswaterstaat, in close cooperation with C-Fix and Minelco, to see
how they behave under the influence of
the sea. Early indications are positive the
blocks appear extremely resistant to salt
and sea water corrosion.

SPECIAL SUPPORT
The destructive force of the sea also had
a major bearing on the design of an
ingenious falsework solution developed by
RMD Kwikform (RMDK) to support a
concrete deck slab for the Royal National
Lifeboat Institutions (RNLI) new
boathouse station being built by Dean and
Dyball at Tenby on Wales Pembrokeshire
coast.
The 25.6m-long x 21.7m-wide
boathouse slab is cruciform in plan and
incorporates a 19.5m-long trough, into
which the new lifeboat will be parked,
plus cantilevered wings on both sides
and at the rear. The slab is supported by
19 piles and comprises over 450m3 of
concrete, placed in six separate pours and
weighing a total of over 1,200 tonnes.
Using the conventional method of
supporting the slab from below would
have subjected the falsework to Tenbys
dangerous tidal conditions, possibly
twisting and mangling any temporary
works. Instead, it was decided to suspend
the falsework above the seas wildly
fluctuating high tide mark from a network
of 813mm diameter piles. Pile caps were
used to support pairs of H33 girders,
which in turn supported a gridwork of
universal beams and RMDK Super Slim
Soldiers, from which suspended ties were
hung to support the soffit. The H33
girders were supported by tapered steel
legs attached to steel stools welded to the
inside of the circular steel piles.
While the H33 girders provided support
for the concrete pours, to prevent them
from hampering soffit erection and steel
fixing, huge friction collars were placed

Eastern Designers evaluated various
construction methods before choosing
sheet piling, which was considered the
most economical and the most suitable for
the shallow bedrock conditions and the
wharfs expected lifespan.
The combi-walls HZ king piles and AZ
sheet piles were driven 1.5m in front of
the existing structure and the space
between the new and existing wharf faces
was backfilled. The concrete deck of the
interior portion of the quay was removed,
the grade raised and a new concrete and
asphalt wharf deck created. The shoreline
area between the north and south wharf
was also closed up with a sheet pile
structure.
During a typical ten-hour shift the
contractor was able to drive roughly five
HZ king piles and five AZ sheet piles,
driving taking seven weeks in total.

FENDER THOUGHTS
Most harbour facilities are built for
life spans up to about 100 years, but
technical and market development is so
rapid that fender systems are designed for
life cycles of 20 to 30 years.
That was Fentek marketing director
Mike Harrisons comment as he opened
the firms Middle East regional office in
Dubai in late 2003 as the area began to
boom. With older ports and harbours
being expanded and spruced up, oil prices
high and economies stable, the strong
consumer and industrial demand saw
Mikes new office expanding rapidly
sales were quickly up several times the
normal figure for the region.
Fentek had historically served its
Middle East customers from Europe,
Mike continued, but opening the Dubai

Brought into force in April 2002, the


protocol covers fender design practices and
aims to ensure that published performance
figures from all type-approved sources are
measured using the same methods and from
the same datum.
It addresses many areas critical to fender
performance, including a definition of the rated
performance data (RPD, which defines the
minimum requirements for manufacturers
published performance figures) and the test
apparatus and performance testing procedures
to be used.
Fenteks Singapore factory, Trelleborg
Hercules, began testing the Fentek Super
Cone, Cell Fender, Unit Element, and Arch
Fender systems in late 2002 and Germanischer
Lloyd was appointed to witness and verify the
results.
At the end of October 2004, Fenteks entire
range of moulded fenders achieved type
approval status, making it the first
manufacturer worldwide to achieve this
milestone.

That enabled fast response before,
during and after a contract was awarded
with the result Fentek now boast a
number of high profile projects, including:
Egypt 1,200m of super post-Panamax
container quay for SCCT (a joint venture
between Maersk and the Egyptian
government), using 60 sets of UE1000
fender systems, plus intermediate Arch
fenders.
Saudi Arabia upgrade of Jeddah main
oil berths 1 and 2 for Saudi Aramco; the
berth 54 oil terminal in Jubail and 40 sets
of creamy white 1.2m diameter
cylindrical fenders for Jeddahs navy base.
Kuwait five new oil and liquids berths
for Kuwait National Petroleum Company,
comprising 16 Super Cone systems up to
SCN1600 in size.
Oman Khasab Port multi-user
terminal, ro-ro berth and fisheries quay,
using over 80 Super Cone and Arch
fenders. Sohar Port phase 1 & 2 with over
150 sets of UE1000 fenders installed on
the bulk and multi-user berths, plus
SCN1400 and SCN700 fenders for the
liquids berths.
Qatar four SCN1600 systems for the
QGPC multi-products terminal; 82
SCN1000s for Mesaieeds new crushed
stone import berth and 60 SCK800 cell
fenders for Halul Island, a remote site

fenders, while (iii). Berths 21 to 25 have
been upgraded for use by Panamax
container vessels with over 140 UE750
systems; (iv). Fujairah Ports oil berth was
fitted with 42 sets of SCN1000 fenders;
(v). Sharjah Ports Authority have
upgraded their Khor Fakkan facilities with
five twin SCN1000 cell fender systems on
the main container quay, and (vi). at the
entrance to the Jumeirah Palm Island
development, Logo Island has been built
for Sheikh Mohammed and features a
160m berth for his new private megayacht, Platinum. The quays fitted with 19
Seaguard super low pressure foam fenders
6ft x 16ft in pure white.

coming years, the Middle East remains the
ideal location to continue serving regional
customers, Mike concluded.

