Mission:
The Naval Air Systems Command (NAVAIR) has its national headquarters aboard the NAS Patuxent River. Its
mission is to provide unsurpassed products and services to the fleet. NAVAIR is responsible for development,
acquisition, and life-cycle management for aviation systems. Pax River provides effective and affordable integrated warfare systems and life cycle support by performing research, development, test and evaluation,
engineering and fleet support for manned and unmanned aircraft, engines, avionics, aircraft support systems
and ship/shore/air operations.
Background:
NAVAIR Pax River is one of eight Naval Air Systems Command sites that provide cost-wise readiness and
dominant maritime combat power to make a great Navy/Marine Corps team. Pax River is home to the Naval
Air Systems Command headquarters, the Naval Air Warfare Center Aircraft Division, the Webster Field Annex
at St. Inigoes, and is host to more than 50 tenants including three services, federal agencies and private
industry. With a work force of more than 10,700 Department of Defense personnel, NAVAIR Pax River employs 7,600 civilian employees and about 3,100 active-duty military personnel. Pax River is the largest employer in St. Marys County.

Doing Business With Us
Private sector access to federal facilities, laboratories and technology is authorized by statute. The term
generally used is Technology Transfer. These arrangements benefit both the Navy and industry by maximizing
the use of Navy facilities, providing unique facilities for use by private parties and fostering healthy partnerships
for this access between the Navy, industry, and academia. Technology transfer adds a valuable dimension to
government sponsored research and development. It provides the tools for American industries to leverage
technologies and bring new products to market. Mechanisms for technology transfer are described below.
The Commercial Service Agreement (CSA) is the primary method for private use of NAVAIR Aircraft Division
activities. Through this agreement, government expertise and facilities can be directly funded by industry to
perform services that are not commercially available. Frequently, the service provided is a unique technology
or testing capability.
A Cooperative Research and Development Agreement (CRADA) is a legal instrument that allows one or
more federal laboratories and/or one or more non-federal entities to jointly conduct specified research and
development-related technology transfer activities that are consistent with the mission of the laboratory.
The Patent License Agreement, (PLA) licenses commercial companies to exploit patented governmentdeveloped technology commercially. The federal governments technology transfer policy is to promote the
utilization and commercialization of inventions that arise from agency-supported research and development
through a PLA.

SMARTCOSouthern Maryland Applied Research and Technology Consortiumis a local volunteer group
that refurbishes old computers and peripherals and donates them to schools and non-profits. They welcome
donations of computers and Volunteers!
Skill in the use of the personal computer (PC) has evolved from a luxury to a necessity. SMARTCO provides
the environment for volunteers to refurbish ADP equipment (mostly personal computers), rehabilitate themselves and learn new skills, incubate a new business in computer repair, and educate themselves in basic
computer literacy skills. The SMARTCO FAST refurbishing program provides the opportunity to achieve
these objectives and to enhance the computer literacy of our volunteers, customers and their clients.
The success of the FAST program is clear. SMARTCO has donated over 8,000 personal computers and over
2,500 peripherals (printers, scanners, copiers, fax machines, external CD drives, hard drives, and other miscellaneous electronic equipment in full operating condition to our customers. Our Community Technology
Learning Center teaching basic computer literacy skills has graduated 109 students.

includes vigorous support for the policies and budgets of Naval Aviation within the Congress and the
Executive branch of the U.S. government.

We also offer individualized employee training programs for eligible employers. Our responsive, knowledgeable team works with eligible employers to assess workforce deficiencies in the IT industry, identify
qualified candidates, and create training and skills development programs to meet their short- and longterm needs. These employers can also apply for grants to train new and current employees, ultimately
allowing their businesses to succeed in the fast-paced IT arena.

Marylands Technology Development Corporation (TEDCO) was created to ensure access by Maryland
businesses to the technologies they need. They facilitate technology showcases at Marylands federal laboratories; encourage the growth of effective business incubators and assist companies with capital. TEDCO is
co-managing the NAVAIR Technology Commercialization Initiative (NTCI) program with the Patuxent Partnership and the Navy to explore technology transfer projects and fund promising technology commercialization
ventures. In addition to NTCI funds TEDCO can also provide start-up capital through the Maryland Technology Transfer Fund and the University Technology Development Fund.

The Southern Maryland Higher Education Center (SMHEC) serves as the regional graduate education
higher education institution for the State of Maryland in Southern Maryland. In partnership with nine universities and colleges, SMHEC offers over 60 academic programs in engineering, education, nursing, management, social work, and counseling. All courses and degree requirements for all academic programs presented
at SMHEC are offered at SMHEC.
GRADUATE DEGREE PROGRAMS. Working with the leadership at the Naval Air Station at Patuxent River,
the technology and defense support community, public school administrators and other major employers in
the Tri-County Region, SMHEC identifies and recruits quality university academic programs that meet the
professional development needs of the region. Academic programs are added each year. In FY 2004, 13
new academic programs were approved for presentation in Southern Maryland.
John Hopkins University offers masters degrees in systems engineering, technical management, school
counseling, and clinical community counseling. The University of Maryland College Park offers masters
degrees in engineering with six options and graduate certificates in six fields. The Catholic University of
America offers masters degrees in social welfare, nursing, special education, and engineering management, as well a bachelors completion degree in nursing. The University of Maryland University College
offers a bachelors degree in information systems management. The College of Notre Dame of Maryland
offers masters degrees in education, a Ph.D. in education, a post-masters certificate in education, and
graduate certification programs in education. Towson University offers masters degrees in education, human resources development, and a post masters certification in administration. Old Dominion University
offers masters degrees in engineering, and bachelors completion degrees in engineering technology. Capital College offers four Bachelors completion degrees in engineering. Washington College offers a masters
degree in education. The Maryland Higher Education Commission approves degree programs presented at
the SMHEC.
TRAINING AND PROFESSIONAL DEVELOPMENT. SMHECs campus includes four meeting rooms that
hold 50 to 500 individuals for training and conference programs, board meetings, retreats, luncheons, banquets and other formal gatherings. A caterers kitchen enables a full complement of luncheon and dinner
options.
SMHEC is located on a 24 acre campus, in two high-tech buildings with a total of 35 classrooms and computer
labs. Instructors, trainers and students maximize instruction and learning by utilizing the corporate format
high-tech environment, equipment and furnishings that are hallmarks of the educational and training experiences at SMHEC. Networked computers with the latest software, integrated multi-media teaching stations,
LCD projectors, compressed video, satellite downloading, and T-1 lines for superior internet service are available in all of the Centers classrooms and meeting spaces.
SMHECs 24-acre campus is located across from the St. Marys County Airport, mile west of Route 235 in
the Wildewood Professional and Technology Park; five miles north of the Naval Air Station Patuxent River; 35
miles south of Waldorf; and 22 miles south of Prince Frederick.

AR Systems is an electronic manufacturer specializing primarily
in military products. Our concentration is in through hole and
surface mount circuit board assemblies as well as higher level
wired assemblies. We have an engineering staff which provides
support for manufacturing as well as product test development
