SCOPE OF THE WORK:


DETAILED SURVEY :

The detailed survey to be done by the Contractors consists of the following operation.
1. The scope of work is as mentioned in the schedule enclosed.
2. The detailed survey shall be conducted using modern survey technique viz. GPS and Total
Station instruments duly calibrated.
3. Taking levels along the route : After the alignment in each reach is fixed as above, ground levels on the proposed route are
taken along the line alignment (with leveling instrument, leveling staff chain, and other survey
instruments in order to obtain the natural and firm ground profile along the line alignment. The
level of the natural firm ground along the route is to be taken by means of a leveling instrument and
leveling staff and the horizontal distances measured by chain, to be applied with the aim of reaching
the next angle point. The ground levels are normally taken at distances of every 20meters. If the
ground is uniformly sloping, it is sufficient, if levels are recorded at intervals of every 20m. But if
undue variations in levels are noticed with in such intervals, levels at such points recorded, with
details of the features so crossed. While recording levels, natural features along the route such as
steams, boulders, chains, canals, roads, cart tracks, trenches etc., which give the features of the
terrain along the chosen route and on either side of the alignment up to 26 meters for 400KV Lines
are to be noted with their levels. If the alignment passes over or near the hill slopes the angle of hill
slope and distance from the route from which the slope commences are to be noted. If the route
passes near tanks, the maximum flood level of the tanks and the height of the tank bunds are to be
noted with longitudinal or lateral distances from the route. Important features like roads, rivers,
wells, tanks, bunds, foot paths, cart tracks, mounds trees, rock outcrop, boulders, railway line
crossings, telegraph line crossings, power line crossings, canal crossings, and such other important
features coming along and within the route 50m, on either side for 400KV Lines are to be noted
with their names and distinct features, like widths, heights, girths, etc., in the process of taking
levels. The nature of the lands in the route such as marshy stretches, stream sources, sheet rock, hill
locks formed of boulders, etc., which are not suitable for locating transmission line towers should be
clearly noted with their levels as distinct from the natural ground level along with route.
While taking levels, they should be interlinked as far as possible, with the survey of India or
Railways or other Bench marks as a means of accuracy checks, and the correctness of the survey
instruments should be ensured. At the end of the each days work, fly levels have to be taken from
the stopping point to the starting point of the days work to ensure that the level reaching the limits of
accuracy of +2%.
Incase the line passes along the hillside slopes, levels should be taken at 20mtrs. from center
of line along the upper hill slope side so to enable checking and ensuring adequate ground clearance
for the relevant side conductors.
While taking levels, reference stones or concrete blocks should be planted at convenient
points along the route, or as may be convenient so that every such point is visible from a theodolite
on the proceeding point for purposes of easy link upto of the route at later dates and such points
serially numbered with paint marks, Big boulders, trees and such other permanent features along the
alignment where available are very convenient for such markings. If there are such permanent
marks not on the alignment but a little outside the alignment, then stone or concrete block on
alignment should be fixed and its bearings painted on the nearest permanent features like boulders
and trees by means of markings in white and red paint indicating the direction of the line point and
distance from such permanent features on which the markings are made. For example, the words
LP No. NW 1020 painted on a big tree or boulder will mean that a line point No. 18 exists at
1020mtrs., north west of the tree or boulder. Teak wood pegs 50 x 50 x 400mm size shall be driven
at prominent position at intervals not more than 50mtrs. along the Transmission line to be surveyed
upto the next angle point. Wire nails of 10mm long should be fixed on the top of these pegs to show
the location of instrument. The pegs shall be driven firmly into the ground to project 100mm only
above ground level.
4. Plotting of features and drawing up final profiles :i.

