GuidoWesterwellewasborninBadHonnefintheGermanstateofNorthRhineWestphalia.He
graduatedfromErnstMoritzArndtGymnasiumin1980afteracademicstrugglesresultedinhis
departurefrompreviousinstitutionswherehewasconsideredanaveragestudentatbest,butsubstandard
otherwise.[2]HestudiedlawattheUniversityofBonnfrom1980to1987.FollowingtheFirstand
SecondStateLawExaminationsin1987and1991respectively,hebeganpractisingasanattorneyin
Bonnin1991.In1994,heearnedadoctoraldegreeinlawfromFernUniversittHagen.[3]

CareerintheFDP
WesterwellejoinedtheFDPin1980.HewasafoundingmemberoftheJungeLiberale(Young
Liberals),theyouthorganizationofthatparty,andwasitschairmanfrom1983to1988.Ina1988
newspaperinterview,hesingledouttheFDP'srejectionofanamnestyfortaxoffendersandits
diminishedenthusiasmfornuclearpowerasfruitsoftheyouthwing'slabors.[4]
HewasamemberoftheExecutiveBoardoftheFDPfrom1988,[5]andin1994,hewasappointed
SecretaryGeneraloftheparty.[4]
In1996,WesterwellewasfirstelectedamemberoftheBundestag,fillinginforHeinzLanfermann,who
hadresignedfromhisseatafterenteringtheMinistryofJustice.Inthe1998nationalelections,hewas
reelectedtoparliament.Ashisparliamentarygroup'shomeaffairsspokesman,hewasinstrumentalin
swingingtheFDPbehinda1999governmentbilltomakeGermancitizenshipavailabletochildrenborn
inGermanyofnonGermanparents.[4]
In2001,WesterwellesucceededWolfgangGerhardtaspartychairman.Gerhardt,however,remained
chairmanoftheFDP'sparliamentarygroup.Westerwelle,theyoungestpartychairmanatthetime,
emphasizedeconomicsandeducation,andespousedastrategyinitiatedbyhisdeputyJrgen
Mllemann,who,aschairmanoftheNorthRhineWestphaliabranchoftheFDP,hadledhispartyback
intothestateparliament,gaining9.8%ofthevote.Thisstrategy,transferredtothefederallevel,was
dubbedProject18,referringbothtotheenvisionedpercentageandtheGermanageofmajority.Leading
uptothe2002elections,hepositionedhispartyequidistantlyfromthemajorpartiesandrefusedto
commithispartytoacoalitionwitheithertheChristianDemocratsortheSocialDemocrats.Hewasalso
namedtheFDP'scandidatefortheofficeofchancellor.[6]SincetheFDPhadneverclaimedsucha

theBigBrotherTVshow.[7]Eventually,thefederalelectionsyieldedaslightincreaseoftheFDP'svote
from6.2%to7.4%.Despitethissetback,hewasreelectedaspartychairmanin2003.[8]

Inthefederalelectionsof2005,Westerwellewashisparty's
frontrunner.WhenneitherChancellorGerhardSchrder'sSocial
DemocratsandGreensnoracoalitionofChristianandFree
Democrats,favoredbyAngelaMerkelandWesterwelle,
managedtogainamajorityofseats,Westerwellerejected
overturesbyChancellorSchrdertosavehischancellorshipby
enteringhiscoalition,preferringtobecomeoneoftheleadersof
thedisparateoppositionofthesubsequentlyformed"Grand
Coalition"ofChristianandSocialDemocrats,withMerkelas
Chancellor.Westerwellebecameavocalcriticofthenew
government.In2006,accordingtoaninternalagreement,
WesterwellesucceededWolfgangGerhardtaschairmanofthe

parliamentarygroup.[9][10]
Overthefollowingyears,inanefforttobroadenthepartysappeal,Westerwelleembraceditsleftwing
underformerJusticeMinisterSabineLeutheusserSchnarrenbergerandfocusedhiscampaignmessages

Inthefederalelectionsof2009,WesterwellecommittedhispartytoacoalitionwithMerkel's

14.6%shareofthevote.[12]Inaccordancewithearlierannouncements,heformedacoalition
governmentwithCDU/CSU.[13]
On28October,WesterwellewassworninasForeignMinisterandViceChancellor,becomingthehead

PieperandforeignpolicyexpertWernerHoyerasMinistersofState.Hoyerhadpreviouslyheldthe
sameofficeintheCabinetKohlV.Inamuchdiscussedmove,WesterwelletravelledtoPoland,the
NetherlandsandBelgiumbeforevisitingFrance.[17]
On19November2009,Westerwellejoinedaround800dignitariesfromaroundtheworldincluding
USSecretaryofStateHillaryClinton,FrenchForeignMinisterBernardKouchnerandBritishForeign
SecretaryDavidMilibandtowitnessAfghanpresidentHamidKarzaisswearinginforasecondterm