PAL version of its MC-1 compact
underwater camera, which can be used for

The device transmits live video through

was launched on
April 7 for La Rochelle-based Dragages
Transports et Travaux Maritime (DTM).
Called Andr L after Andr Libaud, the
founder of DTMs parent firm Groupe
Libaud, she was christened by his
daughter Mrs. Robert Libaud and shes
special because of her relatively high laden
speed of 13 knots.
Its a vital design factor enabling her to
synchronise dredging cycles with the tides
tidal ranges are very large off the
Atlantic coast of France where shell be
dredging sand and missing a port entry at
high tide could mean several hours of lost
working time.
Her hull plays an important part in
obtaining the high speed and model tests

EQUIPMENT
Andr Ls equipped with a Wrtsil
6L32 main diesel engine driving a single
CPP propeller via a Wrtsil gearbox
thats equipped with a power tack in
(PTI) facility. Driven by an 875kW electric
motor and coupled to the gearbox via a
hydraulic clutch, the PTI serves as a
redundant means for propulsion: in an
emergency, it will bring the ship to a safe
port at low speed. Wrtsil have also
supplied a 6L20 diesel engine as an
auxiliary generator that can be connected
to the PTI.
The TSHDs dredging installation was
supplied by Nijkerk-based Damen
Dredging Equipment and consists of a
single 600mm suction pipe with an
integrated, electrically-driven submersible
pump, giving a maximum dredging depth
of 40m.
She can unload either by dumping

through four bottom doors or via an


electrically-driven shore discharge pump
that can empty the hopper through four
suction openings in the bottom door
recesses. And the versatile shore discharge
facility can pump sand via:
A bow coupling
Shore discharge line on portside, and
A shore discharge arrangement above
the hopper.
As I write, Andr Ls been towed to
Lemmer where shell be fitted out trials
and delivery are expected to take place
this July.

but Damen Dredging Equipments
specially designed DOP plain suction
dredger (PSD) is performing beyond
expectations, say owners Dragon Oil
(Turkmenistan).
Dragon, who are headquartered in
Dubai, use Hazar to support offshore
activities. The custom-built DOP-PSD was
designed, constructed and delivered in
only 10 weeks as fast developing siltation
in the region was creating urgent logistic
problems large suppliers were having
difficulty gaining access.
The ports also remotely situated and
difficult to reach, necessitating a simple,
sturdy and maintenance-friendly dredger.
Site investigations by Damen resulted in
the design of a long over 30m
dismountable pontoon equipped with a
DOP2320 submersible dredge pump
suspended on a hoisting wire and working
over a swell compensator. The pontoons
positioned in the wave direction and will
thus always rest on a minimum of two
wave crests, ensuring only vertical
movement and no hampering of dredging
activities due to rocking.

Mitsubishi Heavy Industries at Kobe for

functions, can react promptly in cases of
large-scale disaster, including earthquakes,
and comes complete with a helideck to
airlift emergency personnel.

MADE IN CHINA
IHC Holland worked with China
Harbour Engineering Company on a
custom-built cutter suction dredger (CSD)
delivered to Longwon Port Group in
February this year.
The Fu Min 9 Hao has a total installed
power of 7,800kW, is 119m long by 18m
wide and was assembled at Wenchong
Shipyard in Guangzhou, southern China.
IHC co-ordinated construction at the
yard, along with dredging trials that were
carried out near Nanhui in Shanghai
District.
With tilting spuds, a 750mm suction
pipe, dredging depth of 25m and
production capacity of 3,000m3/hr, shes a
powerful addition to the Longwon fleet.

POWER & FELIXIBILITY


The vessel comes with a 500m floating
pipeline, four six-ton winches for steady
mooring in heavy weather and has its own
10kVA generator to allow round-the-clock
operation. A deck-mounted 314kW Scania
power pack drives the DOP pump,
winches and a 200m3/h 50mwc jetwater
pump that feeds the suction head,
assisting it to remove fine sand and silt.
The dredgers composed of standard
container pontoons that made for simple,
fast delivery by box ship and trucks. Its
coupled together via a proven system,
ensuring reliable assembly in remote areas.
And of course the pontoon dimensions
were carefully selected to ensure sufficient
freeboard in heavy swell.

dredger was assembled by its new crew

Adani Port Ltd. has ordered a Beaver


6520CSD and booster station from IHC
Holland Merwede for the Port of Mundra
in Gujarat State.
Adani own and operate Mundra, which
has developed Indias largest privately
owned liquid storage facility for all classes
of chemicals, petroleum products and
edible oils and can also receive dry cargo
and container ships up to 130,000dwt.
The CSD, being built at the IHC
Holland Beaver Dredgers yard in
Sliedrecht, is due for delivery this July.
Shell have a dredging depth of 20m, be
equipped with a direct-driven underwater
pump and will be used for deepening and
reclamation works.

FINALLY...
IHC Holland Merwede is building two
electric mining CSDs for the Moma heavy
mineral project in Mozambique.
Momas mining process will be based
on proven technology, comprising an
artificial mining pond with double dredge
operation and a floating plant
concentrating and separating the mineral

sands. IHC will also provide a training


programme enabling local personnel to
both work with and maintain the
dredging equipment.
The contract was awarded in February
this year by Mauritius-based joint venture
Multiplex-Bateman and the dredgers
being built at IHC Holland Beaver
Dredgers Sliedrecht yard are designed to

allow for simple, local assembly. Thats


because access to the site will pose logistic
challenges. Some of the larger dredging
components will have to be beach-landed
and, as this is written, an access road
from beach to site still has to be built.
Its a similar story for the mining
complex and its equipment the export
jetty, product storage and loading
facilities, electrical generation /
transmission equipment and personnel
accommodation are also under
construction. But Moma has resources to
sustain annual production of around
615,000 tonnes of three ilmenite products
for 80 years. Significantly, its located in
one of the poorer areas of the country and
once in full production by end-2006 will
provide employment for about 500
workers.

