Preprocessor->Modeling->Create->Volumes->Block->By dimension

Preprocessor->Modeling->Operate->Boolean->Subtrack->Volumes->pick the big


block->ok->Pick all small block in the centre->Ok

Show the number of keypoints


Plotctrls->Numbers->Check the keypoint number->Ok
Making keypoint in each of holes
Preprocessor->Modeling->Create->Keypoints->In active Cs

Move the axis centre


Workplane->offset wp to->keypoint + ->pick the new keypoint->Ok

Rotate the axis direction


Workplane->offset by increment->+X->Ok

Make 18 cylinders for holes


Preprocessor->Modeling->Create->Volumes->Cylinder->By Dimensions

Preprocessor->Modeling->Operate->Booleans->Subtrack->Volumes->Pick The main
block->Ok->Pick the nine of cylinders->Ok

Click Hex->Click Sweep->Click sweep button->Pick all