After noting the levels in Field books as above, the route plan with enroute details and
levels, profile shall be plotted and prepared to scale of 1:2000 horizontal and 1:200

vertical on 10mm squared graphs film (first quality) as per approved procedure.
Reference levels at every 20meters along the profile are also to be indicated on the profile
besides R/Ls at undulations. Areas along the profile which in view of the contractor are
not suitable for tower spotting shall also be clearly marked on the profile. If the difference
in levels be too high, the chart may be broken up according to requirement. A 10mm over
lap shall be shown on each following sheet. The scales adopted are as follows :-

Horizontal : 1 CM = 20 Mtrs.,
Vertical : 1 CM = 2 Mtrs.,
ii. All topographical details, permanent features such as trees, building, permanent
structures, etc., 50mtrs. on either side of the alignment shall be detailed on the profile
plan.
iii. All ground/vicinity details along the line up to 26mtrs. on either side of the alignment
should be correctly surveyed and details taken are properly reproduced/drawn on the plan
of the profile.
iv. The boundaries of the Roads & Railway lines shall be clearly marked in the plan.
The profile is drawn separately for each reach commencing from the angle point and
ending with the succeeding angle point.
At the beginning of the profile the angle point from which the profile commences is first
marked with the magnitude of the angle and direction of deviation of the line facing the next angle
point in the directions of survey. The levels and other details noted in the Field book are then
plotted on the profile roll to the selected scale. The profile consists of an elevation of the natural
and firm ground indicating the various levels recorded along the route with levels of out crops such
as boulders and such other obstructions with in surveyed belt on
either side and a plan indicating the topographical features along the route and up to 26 Mtrs., on
either side of the route, the chain ages, recorded levels and reduced levels with reference to the
assumed levels at the starting point of the line. The chain ages and levels should be continuous
from one angle point to the succeeding angle point and the reduced level at each angle point related
to the reduced level of the proceeding angle point.
The plan of the profile should indicated the various topographical features such as rivers,
nalas, wells, tanks, bunds, roads, cart tracks, footpaths, villages, sheet rock standing crop, gardens,
bushes, boulders railway, telegraph and power line crossings, trees etc., along the route and up to
50mtrs on either side of the route. There is no object gained in taking accurate measurements of off
sets in fixing details coming outside the alignment but hills slopes, water courses of streams and
rivers, coming within 60mtrs and which run parallel, to the alignment should be sketched fairly
correctly a stream may cross the line at right angles but it may run parallel to the line immediately
afterwards may 60mtrs away and if this is not correctly indicated in the plan tower foundation may
be located on such banks which are likely to be eroded. Similarly the line may pass by the side of a
tank which is not in the alignment but its back waters at the M.F.L., may be very near the location.
Such details must be therefore fairly correctly indicated in the plan of the profile.

Where roads are crossed, the width of the road including the road margin the distances of
the crossings from the nearest KM stones, the places between which the roads are connected and the
angles of crossings, are to be indicated. The Highway road crossing and major road crossings span
should not be more than 250mtrs.
WHERE the line crosses the railway tracks similar details are to be furnished indicating the
telegraph pole numbers on either sides, their distances from the point of crossing, the angles of
crossings, the railway stations between which the crossing occurs and the railway boundaries. The
transmission line should cross the railway tracks at angles of not less that 60.
Where the line crosses the telegraphs or telephone lines of P & T Department, the pole Nos.
on either side, the heights of the P & T Lines at the points of crossings, the number of wings of P &
T Lines, the angles of crossings and the villages connected by the P & T Lines should be indicated.
Where the line crosses Major River, towers shall be of suspension type using double
suspension strings and the anchor towers on either side of the main river crossing shall be dead end
type.
Where the Transmission line route crosses other existing power lines, the names of the
power lines, their KV ratings, the tower numbers, type of tower between which the route crosses the
power lines with distances, the height of the power conductors & earth wires at the points of
crossings and the angles of crossings are to be furnished.
The plan of the profile should also indicate the nature of the ground such as sheet rock,
marshy ground, Wet Fields, Gardens (with nature of trees) and the general type of crop noticed
while surveying. In the case of Gardens or Plantations the maximum height of the trees in the

gardens or plantations should be indicated.


