RATIONALE
Waste management is all those activities and action required to manage waste from its
inception to its final disposal. This includes amongst other things, collection, transport, treatment
and disposal of waste together with monitoring and regulation. It also encompasses the legal and
regulating framework that relates to waste management encompassing guidance on recycling etc.
The term usually relates to all kinds of waste, whether generated during the extraction of raw
materials, the processing of raw materials into intermediate and final products, the consumption
of final products, and human activities, including municipal (residential, institutional,
commercial) agricultural and special health care, household, hazardous waste, sewage sledge)
Waste management is intended to reduce adverse effects of waste on health, the environment or
aesthetic. Waste management practices are not uniform among countries (develop and developing
nations); regions (urban and rural area), and sectors (residential and industrial)
One of the major problems in the Philippines is about waste. The government came up
with the idea of solid waste management with the increasing population in the urban areas. The
amount of solid waste generated per day also increases. The unit generation rate of solid waste in
the Philippines ranges between 0.30 to 0.70 kilogram per capita per day for rural and urban
communities respectively.
In region V Bicol, waste from household, public and private industries remained to be an
ecological problem after the study of the Department of Environment and Natural Resources here

disclosed, that the region produces 559,180 metric tons of garbage a year while only 34 local
government units are complying with the proper waste disposal system. Bicol produces 1532 tons
of waste every day.
Twenty of seventy barangay were cited by the City Government of Legazpi for their
outstanding performance in ecological solid waste management practices. The environment
achievement search is a yearly activity being initiated by the citys Environment and Natural
Resources office to encourage baranggay in the proper way of disposing garbage in their
respective areas. The criteria in the selection of winners include segregation at source, segregated
collection (No segregation, no collection policy) collection coverage, operation and maintenance,
barangay initiatives and apprehension of violators.
One of the major problems of barangay 33 PNR Site Legazpi City is about wastes
because of the absence of proper place where they can dispose properly their wastes. They either
put it anywhere even within their drainage canals. That up to this moment, it causes negative
effect on the side of the residents and also to their environment.
The Solid Waste Management Act (RA 9003) was passed in 2000 to provide for a
national ecological solid waste management program and create the required institutional
mechanisms and incentives. The law sets guidelines and targets for solid waste avoidance and
volume reduction through source reduction and waste minimization measures, including
composting, recycling, re-use, recovery, green charcoal process and others. It seeks to ensure
proper segregation, collection, transport, storage treatment and disposal of solid waste through the
formulation and adoption of the best environmental practices in ecological management. It
provides for the creation of a National Solid Waste Management Commission with members from
the government sector and the private sector. It prescribes as well the creation of provincial, city
and municipal solid waste management boards with representation not only from government

agencies but also from the NGO sector, the recycling industry, and the manufacturing/packaging
industry. This board are responsible for formulating and enforcing long-term solid waste
management plans in their respective areas. The law provides that primary responsibility and
enforcement of the solid waste management program rests with local government unit with
cooperation with the national government, other local government units, non-government
organizations, and the private sector, including business establishments.
Philippine Clean Water Act of 2004 (Republic Act No. 9275), this Act provides for the
abatement and control of pollution from land based sources, and lays down water quality
standards and regulations. The Act shall apply to water quality management in all water bodies:
fresh, brackish and marine waters. It shall be the policy of the State to: prevent, control and abate
pollution of the countrys water resources; promote environmental strategies for the protection of
water resources; formulate a national program of water quality management; promote commercial
and industrial processes and products that are environment friendly and energy efficient; etc. The
Act among other things shall provide for: the designation of water quality management areas by
the Department, in coordination with the National Water Resources Board; the designation of
water bodies where specific pollutants from either natural or man-made sources have already
exceeded water quality guidelines as non-attainment areas for the exceeded pollutants; a national
program on sewerage and septic management; domestic sewage collection, treatment and
disposal;

OBJECTIVES
The researchers have several objectives in making this case report. The objectives are as
follows:
To evaluate the different strategies practiced by the barangay regarding waste

management
To further educate the residents about waste management

To innovate the programs conducted which is related to waste management


To inculcate the residents the importance of cleanliness in the surrounding and discipline

oneself.
To develop the sense of responsibility on segregating biodegradable and non-

biodegradable wastes.
To let the residents know the effects if they improperly disposed their wastes.
To contribute to Brgy.33 Pearanda the essence of waste segregation.
To promote clean and green.
METHODOLOGY
ACTIVITY/IES CONDUCTED
Out of seventy (70) barangays in Legazpi City, Albay, the researchers happened to chose
Brgy. 33 Pearanda as the subject of the case study. The overall goal of the researchers is to
evaluate the different strategies that the members of the barangay is practicing to maintain the
Solid Waste Management and the cleanliness to avoid the illnesses that is caused by improper
waste disposal especially many children and senior citizens are members of this Barangay
On February 19, 2016, one of the researchers went to Barangay Pearanda to give the
communication letter to the barangay chairwoman asking for permission to conduct an
interview with her and with the residents.
The researchers visited Barangay Pearanda last February 20, 2016 and conducted an
interview with some of the residents and to one of the barangay kagawad, Hon. Marife Dela
Torre (the barangay chairwoman was not available that time). The researcher found out that
in their area only 1 garbage collector is collecting their garbage and the time of collection is
at 4 oclock in the morning, 9 oclock in the morning and 2 oclock in the afternoon. The
researchers have learned that some of the barangay residents are really practicing 3Rs but
some doesnt. During the conduct of interview, the researchers also noticed that many
residents are selling street food along the street.
After the conduct of the interview, the researchers formulated possible action that can be
done to strengthen the Solid Waste Management of the barangay and if

approved the proposal, the researchers will push through the conduct of seminar to further
educate the residents regarding waste management.

V.

FINDINGS AND RECOMMENDATIONS


This presents the issues observed by the researchers during the conduct of the interview
and the recommendations regarding the issues observed.
(1) Only one personnel collects garbage.
- The researcher recommends that the barangay council should hire at least 2-3 garbage
collectors to manage well the collection of the household wastes.
(2) Lack of equipment to collect garbage
The researcher recommends that if possible the barangay should provide enough
equipment for collecting garbage that will be used by the garbage collector through
fund raising or if there is any fund allotted to waste management program
(3) Not all residents are aware on how they will properly dispose their house hold wastes.
The researchers recommend having a seminar that talk about waste management.
The researchers will invite speakers from Department of Natural Resources to give a
lecture regarding waste management and proper recycling wastes.
