Project Controls Coordinator


Montana Environmental Custodial Trust
East Helena RCRA/CERCLA Site
The Montana Environmental Trust Group, LLC, Trustee for the Montana
Environmental Custodial Trust (the Custodial Trust), is currently seeking qualified
candidates to develop, manage and maintain the Project Controls Systems for
environmental actions performed at the former Asarco smelter in East Helena (the
Site). This position will report to the Remedial Project Manager and will have
primary responsibility for the Site Project Controls activities, including planning,
coordinating resource allocations and information from multiple parties, tracking
progress/deliverables, managing the budget, analyzing workloads, updating and
analyzing project schedules, and performing a variety of activities related to the
Project Controls Systems and financial affairs of the Custodial Trust.
Scope of Responsibilities:
The Custodial Trust Project Controls Systems for the Site include:
Development and update of a work breakdown structure to subdivide project
contracts, scopes, tasks, and deliverables into manageable components;
Tracking contracts, scopes of work, purchase orders, as they relate to budget,
contract commitments, schedules and progress;
Tracking and coordinating all aspects of the East Helena Cleanup Account
approved budgets by cost centers (Level 1, Level 2, Level 3, etc.)
Updating and maintaining project schedules in accordance with approved work
plans, long-term strategic plans and other schedule and plan tools;
Coordinating and integrating with the Custodial Trust Accountants, Galusha
Higgins Galusha (GHG), on all accounting systems and functions to provide
timely and efficient access to cost and schedule data for all project contractors,
the Custodial Trust and EPA
Prepare monthly cost, schedule and progress reports that include, at a
minimum, the following:
o Schedule updates and sensitivity analysis;
o Progress reporting (all aspects);
o Cost variance analysis and reporting;
o Financial and contractual commitments;
o Project statusing; and
o Forecasts, budget updates and requests for budget changes.

Position Description:
The Project Controls Coordinator will responsible for a number of tasks and
activities, including:
Consulting with, assisting, and advising Custodial Trust Cleanup Manager,
the Site Operations Manager and the Custodial Trustee on all issues and
matters related to project controls, expenditures, forecasts, cost estimates for
new and authorized work;
Compiling baseline schedules for site remediation and construction;
Routinely tracking and updating project schedules to adjust for changes in
scope, cost and existing conditions, as required;
Subdividing larger schedules into more detailed, phased tasks and subprojects for ease of management review and oversight;
Preparing monthly analyses and reports on expenditures, progress,
commitments, budget performance and schedule performance for all
environmental actions at the Site;
Developing and maintaining database and record management system for all
costs based on past performance, cost data and indices of material costs for
use in the preparation of cost estimates and budgets and performance
analysis;
Tracking actual costs of construction activities and compare them to the
budgeted costs for each work section as well as using data to forecast cost to
completion;
Comparing actual and budgeted percentage completion to date;
Preparing schedule projections and providing timely notice to the Custodial
Trust of deviations and/or key issues that could affect the critical path
schedule;
Assisting in new project contracting activities, scoping and administration;
Maintaining documents and records to support invoice processing, cash flow
forecasting and quality control analyses;
Performing contract administration functions including addendums,
evaluations, change management mechanisms, financial reports, and
closeout reports;
Coordinating with all in-house and contract personnel on preparation of
above reports; and
Performing additional assignments as directed by Custodial Trust
management.

Position Requirements:

Education:
minimum undergraduate degree from accredited college or
university in major in environmental science, construction management,
controls and financial management, mathematics, business management or
other related field;
Experience: Prefer at least five (5) years experience with major project control
systems management and coordination;
Other Qualifications:
o High level of proficiency in Microsoft Office (all programs), Microsoft
Office Project Server, Microsoft Project Web Access software and similar
systems;
o Excellent interpersonal, verbal and written (technical/financial)
communication skills;
o Knowledge of major aspects of procurement, construction, project
controls and financials, including managing complex hazardous waste
cleanup projects and tracking/monitoring all financial aspects of work;
o Experience in reviewing and overseeing cost control reports from large
contractors cost;
o Working knowledge of audit requirements;
o Ability to communicate and implement recommendations to the
Custodial Trust and the beneficiaries (US and the State of Montana)
related to management, contractors and workforce; and
o Willingness and ability to take on additional tasks as needed

Compensation
Competitive compensation to be negotiated based on skills, experience and
qualifications. The Project Controls Coordinator is a three-quarter to full-time
position.
