INTRODUCTION
The Infrastructure Agreement shall be implemented to ensure that the development of the
project agreement for the above committed project is reached. It is envisaged under the
Infrastructure Agreement that the TSO will issue a committed project parameter (CPP) to the
TAO. The TAO will develop a project implementation plan (PIP) from this CPP and submit to
the TSO for approval. Once the CPP is finalised and the PIP is determined or agreed to be
satisfactory, then the Project Agreement shall be prepared.
PROJECT DESCRIPTION
This document outlines the requirements for the construction of the new Ballynahulla
220/110kV GIS station.
The station is to be looped in to the existing Clashavoon Tarbert 220kV line. The loop-in
sections are required to be via 220kV cables which are to have a rating consistent with
600mm2 HTLS conductor at 800C.
A new 110kV cable is to be constructed from the planned Cordal 110kV station to the
proposed new Ballynahulla 220/110kV station as part of this project. The requirements for
Cordal 110kV station will be catered for under a separate CPP.
The Ballynahulla 220kV GIS station is to be constructed as per the SLD XDN-SLD-CP0651F-BYH-001 Rev 06 and is to consist of the following;
The Ballynahulla 110kV GIS station will consist of a double busbar arrangement containing
the following;

OUTLINE DESIGN
The following document defines the functional requirements and site specific requirements for
the construction of the new Ballynahulla 220/110kV station and the associated works required
at the remote station circuit ends.
1.1
Work shall be designed with safety, reliability, maintainability and ease of operation as the
primary consideration. Due consideration shall be given to the environment.
1.2
1.2.1
The TAO are to construct a new 220/110kV GIS station in accordance with the SLD XDNSLD-CP0651-F-BYH-001 Rev 06, and the planning drawings which have been sent
separately to the TAO via CD. The SLD XDN-SLD-CP0651-F-BYH-001 Rev 06 is included
as an appendix to this document.
1.2.2
The required ratings for the 220kV and 110kV equipment are as per the Single Line Diagram
XDN-SLD-CP0651-F-BYH-001 Rev 06, included as an appendix to this CPP.
1.2.3
The civil design for the construction of the new Ballynahulla 220/110kV station shall be as per
the planning application drawings which have been sent separately to the TAO.
The 220kV and 110kV GIS buildings are to be constructed to house the ultimate development
of the 220/110kV station.
An access road and bridge is to be constructed to the new station in accordance with the
planning drawings sent separately to the TAO.

1.2.4.1
The protection requirements associated with the Ballynahulla 220kV bay (previously known
as the Kiskeam 220kV) at Ballyvouskill 220kV station have been specified as part of CP0650
and should not be scoped as part of this project.
1.2.4.2
The protection requirements associated with the Ballynahulla 220kV bay (previously known
as the Kiskeam 220kV) at Knockanure 220kV station have been specified as part of CP0500
and should not be scoped as part of this project.
110KV REMOTE STATION WORKS
1.2.5
The protection requirements associated with the Ballynahulla 110kV bay at Cordal 110kV
station will be catered for under a separate CPP and should not be scoped as part of this
project.
1.3
1.3.1
The station is to loop in to the existing Clashavoon Tarbert 220kV circuit. This will result in
two new 220kV circuits;
This will require the installation of two 220/110kV line interface towers.
1.3.2
The 220kV connections to the new Ballynahulla 220/110kV GIS station will occur by means of
underground cable.
The 220kV cables required as part of this project are to have a rating equivalent to 600mm2
HTLS conductor at 800C. This is due to the uprate of the Clashavoon Tarbert 220kV line as
part of CP0763. The line will be uprated from 600mm2 ACSR @ 800C to a rating consistent
with 600mm2 HTLS conductor at 800C.
A 110kV cable circuit to the new Cordal station is required to be installed as part of this
project. A minimum rating equivalent to 1000mm2 Al cable is required for this circuit.
Refer to the single line diagram XDN-SLD-CP0651-F-BYH-001 Rev 06, included as an
appendix to this document.

