ABOUT THE TECHNOLOGY HANDBOOK

The Technology Handbook offers summaries of business and workforce development resources
which encourage the growth of the technology industry in St. Marys County, Maryland. The Technology
Handbook is produced by St. Marys County Department of Economic and Community Development
(DECD) to encourage communication between local firms and to expand markets for the local technology
industry.
The Technology Handbook is utilized throughout the country and around the globe.
The Interactive Technology Handbook is an online database that allows users to search for specific
companies based on various criteria, including business name, location, business capabilities and

The 2005 Technology Handbook features nearly 200 companies located in the County along with their
human resource contacts, technology support organizations, professional organizations, education
opportunities and a separate section for manufacturers.
All company information found in the Technology Company Profiles section was provided by local
businesses between July and October 2004.

ABOUT ST. MARYS COUNTY GOVERNMENT

Mission Statement:
St. Marys County Government will be responsive and accountable to the countys citizens;
provide high quality, cost effective and efficient services; preserve the countys environment,
heritage and rural character; and foster opportunities for present and future generations.
St. Marys County is governed by five county commissioners elected to serve four year terms. Four
commissioners are elected by voters to represent their districts of residence. The Commissioner
President may live anywhere in the county.
The Board of Commissioners meetings are held 48 times per year, on Tuesdays, in Room 14 of the
Governmental Center, Leonardtown, Maryland. Meetings are open to the public and broadcast live on
Cable Channel 12, the Governmental Access Channel for St. Marys County and via streaming video on
the County website at www.stmarysmd.com/broadcast.asp.

HISTORY OF ST. MARYS TECHNOLOGY INDUSTRY

St. Marys County was founded in 1634 by settlers pursuing economic opportunity and religious freedom. St. Marys City was the original capital of colonial Maryland from 1634 until 1694. In 1649 the
Maryland Assembly passed the Act of Toleration, a major step in the principle of freedom of religion in
America.
From the 1600s through World War II, the majority of County residents were farmers and fishermen and
depended on natural resources for their livelihoods. In 1942 this all changed when the United States
Navy built the Naval Air Station Patuxent River (Pax River) to serve as a school for test pilots.
Many famous pilots and astronauts have been affiliated with Pax River, including Astronauts John Glenn,
Jim Lovell, and Alan Shepard, while Captain W.V. Davis, director of the Flight Test Division, became
the first Navy pilot to exceed the speed of sound on November 7, 1949. The U.S. Naval Test Pilot
School at Pax River enrolls students from many services and countries.
Specialized labs and other testing facilities were developed at Pax River in Lexington Park and Webster
Field in St. Inigoes, including the Atlantic Test Range, and the Air Combat Environment Test and Evaluation Facility (ACETEF). The number of technology companies and aircraft developers grew in the
surrounding communities to support the work done at the Navy facilities. The consolidation of the Naval
Air Warfare Center- Aircraft Division (NAWCAD) and the recent relocation of the Naval Air System
Command (NAVAIR) to the Patuxent River complex, from Arlington VA, has created a full life-cycle,
world-class center of excellence for maritime aviation research, development, and testing.
Today more than 19,000 government workers including military, civilian and defense contractors directly support the $18 billion business that is the Patuxent River Naval Air Station. Many companies are
attracted to St. Marys County due to the access of the state of the art federal laboratories. An active
technology commercialization initiative is underway in partnership with the Patuxent Partnership (TPP)
and Marylands Technology Development Corporation (TEDCO).
The growth of the Technology Industry in the County has caused Lexington Park to be designated asa
Micropolitan Statistical Area. This category refers to smaller scaled (less than 50,000 people) areas
that are hubs of activity for the surrounding region.
Technology companies in St. Marys County supply a full range of technological products and services
and span many disciplines. Their products and services are marketed to both the U.S. Government
and commercial sectors in the Mid-Atlantic region and world wide.
Pax River promises to grow with the addition of many large programs. These include the Joint Strike
Fighter (F-35), the Multi-Mission Marine Aircraft (MMA), Presidential Helicoptor (VXX), and the Unmanned Aerial Vehicle, Global Hawk. Meanwhile, development and testing continues on large programs like the F/A-18 E/F and G, the V-22 Osprey and many others.