The drawing of the profile must be continued as above until the next angle point as reached,
where it should be terminated, indicating the Sl.No. of the angle point, and the direction and the
magnitude of the angles of deviation of the Transmission line to the next angle point. The profiling
must be continuous from the starting point of the Transmission line to its end with all angle points
serially numbered.
The purpose of the detailed survey is to obtain an accurate plan of the undulations of the
natural ground along the route of the Transmission line and the features within a belt
50meters for 400KV Lines on either side which would have a bearing on the location of the
towers of the Transmission Line. Departmental officers would be available with survey parties to
guide the work where necessary to obtain this objective and the works has to be carried out
according to their directions where this specifications in not clear in that regard.
5. TOWER SPOTTING :(i)

ROAD CROSSING : At all important road crossings the ground clearance at the roads
under maximum temperatures and in still air shall be such that even with conductor
broken wire condition in adjacent span, ground clearance of the conductor from the road
surfaces will not be less than 8.84mtrs. in any case. At National Highway, tension
towers shall be used and the crossing span will not exceed 250m in any case.

(ii) RAILWAY CROSSING: Railway crossings shall be supported on B type C type and
D type towers on either side, depending on merit of each case and shall be constructed
in conformity with the specifications laid down by the Railway authorities. As per
present Regulation in 1987 the minimum clearance that is required to be maintained
between the lowest point of the line conductor and the rail level is 17.9mtrs. The
minimum distance between the footing of nearest tower and the Railway track shall not
be less than 1.5 times of the height of the tower. Power line crossing shall normally be
at right angles to the railway track. In special cases power line crossing allowed at an
angle of not less than 60 degrees. The crossing span of railway track shall be not more
than 300mtrs.
(iii)
RIVER CROSSING: In case of major river crossing, tower shall be of suspension
type and the anchor towers on either side of the river crossing shall be Dead End type
tower. Clearance required by Navigation authority with respect to highest flood level
shall be furnished. The maximum deviation angle for dead end tower anchoring with
longer wind span is 0 degrees on river crossing span and 30 degrees deviation on either
side.
(iv) POWER LINE CROSSING: When this line crosses over another line of same voltage or
lower voltage to maintain required clearance height of the crossing towers, ground wire
and overhead line conductor are to be furnished. The minimum clearance between
power line to power line crossing is 6.1mtrs and crossing angle shall be more than 60
degrees.
(v) P&T LINE CROSSING: The angle of crossing of telecommunication shall be near to 90
degrees as possible. Angle of crossing should not below 60 degrees. Clearance between
lowest power conductor and P&T Line should be more than 4.48mtrs.
(vi) Other provisions: The Transmission line in the vicinity of Aerodrome shall meet the
requirement laid down by the Director General, Civil aviation, Govt. of India. Requisite
vertical & horizontal clearance to adjacent spheres shall be maintained as per IE rules.
(vii) Avoid spotting towers in Marshy, water logged areas, low lying areas, sheet rocks,
broken land, cart tracks, water courses, tanks, gardens, farm houses, etc.
(viii) An additional clearance of about 0.5mtrs should be kept between the ground clearance
curve and the ground level for tolerance.
(ix) Wind and weight spans at each location should be checked up with spotting towers and
it should be ensured that their values are with in limits.
(x) No tower should be spotted very close to existing EHT lines to avoid erection hazards.
The distance between the side of power conductor of existing line and proposed tower
should be 1.5 times of the tower height.
(xi) Hot or maximum Sag curve & ground clearance curve, shall be invariably drawn on the
profile.
III.
SUBMISSION OF PROFILES : Profiles shall be neatly drawn on white sheets and 4
sets of profiles along with two soft copies have to be furnished to the Executive

