10.1 Background
Presently, utilities are operating the system close to thermal limits, due to various practical constraints.
With the advent of power electronics technology, Flexible AC Transmission System (FACTS), utilities
are able to control power flow, increase stability limits, improve security of transmission systems and
enhance utilization of the existing power system. The application of power electronics based FACTS
devices gives promising solutions because of their high speed and flexible controllability. Better
controls can increase the stability limit, and then the system can be loaded at a higher level. This
provides better utilization of the transmission network. In recent years the impact of FACTS devices
on power transfer capability enhancement and system loss minimization have been a major concern in
the competitive electric power system.
Flexible AC Transmission Systems (FACTS) are popularly being used in power system to improve the
power transfer capability, while improving the system stability. These controllers are provided with
supplementary stabilizing controls for the damping of system oscillations. It is important to study the
control interaction of various controls while designing the parameters. This is to avoid adverse
interaction between the outputs of different controllers acting simultaneously. In most of the cases,
linear approach, eigen value analysis, is adopted in designing the control parameters, which is the
starting point in designing the controller parameters. These parameters need to be checked and fine
tuned through non-linear simulation.
The application of FACTS devices in Indian power sector, has taken up an important role in improving
the stability and power transfer. The FACTS devices are at (i) SVC at Kanpur (ii) Kanpur
Ballabhgarh (FC+TCSC) FACTS transmission line (iii) Raipur Rourkela (FC+TCSC) FACTS
transmission line. Apart from this, regional grids are interconnected through back-to-back HVDC
links. Bulk power transfer is through (i) Rihand Dadri HVDC link (ii) Talcher Kolar HVDC link
and (iii) NER Agra 800kV transmission system.
(i)

Considering the ambitious plans of power sector during 12th plan, numbers of FACTS devices are
being increasingly introduced in Indian power system. Flexible AC Transmission System (FACTS)
devices are considered as a new concept in technology based solution to the problem of improving
the stability of the power system and transfer of more active power. More popular FACTS devices
considered world-wide are: TCSC, SVC, TCPS, HVDC, DVR, STATCOM, UPFC, SSSC, etc., to
improve power system performance both in steady state and dynamic state, by providing

controllable real and reactive power. Optimal location of FACTS devices, design of main and
supplementary controls to shall play key role in power flow control.
(ii)

In power system studies, machines are modeled in different orders such as swing equation model,
third order model and seventh order model. These models are to be used appropriately suitable to
the problem under consideration. This is very important specially while designing the controls such
as Power system stabilizer, used to damp the low frequency oscillations of the order of 0.5 3.0
Hz. Generally, the parameters of PSS are designed considering single machine infinite bus (SMIB)
approach and IEEE type PSS. This is termed as fixed control. The gain and time constants
designed at a particular operating point. But, the power system is non-linear, the operating point
keeps changing. Thus, the parameters designed using fixed control may not give satisfactory results
at other operating points. Thus, this necessitates a kind of adaptive control (also known as selftuning control).
Therefore, there is a need to utilize the nonlinear and robust control techniques based on advanced
control techniques such as: Adaptive controls, Fuzzy Logic Controls etc. in designing the power
system controllers and also investigate the interaction of different controllers on the system.

10.2 Description of the proposal


Today, with the development of modern power system and increasing demand for power supply, the
electric power industry is facing a great challenge in meeting the increased load demand with highest
reliability and security by minimum transmission expenditure. More transmission lines are needed.
However, due to the pressure of some practical factors such as environmental and cost considerations,
power engineers can only depend on increasing the transmission capacities of the present transmission
lines to meet the fast growth of energy demands. The FACTS devices have helped in increasing the
transmission capacities of the transmission lines. Therefore, the transmission lines are operating at high
transmission levels. Due to these conditions, the stability margin of a power system has decreased
significantly. Thus new techniques in power system control which can improve the dynamic
performance and transient stability of power systems presents an even more formidable challenge. Fast
controllers are needed to improve the transient stability of power systems. No doubt, excitation
controllers are helpful in the enhancement of stability of power systems but the system stability may
not be maintained when a large fault occurs close to the generator terminal.
It is important to consider the control interaction of various controllers in power system, while
designing the control parameters. Thus, there is a need of optimal tuning and selection of their
parameters and input signals, considering all of the controllers together in the system in a coordinated
manner.
In this project it is proposed to investigate the performance of controllers in real-time: Design and
coordination of power system damping controllers (including PSS, FACTS) in real time environment
using MATLAB and micro controllers
10.3 Justification of the project

