I . Post graduat e Medical Educat ion in broad specialit ies shall be of t hree years
durat ion in t he case of degree course and t wo years in t he case of Diplom a
course aft er MBBS and in t he case of super specialit ies t he durat ion shall be of
t hree years aft er MD/ MS wit h t he except ions wherever indicat ed.

V. A m odular approach t o t he course curriculum is essent ial for achieving a

Schedule annexed t o t hese Regulat ion :
Provided t hat in t he case of post graduat e m edical degree and diplom a courses
inst it ut ed prior t o t he com m encem ent of t hese Regulat ions wit h t he approval
of t he Medical Council of I ndia and which have not been included in t hese
regulat ions, t he inst it ut ions concerned shall cont inue such course t ill t he
st udent s adm it t ed com plet e t he said courses.

8.
GEN ERAL
( 1) The inst it ut ions recognised by t he Medical Council of I ndia for running

Post graduat e courses prior t o t he com m encem ent of t he I ndian Medical Council
( Am endm ent ) Act ,1993 and t hose m edical colleges recognised for running Bachelor
of Medicine and Bachelor of Surgery ( MBBS) course or inst it ut ions est ablished by t he
Cent ral Governm ent for t he purpose of im part ing post graduat e m edical educat ion
shall be eligible for st art ing any post graduat e degree or diplom a and higher specialt y
course.

( 1A) The Cent ral Governm ent shall exem pt any such exist ing/ proposed non- t eaching
inst it ut ions or specialist inst it ut ion or aut onom ous body owned and m anaged by t he
Cent ral Governm ent / St at e Governm ent from fulfilling t he prescribed provision of
having an undergraduat e t eaching facilit y, and allow st art ing Post graduat e m edical
course.
( 2) The m axim um num ber of st udent s for a post graduat e m edical course, who can
be regist ered in any recognised depart m ent , for t raining for t he award of
post graduat e degree or diplom a by t he affiliat ing universit y, shall be det erm ined by
t he facilit ies available in t he depart m ent in t erm s of infrast ruct ure, t eaching st aff and
clinical t eaching m at erial.
( 3) Every st udent , select ed for adm ission t o post graduat e m edical course in any of
t he m edical inst it ut ions in t he count ry, shall possess recognised MBBS degree or
equivalent qualificat ion and should have obt ained perm anent Regist rat ion wit h t he
Medical Council of I ndia, or any of t he St at e Medical Councils or should obt ain t he
sam e wit hin on m ont h from t he dat e of his adm ission, failing which t he adm ission of
t he candidat e shall be cancelled;

basis of t heir academ ic m erit .

In Clause 9(1)(b) after the words remote and/or difficult areas and in the
proviso to the clause 9(2)(d), the following shall be inserted in terms of
Notification published on 16.04.2010.

St at e Governm ent or by t he com pet ent aut horit y appoint ed by t he St at e
Governm ent or by t he universit y/ group of universit ies in t he sam e st at e; or
On t he basis of m erit as det erm ined by a cent ralized com pet it ive t est held at
t he nat ional level; or
On t he basis of t he individual cum ulat ive perform ance at t he first , second and
t heir MBBS exam inat ion, if such exam inat ion have been passed from t he
sam e universit y; or
Com binat ion of ( i) and ( iii) :
Provided t hat wherever ent rance t est for Post graduat e adm ission is held by a St at e
Governm ent or a universit y or any ot her aut horized exam ining body, t he m inim um
percent age of m arks for eligibilit y for adm ission t o post graduat e m edical courses
shall be fift y per cent for candidat es belonging t o general cat egory and 40 per cent
for t he candidat e belonging t o Scheduled Cast es, Scheduled Tribes and Ot her
Backward classes.

shall be filled by t he com pet ent aut horit y and t he rem aining fift y per cent by t he

The Clause 9 under the heading SELECTION OF POSTGRADUATE STUDENTS
shall be substituted as under, in terms of Notification dated 21.12.2010:9. Procedure for selection of candidate for Postgraduate courses shall be as
follows:
I.
There shall be a single eligibility cum entrance examination namely

National Eligibility-cum-Entrance Test for admission to Postgraduate
Medical Courses in each academic year. The overall superintendence,
direction and control of National Eligibility-cum-Entrance Test shall vest
with Medical Council of India. However, Medical Council of India with the
previous approval of the Central Government shall select organization/s to
conduct National Eligibility-cum-Entrance Test for admission to
Postgraduate courses.
II.
3% seats of the annual sanctioned intake capacity shall be filled up by

candidates with locomotory disability of lower limbs between 50% to 70%.
Provided that in case any seat in this 3% quota remains unfilled on account
of unavailability of candidates with locomotory disability of lower limbs
between 50% to 70% then any such unfilled seat in this 3% quota shall be
filled up by persons with locomotory disability of lower limbs between 40%
to 50% - before they are included in the annual sanctioned seats for
General Category candidates.
Provided further that this entire exercise shall be completed by each
medical college / institution as per the statutory time schedule for
admissions.