Its already the UKs biggest coal port, now works underway at Humber
International Terminal (HIT) to double capacity TONY SLINN was given a grand tour

Associated British Ports (ABP) to
distinguish it from the existing berth,
the 44.5M project is not the Port of
Imminghams only development as you
read this, construction and dredging are
underway in the Outer Harbour to create a
new 35M ro-ro terminal for DFDS Tor
Line. And theres more to follow. On the
other side of the Humber River, at ABPs
Port of Hull, the UK governments given
tentative approval to the 35M Quay 2005
development that will see a two-berth
short-sea container terminal built, enabling
the port to accommodate the new breed of
larger feeder vessels.
It will also enable ABP to relocate their
container terminal from within the Victoria
Dock, plus expand a paper products
facility. Quay 2005 will take about two
years to become operational and is likely to
get full environmental permission later this
year.

PROJECT PLANNING
Environmental considerations have been
at the top of the list during planning for all
three projects.

result, weve won their co-operation and
didnt need to go to a public enquiry.
To compensate for the environmental
impact, ABP are spending 1.5M to create

protection and a natural habitat for
wildlife at two nearby sites, 14ha at
Chowderness and 54ha at Welwick. The
works due to get underway this month
and will be carried out by HIT-2s major
contractor, Edmund Nuttall, wholl design
and build a total of 30,000m2 of
revetment protection with earthwork

Chowderness.
Humber International Terminal was
first mooted in 1988 and a Harbour
Revision Order was granted in 1990,
though nearly a decade passed before the
first quay, HIT-1, became operational.
HIT-2 got the go-head in 2003,
Gordon continued, and Nuttall arrived
on site in August last year. Its scheduled
for completion by mid-September this
year.

WORK IN PROGRESS
For such a complex job, progress has
been fast and not without challenges, as
Nuttalls project manager Simon Tanner
pointed out We had to co-ordinate the
work so as not to disrupt the ports
operations, he said.
When its complete, the jetty will be
520m long and able to berth ships of up
to 160,000dwt, Simon added. In total,
therere 123 tubular piles, each 1,020mm
in diameter, 1,650 tons of rebar and
7,200m3 of concrete.
There are also no fewer than 430 precast items, including pile caps, transverse
and both long and deck beams. It
resembles a jigsaw on a giant scale and to
cope, Nuttall are using the 350-tonne
capacity crane barge Marlin to lift and

Like HIT-1, were using Fentek
fenders, 18 of them, which will help with
parts interchange, Simon continued.
The jetty also has an integrated crane rail
for the permanent ship unloaders and
were using the new Dutch Edilon system.
Its an elastomeric bearing that supports
the rail and prevents corrosion. The preformed channels have cut the need for
diamond drilling, so its been quicker to
install and should last longer.
The unloaders are due to arrive from
makers DEMAG as you read this.
Weve gone for slewing cranes, said
Gordon, which can cope with other
cargoes, not just coal. Theyre among the
biggest in the world, will lift 50 tonnes at
50m radius and themselves weigh 525
tonnes even the hoppers weigh 200
tonnes, unladen.

Both HIT-1 and HIT-2 benefit from a


purpose-built railhead and will also have
two rail-mounted stacker-reclaimers, each
capable of shifting 5,000 tonnes of coal
per hour.
The average ship coming to HIT-1
and later to HIT-2 carries around
70,000 tonnes and averages a two to
three-day turnaround, Gordon told me.
Right now, HIT-1 is handling 5M tonnes
a year, which is unloaded into hoppers
and then onto lorries. Phase 1 of HIT-2
will up capacity to 6.5M tonnes and the
second stacker-reclaimer will take that to
9M tonnes. With further investment in the
railhead, it should go up to 10M tonnes.
The initial and second stackerreclaimers will not just speed throughput,
but will also deliver coal about 15% of
a ships cargo direct to trains as well as
to the new storage area being built
alongside HIT-2s quay. Nuttall are
constructing the foundations and the
facility will measure 700m by 300m, over
half of it reclaimed land, and hold well
over 1M tonnes.
The settling ponds for coal run-off
have been built, said Gordon, and
weve a huge pollution control system
with no less than 60 sprays to keep the
dust down.

FINALLY...
As you read this, UK Dredging is busy
extracting 2.6M m3 in the first phase of
work to create the Outer Harbour ro-ro
terminal that will service 20ha of new
port area. It will have an alongside depth
of 10m at LWMS and cost 35M in total.
Nuttall are responsible for the 240mlong finger pier which again will be
fitted with Fentek fenders while the
MacGregor Group are manufacturing the
two massive linkspans, which, at 80m
long are among the worlds largest and
will attach the pier to a floating, 117mwide pontoon.
The pier will be able to berth three
ships, one seaward and two landward,
Simon said, and were also carrying out

Immingham Bulk Terminal and demolish
a dolphin to widen the entrance, along
with further demolition and rebuilding of
the western lead-in jetty.
Its an 8.835M contract that will see
the entrance widened to about 300m.
Weve already carried out simulations
in Holland with ships captains and pilots
to ensure safe berthing, Gordon added.
Again, its a complex project, coping
with the Humbers 7m tidal range and coordinating with the dredging team.
There are a lot of interfaces, but our
relationships with the pile and fender
contractors, the concrete suppliers and our
other sub-contractors are excellent, said
Simon. Anyway, its what makes the
work interesting!