Designing of PSS parameters is very important and plays key role in maintaining stability of the
system, while damping power oscillations. In general, the PSS parameters are designed using linear
control approach, wherein the power system is linearized at an operating point and the parameters are
obtained through eigenvalue approach. Since, the power system is non-linear, and its operating point
keeps changing, the control parameters designed at an operating point, may not give satisfactory
performance at other points. Therefore, there is a need to design the PSS parameters, and in general the
controller parameters using advanced control techniques to ensure that the controllers will give
satisfactory performance.
The main aim in introducing FACTS devices is to improve the small signal and transient stability
margins. These devices can be used for controlling both static and dynamic stability limits. Optimal
location and sizing of FACTS devices in large power systems play an important role, and this requires
supportive studies.
Controls for FACTS devices: More recently, several utilities have built solid-state electronic power
flow and voltage control devices, generally known as FACTS devices. The FACTS devices, such as
DVR, SVC,TCPS, TCR, TCSC, SSSC, STATCOM, UPFC and IPFC FACTS controllers, can be used
to enhance the stability of power system oscillations. From a small-signal stability viewpoint, these
devices are very effective for damping the relevant inter-area modes. However, the cost of these
devices requires that their use is justified by something other than added power system damping. The
problem is to find their effectiveness in a particular case. Eigenvalue analysis can give a good
indication of the feasibility of their use for damping control.
10.4 Methodology
As more FACTS devices are installed in a power system, their control functions must be carefully
analyzed due to the potential interactions between nearby FACTS devices. Using the multiple-input
signal controller structure, each FACTS controller can be assigned to damp the inter-area modes that it
can affect the most, with minimal impact on the other swing modes. Organizing such a decomposition
of control activities can lead to a hierarchical control scheme coordinating multiple FACTS devices to
improve system security.
Damping control design using these special devices is often best achieved using more advanced
methods than are necessary for power system stabilizers. Power system stabilizers if designed
correctly, are generally quite robust to changes in system parameters and operating conditions. This is
not always true of damping controllers that use these special devices. Keeping this in view, there is a
need to implement different control strategies for damping, thus a robust controller design method,
such as H, Fuzzy logic, adaptive (self-tuning) controls often required. Control design and tuning of
parameters are required to damp power oscillations.
The correct prediction of the stability of power system oscillations is very sensitive to the models of
the generators and their controls. Excitation system models accuracy is crucial to obtain a good small
signal stability indication.
In general, the controller parameters are designed using linear control approach, wherein the power
system is linearized at an operating point and the parameters are obtained through eigenvalue analysis.

Design controls to extend the range of oscillatory stability

Since, the power system is non-linear, and its operating point keeps changing, the control parameters
designed at an operating point, may not give satisfactory performance at other points. For this purpose,
actual non-linear system must be considered, to study the performance at different operating points.
It is proposed to investigate the performance of these controllers in real-time. The proposed methodology
is that, the power system is modeled in MATLAB which residing in high speed computer. The control
technique is developed in micro-controller environment, which is interfaced with computer where power
system is modeled, thus forming the closed loop. The system must remain stable for different operating
conditions with the parameters obtained for the controllers. The performance is to be studied in closed
loop, under different disturbance conditions. The controllers must be robust so that its parameters need to
adapt itself with change in operating conditions.
Eigenvalue analysis gives the necessary information to:

Determine whether a particular operating point is sufficiently stable


Determine the cause of unstable oscillations
Design controls to extend the range of oscillatory stability