WikiLeakscontroversyandelectiondefeats
InlateNovember2010,leakedU.S.diplomaticcablesrevealedthatAmericandiplomatsconsidered
Westerwelleanobstacletodeepertransatlanticrelationsandwerescepticalofhisabilities,withone
cablecomparinghimunfavorablytoformerGermanforeignministerHansDietrichGenscher.[20]On3
December2010,WesterwelledismissedhispersonalassistantHelmutMetznerfollowingaWikileaks
diplomaticcablesreleasewhichledtoMetzneradmittingthatheregularlyspiedfortheAmericans.[21]
ByMay2011,opinionpollsrankedWesterwelleasoneofthemostunpopularandineffectiveforeign

RhinelandPalatinateandBremenwheretheyfailedtosecurethe5%thresholdnecessaryforaseatin
parliament.[23]AnalystssaidoneofthemainreasonsWesterwellehadbecomesounpopularwasthathe
hadbeenunabletofulfilltheexpectationsofhisvoters,themajorityofwhomweremiddleclass

Internationalcrises
AmideffortsbytheUnitedStatesandEuropeannationstoisolateIransthenpresident,Mahmoud
Ahmadinejad,WesterwelletraveledtoTehraninFebruary2011tobringhometwojournalistsforthe
weeklynewspaperBildamSonntagwhowerereleasedafterbeingarrestedinOctober2010.After
weeksofnegotiations,theIraniansreachedouttodiscussthereleaseofthepair,thereporterMarcus
HellwigandthephotographerJensKoch.Thetworeportershadbeenarrestedwhileinterviewingthe
sonofSakinehMohammadiAshtiani,awomansentencedtodeathforadultery.[27]Aconditionoftheir
releasewasthatWesterwellemeetwithAhmadinejad,causingIranianexilegroupsinEuropeto
condemnthevisitandtoarguethatGermanywasbowingtotheTehrangovernmentatatimewhen
securityforceswerecrackingdownonprodemocracydemonstrators.[28]
WhenIranbrieflyrefusedtoallowaplanecarryingGermanChancellorAngelaMerkeltoIndiatocross
itsairspaceinMay2013,WesterwellesummonedIran'sambassadortoGermany,AlirezaSheikhattar,
complainingabout"adisrespectforGermanythatwewillnotaccept."[29]Helatertemporarilyrecalled
GermanysambassadortoIranforconsultationafteranattackontheBritishEmbassyinTehranin

InNovember2010,WesterwellebecamethefirstGermanministertovisitGazasincetheterritorywas
sealedoffbytheIsraeliarmyattheendof2007.[31][32]
InApril2011,WesterwellesummonedChina'sambassadortoGermany,WuHongbo,forameeting
aboutdetainedChineseartistactivistAiWeiwei,callingforhisreleaseanddenouncingChina'sgrowing
useofextrajudicialdetentionsagainstdissidents.[33]
InSeptember2012,WesterwellejoinedhisJordaniancounterpartNasserJudehinvisitingtheZaatari
refugeecamptolearnmoreabouttheplightofSyriansfleeingtheviolenceintheongoingSyriancivil

AftertheofficesofboththeKonradAdenauerFoundationinStPetersburgandtheFriedrichEbert
FoundationinMoscowwereinvestigatedbyprosecutorsandtaxinspectorsinMarch2013,Westerwelle
summonedtheenvoyattheRussianembassyinBerlintorelayhis"concernovertheconcerted

WhentheinsurgencyagainstLibya'sdictatorMuammarGaddafibrokeoutinearly2011,Westerwelle
promptlystatedhissupportfortherepressedopposition.Earlier,hehadinitiallybeencautiousbefore
makinganypronouncementsaboutTunisiaandEgypt,butinthecaseofLibya,hequicklycalledout
Gaddafiasadictator,andarguedinfavourofEUlevelsanctionsagainsttheregimeinTripoli.[37][38]
StronglymotivatedbyawidespreadaversioninGermanytotheuseofmilitaryforce,hesharedwith
ChancellorMerkeladeepscepticismaboutanoflyzoneasitwassuggestedbyFranceandtheUnited
Kingdom.[39]AtaUNSecurityCouncilmeetinginMarch2011,Westerwelleabstainedinthevoteon
UnitedNationsSecurityCouncilResolution1973toestablishanoflyzone,alongwithvetopowers

AmidtheEgyptianRevolutionof2011,WesterwellevisitedthecountrysixtimesbetweenFebruary
2011andNovember2012.[42]InDecember2011,hesummonedRamzyEzzeldinRamzy,theEgyptian
ambassadorinBerlin,toprotestoverwhathecalledan"unacceptable"raidontheCairoofficeofthe
KonradAdenauerFoundationamongthosesearchedduringacrackdownonprodemocracyandhuman
rightsorganizations.InFebruary2012,heharshlycriticizedEgyptfortrying44people,including

