Subject: Judicial Reform

Dear IL Senate Judiciary Committee Members,

I want to work with you to introduce and pass legislation to abolish judicial
immunity and make complaints against Illinois judges available to the public.

There is now intense focus within Illinois to drive increased accountability for police
officers based on the cover up in Chicago of the Laquan McDonald murder. This is
long overdue to address cover-ups and abuse by bad officers across the US. It is also
needed to protect the image, safety and respect for good police officers. Sadly, and
from personal experience and exposure to hundreds of family court victims, the
same problem exists with Illinois judges and with judges across the US.

I am attaching my legal horror story in the Illinois court system that Ive sent to
major news outlets such as 60 Minutes, 48 Hours, Primetime, Anderson Cooper and
others. My story is available on Facebook, multiple legal abuse sites and on two
recent radio blogs where I was the guest speaker. My next radio blog is on
December 17 on Marti Oakleys program with up to 50K listeners. I will continue to
contact the major news programs and others to drive awareness of the corrupt
family courts to help drive positive change.

My case involves fraud, coercion, judicial abuse of power, denial of constitutional
rights, public humiliation, court sanctioned theft and countless other atrocities. Ive
been lied to, lied about, insulted, stolen from and humiliated beyond anything I
could have ever imagined. Reading the attached documentation will provide a
thorough overview of my legal nightmare. I suggest referencing the graphic I
included as you read.

Im also including a copy of the book Bullied to Death by Michael Volpe that was
published in August 2015. Its the story of Chris Mackney in Virginia and his family
court horror. Mr. Mackney, after five years of legal hell, being jailed four times,
losing his children, multiple jobs, and his dignity, he blew his head off in December
2013 to end his hell. There are also countless other cases referenced in the book.
Michael Volpe has done an unbelievable job of raising awareness of the corruption

and horrors that victims experience in the family court system. Over the past
several months, Ive learned that my case is not unique, except that Ive been able to
piece together the corruption, cover up and the reasons for the total disregard of my
sons and myself as human beings. In the family courts, the constitution does not
apply and there is no recourse for victims of judicial misconduct. Ive contacted the
FBI, the US and IL Attorney Generals, the sheriffs department, the ARDC, the IJIB
and others, yet no one does anything. Instead, Ive spent four years being treated
like a criminal while fraudulent attorneys and corrupt judges go on their merry way.
Unlike Chris Mackney, I survived. Im scarred, but I survived.

I cannot and will not accept what has been done to me by the court system and to so
many others. The attorneys involved have gotten by with fraud while I was
threatened with jail four times for their crime. I could not live with myself if I did
nothing and learn those involved in my case imposed their viscous justice on
another family victim. People are killing themselves as a result of family court
horrors because they see no other path. Parents are unjustly denied the right to see
their children, many for several years. The damage to both the child and alienated
parent cant be repaired. All this, while corrupt judges, that are elected by the people
and funded by tax dollars from the people are not held accountable for the lives they
destroy and in many cases end. In Illinois, the ARDC is as corrupt and useless as the
attorneys that fund them. The IJIB receives 30-50 complaints per month against the
1800 judges in Illinois, yet less than one per year are disciplined. That defies
common sense. My latest complaint against the appellate court judges in my case
has been open for over a year. My expectations are quite low that the IJIB will do
anything.

As you read my ordeal, the documentation Ive supplied and hopefully Bullied to
Death, I ask all of you, should any human being have to endure the horrors of the
family court system while no one is held accountable? Should the six judges
involved in my case continue to be paid by taxpayers without the taxpayers knowing
what theyve done? Should Illinois voters not be aware of complaints against judges
when they seek re-election? The public is intelligent enough to know a frivolous
complaint. Should Illinois taxpayers and voters have to wait for the atrocities and
lack of judicial accountability to be national news before something is done? The
citizens of Illinois should not have had to wait for the cover up of Laquan
McDonalds murder to make national news before something was done to address
bad cops and the cover up that took place. We all knew that was going on. The
same is true of judges. Granted, reasonable parameters have to be established but I
am

I want to be to be clear, I do not expect any of you to do anything with my case.
Thats outside your jurisdiction. I have an open complaint with the IJIB and an
appeal in process for my mal-practice claim on my case. I want to stop this from
happening to others. I am willing and want to help drive positive change. I would
like to meet with you to discuss a plan to introduce and pass legislation to abolish
judicial immunity and make complaints against Illinois judges available to the

public. I will get as many examples of family court horrors as needed to drive this
change. Tell me how many I need to get to change Illinois law to make judges
accountable like they should have been in my case. Accountable judges will help
keep corrupt attorneys in check.

Thank you for reading what Ive submitted. I look forward to hearing from you and
working with you.

Respectfully,

Mark G. Hexum