Mission:
The Naval Air Systems Command (NAVAIR) has its national headquarters aboard the NAS Patuxent River. Its
mission is to provide unsurpassed products and services to the fleet. NAVAIR is responsible for development,
acquisition, and life-cycle management for aviation systems. Pax River provides effective and affordable integrated warfare systems and life cycle support by performing research, development, test and evaluation,
engineering and fleet support for manned and unmanned aircraft, engines, avionics, aircraft support systems
and ship/shore/air operations.
Background:
NAVAIR Pax River is one of eight Naval Air Systems Command sites that provide cost-wise readiness and
dominant maritime combat power to make a great Navy/Marine Corps team. Pax River is home to the Naval
Air Systems Command headquarters, the Naval Air Warfare Center Aircraft Division, the Webster Field Annex
at St. Inigoes, and is host to more than 50 tenants including three services, federal agencies and private
industry. With a work force of more than 10,700 Department of Defense personnel, NAVAIR Pax River employs 7,600 civilian employees and about 3,100 active-duty military personnel. Pax River is the largest employer in St. Marys County.

Doing Business With Us
Private sector access to federal facilities, laboratories and technology is authorized by statute. The term
generally used is Technology Transfer. These arrangements benefit both the Navy and industry by maximizing
the use of Navy facilities, providing unique facilities for use by private parties and fostering healthy partnerships
for this access between the Navy, industry, and academia. Technology transfer adds a valuable dimension to
government sponsored research and development. It provides the tools for American industries to leverage
technologies and bring new products to market. Mechanisms for technology transfer are described below.
The Commercial Service Agreement (CSA) is the primary method for private use of NAVAIR Aircraft Division
activities. Through this agreement, government expertise and facilities can be directly funded by industry to
perform services that are not commercially available. Frequently, the service provided is a unique technology
or testing capability.
A Cooperative Research and Development Agreement (CRADA) is a legal instrument that allows one or
more federal laboratories and/or one or more non-federal entities to jointly conduct specified research and
development-related technology transfer activities that are consistent with the mission of the laboratory.
The Patent License Agreement, (PLA) licenses commercial companies to exploit patented governmentdeveloped technology commercially. The federal governments technology transfer policy is to promote the
utilization and commercialization of inventions that arise from agency-supported research and development
through a PLA.

The Maryland Department of Business and Economic Development (MD DBED) works to stimulate
private investment and create jobs, attract new businesses to the State, encourage the expansion and retention of existing companies, and provide Maryland businesses with workforce training and financial assistance.
DBED also publicizes Marylands economic advantages and markets local products and services at home
and abroad to spur economic development, international trade and tourism.
DBED has also created the Office of Military Affairs. This office provides a voice and acts as a liaison, working
with high-level federal and military officials in positioning Marylands military facilities for the future.
DBEDs Southern Maryland Regional Office provides a variety of services to technology and manufacturing
businesses. Programs like the Partnership for Workforce Quality, the ISO Consortium, the Maryland World
Class Manufacturing Consortium, and financing programs ensure that Southern Maryland companies can
compete globally. Additionally, DBED has instituted a region-wide business expansion and retention program
called Maryland Advantage that helps link existing local companies to the local economic development

The Patuxent River Naval Air Museum seeks to impart the importance of the U.S. Navys aviation heritage
and its significant contributions to the advancement of aviation. Exhibits and programs convey the human
dynamics of courage and intellectual inquiry needed for the naval aviation community to respond to future
challenges.
The progress of naval aviation requires a fusion of science and technology, with constant, rigorous testing of
new aircraft and systems; always redefining and challenging the edges of the aeronautical envelope.The
Museum acts as a link between the Navy and the regions scientific and technical community. It supports the
Naval Aviation interests of the United States and serves as the generational gateway to the fascination of
aviation science and technology.
The interim museum facility, adjacent to Gate One at NAS Patuxent River, is averaging 50,000 visitors a year
and we anticipate that the New Museum, to begin in 2005. Businesses interested in becoming corporate
sponsors of this vital museum are encouraged to call the Museum Association. The Museum building is an
intriguing venue for receptions.

In response to the changing needs of entrepreneurs in St. Marys County, the Small Business Development
Center offers no-cost counseling five days a week. SBDC counselors can help existing business owners and
those interested in starting businesses create business plans, find sources of capital, develop marketing and
promotional objectives, and learn basic accounting, technology, and managerial skills. The SBDC reference
library and 8(a)/SDB certification software is available for walk-ins daily from 12:30 to 2:30 p.m., and business
start-up classes and Quick Books training are offered regularly.
SBDC counselors are also entrepreneurs who have developed their own successful businesses and offer
excellent advice to businesses needing assistance in a wide array of areas including technology. During the
past three years, the Southern Maryland SBDC has counseled more than 1,200 entrepreneurs and helped
businesses obtain more than 90 loans providing over $19 million in capital. With no-cost counseling, low-cost
instructional programs, experienced counselors, and a vast array of references and community resources,
the St. Marys County SBDC office may be one of the most valuable business resources around.