co-ordinate an extensive campaign, as

At HIT, we initially created a bund encasing
75,000m2 of foreshore and formed by
dredging a trench around the perimeter of the
site, back filling it with dredged sand and
finally overfilling with chalk and rock armour
trucked in to form the bund wall.
This first phase was carried out October to
December 2001 with continuous survey
monitoring to ensure that the design profile
was achieved. UKD sub-contracted Humber
Work Boats (HWB) cutter suction dredger
(CSD) John M for the trench work, the
70,000m3 of silt being pumped into a predredged box offshore from where the trailing
suction hopper dredger (TSHD) UKD Marlin redredged the material for sea disposal.
Phase 2 involved back filling the trench with
sand won from the sunk dredged channel as a
beneficial use of the on-going maintenance
dredging programme 50,000m3 of sand was
dredged and pumped into the trench by UKD
Marlin.
HWBs crane barge Mortlift was moored
adjacent to the site and UKD Marlin would
moor alongside the barge and discharge her
cargo of 2,000m3 of sand through a floating
pipeline to the HWB vessel Rebecca M, where
the pipeline terminated in a T-shaped

After 12 years building and helping run
South Africas huge Richards Bay coal
terminal, he retired at 43 and bought a
yacht, but the crew, my wife and kids,
mutinied between Cape Town and
Namibia no shops, no friends, no
discos. So we flew to the UK...
Simon Tanner has been with Edmund
Nuttall for 10 years, first as an agent,
and has worked on a large coastal
engineering project as well as the HIT
expansion and now the Outer Harbour
a challenge he relishes.

from landward. The berth box has been
partially dredged by UKD Marlin, but there
remains around 30,000m3 of clay to be
removed before the berth becomes
operational.

OUTER HARBOUR
Were dredging 2.6M m3 at the new ro-ro
terminal, to give a design depth of 10m below
Admiralty chart datum (ACD).
ACD approximates to LAT (lowest
astronomical tide the lowest theoretical tide
possible at a particular location). MLWS at
Immingham, however, is around 0.9m above
ACD so at MLWS therell be around 10.9m of
water at the terminals berths.
Following initial work by UKD Seahorse,
Cherry Sand and UKD Marlin, dredging of the
overlying silts & sands has been sub-contracted
to Westminster Dredgings CSD Seine, which
is assisted on site by UKD Seahorse.
Its a similar operation to HIT-2, the silts
pumped into a box outside the site for redredging by UKDs vessels, primarily UKD
Marlin.
Rohde Nielsens sub-contracted to dredge
the underlying clay to its final level. Their
bucket ladder dredger Ajax R, expected on site
this June accompanied by two split hoppers
and supported by UKD Seahorse, will do the
work. And the clay will be disposed of at
licensed disposal sites near to the sunk
dredged channel.

Team Changes
A decade after its formation, the US National Dredging Team (NDT)
has updated its aims and responsibilities, writes CRAIG VOGT

irst set up in 1995


to help address
issues concerning
dredged material
management and disposal, the NDT has
become a vital task force.
Now its implementing a new Action
Agenda that aims to promote the
beneficial use of dredged material, improve
regional sediment management and
streamline regional operations.
But first...

A LITTLE BACKGROUND
Worldwide, a massive amount of
dredged materials dumped at sea.
According to the secretariat for the
London Convention the primary
international agreement covering ocean
dumping roughly 150M to 400M tonnes
of dredged material is disposed of each
year in Convention waters. In the US
alone, about 20% of the several hundred
million cubic yards of sediment annually
removed from waterways, ports and
harbours is dumped at sea.
Dredged material is a key focus of the
London Convention and its contracting
parties have developed extensive guidance
on best practice for its disposal. The US
joined the convention upon its
inauguration in 1975 and, as part of its
own programme, formed the NDT in 1995
to help improve co-ordination of the
dredging process.
The NDT, which aims to promote
national and regional consistency on
dredging issues and provide a forum for
stakeholders, federal, state and local
agencies, comprises the following federal
agencies:
US Environmental Protection Agency
(EPA) co-chair
US Army Corps of Engineers (USACE)
co-chair
Maritime Administration
National Oceanic & Atmospheric
Administrations National Marine Fisheries
Service and National Ocean Service
Fish and Wildlife Service, and
US Coast Guard.
The US Navy and the US Geological
Survey also participate.
In most areas of the US including the
Great Lakes, the Northeast and Southeast,
Western Gulf, Southern California,
Northern California, Pacific Northwest,
Pacific Islands and Alaska Regional
Dredging Teams (RDTs) have been
established. They comprise federal and
state agencies and other stakeholders and
also aim to improve dredged material

management and increase public education


and community involvement.

FUTURE AGENDA
In its first five years, the NDT addressed
several critical issues regarding dredged
material management planning, the
dredging review process, funding and
scientific uncertainties.
In 2001 it sponsored a stakeholder
workshop to assess, and if necessary
adjust, its role in dredged material
management. This resulted in a new action
plan: Dredged Material Management
Action Agenda for the Next Decade
which makes 22 recommendations on:
Beneficial use of dredged material
Regional sediment management
Emerging issues, and
Strengthening RDTs.
Lets look at them in more detail...
BENEFICIAL USES Of the millions of
cubic yards of sediment dredged in the US
each year, the majoritys dumped in open
water and confined or upland disposal
facilities. Yet a large amounts suitable for
environmentally beneficial uses, including
habitat restoration and creation, beach
nourishment, aquaculture, forestry,
agriculture, mine reclamation and
industrial / commercial development.
So why isnt it being used in this way?
Commonly cited hurdles include:
Increased costs
Need for earlier planning
Need for more widespread
co-ordination, and
Widespread misconception that dredged
material is a waste and not a resource.