PROTECTION
The protection requirements for the new 220/110kV GIS station are included as an appendix
to this CPP. Please refer to the document entitled Protection Requirements for Ballynahulla
220/110kV Transmission Station Revision 1.7, dated 07/03/2014.
Note:
Bay H1 in Ballynahulla 220kV station will be used for a future 110kV connection to either
Glenlara or Knockacummer. The connection node and method (OHL or Cable) will be known
shortly and the requirements of such will be covered under a separate CPP.

The control and telecommunications requirements for the new 220/110kV GIS station are
included as an appendix to this CPP. Please refer to the document entitled Ballynahulla
220kV SCS Station CP0651 NCC Signals_v4.0, dated 13 February 2014, included as an
appendix to this document.

FUNCTIONAL SPECIFICATION
The functionality of the following list of term contract equipment and systems meet the
requirements of the TSO.
It is assumed that term contract will be used where possible. In the case where term contract
equipment is not used, the TAO shall submit to the TSO the alternative designs or
technologies for review.

The estimated cost to be incurred by TSO in connection with the construction the new
Ballynahulla 220/110kV station and the associated OHL works are shown below.
The TSO direct costs are estimated to be 5.0m; this is for cable / OHL route selection, site
selection and project management costs of the TSO (review of commissioning and
energisation procedures, Capital Approval preparation, managing the preparation of project
parameters, review of CPPs and PIP, preparation of Project Agreement and overall project
coordination) and the costs incurred by the TSO in preparing civil functional specifications,
design review and site conformance auditing.

The outage constraints will be reviewed following receipt of the outage requirements from the
TAO.
These outages will be included in the relevant EirGrid Transmission Outage Program closer
to the energisation date. However the timing and the length of the outage will be subject to
prevailing conditions, available ESB Networks resources and progress on the line. The actual
outages will be determined closer to the program date.
8.
COMMISSIONING PROCEDURES
The commissioning procedures shall be issued in draft form to the TAO 40 business days
prior to commissioning. The final version of the procedures will be issued 20 business days
prior to start of commissioning.
9.
ENERGISATION PROCEDURES
Energisation procedures shall be issued in draft form to the TAO 20 business days prior to
scheduled energisation. The final version of the procedures shall issue 10 business days
prior to scheduled energisation.

1. Summary
Ballynahulla is a new 220 / 110 kV transmission station that will be constructed along the path of
the existing Clashavoon Tarbert 220 kV line.
This specification is based on the SLD XDN-SLD-CP0651-F-BYH-001. Rev05
The following is assumed for Ballynahulla 220 kV GIS busbar:
220 kV GIS double busbar
One 220 kV transformer bay T2102 (250 MVA)
Two 220 kV line bays (Ballyvouskill and Knockanure)
One spare 220 kV transformer bay
Four spare 220 kV line bays
Two 220 kV wing coupler bays (K1 and K2)
Two 220 kV sectionalising circuit breaker bays (SA1-2 and SB1-2)
The following is assumed for Ballynahulla 110 kV GIS busbar:
110 kV GIS double busbar
One110 kV transformer bays T2102 (250 MVA)
One spare 110 kV transformer bay
One110 kV line bay (Cordal)
Five spare 110 kV line bays
Two 110 kV wing coupler bays (K1 and K2)

It is assumed that the new station will be equipped with a SCS as per the current term contract.
The protection for the spare bays will not be specified as part of this project.
2. Ballynahulla Protection Communications Requirements:
The protection at Ballynahulla will require access to the fibre network for Differential
communications and for Impedance protection teleprotection signalling. As access to the
fibre network in this region is limited, the communication requirements, as outlined in the
following sections, must be given consideration at the earliest point in the design process.
3. Ballynahulla Protection Relay Requirements:
The GRL100 relays for this station have been specified with the additional backup distance
protection function to cater for the phased provisioning of FO based protection
communications. The communications infrastructure in this region will be built as part of the
Ballyvouskill, Kilpaddoge, Knockanure and Ballynahulla projects. As the timeline for the
completion of each project is not clearly defined at this stage, the backup distance function in
the GRL will allow the lines to be operated with duplicate impedance protection until such time
as the communications infrastructure is completed. A modified protection elementary will be
required for these relays and must be requested at the earliest possible stage in the design
process.