Large power systems typically exhibit multiple dominant inter-area swing modes, which are associated
with the dynamics of power transfers and involve groups of machines oscillating relative to each other.
With the power industry moving toward deregulation, long distance power transfers are steadily
increasing, outpacing the addition of new transmission facilities and causing the inter-area modes to
become more lightly damped. Incidents of spontaneous low-frequency oscillations of mostly unknown
origins lasting for brief periods are now occurring in traditionally well-damped power networks. As a
result, many power network operators are taking steps to add supplementary damping devices to their
systems to improve system security reducing undesirable oscillations.
One of major challenges is to maintain system stability both angle stability and voltage stability. Some of
the means to improve the angle stability are the use of fast excitation system, Power System Stabilizers
(PSS), fast protective devices etc. Almost all the major generating plants have been provided with PSS.
However, these are not in operation due to improper tuning, which should also adapt to the change in
system operating conditions. Load frequency/automatic generation control is another aspect need to be
considered. This is important in maintaining the frequency of the system. Insufficient reactive power
compensation (fixed as well as variable) has been the root cause of major failures and blackouts in the
system. Most of the studies carried out in past do not include proper model of system components and thus
lead to inaccurate conclusions. Proper load modeling is specifically important in voltage stability studies.
Static contingencies can be taken care by planning adequate redundancies in a system. To meet the
challenges of dynamic conditions corresponding to change in demand/supply, large disturbance, behavior
of performance is important. To analyze such system either reduced order equivalent system may be
simulated or with the advent of power, total integrated system may be simulated to link into various types
of contingencies wither by stochastic or deterministic approach.
Large power systems exhibit a large range of dynamical characteristics, very slow to very fast, and various
controllers have been developed over time to control various phenomena. Many of the controls are on-off
switches (circuit breakers) that can isolate short-circuited or malfunctioning equipment, or shed load or
generation. Others are discrete controllers like tap-changers in transformers or switching of

capacitor/reactor banks. Still others are continuous control like voltage controllers and power system
stabilizers in rotating generators or the newer power electronic controls in FACTS devices.
However, all the controls (especially the fast ones) are local controls, that is, the input and the control
variables are in the same locale (substation). Most dynamic phenomena in the power system, on the other
hand, are regional or some times system-wide. Thus designers of power system control have been
constrained to handle system-wide stability problems with local controllers.
Need is felt to identify Power System Dynamic Performance studies, by adopting suitable controllers for
improving the system performance, as a major thrust area covering following aspects:

Design of Power System Stabilizer parameters: Small signal and transient stability studies considering

Identification of location and size of FACT controller to improve stability
Coordinated operation of controlled devices

GUIDELINES FOR SUBMISSION OF PROPOSALS
These guidelines provide assistance for the preparation and submission of Project Proposals
for support under the Technology Systems Development (TSD) Programme of the Department of
Science and Technology (DST).
I

Introduction

Technology Systems Development (TSD) Programme supports activities aimed at


developing and integrating technologies to evolve technology systems both in the
advanced/emerging areas and in traditional sectors/areas. Under the Programme, feasibility of fresh
ideas/ concepts is assessed for their potential conversion into useful technology/product.
Applications of R&D for socio-economic benefits is consciously promoted under this programme.
II

Objectives

The primary objective of the Programme is to facilitate and support development of


products or techniques/technology aimed at specific end use. The Programme stresses on clearly
identifying the needs for development of the technology so that the developmental effort could be
useful to the target beneficiary. It envisages active user involvement and association in the
development effort. The intention is that the products/technologies developed under the
Programme become useful for the benefit of the people at large. The specific objectives of the
Programme are to

develop and integrate technologies following a holistic approach in identified areas;


promote application of modern/advanced technologies to socio-economic problem solving;
promote modernization of traditional technologies, tools and skills;
facilitate enhancing quality and performance of the traditional/non-traditional items;
encourage developments in application of R&D activities; and
promote activities aimed at improving technology, technique, material, methods and other
appropriate activities conducive for development of technology status in identified areas.
Technology Qualifiers Criteria
The Proposal to qualify consideration under the TSD Programme should meet one or more
of the following criteria. The technology should be

potentially useful, demand driven and required by other agencies and users
a development of technology for multiple applications
an adaptation of existing technology for its applications other than originally intended

of concept has already been established. The Proposals aimed at applied R&D are encouraged.
Proposals involving basic/ exploratory research are not considered under this Programme.

facilities for synergistic implementation of the Projects. Participation of industry is
important.

Project Proposals are also welcome from Industry having DSIR recognized R&D
Laboratories either alone or in collaboration with academic/R&D Institutions.

The above list is not exhaustive and Proposals in other areas are equally welcome if the
activity is perceived to be useful by DST for technology advancement in the country and is not
being taken up under any other major R&D programme of the Government of India.
VII

Forms of DST Grants

For Institutions: Project staff salaries, equipment, supplies and consumables, contingency
expenditure, patent filing charges, outsourcing charges, internal travel, fabrication costs, testing
charges, overheads, etc.
For Industry: Only cost of consumables upto 50%.
For Institution/Industry Joint Programmes: Support to the Industry upto 50% of the cost of
consumables.
The IPR will be under the purview of DST, Institution and Industry. If, however, the
Industry returns the amount received as grant from DST, the IPR, at the discretion of DST, shall be
appropriately assigned to the Institution and the Industry.
VIII