If the beneficial use of dredged material


is to become a viable alternative, the
NDTs determined to make it a priority at
all levels. Funding must be increased, local
planning must be proactive in identifying
projects, sponsorship and suitability and
the general public and stakeholders must
start to recognize that dredged material is
a valuable resource and not just a waste
product.
Action Agenda Recommendations
include guidance on beneficial use projects,
the role of federal standards, guidance on
how to improve the USACE / EPA
beneficial use website and identification of
factors needed to develop a beneficial use
tracking system.
SEDIMENT MANAGEMENT Excessive
sediment erosion, transport and deposition
are estimated to cost the US about
US$16Bn a year.
Sediment overloading due to land and
stream erosion is thought to contribute to
high turbidity, loss of flood-carrying
capacity and sediment deposition in
navigable waterways. And a shortage of
sediment also leads to coastal erosion,
stream bank erosion and wetlands loss in
many areas. Yet many water resource
projects designed to remedy local sediment
problems create even larger problems
further away from the site.
NDT will now take measures to ensure
federal, state and local stakeholders can
achieve sediment management in the
context of watershed management and
that watershed planning incorporates
dredging. In this way, sources of sediment,
beneficial use opportunities and funding
can all be adequately addressed.
Action Agenda Recommendations
include the formation of new local
planning groups (LPGs) to develop
dredged material management plans and
to sponsor a national workshop on
sediment management (planned for 2006).
EMERGING ISSUES Over the past
decade such new legislation as the
Essential Fish Habitat, Environmental
Windows, and Total Maximum Daily
Load designations have created new
challenges for dredging.
To ensure that the review process is
conducted in a timely, efficient and
predictable manner, planning strategies
must be flexible enough to accommodate
emerging issues, while communication on
these issues must be open and early.
Action Agenda Recommendations
include guidance on how these issues affect
dredging and dredged material
management.

REGIONAL DREDGING TEAMS


Eleven RDTs have been established
throughout the US, several of which have
been very successful, though others have
reported mixed results.
Action Agenda Recommendations seek
to foster the success of new and
established RDTs through the development
of charters and outreach plans, dredged
material management plans and annual
meetings between all RDTs and the NDT.

FINALLY...
Dredging will remain critical for London
Convention parties and to stay consistent
with the Conventions objectives, a coordinated approach to dredged material
management is vital.
The federal agencies on the NDT are
currently working to improve the nations
dredged material management process and
to implement the Action Agendas 22
recommendations.
Through these avenues, its hoped that
effective dredged material management
that incorporates beneficial uses, coordination among all stakeholders and a
watershed-wide approach, will help reduce
the ocean disposal of this important
resource.

The London Convention And The 1996 Protocol


One of the oldest global conventions for
the protection of the marine
environment, the LONDON CONVENTION
promotes the effective control of
pollution sources and the prevention of
pollution by dumping
In force since 1975, the Convention has 80
contracting parties, each of which aims to
control ocean dumping through regulatory
programmes that assess the need for disposal
and its potential impacts.
Roughly 80-85% of all dumping permits
reported to the Conventions secretariat are for
dredged material and Convention parties have
adopted several initiatives to improve the

evaluation of dredged material for disposal as a


result. The Conventions technical advisory
body, the Scientific Group, (SG) has also
recently drafted guidelines for the assessment
of dredged material quality, providing
additional guidance on:
Selection and evaluation of substances of
concern
Field sampling, and
Physical, chemical and biological analysis.
The SG also includes dredged material
sessions at its technical workshops.
The 1996 Protocol is a new treaty, separate
from the London Convention and intended to
eventually replace it. Tougher measures prohibit

the disposal of waste at sea, though exceptions


include dredged material, sewage sludge, fish
waste, vessels, platforms, organic material of
natural origin and bulky items. These are,
however, subject to a careful evaluation of
potential environmental effects as described
in Annex Two of the Protocol and the Waste
Assessment Guidelines (WAG) for each
waste category. The dredged material WAG,
for example, includes guidance on evaluating
the need for dredging and disposal,
characterization of the material and selection
of a disposal site.

year, costing over 500M, is now underway at
the Port of Gijn but where will the future
traffic growth come from to justify the
investment, asks BARNABY EALES?

ver the next 46 months, engineers


will extend the Port of Gijns
seawall to 3,834m, giving the port
greater protection from the fierce Atlantic
swell, with the final objective of doubling
port capacity.
On completion of the seawall extension,
land fill projects will create a new solid
bulk terminal and the port will be dredged
to 20m allowing three bulk carriers to
berth simultaneously.
Port authority chairman Fernando
Rexach says Gijn the countrys leading
dry bulk port is preparing to handle the
worlds largest bulk carriers and needs the
enlargement in part because therere often
six-day delays for ships at the European
Bulk Handling Installation (EBHI)
terminal.
Its true that overall trade at Gijn, in the
Asturias region, increased last year by
6.91%, thanks to a rise in solid bulk
movements. Of that, EBHI handled
16.56M tonnes of iron ore and coal, up
12.9% on 2003.
But does that justify doubling capacity?
Wheres the extra trade coming from, DPC
asked the chairman?
Nothings guaranteed in this life, but we
do have a strategy to increase trade, said
Don Fernando. Were now negotiating
with operators and during the course of the
year we believe Gijn will obtain a further
million tonnes of bulk trades.

The port authority also points to recent


trade forecasts that calculate 20M tonnes
of coal and steel will need to be moved at
the port in the near future.

TRADE AND TECHNOLOGY


According to EBHI general manager Jos
ngel de Martino Tenas, the recent rise in
trade came as a result of increased
productivity which is expected to
further increase when EBHI introduces a
novel, $3.9M fully-automated ship
unloading system this July.

Cash of the total 580M, 250M came


from the European Investment Bank
(finance line over six years), 250M in
European Union Cohesion funds and the
port authority contributed 80M.
Current EBHI Terminal has a storage
capacity of 500,000 tonnes, annual
unloading capacity of 17M tonnes, draught
of 18m and can handle two ships at a time.
Future EBHI Terminal will have a storage
capacity of 2M tonnes, annual unloading
capacity of 25M tonnes, a draught of 20m
and will handle three ships of up to
230,000dwt at a time.