SMARTCOSouthern Maryland Applied Research and Technology Consortiumis a local volunteer group
that refurbishes old computers and peripherals and donates them to schools and non-profits. They welcome
donations of computers and Volunteers!
Skill in the use of the personal computer (PC) has evolved from a luxury to a necessity. SMARTCO provides
the environment for volunteers to refurbish ADP equipment (mostly personal computers), rehabilitate themselves and learn new skills, incubate a new business in computer repair, and educate themselves in basic
computer literacy skills. The SMARTCO FAST refurbishing program provides the opportunity to achieve
these objectives and to enhance the computer literacy of our volunteers, customers and their clients.
The success of the FAST program is clear. SMARTCO has donated over 8,000 personal computers and over
2,500 peripherals (printers, scanners, copiers, fax machines, external CD drives, hard drives, and other miscellaneous electronic equipment in full operating condition to our customers. Our Community Technology
Learning Center teaching basic computer literacy skills has graduated 109 students.

More than 600 businesses, organizations and individuals form the membership of the St. Marys County Chamber of Commerce, a diverse organization of businesses of all sizes and types. The unity and the number of
members permit the Chamber to accomplish what no single person or business could accomplish alone.

St. Marys County Community Development Corporation, a private non-profit organization, was established in 1985. The Development Corporation works in partnership with the County and State, private property
and business owners and other non-profit organizations to develop, finance and administer projects and programs to promote economic and community development throughout St. Marys County. The Corporation
manages a business revolving and guarantee loan program for small business start-ups and expansions,
administers the Lexington Park Focus Enterprise Zone and a wide array of other programs designed to
promote commercial revitalization in Lexington Park. The Corporation also manages the Jobs Connection
Program.
Jobs Connection is a focal point for workforce development programs in St. Marys County. The Connection Program is customer focused and offers job seekers choices in employment and education training and
assessment. Jobs Connection staff work in close collaboration with the Department of Rehabilitation
Services and the LT. Joseph P. Kennedy Institute to provide a comprehensive array of services to the job

The Department of Economic and Community Development (DECD) was established within St. Marys
County Government to encourage the growth of a diverse, healthy economy and a higher quality of life for
county residents. The Department is comprised of the following divisions: business development, which

Marylands Technology Development Corporation (TEDCO) was created to ensure access by Maryland
businesses to the technologies they need. They facilitate technology showcases at Marylands federal laboratories; encourage the growth of effective business incubators and assist companies with capital. TEDCO is
co-managing the NAVAIR Technology Commercialization Initiative (NTCI) program with the Patuxent Partnership and the Navy to explore technology transfer projects and fund promising technology commercialization

The Patuxent Partnership is a private not-for-profit consortium with national reach. The Partnership is engaged in marketing the regions technology capabilities, fostering business collaborations, developing the
workforce, transferring technology and developing academic partnerships.
The Partnerships office in Lexington Park houses an administrative center, a technology incubator and conference space for members use. Marylands Technology Development Corporations (TEDCO) only satellite

The Partnership operates a collaborative web-based Community of Practice through NAVAIRs portal, a valuable tool for members. Seed-money financing grants of up to $75,000 are available through the NAVAIR
Technology Commercialization Initiative(NTCI), managed by The Partnership in collaboration with TEDCO
and the Navy. In addition, The Partnership is certified as a Professional Association, and an eligible agency

The Tri-County Council for Southern Maryland (TCCSMD), is the regional cooperative planning and economic development agency of the Southern Maryland region, which includes the counties of Calvert, Charles
and St. Marys. The purpose of the TCCSMD is to serve as a forum for the resolution of region-wide issues
and the attainment of regional goals. The members of the TCCSMD are all the elected officials of Southern
Maryland; five County Commissioners from each County, nine State Delegates, three State Senators and
three at-Large members from each county.
The TCCSMD serves as a data source, engages in regional planning, serves as an advocate for the regions
interests and priorities at the Federal and State level, and develops programs to meet region-wide needs and
goals. The TCCSMD adopted a Regional Strategy in September 1999 along with a subsequent list of Regional Priorities, which were adopted in January 2002. The Regional Priority Goals include Technology Development, Agricultural Development, Transportation, Environment and Education.
Within the TCCSMDs Regional Strategy, high technology development is emphasized as a means to enhance economic growth in Southern Maryland. The TCCSMD supports those projects that develop the necessary infrastructure needed to attract and retain high technology companies. A critical component of technology development is the Councils Technology Task Force, established in April 2002 and charged with developing a strategy to bring high-speed broadband access to Southern Maryland.
In response to the regions growing transportation needs, the TCCSMD provides a regional commuter assistance program which helps Southern Maryland commuters utilize the regional ridesharing services and the
State-sponsored commuter express bus services between the Southern Maryland region and Washington,
D.C. The Council provides an established employer outreach program to assist employers with developing a