Mechanism of Evaluation, Implementation and Monitoring

The Technology Qualifiers Criteria and the Niche Areas requiring intervention are
identified by DST in consultation with Programme Advisory Committee (PAC). The Coordinators
identified by PAC are actively involved in mobilizing the Projects by identifying the required
capabilities and pooling the expertise of individuals and infrastructure of Organisations. The
Project Proposals are also received directly, which are screened with a view to assess their
suitability for consideration under the Programme mandate. After initial scrutiny, both directly
received as well as mobilized Proposals are peer reviewed by experts and the Investigators are
advised to revise the Proposal, if needed. The Proposals along with the Reviewers Comments are
placed before the Expert Advisory Committees (EAC) of the respective areas for their
recommendation. Principal Investigators are called for presentation before EAC, if required. The
recommended Proposals are processed for financial concurrence and administrative approval as per
DST procedure.
The Projects are periodically monitored usually at site by the Project Review Committees
(PRC) and/ or Group Monitoring Committees (at a common location at various stages of the
progress of Projects). Close association between PI and PRC is ensured to achieve the Project
Objectives. PI is advised to take necessary action on the recommendations of the Reviewers.
Project Completion Reports (PCR) are sent to experts for comments. A presentation is also
required to be made by PI on completion of the Project for final assessment and identification of
the future course of action on the Project.
IX

Submission of Proposals

(i)

The Project Proposals for consideration under the Programme can be submitted anytime
throughout the year.
The Investigators are required to submit 15 copies of the complete Proposal printed on both
sides of A4 size paper, with an electronic copy of the Proposal on a CD in MS Word.
The Proposal should be prepared and submitted strictly according to the formats prescribed
in this Document.
The duration of the Project should preferably be for a maximum period of 3 years. Projects
for development of integrated systems requiring development of various sub-assemblies at
multiple Organisations may be of longer duration. They should, however, be broken up in
different phases in such a way that there are clearly defined deliverables at the end of each
phase (of not greater than three years)

Copies of the Proposal and other required documents must be sent in one lot through proper
channel to Shri Rajeev Sharma, Scientist-C and Member Secretary (Technology Systems
Development Programme), Department of Science & Technology, Technology Bhavan,
New Mehrauli Road, New Delhi-110016.
DST may be contacted if the acknowledgement letter intimating the registration number of
the Project is not received within one month from the date of dispatch of the Proposal.
It may be ensured that the registration number/ letter number (given by DST) and title of
the Proposal are quoted in all subsequent communications.
It is expected that PI will remain in the service of the Organisation throughout the duration
of the Project.

General Requirements

(i)

The coordinating Organisation implementing the Project is required to take all the financial
and administrative responsibilities for the Project.

(ii)

In case of a multi-organisational Project, PI has to obtain formal consent from the


collaborating organisations/scientists. Formal MoU/ Agreement may be worked out
detailing the obligations and arrangements stated in the Proposal and got approved by DST
subsequent to the sanctioning of the Project, before the funds are released by DST.

(iii)

International travel is not normally permissible under the Project.

(iv)

The Project personnel recruited for the Project are temporary and they should be paid
according to DST norms.

(v)

It is the policy of DST that the equipment procured under the Project be optimally utilized.
The Principal Investigator shall permit the use of any spare or idle capacity of the
equipment to legitimate users from the parent and other Organisations.