Install a combined BZP/CBF scheme for the new 220 kV busbar. The scheme must be
specified to cater for the initial development of the busbar and have adequate
capacity for any future bays.
A 220 kV Bus Zone Protection trip should block local auto-reclosing and initiate
transmission of PTT and auto-recloser block signals to the relevant remote stations (2
second signal duration).
Stage 1 operation of the 220 kV circuit breaker fail protection scheme should result in:
o Attempted triple pole tripping (trip commands to both sets of trip coils) of the
failed CB
o The blocking of the local auto-recloser (Line Bays only)
o The transmission of PTT and auto-recloser block signals to the remote end (2
second signal duration)
Install a combined BZP/CBF scheme for the new 110 kV busbar. The scheme must be
specified and designed to cater for the initial development of the busbar and for any
future bays.

All 220 kV circuit breakers must be provided with synchronising facilities. The DIRECT
CLOSE and SYNC CLOSE modes shall be available both remotely (NCC) and locally.
The 220 kV line bays (Knockanure and Ballyvouskill) and the 220 kV coupler bays (SA1-2
CB, SB1-2 CB, K1 CB and K2 CB) must have a CONTROLLED SYNCHRONISING facility that
will be available to a local operator only. This must be extendable to the spare feeder
bays.
All 110 kV circuit breakers must be provided with synchronising facilities. The DIRECT
CLOSE and SYNC CLOSE modes shall be available both remotely (NCC) and locally.
It is acceptable to implement the CHECK SYNCHRONISING facility using the available
functionality within the Siemens SCS.
The CONTROLLED SYNCHRONISING system should be implemented as follows:
5.5.1. Install a synchronising relay (e.g. an ABB Synchrotact).
5.5.2. Install a cabinet with:
Synchroscope, double voltmeter, double frequency meter, delta voltage meter,
and a delta frequency meter.
Dedicated Controlled Synchronising SMD switch.
Indication lamps operated by the synchronising relay to indicate that the
voltage difference, angular difference and frequency difference are all within
the permitted range for close commands to be issued and when the sync relay
is ready to give a permissive close command.
The above cabinet should be installed close to SCS HMI so that operator
carrying out the synchronising operation is able to see the overall station busbar
configuration on the SCS and the synchronising instrumentation outlined above.

The SCS should provide a facility to locally select Control Sync mode.
The CB to be Control Sync closed should be selectable locally via the SCS HMI.
When a CB has been selected for Control Sync the SCS shall:

to the synchronising relay (depending on CB selected for Control Sync
Close and busbar configuration)
5.5.5.2. Set up the routing of synchronising relay close command to the selected
CB. The CONTROLLED SYNC close command to the selected CB shall also
be routed via a dedicated SMD switch (wired in series with the
synchronising relay close command contacts.

Teleprotection facilities for this feeder shall be provided by TEBIT and PLC. Differential
protection communications shall be provided by the FIBRE NETWORK network.

NOTE: The 220 kV star point of the transformer will be solidly earthed. Earthing of the 110 kV star
points of the transformer will be via a 110 kV neutral earthing switch.

and one metering core) on the 220 kV side of the transformer.
11.2. Install ring type current instrument transformers, outside of the GIS on the 220 kV side of
the transformer, with ratios of 3500/1 A for use with the combined BZ/CBF protection.
11.3. Install a 1000/1 A ring type CT on the 220 kV neutral of the transformer.
11.4. Install a 2000/1 A ring type CT on the 110 kV neutral of the transformer.
11.5. Install 220 kV side voltage instrument transformers with winding ratios of 220 kV /3 /
100V/3 / 100V/3 / 100V/3.
11.6. Install current instrument transformers with ratios of 2000/1/1/1 A (two protection cores
and one metering core) on the 110 kV side of the transformer.
11.7. Install ring type current instrument transformers, outside of the GIS on the 110 kV side of
the transformer, with ratios of 2500/1 A for use with the combined BZ/CBF protection.
11.8. Install 110 kV side voltage instrument transformers with winding ratios of 110 kV /3 /
100V/3 / 100V/3 / 100V/3.
11.9. Install an ABB RET670 transformer differential protection relay. This relay must be
configured to provide transformer differential protection along with 220 kV and 110 kV
restricted earth fault (REF) protection.
11.10. Install a Siemens 7SA612 impedance protection relay on the 220kV side of the
transformer.
11.11. Install a Siemens 7SA612 impedance protection relay on the 110kV side of the
transformer.
11.12. Install Trip Test switches for the 7SA612 and RET670 relays.

