TODD A. HEYWOOD

LET IT BE KNOWN, That it is with great pleasure and celebration that we join with Todd A. Heywood's family,
friends and citizens throughout the great state of Michigan to recognize him for going above and beyond to help law enforcement
professionals arrest Adrian Hill. Adrian Hill was on the Michigan State Police's Most Wanted Fugitive List for failing to register
as a convicted sex offender who had violated innocent children. Mr. Todd A. Heywood managed to locate the fugitive Hill on
the public website Facebook and others. This case raised serious concern about those responsible for monitoring these released
convicted sex offenders in order to keep our children and communities safe, while helping to demonstrate the power of one
individual who is willing to reach out and help others as Mr. Heywood has done.

Two outstanding warrants were issued for the arrest of Adrian Hill, one in October 2009 for failure to register as a
convicted sex offender and the other in March 2010 for failure to appear on a traffic violation for operating without a license.
This felon made very little effort to conceal his identity or location and he was easily uncovered by Mr. Heywood with some
effort and initiative on his part. Mr. Heywood found Hill on Facebook where he maintained a page under his real name and date
of birth! Hill was so brazen he included a notice on his Facebook page that he was actively involved in a Jackson Day Care
Center and was working on a large event that would give him further access to some of Lansing's poorest youth. Hill also
claimed he had been running a ministry program giving him further access to disabled individuals and their families. In the same
manner, this brash fugitive from justice had a photo posted on Facebook of himself with a small child in his lap.

In 2005, Hill completed his probation, having served time for "accosting a minor for immoral purposes." This
conviction was the result of his sending an undercover officer child pornography over the Internet. Hill has seemed to slip under
the radar of the Lansing and Michigan State Police since 2005. Sadly, the Lansing area has seen another incident involving a
convicted sex offender, turned serial murderer, who was reportedly not picked up by police on three separate occasions as would
have been possible under the law. That felon, Matthew Macon, was finally arrested in 2007, after committing multiple murders.
Absconders from justice who may endanger the safety of innocent men, women and children are not to be taken lightly. And, we
owe a great deal of gratitude to those who are willing to safely do the right thing to keep others safe by working with local law
enforcement authorities to apprehend them, as Mr. Heywood did in this case.

Mr. Heywood’s service to our entire community and his efforts to protect some of the most vulnerable among us has
been exemplary. His due diligence in this matter likely saved the innocence of many children in our great state. His efforts
aiding police in apprehending this dangerous felon are truly remarkable. While crime prevention is sometimes difficult to
measure, even one life saved is truly rewarding. It is a true pleasure to recognize Mr. Todd A. Heywood for the work he has
done to help law enforcement officials apprehend convicted child molester, Adrian Hill.

above self and dedication to others as a caring member of our community. Mr. Heywood's achievement is outstanding.
Therefore, we extend to Mr. Heywood our best wishes for a long, happy life, full of many more successes. May he continue to
be blessed and achieve his dreams by further helping others.