EBHI will be the first bulk terminal in


the world to implement the system, he
says, and it will lead to a gradual 30%
reduction in the workforce manual
tasks will be limited to supervising the
unloading and cleaning hulls once
discharge is complete.
Introduction of the system will
improve safety conditions for workers,
who will operate it remotely, and it will
reduce labour costs, de Martino said,
adding that many port authority officials
from around the world have already paid
visits to EBHI to learn more about it.
Coal, iron ore and steel are generally
stable trades at Gijn, with marginal
annual variations, and despite industry
concerns over the implications of the
Kyoto Protocol on environment
emissions, Don Fernando believes coal
demand will continue to rise.
Electricity companies such as
Iberdrola have already issued petitions to
establish [coal-fired] combined cycle
electricity generation plants, he said,
adding that increased industrial and
domestic energy demands also justify the
installation of an LNG regasification
plant at Gijn. The port authority is
currently lobbying industry and central
government for the latters construction.
In a bid to further diversify future

traffic, Gijns also seeking to participate


in new short sea initiatives to trigger roro and new box traffic.

BIGGER PICTURE
Whatever its initiatives, Gijn will face
fierce competition from its distant cousin,
Bilbao, which already has a new terminal
with a fully functional LNG regasification
plant (see the April issue of DPC ed.).
And as you read this, Gijn will have lost
all its container lines, following a decision
by Maersk to move the traffic to Bilbao.
A recent study by the University of
Oviedo, however, provides some comfort
and claims that the Asturias regional
economy will grow 6.3% between 2011
and 2040 as a result of Gijns
enlargement. Local shipping agents have
also welcomed the port authoritys
initiative, but have warned that to realise
its full growth potential, Gijn will need
improved transport links with central
Spain.
Jos ngel de Martino Tenas agrees:
The success of the port enlargement will
depend on the development of hinterland
trade, he told us.
In response, Don Fernando says talks
are now underway between regional and
central authorities to determine the
nature of future road and rail links to the

under construction beneath hills to the
west of port will be competed by the end
of 2006.

FINALLY...
Don Fernandos sure that the future
establishment of regular shipping lines
will attract finished steel products and
scrap metals to be exported by sea.
Additionally, the port authoritys
involved in three projects to provide the
port with linked logistics facilities in
Venta de Banos (Palencia), Toral de los
Vados (Ponferrada-Leon) and La Robla
(Leon). Its also drawing up plans to
establish a logistics area to attract new
investment in the Asturias region.
Gijn aims to reinforce its speciality in
dry bulk trades as the basis for
developing further trades ... only time will
tell if the gamble pays off.

Gijns 3,834m seawall is the key to the

A row of eight, 31m tall vertical concrete
blocks spreading over 1.53km will reinforce
the wall, which, once completed in 2007, will
allow work to start on construction of the
40ha Muelle Norte (North Harbour). To build
it, 20,000m3 of sand will have to be dredged
from port authority waters during 2007 and
Gijn will open a tender for the construction
and operation of the new terminal at that
time.
Meanwhile, the existing EBHI is likely to be
transformed into a ro-ro and container
terminal.

around the 19 piles. These collars
supported RMDK Megashor beams,
which in turn supported the Super Slim
Soldiers, Alsec aluminium beams and
plywood decking. This was sufficient to
take the weight of the soffit construction,
the rebar for the first pour and the access
load 11 tonnes on each collar in total.
The dismantling procedure involved
removing the H33 girders by crane and
transferring them to a waiting barge,
while the soffit falsework was lowered in
large sections onto the barge.
The project spans two years initial
falsework went up in November, 2003,
the first pour took place last March and
the finished station will be handed over to
the RNLI by the end of this year.

ENVIRONMENTAL DRILLING
River bed and port access channel silt
contamination is a vastly complex
problem, with contaminants layered over
time, varying in make up and possibly
coming from several different origins.
But specialist contractors Drilcorp are
using a new technology that makes life
easier.
Last year, the firm was contracted to
assess river bed silts in an area in the
north of England and took the
opportunity to use Sonicbore flush-less
drilling technology to sample core
material. The extraction was designed to
ensure that the material found in the site
investigation was representative of the

entire site. Core recovery was excellent


during the first phase of work, said the
firm, and subsequent dredging works
have been successfully carried out based
on evidence found in the samples.
On the strength of this project, Drilcorp
was contracted to carry out a second
extraction from the same river, only this
time the job was more complicated
because boreholes had to be made not just
in the rivers main body, but also in an
abandoned drydock where silt had built
up over several years. Little was known
about the drydock silts, other than that
the deeper deposits were likely to
demonstrate high volumes of harmful
contaminants ... which urgently had to be
controlled.
Access to the dock via pontoon was
limited to a short period of time during
high tide because the dock gates lay just
under the water level, partially blocking
the entrance. And drilling was tougher
because the silt lay directly on top of the
docks concrete bottom and was so poorly
consolidated that without a good plug in
the end of the core barrel, the silt would
have passed back out of the barrel upon
extraction.
By modifying its drilling systems to
incorporate several special plastic core
catchers, Drilcorp was able to hold the
sample in place and yet not alter its
composition as it passed through the
catchers into the core liner.
The system was so efficient that several
locations could be covered in a single day

and the drilling time averaged just 15


minutes per hole with the majority of
that spent mooring the pontoons, said the
firm. The high quality of the core samples
also meant a complicated set of tests could
be executed, including strength anaylsis,
they concluded.