The Patuxent Graduate Center of Florida Institute of Technology has provided graduate education in the

The Southern Maryland Higher Education Center (SMHEC) serves as the regional graduate education
higher education institution for the State of Maryland in Southern Maryland. In partnership with nine universities and colleges, SMHEC offers over 60 academic programs in engineering, education, nursing, management, social work, and counseling. All courses and degree requirements for all academic programs presented
at SMHEC are offered at SMHEC.
GRADUATE DEGREE PROGRAMS. Working with the leadership at the Naval Air Station at Patuxent River,
the technology and defense support community, public school administrators and other major employers in
the Tri-County Region, SMHEC identifies and recruits quality university academic programs that meet the
professional development needs of the region. Academic programs are added each year. In FY 2004, 13
new academic programs were approved for presentation in Southern Maryland.
John Hopkins University offers masters degrees in systems engineering, technical management, school
counseling, and clinical community counseling. The University of Maryland College Park offers masters
degrees in engineering with six options and graduate certificates in six fields. The Catholic University of
America offers masters degrees in social welfare, nursing, special education, and engineering management, as well a bachelors completion degree in nursing. The University of Maryland University College
offers a bachelors degree in information systems management. The College of Notre Dame of Maryland
offers masters degrees in education, a Ph.D. in education, a post-masters certificate in education, and
graduate certification programs in education. Towson University offers masters degrees in education, human resources development, and a post masters certification in administration. Old Dominion University
offers masters degrees in engineering, and bachelors completion degrees in engineering technology. Capital College offers four Bachelors completion degrees in engineering. Washington College offers a masters
degree in education. The Maryland Higher Education Commission approves degree programs presented at
the SMHEC.
TRAINING AND PROFESSIONAL DEVELOPMENT. SMHECs campus includes four meeting rooms that
hold 50 to 500 individuals for training and conference programs, board meetings, retreats, luncheons, banquets and other formal gatherings. A caterers kitchen enables a full complement of luncheon and dinner
options.
SMHEC is located on a 24 acre campus, in two high-tech buildings with a total of 35 classrooms and computer
labs. Instructors, trainers and students maximize instruction and learning by utilizing the corporate format
high-tech environment, equipment and furnishings that are hallmarks of the educational and training experiences at SMHEC. Networked computers with the latest software, integrated multi-media teaching stations,
LCD projectors, compressed video, satellite downloading, and T-1 lines for superior internet service are available in all of the Centers classrooms and meeting spaces.

In seeking to meet the needs of the Southern Maryland community, SMCM provides professional development certificate programs in acquisition management and cost estimating. Through a pilot program with the

enroll in DAU courses. The courses will use on-line and classroom formats and case studies to teach concepts and applications, resulting in a professional development certificate recognized by the major employers

St. Marys is also a PMI (Project Management Institute) Global Registered Education Provider. The Project
Management Certificate Program offers in-depth instruction in management practices. The final lab is a
highly interactive capstone experience which uses teams to simulate a project from early initiation through

About 400 people enroll each semester for continuing education courses, all of which are held on the Colleges

The University of Maryland University College excels at providing higher education to working adult students through distance learning. The university offers traditional-classroom courses at its Patuxent River site.
UMUC undergraduate students can now choose from 23 majors and 35 minors. UMUC currently offers 20
masters degrees, including an online Master of Business Administration degree, as well as a doctorate in
Management with three specializations.
Both the UMUC School of Undergraduate Studies and the universitys Graduate School offer several certificates in various specialty areas. Thirty-five undergraduate and graduate degree programs and 59 certificate

The University of Tennessee Space Institute (UTSI) offers a specialized Master of Science degree in
Aviation Systems at Patuxent River through its Graduate Education and Research Facility located in Tullahoma,
Tennessee. The program offers a unique combination of aviation systems, industrial engineering, and engineering management courses. Classes are recorded daily in video-classrooms on campus and are available
on the internet or by video recordings express-shipped to the Graduate Education Center office at Patuxent
River where they are available for student checkout. If a student leaves this site, the program will follow the
student.
The Aviation Systems program offers thesis (30-hour) and non-thesis (33-hour) options. The program is
designed for those students who possess a Bachelors degree in engineering or science from an accredited
institution and who wish to study under a systems philosophy toward careers in research and development
or administration in areas pertinent to aviation. Combining elements of aerospace engineering and industrial
management gives the graduate a comprehensive understanding of development, testing, and life-cycle
procurement.
