FOCUSED URBAN POVERTY REDUCTION IN THE PHILIPPINES
• Improve the access of poor urban households to secure land
tenure, affordable shelter, basic municipal infrastructure,
services, and community facilities.
• Improve access to financial services for housing improvement

and livelihood.
• Help decentralize shelter activities to strengthen capacity of

local government units (LGUs) to meet their sector mandates as
set out in the Local Government Code.

Part A: e-Tools for Pro-Poor Urban Upgrading
• Templates were revised, condensed, programmed in various

formats (Editable PDF, Word, and Excel) and uploaded in the
DPUCSP website and into the DPUCSP Project Performance
Monitoring System (DPPMS)
• Establishment, installation, and training on the use of e-Tools

of 12 ICT Kiosks (4 hosted by LGU, 6 hosted by MFI, and 2
hosted by HUDCC Regional Office in partnership with Private
Sector)

Part B: e-Tools for Sustainable Shelter and Microenterprise Finance
• Microfinance Availment Plan (MAP) template was simplified and

converted to editable PDF. This was uploaded in the DPUCSP
website and into the DPPMS to facilitate the preparation and
implementation of MFIs subloans for onlending to their clients.
• Enhanced Management Information System (MIS) of MFIs (Alalay

sa Kaunlaran Inc. – ASKI, and First Macro Bank – FMB)

Part C: ICT Applications for Project Development and
Management
• DPPMS was reprogrammed to SQL Express for web-based

access and addition of relevant modules. This enabled
HUDCC Regional Offices to access e-Tools and templates
• HUDCC and DBP Project Management Office (PMO)

Personnel, and relevant ICT Kiosk Host Staff were trained in
the use of e-Tools
• Enhancement of HUDCC’s GIS by providing needs assessment

• Reduced time and cost of subproject preparation and subloan
application requirements (Feasibility Studies, Microfinance
Availment Plans, Community Action Plans, Environmental
Compliance Certificate, and Procurement Guidelines).
• Improved access by urban poor household to affordable

shelter and basic services through the use of various e-Tools
(Household and Market Survey and the editable PDF Pag-IBIG
Loan Application Form) for the determination of their need,
preference, and affordability.

• Accelerated provision of microenterprise and housing-related

• The e-Haus strengthened the City’s ongoing services and
thrusts such as the “Barangay Online” and “Taxpayer’s One-
Stop Shop.”
• The e-Haus is being used to conduct affordability analysis of
community members with housing needs as the first step
towards establishing the City’s housing program.

• The e-Tools accessible in the e-Haus enhanced the existing
management information system of the MFI and scaled-up
its housing microfinance program though the following:
1. Online Application form

An online Loan Application form was developed for
ASKI to accelerate the onlending of housing-related
loans and microenterprise loans, thereby declogging
the queue of clients applying manually at the Head
Office.

Modules of the ASKI Online Application Form:
 Database module—stores the applicant’s information which can
be easily accessed by ASKI’s account officers.
 Data entry module—electronic version of the application form.
 Inquiry module—enables quick search of applicant’s
information/records.
 Approval module—provides the ASKI Account Officer with
information on the status of a client’s loan application and
compliance with ASKI’s documentation requirements.
 Export module—exports data of all approved applicants in Excel
format. This is the form that ASKI will use to integrate with their
existing MIS application.

2. Produced an audio-visual presentation (AVP)
to further promote ASKI’s housing program entitled
“Alay sa Pabahay Program” (APP) in the Central
Luzon region of the Philippines since November
2006 with DPUCSP financing. The program covers
five cities and two municipalities in Nueva Ecija, and
the provinces of Bulacan, Aurora, and Tarlac.

•Strengthen the capacity of the Account Officers (AOs) to
monitor and identify qualified clients for housing loans
using their set criteria. The e-Haus helped AOs to easily
identify the clients eligible for home improvement loans
and advise them during center meetings. This resulted to
an increase in the number of clients availing of home
improvement loans. The Davao branch serves more than
7,600 clients, many of which are potential borrowers from
the housing microfinance program.

2. Pag-IBIG Loan Application Form
The deviced Pag-IBIG housing loan application form

allows the user to take a digital photo of the applicant
using the webcam provided under the TA and attach
the picture to the form. Also, The application form can
be printed in the e-Haus for immediate submission to
Pag-IBIG.