WHARF WORKS
Across the Atlantic, in Canadas New
Brunswick province, Shippagans Old
North Wharf was recently rebuilt to
accommodate larger fishing vessels in
record time, thanks to innovative planning
and techniques.
Use of special shoes produced for the
HZ piles by Associated Pile & Fitting
meant that pre-drilling was not necessary:
a Delmag D 19-32 diesel impact hammer
was used to drive the piles straight into
the mudstone layer. In addition, a twolevel template designed by Arcelor was
used for the installation, built at
contractor Comeau & Savoie
Constructions shop and based on
supplied drawings with modifications to
accommodate the driving shoes.
Shippagans existing concrete wharf
deck, cope wall, wood fenders, guide rails
and related hardware were first removed,
then a soil investigation was carried out
by AMEC Earth and Environmental. In
general the sites characterized by a 2m to
4m layer of compact-to-dense silty sand
and gravel, which overlies an extremely
weak bedrock. And for this reason a

by dredging beneath contaminated upper
layers, producing clean sand that can be
used for capping or construction.
By extracting usable sand from under
polluted soil, the system offers significant
advantages at contaminated sites, where
managing such materials disposal can be
very costly.
Applications include deepening and
flood protection, while large-scale
projects can be carried out by deploying
BeauDredge multi-pipe systems.

KEYHOLE DREDGING?

 ...thereby lowering the ground level

...Is specifically designed to tackle areas


of widespread contaminated upper soils
and the associated high costs of
conventional dredging in large-scale
projects, such as those required to prevent
catastrophic river flooding. And while
bulk sub-surface sand and gravel
extraction is not a new technique, this
precision tool ensures that contaminated
and clean soils are not mixed together,
says the firm.
In the case of river flooding, Boskalis
envisages the large-scale use of
BeauDredge to lower the ground level
and create huge water retention basins
behind rivers main flood defences. These
basins will capture surface water during
the winter months, for controlled release
during the summer. The clean dredged

material can then be used to cap


contaminated upper layers and reinforce
hard flood defences.
The BeauDredge tool can be mounted
on a crane, an excavator, rigged ashore or
on a pontoon / other vessel for floating
applications.
The device rotates around a vertical
axis, the lower end of which is fitted with
a horizontal, high-pressure water-jetting
head, which breaks up the sand for
extraction through an inner pipe. Ingoing
and outgoing flows are balanced, to avoid
a blow-out or collapse.
The tools inserted into the upper layer
by displacement before extraction begins
and then begins horizontal jetting when
the clean soils reached.

FINALLY...
Pilot trials of BeauDredges ground
lowering capabilities on a site at Vlijmen
in Holland were followed by a second
series last spring. A water retention basin
near the Herfterwetering River was built,
with the surface lowered by an average
of 0.7 m and the upper layer of
agricultural soils left in place.
A final trial took place more recently at
Ketelmeer, where a 3m-thick clay layer
was lowered by 2m over a 10-week
period with minimal turbidity and no
detectable impact on water quality.
And now the systems available for
commercial application.

In The Pipeline

The Mumbai High Fields to Uran Trunkline Project is the biggest pipeline
contract in the Asia Pacific region and its nearing completion...

arried out by Hyundai Heavy


Industries (HHI) through a
US$600M contract with
government-owned Oil and Natural Gas
Corporation (ONGC), the project will see
two new 204km pipelines laid to
transport crude oil and natural gas from
various offshore platforms in the Mumbai
High Fields to the Uran Onshore
Terminal.
The 30-inch subsea oil pipeline and 28inch gas line will serve the soon-to-beredeveloped western offshore field as well
as replace the ageing oil trunk line system
at the Mumbai High offshore field in the
Arabian Sea, which after over 25 years of
operation has exceeded its design life.

DELEGATING RESPONSIBILITY
Last year HHI subcontracted Boskalis
Westminster Middle East to carry out the
projects pre-trenching, backfilling and
landfall works, which included:
Trench dredging (pre-trenching) from
the landfall point to the port limit,
19.5km offshore
Dry excavation of the onshore / tidal
section of the trench
Dredging a lay-barge access area
Maintenance of the trench and laybarge access area during the period in
between the completion of the pretrenching and laying the first pipeline
Backfilling of the trench from the
landfall point to the port limit
Backfilling of the trench in the onshore /

tidal section with dry equipment, and


Backfilling of the lay-barge access area.
The section of trench close to the shore
had to be 8m wide, expanding to 10m
further offshore. Soil conditions vary from
very soft, silty clay to weathered basalt
and the pipeline will require 3m and 1m
of cover respectively.
A 60m-wide access channel had to be
dredged from 1.6km to 3km offshore, to
guarantee at least 4m water depth below
chart datum so that HHIs lay-barge could
get close enough to the shore to realize the
beach-pull.
For the dredging operations Boskalis
mobilized the backhoe dredger Colbart
from Abu Dhabi and the trailing suction
hopper dredgers Flevo and Seaway from
Portugal and Singapore respectively.
Colbart dredged the inshore trench
section, where the water depth was

insufficient for hopper dredgers, plus the


areas of hard material.
The 2,130m3 Flevo was tasked with
dredging the shallow sections of the
trench, while the larger 13,255m3 Seaway
worked on the offshore section.

WORK WINDOW
Operations had to be completed during
the dry season, because from this month
to September the monsoon dominates the
regions weather, churning up the sea and
making maritime operations practically
impossible.
Work on the project began early last
November, when two land-based
excavators dug a trench from the landfall
point to about 200m offshore. By the end
of that month the Colbart had begun
dredging loose material, before replacing
its bucket with an S35 hydrohammer to

work of the basalt rock

cope with the remaining layers of hard


basalt material. During a two-and-a-halfweek period, all this rocky material was
broken up, before being dredged.
In early January, Flevo removed roughly
300,000m3 of material from waters
sometimes as shallow as 4m, which was
deposited in a temporary storage area
1km away from the trench, its location
chosen based on optimal cycle times and
the provision that no material would flow

back into the dredged trench.


The same month Seaway removed
roughly 1.5M m3 of material from the
offshore section of trench, which was also
stored in a temporary disposal area.

FINALLY...
With the trench completed in early
February, HHI began work on the beachpull with the lay-barge HD289.
Land-based excavators then backfilled

the trench, while the Colbart started


backfilling the section of trench near the
shore.
HD289 was still laying the pipeline as
we went to press and should have reached
the port limits by the time you read this.
Times of the essence as the project must
be completed before the start of the
monsoon season this month.

