Purpose
The purpose of this standard is to document the minimum requirements for temporary
barricading hazardous areas.
Scope
This standard shall apply to all work undertaken on RTA Weipa Site.
Definitions
Barricading
Is the method used to prevent the unauthorised entry of people or machines into an area
where a temporary hazard may exist.
Task Manager
Is the RTA person who supervises the task; they may also perform the task.
Authorised Person
May be the task manager, or a nominated person/position.
Safety Observer
Is a nominated person who shall not perform other work while acting as safety observer.
Physical Barricade
Is a physical barrier that prevents access to a demarcated area.
Visual Barricade
Is a visual barrier to alert personnel of a demarcated area.
Hazard Danger
Is applied to a situation, which is likely to be life threatening if the message is ignored. Do
not enter Hazard Danger demarcated areas without following the signage instructions (refer
Annex B).
Hazard Warning
Is applied to a situation, which is likely to be hazardous but not likely to be life threatening if
the message is ignored. Entry to Hazard Warning demarcated areas is allowed provided
that the person identifies the hazard and assesses the risk to be acceptable, prior to
entering the barricaded area (for signage refer Annex B). NB. the site does have existing
permanent signage for hazard warning areas that state CAUTION, not WARNING this is
also acceptable signage.

Engulfment
Excavation collapses (cave-ins) are a significant cause of death and serious bodily injury,
with fatalities occurring in trenches as shallow as 1.2 metres. Control measures to
minimise this risk include barricading excavations to ensure people do not enter any area
where there is a risk of being engulfed by a collapse - of either a trench or a freestanding,
single face.
Actions and Accountabilities
Superintendents shall ensure that:

All work performed or managed by their team, which requires barricading is


managed in accordance with this standard.

Employees are trained in the hazard analysis methodology.

Employees apply the appropriate controls (as per CLASSIC Standard 2.07 Safe
Work Practices).

Task Managers shall ensure that:

All work is managed in accordance with this standard.

They consult with a responsible person for the work area prior to erecting a barricade.

There is a physical demarcation of the hazardous area using barricading materials


(refer Annex A) that are appropriate to the hazard, before the hazard is exposed.

Where appropriate they appoint a safety observer.

When certain demarcation may require special construction it is done is accordance


with the requirements of Annex A.

The position of the barricade and its signage is appropriate for the hazards of the
task and is not unnecessarily impeding access to other areas.

Barricades can be seen easily at night.

For Hazard Danger areas they install clearly defined entry points in the barricade to
allow employees to safely enter and exit the demarcated area. Ensure that signage
is prominently placed at all entry points.

For Hazard Warning areas they install clearly defined signage stating the hazard.

When signage is displayed on warning cones, it shall be visible from all angles.

When they assign an authorised person for the barricaded area, other employees
working within the barricaded area are aware of who has been assigned this task.

Where Hazard Danger barricaded areas are accessible, all employees entering the
barricaded area are given a task specific induction into the hazards and controls
associated with the task, and have valid (eg. confined space / high voltage access)
authorisation as required, before they start work within the area.

Long term barricading shall be continually maintained to conform to this standard.

Barricading shall be removed when the hazard no longer exists.

Authorised Person shall ensure that:

They induct and grant access to all approved employees wishing to perform work
within the barricaded area.

Safety Observer shall ensure that:

They have a sound knowledge of the work and the relevant JSPs and SPs for the
task.

They do not perform other work while acting as the safety observer.

They stop work that, in the observers opinion, is being performed in an unsafe
manner or may cause personal injury or equipment damage.

They stop unauthorised persons (this may include members of the public) from
entering Hazard Danger barricaded areas and stop access prior to barricade
erection where a hazard has the potential to cause harm.

Everyone shall ensure that:

They do not enter a Hazard Danger barricaded area unless they have permission to
enter from the authorised person (as per the signage) and have received an
induction into the area barricaded. Where an area is a permanent hazardous area
signage is as per the relevant standard.

They enter hazard danger barricades via the designated entry and do not climb
under or over a barricade.

Where access via a designated entry point is not practical, a section may be lowered
or removed temporarily to allow safe access.

They erect a barricade, where hazards can not be controlled by other means.

They apply the appropriate controls (as per CLASSIC Standard 2.07 Safe Work
Practices).

They do not grant permission to access the barricaded area, unless they are an
authorised person.

Where work is being performed on roadways and railways, then traffic control
devices shall be utilised as per the Australian Standard.
