PROJECT PROPOSAL FOR BANANA PLANTATION


The physiographic condition of the state is suitable for banana
cultivation in almost all the districts. In Orissa banana is generally grown as
annual crop. The yield comes after 13-14 months of plantation. Keeping the
demand of the farmers of the State, Directorate of Horticulture proposes to
take up tissue culture banana cultivation in compact patches of some
coastal and inland districts of the state in a massive scale.

Scheme objectives:
The scheme envisages to make the state self-sufficient in banana
production and generate revenue for the farmers. As per the agro climatic
conditions of these districts banana is very much suitable. The area covered
under existing schemes like NHM/ Hort. Prog. is not sufficient to cater the
demand of the farmers. In order to meet the demand of the farmers, it is
programmed to take up the banana tissue culture plantation under RKVY to
give impetus to banana cultivation in the state.

Strategy:
The Scheme will cover all the districts of the state. The required
planting materials (T.C. banana plantlets) shall be procured from agencies
empanelled through open advertisement. Thrust will be given for cultivation
in cluster of areas. The cost of planting materials (TC Plantlets) as approved
in the State Seed Pricing Committee is @ Rs. 20.80 per each for Bantal and
Champa varieties. Similarly cost of G-9 has been approved @ Rs. 18.15/per plantlet. The cost of 3086 nos of planting materials per ha. shall be
Rs.56011 to Rs.64189/- per ha. But to in order to keep uniform assistance
with other schemes like NHM and State Plan, the rate of assistance shall be
@ Rs. 41602/-per ha. (excluding contingencies) as per the NHM rate of
assistance. The balance Rs. 14409/- or Rs. 22587/- shall be borne
excluding other inputs like Fertilisers, Manures and Chemicals by the
farmers as farmers share. However the total amount will be paid within one
year to the farmer as followed in State Plan Scheme. The Token money of Rs.
100/- per ha. will be collected from the farmers as per the proceeding of the
Seed Pricing Committee held on 14.05.2013. The subsidy shall be allowed to
farmers for banana cultivation in minimum area of 0.25 ha. to 4.0 ha. in a
compact patch as per the existing guidelines under National Horticulture
Mission Programme.

Monitoriable physical Target & Financial requirement:


There is a proposed target of 1000 ha. under T.C banana to be taken
up during remaining period of 2013-14 and2014-15.(500 ha each year)

Requirement of funds for 2013-14 is Rs. 200.00 lakhs and for 2014-15
is 220.18 lakhs
Total Project cost is Rs. 420.18 lakhs
Cultivars to be used : The Cultivars suitable to the Agro climatic
condition of the state and adopted by the farmers such as Patkapura,
Bantal, Chama, Grande Naine etc will be supplied to the farmers basing on
Crop spacing and price approved.
The crop would give quick returns to the farmers in comparison to
other perennial fruit crops as assured buy back shall be provided by the
suppliers of plantlets. It would also create employment opportunity for the
youths. In the first place the attempt will be to minimize the import from
other states and thereafter the marketable surplus will be organized for
export.

Implementation and Monitoring:


The Scheme shall be implemented on the same pattern as in the
National Horticulture Mission. The Directorate of Horticulture shall monitor
the implementation of the scheme and make an endeavour to provide
forward and backward linkage. The planting materials will be supplied by
empanelled Agencies and the Agency shall to make an agreement with the
farmer to provide Agro Techniques and ensure complete marketing of the
produce.