Technology Systems Development (TSD) Programme
Terms & Conditions of the Grant
1.
Approval of the Research Proposal and the grant released for it is for the specific Project
sanctioned and the released grant should be exclusively spent on the Project within the stipulated
period. The Institution may use funds obtained from any other Organisation with the concurrence
of DST, for the Project. Any un-spent balance out of the amount sanctioned must be
surrendered to the Government of India through a crossed Cheque/ Demand Draft drawn in
favour of Drawing & Disbursing Officer, DST.
2.
For permanent, semi-permanent Assets acquired solely or mainly out of the Project grant,
an audited record in the form of a register shall be maintained by the Organisation. The term
Assets include (a) the immovable property acquired out of the grant; and (b) movable property of
capital nature where the value exceeds Rs 1000/-. The Organisation is required to send to the
Department of Science & Technology a list of Assets acquired from the grant. The grant shall not
be utilized for construction of any building unless a specific provision is made for that purpose.
Full infrastructural facilities by way of accommodation, water, electricity, communication, etc. for
smooth implementation of the Project shall be provided by the Organisation.
3.
All the Assets acquired from the grant will be the property of the Government of India and
should not be disposed off or encumbered or utilized for purposes other than those for which the
grant had been sanctioned, without the prior sanction of DST.
4.
At the conclusion/ termination of the Project, the Government of India will be free to sell or
otherwise dispose off the Assets which are the property of the Government. The Organisation shall
render to the Government necessary facilities for arranging the sale of these Assets. The
Government of India has the discretion to gift the Assets to the Organisation or transfer them to
any other Organisation if it is considered appropriate.
5.
The Organisation / PI will furnish Six-Monthly Progress Report (5 copies) of the work on
the Project on half-yearly basis. The first half-year period shall be rounded off to the last date of
the sixth month. The subsequent periods of six months shall begin from the first day of the
following calendar month. In addition, DST may designate a Scientist/ Specialist or an Expert
Panel to visit the Organisation periodically to review the progress of the work being carried out and
to suggest suitable measures to ensure realisation of the objectives of the Project. During the
implementation of the Project, the Organisation will provide all facilities to the visiting scientist/
specialist or the Expert Panel by way of accommodation, etc. at the time of their visit. On
completion of the Project, ten copies of a self contained Project Completion Report as per the DST
format on the work done on the Project should be sent to DST.
6.
At the time of seeking further instalment of the grant, the Organisation / PI has to furnish
the following documents:
Utilisation Certificate (UC) and Statement of Expenditure (SE) for the previous financial year
(in original or copy if sent earlier);
a)

An authenticated Statement of Expenditure (SE) including committed Expenditure for the


Project until the previous month.
b)

Request for specific approval of DST to carry forward the unutilised grant to the next
financial year for utilisation for the same Project, should be sent along with UC and SE, after
completion of the financial year.
8.
The Comptroller & Auditor General of India, at his discretion, shall have the right of
access to the books and accounts of the Organisation maintained in respect of the grant
received from the Government of India.
9.
The Organisation will maintain separate audited accounts for the Project. If it is found
expedient to keep a part or whole of the grant in a bank account earning interest, the interest thus
earned should be reported to DST and should be reflected in the Statement of Expenditure. The
interest thus earned will be treated as a credit to the Organisation to be adjusted towards further
instalment of the grant.
10.
The Organisation will not entrust the implementation of the work (except the out-sourced
part as approved) for which the grant has been sanctioned to any other Organisation nor will it
divert the grant receipts to any other Organisation as assistance. In case the Organisation is not in a
position to implement or complete the Project, it should, forthwith, refund to DST the entire grant
received by it or the balance grant remaining with it.
11.
All the personnel including Research personnel appointed under the Project, for the full/
part duration of the Project, are to be treated as temporary employees and will be governed by the
administrative rules/ service conditions (for leave, TA/DA, etc.) of the implementing Organisation.
They are not to be treated as employees of the Government of India and DST will have no liability,
whatsoever, for the project staff after the completion of the Project duration.
12.
For expeditious implementation of the research Project, PI will take the assistance of the
Organisation in the process of selection and appointment of staff and payment to them. Pay Scale
and emoluments for the posts not covered under DSTs OM are governed by the norms prevalent in
the implementing Organisation or as agreed upon in consultation with DST.
13.
DST reserves the right to terminate the Project at any stage if it is convinced that the
grant has not been properly utilised or satisfactory progress is not being made.
14.
The Project becomes operative with effect from the date on which the Draft/ Cheque
is received by the implementing Organisation. This date should be immediately intimated by the
Organisation authorities/ Principal Investigator to DST.
15.
If PI to whom a grant for a Project has been sanctioned wishes to leave the Organisation
where the Project is based, PI/ Organisation will inform DST of the same and in consultation with
DST, take steps to ensure successful completion of the Project, before PI is relieved.
16.
Investigators wishing to publish technical/ scientific papers based on the research work
done under the Project should acknowledge the support received from DST, indicating the
Programme. Investigators are expected to publish a few of their research papers emerging out of
the Project in leading Indian Journals.
17.
If the results of research are to be legally protected, the results should not be published
without securing legal protection for the research results. For Projects identified to have a distinct
potential for generating know-how, in the form of product/ process, that could be protected through
patenting, copyrights etc., PI should carefully follow the Guidelines/ Instructions for
Technology Transfer and Intellectual Property Rights provided in the Guidelines for
Implementing Research Projects booklet issued by DST. For further information/ clarification on