Teleprotection for this feeder will be provided via the fibre network.
13.1. At Ballynahulla on the Cordal bay:
13.1.1. Install current instrument transformers with ratios of 1250/1/1/1 A (two protection
cores and one metering core).
13.1.2. Install ring type current instrument transformers, outside of the GIS, with ratios of
2500/1 A for use with the combined BZ/CBF protection.
13.1.3. Install voltage instrument transformers with winding ratios of 110 kV /3 / 100V/3 /
100V/3 / 100V/3.
13.1.4. Install Surge Arrestors.
13.1.5. Install a TEBIT teleprotection interface in the OPMUX node at Ballynahulla.
13.1.6. Install a Toshiba GRL100 line differential relay with backup distance protection. The
relay will be configured to provide differential protection via the FO interface and
distance protection in POTT mode via the TEBIT teleprotection interface. The relay
shall be configured to provide three pole tripping and auto-reclosing. The 110 kV VT
secondary circuits and VTMCB trip signals must be wired into this relay.
13.1.7. Install a Siemens 7SA612 line impedance protection relay and configure it to provide
distance protection in POTT mode and DCEF protection. The relay shall be
configured to provide three pole tripping and auto-reclosing. SPS functionality is also
required as outlined below.
13.1.8. Install Trip Test switches for both relays (three pole trip only).
13.1.9. Test socket arrangements should be to current standards.
13.1.10. Provide NCC remote control of reclosing.
13.1.11. Teleprotection channels should be assigned as follows:
TEBIT
CH1 7SA612 / GRL100 POTT Tx/Rx
CH2 7SA612 DCEF Tx/Rx.
CH3 SPS Tx
CH4 AR Block Tx/Rx.
13.2. The following Special Protection Functionality is required at Ballynahulla on the Cordal
bay.
13.2.1. In the event of the Cordal CB opening the SPS transmit output of the distance relay
on the Cordal bay will provide a 2 second pulse to CH3 of the TEBIT teleprotection
interface. This will be initiated by the CB status i/p to the relay. The SPS Rx input will
not be used. Upon operation of the SPS function, an SPS Operate signal should be
annunciated locally and provided to NCC.
13.2.2. There shall be a local SPS Enable / Disable facility.
13.2.3. There shall be NCC remote control of the SPS Enable / Disable facility.
13.2.4. The status of the SPS Scheme shall be indicated locally and shall be brought back to
the NCC.
13.2.5. There shall be a Sub Remote Control switch for the SPS remote control and the status
of the switch shall be brought back to NCC.

14.1. Install current instrument transformers with ratios of 2500/1/1/1/1 A (three protection cores
and one metering core). The CT must be installed with at least one protection class core
on either side of the circuit breaker. This is a requirement for the BZP scheme.
14.2. Install a Siemens 7SJ611 over current protection relay.
14.3. Install a Trip Test switch for the over current relay (three pole trip only).
14.4. Test socket arrangements should be to current standards.
15. Ballynahulla 110 kV Sectionalising Circuit Breaker Protection (SA1-2 and SB1-2)
15.1. Install current instrument transformers with ratios of 2500/1/1/1/1 A (three protection cores
and one metering core). The CT must be installed with at least one protection class core
on either side of the circuit breaker. This is a requirement for the BZP scheme.
15.2. Install a Siemens 7SJ611 over current protection relay.
15.3. Install a Trip Test switch for the over current relay (three pole trip only).
15.4. Test socket arrangements should be to current standards.
16. Ballynahulla Spare 110kV feeder bays