The Port of Adelaides won the race with Melbourne to become
the first to deepen its shipping channel can the nearby rival still
salvage its reputation as a major gateway, asks STEPHEN COUSINS?

(SA)
government has
agreed to provide
A$15M of the A$45M required to deepen
Adelaides Outer Harbour Channel
(OHC), effectively giving the project the
green light owners Flinders Ports will
provide the remaining cash, which will
enable access by heavily laden ships and
post-Panamax container vessels, plus
provide a major boost to the local
economy.

The Port of Melbourne also urgently


needs its access channel deepened, but
delayed environmental and other
approvals prevent work from beginning.
Its a worry for importers and exporters,
many of whom are wary of losing
shipping customers to competitors
Sydney, Brisbane and particularly
neighbour Adelaide.
Flinders Ports CEO Vincent Tremaine,
however, is understandably a happy man.
For far too long, this state has worn
the poor cousin tag to interstate ports
due to the shallow depth of its shipping

channel, he said. Im confident that in


the medium term, with the growth in our
volumes and with the new channel
depths, well be able to fully handle SAbased imports & exports and that means
some of the trade that currently goes
from Adelaide through Melbourne will
eventually come through Adelaide.

THE PROJECT
Dredging work to deepen Adelaides
OHC from 12.2m to 14.2m was due to
begin as we went to press and is
scheduled for completion late this year.
Dredging International subsidiary
Dredeco was named as preferred
contractor for the job, which will also see
the channel lengthened from the current
9km to 11.7km, starting about 8.5km
west of the main breakwater entrance and
extending through the passenger and
freight wharves, ending about 400m
north of the Outer Harbour container
terminal.
Roughly 2.7M m3 of spoil will be
removed from the channel and
transported to an environmentally
acceptable site in St. Vincent Gulf, 35km
northeast of the port.
In conjunction with the dredging,
Flinders Ports plans to spend A$13M on
a 125m extension to the container berth,
allowing it to accommodate larger box
ships as they come into service, while a
new grain terminals planned to be built
after the extensions completed.

bridges accessing Outer Harbour will be


toll free. It had been feared that levies
would be imposed, making their use too
costly for freight businesses. There are
still reservations, however the new
bridges will be opening rather than fixed
structures and as such may impede the
flow of land traffic to and from Outer
Harbour.

CASH FLOW
South Australia State stands to gain
significantly from the channel deepening.
An independent study estimated that this
could amount to A$500M to A$1.9Bn
economy-wide over 20 years, which
doesnt include benefits to the grain
industry resulting from the use of larger
ships.
And Flinders Ports plans to recoup half
its $30M investment through the
introduction of a levy on containers and
grain handled through Adelaide.
Traders will also benefit from news
that two proposed A$178M road and rail

fallen on deaf ears at Melbourne, whose
own deepening programme hangs in the
balance. Current channel depth
limitations in Port Phillip Bay and the
Yarra River mean over 30% of box ships
calling at Melbourne cant load to their
full capacity and with the worldwide
trend towards larger container vessels,
that figure can only rise.
But the Victoria governments still
reluctant to deliver the necessary
environmental and technical approvals
and has requested a second
Environmental Impact Statement (EIS) on
the deepening, despite having already
waited three years for the first one.
Shipping lines are critical of the
decision: I never thought thered come a
time that Melbourne would play second
fiddle to Adelaide, this will cost
Victorians a lot of money, said ANL
MD John Lines.

And it means ANL, a subsidiary of


French line CMA CGM, is now
reconsidering forward plans that were
based on greater depth being available in
2007 probably to the benefit of
Brisbane, Sydney and Adelaide, Lines
added.
His disappointment was shared by
Victorian Freight and Logistics Council
(VFLC) chairman John Begley: We have
every respect for the environmental effects
process and other safeguards that have
been developed for the channel deepening
project, he said, but we must get things
in perspective. While still more studies are
undertaken, decisions are already being
taken that shape the next 10, 20 and 50
years.
The bodies that have joined VFLC in
supporting channel deepening are,
together, the best placed to see the big
picture and thats why were amplifying
our call for action. For Melbourne,
shallow water equals backwater.
Shipping Australia CEO Llew Russell
was critical of Victorias failure to put a
time limit on the new research: Failure to
set a date for completion of the
investigation will put at risk the social and
economic benefits that will flow to
Victoria from this project without
necessarily meeting all the environmental
concerns that have been identified.
And Neil Coulson, CEO of the
Victorian Employers Chamber of
Commerce and Industry, added that

priority delays have already cost the
port additional capacity in the hardpressed North and East Asia-Australia
trade.
MSC, for example, has reversed their
planned Wallaby service upgrade and
will revert to 3,400 TEU ships after
undertaking two trial voyages with the
4,395 TEU MSC Matilde and cancelling
one by the 5,050 TEU MSC Poh Lin. At
13.5m, these ships draught exceeded
Melbournes current limits by over a
metre and their 294m length also required
special dispensation from port regulations.

FINALLY...
With 17 other Victorian and national
organisations warning that Melbourne
will be increasingly left off the
international trade map, the Victorian

government is being hard pressed, but


stated that an independent report into the
projects initial environmental impact
statement had raised over a hundred
unanswered questions. Thats despite the
A$12M the Port of Melbourne
Corporation (PoMC) spent generating the
initial EIS, which was released last July
for public scrutiny.
Regardless, the government wants more
information on:
Alternative channel-deepening designs
that might reduce environmental impact
Dredging technologies, with a possible
trial project undertaken by PoMC
Sediment disposal methods, and
Turbidity and the extent to which silt
and sand will be disturbed by the
dredging campaign.
It could be a long wait...