In order to be eligible for admission to any postgraduate course in a

particular academic year, it shall be necessary for a candidate to obtain
minimum of 50% (Fifty Percent) marks in National Eligibility-cum-Entrance
Test for Postgraduate courses held for the said academic year. However,
in respect of candidates belonging to Scheduled Castes, Scheduled Tribes,
Other Backward Classes, the minimum percentage marks shall be 40%
(Forty Percent) and in respect of candidates as provided in clause 9 (II)
above with locomotory disability of lower limbs, the minimum percentage
marks shall be 45% (Forty Five Percent) in the National Eligibility-cumEntrance Test :
Provided when sufficient number of candidates in the respective categories
fail to secure minimum marks as prescribed in National Eligibility-cumEntrance Test held for any academic year for admission to Post Graduate
Courses, the Central Government in consultation with Medical Council of
India may at its discretion lower the minimum marks required for admission
to Post Graduate Course for candidates belonging to respective categories
and marks so lowered by the Central Government shall be applicable for
the said academic year only.
The reservation of seats in medical colleges/institutions for respective
categories shall be as per applicable laws prevailing in States/ Union
Territories. An all India merit list as well as State-wise merit list of the
eligible candidates shall be prepared on the basis of the marks obtained in
National Eligibility-cum-Entrance Test and candidates shall be admitted to
Post Graduate courses from the said merit lists only.
V.
No candidate who has failed to obtain the minimum eligibility marks as

prescribed in Sub Clause (II) above shall be admitted to any Postgraduate
courses in the said academic year.
VI.
In non-Governmental medical colleges/institutions, 50% (Fifty Percent) of

the total seats shall be filled by State Government or the Authority
appointed by them, and the remaining 50% (Fifty Percent) of the seats shall
be filled by the concerned medical colleges/institutions on the basis of the

The Clause 9 subclause III. under the heading SELECTION OF POSTGRADUATE

STUDENTS, as amended vide notification No. MCI.18(1)/2010-Med/49070 dated 21st
December 2010, following shall be substituted as under, in terms of Notification

amended vide notification No. MCI.18(1)/2010-Med/49070 dated 21st December
2010, following shall be added after sub-clause IV which is as under, in terms of
Notification dated 15.02.2012:Provided that in determining the merit of candidates who are in service
of government/public authority, weightage in the marks may be given by
the Government/Competent Authority as an incentive at the rate of 10% of
the marks obtained for each year of service in remote and/or difficult areas
upto the maximum of 30% of the marks obtained in National Eligibility-cumEntrance Test. The remote and difficult areas shall be as defined by State
Government/Competent authority from time to time.
The Clause 9 under the heading SELECTION OF POSTGRADUATE STUDENTS, as
amended vide notification No. MCI.18(1)/2010-Med/49070 dated 21st December
2010, following shall be added after sub-clause VI which is as under, in terms of
Notification dated 15.02.2012:VII. 50% of the seats in Post Graduate Diploma Courses shall be reserved
for Medical Officers in the Government service, who have served for at
least three years in remote and/or difficult areas. After acquiring the PG
Diploma, the Medical Officers shall serve for two more years in remote
and/or difficult areas as defined by State Government/Competent authority
from time to time.
VIII. The Universities and other authorities concerned shall organize
admission process in such a way that teaching in postgraduate courses
starts by 2nd May and by 1st August for super speciality courses each
year. For this purpose, they shall follow the time schedule indicated in
Appendix-III
IX. There shall be no admission of students in respect of any academic
session beyond 31st May for postgraduate courses and 30th September for
super speciality courses under any circumstances. They Universities shall
not register any student admitted beyond the said date.
X. The Medical Council of India may direct, that any student identified as
having obtained admission after the last date for closure of admission be
discharged from the course of study, or any medical qualification granted

to such a student shall not be a recognized qualification for the purpose

of the Indian Medical Council Act, 1956. The institution which grants
admission to any student after the last date specified for the same shall
also be liable to face such action as may be prescribed by MCI including
surrender of seats equivalent to the extent of such admission made from
its sanctioned intake capacity for the succeeding academic year.
(The above notification has been quashed by the Honble Supreme

Court on 18.07.2013.)
10.

I f t he num ber of Post Graduat e

increased proport ionat ely but not m ore t han t wo in a unit per year in any

Graduat e t eacher:

No person shall be appoint ed as an exam iner in any subj ect unless he fulfils
t he m inim um requirem ent s for recognit ion as a Post Graduat e t eacher as laid
down by t he Medical Council of I ndia and has t eaching experience of 8 ( Eight )
years as a Lect urer / Asst t . Professor out of which he has not less t han 5
( Five) years t eaching experience aft er obt aining Post Graduat e degree. For
ext ernal exam iners, he should have m inim um t hree years experience of
exam inership for Post Graduat e diplom a in t he concerned subj ect . Out of
int ernal exam iners, one exam iner shall be a professor and Head of
Depart m ent or Head of Depart m ent .

Ph.D. Degree m ay be inst it ut ed in all subj ect s wherever recognised

post graduat e qualificat ion in m edical subj ect s are awarded by t he
concerned Universit ies subj ect t o fulfillm ent of t he following guidelines:
1. Ph.D. shall be awarded only upon com plet ion of M.D. or M.S. or
P.G. Diplom a or M.Sc. in m edical subj ect s.
2. The period of t raining for Ph.D. shall be t wo years for candidat es
who possess M.D./ M.S/ P.G./ diplom a in t hree years for
candidat es wit h M.Sc. ( m edical subj ect s) .
3. For st art ing Ph.D. course, t he inst it ut ion concerned shall have
t he following facilit ies nam ely : i.
Adequat e facilit ies for experim ent al m edicine and
experim ent al surgery ;
ii.
Ancillary Depart m ent s, adequat ely equipped and well
st affed as prescribed for Post graduat e depart m ent s;
iii.
Adequat e facilit ies for advanced research work and
laborat ory
invest igat ions
in
t he
depart m ent s
of
Biochem ist ry, Physiology, Microbiology, Hist opat hology,
Radio- diagnosis et c.
4. A guide for t he Ph.D. degree shall have not less t han fift een
years t eaching and research ex perience aft er obt aining his
post graduat e qualificat ion and shall also have not less t han t en
years post graduat e t eaching experience as an facult y m em ber
