INTRODUCTION
1.1
Project Overview
PT. Pertamina Gas (Pertagas) plans to develop gas pipeline from Arun, Lhokseumawe to
Belawan, Medan. Gas will be distributed from LNG regasification plant at PT. Arun and will
be used to provide required industrial gas along pipeline route and also for PT. PLN at
Belawan.

This document describes the methodology for horizontal directional drilling (HDD) work
procedure that will be execution by Subcontractor.

Site Manager
Site Manager will be responsible for the whole (overall) ongoing construction activity
and he shall be represent Subcontractor management in the field, communication
with Contractor/Client/Consultant representative on site and report to Subcontractor
Project Management. He shall also ensure that Client/Contractor specifications and
HSE requirements are implemented at all time. He shall ensure that the required tool
box meeting is performed.
Rig Engineer
Rig Engineer will be responsible the construction activity on site is carried out as per
approved engineering document (procedure, drawing and calculation note). He shall
also ensure that Contractor/Client specifications and HSE requirements are
implemented at all time.
Supervisor/Foreman
Supervisor or Foreman shall be responsible the construction activities on site. He
shall be responsible for obtaining the necessary work permits prior to start of work
and assure that construction works is done within the approved construction
procedure.

in order to prevent un-expected occurrence related to men safety.

PREPARATORY WORKS
6.1 Topographic Surveys
Topographical survey will be included of horizontal control survey, vertical control survey the
whole site using cross section in every 10 m. Topographical map will show horizontal detail
and elevation of the ground.
6.2 Access & Site Preparation
The access route to the drill rig site shall be identify include the extra areas of land required
for the drill site. A joint site survey shall be done with the HDD Subcontractor, Contractor,
Consultant and Client.
A hard stand area will be prepared for the rig equipment. The access road construction and
other items pertaining to access to the drill site shall be arranged.
6.3 Pipe String, Welding, Positioning and Field Joint Coating
Pipe shall be stringing, welding and positioning in exit point area. About 30m from the exit
point plan, rollers fitted with steel beam square frames for stability will be installed along the
centerline of pipe. The ground where the roller frames are to be placed shall be pre
compacted by running heavy equipment until the soil becomes stable enough to support the
rollers.
Rollers shall be of suitable capacity to withstand the pipe load during pull back. The rollers
will be installed at 21 meters as per interval up to length of HDD pipe string (As per Doc No.
SLS-00-PPL-CL-006 Pipeline Free Span Calculation Maximum span for above ground pipe
case 1: Empty or installation). The level of the rollers will be arranged to make profile that
ease for pulling back.

If roller not available on site, Contractor will be use floating method. Pipe string shall be
lowering in ditch that filled with water before.
6.4 Pre-Pull back Hydrostatic Test
After the pipeline string has been welded and field coating checks are completed, a
hydrostatic pre-test and gauge shall be conducted on the pipe before it is installed in the
crossing. Before hydrotest, add soil support among roller position to ensure free span not
exceeding 17 m As per Doc No. SLS-00-PPL-CL-006 Pipeline Free Span Calculation
Maximum span for above ground pipe case 2 (hydrotest)
The pipeline string shall not be installed until the results of the pre-test are accepted as
satisfactory, refer to Attachment -3 (Checklist for Ready Pull Back).
6.5 Mobilization & Rig Up
Following arrival of the Drilling Equipment at the job site, the drilling rig will be positioned at
the predetermined entry point. The HDD Rig will be anchored/piling which will be slurry
grouted into position. Other equipment will be position as required.
6.6 Water Supply
Water require for Drilling will obtain from the river in front of the drill site. It will be pumped to
a holding tank near the drill rig ready for mixing the drilling fluid as required.
6.7 Drilling Fluid
The drilling fluid will be a mixture of water and bentonite. The bentonite material shall
environmentally safe and biodegradable. There will be no recycling of Drilling Fluid.

The procedures to be followed by the directional drilling sub-contractor may vary slightly depending
on the local conditions for each drill. In general the procedures described in this section will be
adhered to.
Horizontal Directional Drilling operations are completed in three stages:
1. Pilot Hole Drilling
3. Reaming
4. Pull Back
7.1 PILOT HOLE
Drilling the pilot hole can be the most important phase of a HDD stage, because it determines
the ultimate position of the installed pipe. A small diameter jet bit (25 to 125 mm (1 to 5 in.))
drilling string penetrates the ground at the prescribed entry point at a predetermined angle
routinely as per each HDD Profile Design. The jet bit will be advanced from the entry point
along a predetermined drill profile to the exit point.
Before Pilot bore, contractor is required to submit detailed design for crossing drawing which
included depth, boring degree, detail starting and arrival pads.

7.2 REAMER
In general, the final size of the bore should be at least 20% larger than the outside diameter
of the product pipe. This overcut is necessary to allow for an annular void for the return of
drilling fluids and spoils and to allow for the bend radius of the pipeline. To create a hole that
accommodates the required size of pipe, reaming is necessary.
Typically, the reamer is attached to the drill string at the pipe side and pulled back into the
pilot hole. Large quantities of slurry are pumped into the hole to maintain the borehole and to
flush out the soil cuttings. The type of reamer varies based on the soil type. A blade reamer is
used for soft soils, a barrel reamer for mixed soils, and a rock reamer with tungsten carbide
inserts is used for rock formations.
Reamer will be done in stages with various greater diameters up to diameter holes planned.
After completing the pilot hole an oversized reamer shall be attached to the drill string and
while being rotated shall be drawn back towards the drilling rig. A swivel and sewer pipe
string will be attached to the end of the reamer.
Bentonite slurry shall be pumped into the enlarged hole during the hole opening operation to
help stabilize the hole as well as to suspend solids.

All personnel shall have a safety induction from Safety officer prior to mobilization to site.
All personnel, including Third Parties and Subcontractors, shall receive a safety
induction prior to entry onto site. A person in possession of a valid safety induction
identity card shall accompany visitors.

All personnel shall be provided with and use the appropriate personal protective
equipment (PPE) (e.g. hard hat, safety goggle, face shields, dust masks, safety shoes,
hand gloves, high visibility vest, etc.).
All tools and equipment shall be checked by qualified person daily prior to use.
Any damaged equipment or tools shall be not used. They shall be tagged, removed
from site and replaced by equipment or tools in proper condition.
A Job Safety Analysis (JSA) shall be prepared by the supervisor and be attached to the
permit to work (PTW) for Consultant site representative approval. JSA shall be
developed in accordance with Risk Assessment.
JSA shall be clearly explained to all workers by the supervisor during the tool box meeting.
Supervisor shall make sure that all personnel understand all the points defined on the JSA.
All required warning signs, barriers and protection shall be installed prior to the start of
construction activity.
First aid kit and fire extinguisher shall be always standing by on site and ready to use.
Fire extinguishers shall be fully charged and exhibit a current inspection tag.
Heavy Equipment shall have SIA Certificate. Operator of heavy equipment shall have
SIO certificate. The certificate issued by Depnakertrans RI or other Authority
Departement.

REINSTATEMENT
Facilities and land that were physically disturbed and altered from its original state due to excess of
HDD activity will be reinstated and restored after construction completed as close to its original
condition.