CrisesinSudan
InJune2011,WesterwellebecamethefirstGermanforeignministertotraveltoDarfur,wherehevisited
theUnitedNations/AfricanUnionoperationUNAMIDtowardswhichGermanyhadcontributed
military,policeandcivilianpersonnel.HewasalsothefirsttovisitSouthSudanshortlybeforeits
independence,wherehemetthecountrysfoundingPresidentSalvaKiirMayarditastherotatingchair
oftheUNSecurityCouncilatthetime,Germanywasresponsibleforacceptingthenewlyindependent
countryintotheUnitedNations.[45]Duringhistrip,however,hemadenoappointmenttomeetSudanese
PresidentOmaralBashirwhoiswantedbytheInternationalCriminalCourtonchargesofwarcrimes,

InSeptember2012,WesterwellesummonedtheSudaneseambassadorinBerlinafterviolentattackson
GermanysembassyinKhartoum,andcalledontheSudanesegovernmenttoguaranteethesecurityof
theembassythousandsofprotestershadpreviouslyvandalizedtheembassiesofGermanyandBritain,
outragedbyInnocenceofMuslims,afilmwhichhasbeenperceivedasdenigratingtotheIslamic

DuringJuly2011,WesterwellewasthePresidentoftheUnitedNationsSecurityCouncilasheheaded

MinisterBenjaminNetanyahu,sayingthatfailuretoappearataperiodicalhearingregardinghuman

RelationswithBelarus
InthebeliefthattheEuropeanUnionhadtoengageBelarustopreventitfrommovingclosertoRussia,
WesterwelleaccompaniedbyhisPolishcounterpartRadekSikorskivisitedMinskinNovember
2010,thefirstsuchvisitin15years.[54]Shortlyafter,Westerwellepubliclycondemnedthejudgements
againstPresidentAlexanderLukashenko'smainpoliticalopponentAndreiSannikovandother

Upontakingoffice,WesterwelleopposedtheappointmentofErikaSteinbach,aGermanpoliticianand
memberofChancellorMerkel'sparty,toaboardoverseeingthecreationoftheCentreAgainst
Expulsions,aplacedocumentingtheexpulsionofGermansfromEasternEuropeafterWorldWarII.[59]

Oneconomicpolicy
WesterwellewasastaunchsupporterofthefreemarketandproposedreformstocurtailtheGerman
welfarestateandderegulateGermanlabourlaw.InaninterviewinFebruary2003,Westerwelle
describedlaborunionsasa"plagueonourcountry"andsaidunionofficialswere"thepallbearersofthe
welfarestateandoftheprosperityinourcountry".[64]Hecalledforsubstantialtaxcutsandsmaller
government,inlinewiththegeneraldirectionofhisparty.

Onsexualequality
Westerwellewasastaunchcampaignerforsexualequality.[65]HelongcriticizedthatGermanlawdoes
notgivecompleteadoptionrightstogaycouples.[66]In2012,heandfinanceministerWolfgang
Schublewereatloggerheadsafterahighcourtrulingdemandedthegovernmentprovideequaltax
treatmenttogaycivilservantsandarmedforcesmembers.IntheGermandailyBild,Westerwelle
claimedthat"[if]registeredpartnershipshavethesameresponsibilitiesasmarriedcouplesthenthey
shouldhavethesamerights.Itisnotweakeningmarriagebutendingdiscrimination.Wedonotlivein

In2001,Westerwellewasoneofthefirstpoliticianstopushforabiometricpassport.[67]Heopposed
GoogleStreetView'sautomatedphotographyofstreetscapes,andstated"IwilldoallIcantoprevent
it."[68]In2013,heannouncedplanstolaunchaninitiativeattheUnitedNationsGeneralAssemblyto
agreeanoptionalprotocoltotheInternationalCovenantonCivilandPoliticalRightsthatwouldgive
greaterdataprotectiontointernetusers.[69]

Controversy
Westerwellespartychairmanshipsawconsiderablecontroversy.CriticsinsideandoutsidetheFDP
accusedhimoffocusingonpublicrelations,asopposedtodevelopingandpromotingsoundpublic
policy,especiallyintheelectioncampaignof2002.Westerwellehimself,whowasmadepartychairman
particularlybecausehispredecessorWolfgangGerhardthadbeenviewedbymanyasdullandstiff,
labelledhisapproachasSpapolitik(funpolitics).[70]
In2006,formerChancellorGerhardSchrderwonacourtorderagainstWesterwellewhohadcriticized
SchrderforacceptingalucrativejobatGazprom,theRussianstateownedgascompany,soonafter
losingtheparliamentaryelectiontoAngelaMerkel.Despitelosing,Westerwellesaidhewouldstickto
hisoriginalassessmentthatSchrder'sappointmentaschairmanoftheNorthEuropeanGasPipeline

Westerwellemadepublicstatementsin2010aboutthe"welfarestate",[74]claimingthatpromisingthe
peopleeffortlessprosperitymayleadto"lateRomandecadence",inreferencetoaverdictintheFederal
ConstitutionalCourtofGermanyregardingHartzIV.
In2010WesterwelleannouncedhewouldnotbetakinghiscivilpartnerMichaelMronztoantigay