18.1. 2 No. eMS sub.net disturbance recorders will be supplied by EirGrid. Each recorder will be
ordered with, wedding ring interposing current transformers, GPS time synchronisation
and 2 analogue modules (6 voltage and 6 current inputs). One recorder will be installed
in the Disturbance Recorder cabinet in the 220 kV control building and the other installed
in the Disturbance Recorder cabinet in the 110 kV control building.
18.2. CT connections from Knockanure 220 kV and Ballyvouskil 220 kV shall be presented in the
220 kV disturbance recorder cabinet. CT connections should be presented on URTK-SP

phoenix type terminals with a 300mm loop of wire threaded through the interposing
wedding ring type CT. The interposing wedding ring type CT shall be DIN rail mounted.
VT connections from Knockanure 220 kV and Ballyvouskil 220 kV shall be presented in the
220 kV disturbance recorder cabinet. Provide a connection to the VT secondary circuits
via sets of dedicated 1A fuses. VT connections should be presented using URTK-S type
phoenix connectors to allow connection via shrouded 4mm test plugs.
CT connections from Cordal 110 kV and Glenlara 110 kV shall be presented in the 110 kV
disturbance recorder cabinet. CT connections should be presented on URTK-SP phoenix
type terminals with a 300mm loop of wire threaded through the interposing wedding ring
type CT. The interposing wedding ring type CT shall be din rail mounted.
VT connections from Cordal 110 kV and Glenlara 110 kV shall be presented in the 110 kV
disturbance recorder cabinet. Provide a connection to the VT secondary circuits via sets
of dedicated 1A fuses. VT connections should be presented using URTK-S type phoenix
connectors to allow connection via shrouded 4mm test plugs.
ESBT to provide analogue GPS signals to bothe disturbance recorder cabinets. Any GPS
antenna used should be installed on an outside wall, should have a clear view of the sky
and not be overshadowed. Such an antenna should have a surge arrester installed
where the antenna coaxial cable enters the building and must be adequately earthed.
The coaxial cable should be terminated with TNC type plugs and supplied to each of the
disturbance recorders in the two disturbance recorder cabinets.
19.1. Remote interrogation shall be provided to all Siemens distance and multifunction relays.
19.2. 1 No. Moxa NPort 5110 Ethernet to serial converter shall be supplied with DIN rail mount.
19.3. 1 No. Siemens RS232 Digsi cable (7XV5100-4 /BB) shall be supplied to connect the Moxa

be run between the Disturbance Recorder cabinet in the 220 kV control room and the
Disturbance Recorder cabinet in the 110 kV control room.
19.11.
Fibre should be run to all spare/future bays where cabinets are in place. If cabinets
are not in place, fibres should be ordered and run at a later stage.

20.1. All Siemens V4 and Toshiba protection relays to be provided with IRIG-B time
synchronisation from a dedicated GPS-synchronised time source. In the case of
distributed SCS stations the SCS clock is acceptable (no additional work), but in
centralised stations a suitable dedicated clock (e.g. Hopf 6875, Siemens Order Code #
7XV5664-0AA00) GPS antenna, and surge arrestor (e.g. Hopf 4495, Siemens Order Code #
7XV5664-0LA00)should be installed. The clock should provide IRIG-B time synchronisation
to the relays as follows:
SiemensV4 relays - These relays have a dedicated 9pin DSub serial port on the
backpane. The optical output of the GPS clock should be connected via a twin
62.5/125 m ST-ST terminated fibre patch lead to the Siemens Time Sync
transceiver (Order Code # 7XV5654-0BA00). The RS485 output of the time sync
transceiver is connected in daisy-chain fashion to all the Siemens relays using
Siemens cable 7XV5104-0AAxx.
Toshiba relays - These relays have dedicated BNC (coaxial) ports on the backpane.
The BNC output of the clock should be connected in a daisy-chain fashion to all
Toshiba GRL100 and GRZ100 relays using standard coaxial cable. A BNC Tconnector should be used to connect the coaxial cable daisy-chain to each
relay.
