Proposed Guidelines on the

Grant of FY 2015 PBB

New Features
Use of the Results-based Performance Management
System (RPMS)
IPCRF ratings for ranking the personnel
OPCRF ratings shall be given 50% of the weight for ranking the delivery units

Compliance to Public Financial Management (PFM)


reporting requirements of COA and DBM
Adoption and use of the Agency Procurement Compliance
and Performance Indicators System (APCPI)
Submission of Annual Procurement Plan (APP) per AO 46

New Features
Individual ranking for CO, RO, SDO personnel shall be
categorized based on salary grade bracket such that First
and Second level employees are ranked separately
Third level officials and all incumbents of CES positions shall
receive the highest amount of PBB of his/her delivery unit
PBB of the Head of Agency shall be fixed at PhP 35,000
provided that the agency satisfies the pre-conditions

Officials and employees holding regular plantilla positions;
contractual and casual personnel having an employeremployee relationship
salaries is charged to PS
occupying positions in the DBM-approved contractual staffing

At least 3 months to be eligible on a pro-rata basis
NOTE: Qualification for the service requirement shall be determined based on
SY for school-based personnel and CY for non school-based personnel

Personnel on detail, reassigned, or transferred to another


delivery unit for 6 months or more shall included in the
ranking of the delivery unit where he/she served the longest.
If equal months served, he/she will be included in the
recipient delivery unit.

To be eligible for a higher percentage distribution, achieve at
least 90% of each of the targets in the OP Planning Tool

GAA shall be the basis for assessing
eligibility for the PBB
STO indicators and targets shall include:
a. Quality Management System (QMS) or Operations Manual
c. STO target identified based on the priority of the Secretary

Performance Targets (3/3)


Additional GASS targets shall be:
c. Adoption and use of the 2014 Agency Procurement
Compliance and Performance Indicators System
(APCPI) per GPPB Resolution No. 10-2012
d. Submission of agency Annual Procurement Plan (APP)
as prescribed by Section 3e of AO No. 46 s.2015
Agencies should send a scanned copy of the APP to
GPPB-TSOs email: monitoring@gppb.gov.ph,
instead of an Excel file or hard copy.
