state law, the voting on these

ed in favor of the largest col-
lectors of taxes, making it pos-
sible for some school districts
and a few townships to control
the process. In doing this, the
majority of the townships end
up without a genuine say.
At stake are where and how
Earned Income Taxes are col-
lected, and how speedily this
tax revenue reaches the
school districts and municipal-
ities—cutting out the local tax
collectors in the process.
According to Penn Forest
supervisor Alan Katz, the Jim
Thorpe, Lehighton, Palmerton
and Panther Valley school dis-
tricts, Franklin, East Penn and
Mahoning townships and the
borough of Lehighton are able
to run the Carbon County Tax
Collection Committee, leaving
the other 17 municipalities
with practically no say in
important matters. They are
only needed to supply a quo-
rum.
This past week, Penn Forest
Township supervisors Katz
and Paul Montemuro lobbied
state representatives and sen-
ators to push for one govern-
mental entity, one vote, in
these tax committees.
Katz maintains that the
weighted voting system is
unconstitutional. He claims
that the PA Association of
School Boards, with aid of
large tax collecting firms,
wrote the legislation in large
part. He also points out that
Earned Income Taxes are not
the biggest part of the rev-
enues for the school districts,