Engineer, 400KV,Warangal along with the concerned records like Field books and
other documents based on which the profiles are drawn.35 Sets of route alignment topo
maps duly showing the Angle points, Section lengths, Reserve Forest, P&T Lines, Power
Lines etc. with original topo maps and copy on traceable paper are also furnished.
IV. EARTH RESISTIVITY READINGS : Earth resistivity readings (5 sets) are also to be
furnished alongwith the profile. The earth resistivity readings are to be taken at every 1
KM along the route of the line with 4 terminal earth megger with 4 Nos. earth spikes
drived in the ground at 30 meters apart each. The type of soils at the locations where
earth resistivity readings are taken is also to be given.
V. SURVEY TOOLS AND INSTRUMENTS : All necessary tools and instruments required
for the work have to be provided by the contractors themselves.
VI. PROGRAMME AND PROGRESS : The successful tenderer shall, within seven days of
receipt of intimation of acceptance of his tender, furnish a programme of work to
complete the work within the time specified in this specification, and the names
qualifications and experience of the persons who will be incharge of the work.
VII. RESPONSIBILITY OF THE CONTRACTOR : The Contractor shall guarantee and
entirely responsible for the execution of the contract in accordance with the terms of the
contract, specification and schedule.
VIII. WAY LEAVE AND TREE CUTTING : The Board will secure the right of way along
the route of the Transmission line. Proposals for the way leave and right of way shall be
submitted by the Contractor. Permission will be secured within a reasonable time of
which are notice shall be given by the Contractor. The Board shall not be responsible on
account of damages caused either by the contractor or his gangs to trees, crops and other
property without authority from TSTRANSCO. The contractor shall take all possible
steps sow that standing crop is not damaged unnecessarily and where such damages is
inevitable, the compensation on that account shall be borne by the Board provided that
the damage is with the prior concurrence of the Executive Engineer. The contractor shall
bear the compensation for damage caused without prior concurrence of
the Executive Engineer, within a belt of 52mtrs. (26mtrs. on either side of the line) of the
line and the rate for survey should include jungle cutting and no separate rates will be
paid for these works. The tenderer is expected to carefully see the route for himself and
the quantum of such work involved before tendering over all rate for the work.
The contractor shall count and put proper numbers with good quality paint at his own cost on all the
trees that are to be cut by TSTRANSCO at the time of actual execution of the line. A list (5 sets) of
trees to be cut is to be furnished with Girth, Height and Name of Tree coming with in 26mtrs. on
either side of the center of alignment
5 sets of Final report comprising Tower Schedule, Tree schedule, Abstract of Towers, Line
schedule, Burgie Details etc. shall be submitted.
IX. The work shall be carried out only in the presence of TSTRANSCO Engineers.
X. 2 Nos. SAG Templates as per TSTRANSCO standards with all nameplate details are to be
submitted. Profiles are to be prepared only with approved SAG Templates.

EXTRA QUANTITIES: The TSTRANSCO reserves the right to vary the quantities of
work during the period of the contract at the agreed rates. No variation in the rates due to
variation in quantities shall be accepted.
2.
DATE OF COMPLETION: It is utmost important that the works should be completed
within 2 MONTHS from the date of awarding of work. In awarding contract, due
consideration will be given to tenderers who quote for earlier completion of work. The
guaranteed period of completion should be clearly stated in the tender.
3.
SAFETY OF STAFF AND LABOURERS: The contractor shall provide and make all
necessary arrangements for the safety of his staff and laborers at the site of work.
TSTRANSCO will not, in any way, be responsible for any accidents, minor or fatal, to
any person at the site of work or any damages arising there from, during the works and
this shall be the contractors responsibility. The staff insurance charges if any, shall also
be borne by the contractor only.
4.
RESPONSIBILITY OF THE CONTRACTOR: The contractor shall guarantee and be
entirely responsible for the execution of the contract in accordance with the general
condition of the contract specification schedule etc.

FINAL CHECKING AND TAKING OVER: After completion of work, final checking
of the works shall be done by the contractor to ensure that all the works have been done as
approved by the engineers and also ensure that they are complete in all respects.

Tenderers shall read carefully the instructions enclosed herein and the conditions of the
standard L.S form and all other relevant documents
The Superintending Engineer/400KV/OMC/WARANGAL reserves the right to reject any
or all the tenders at any time, without assigning any reasons thereof. Tenders offering
percentage deduction form or increase on the estimate amount and those not submitted in
proper form or in due time shall be summarily rejected. The quoted rates should be firm
and inclusive of all expenses, duties, taxes etc. complete. The TSTRANSCO shall not
under any circumstances bear any extra expenditure that may be incurred by the
contractor or any amounts other than agreed to.
The contractor has to take care of insuring all materials and men working in execution at
his own cost.
The time is the essence of the contract. The work should be completed in all respects
within 2(TWO) Months from the date of awarding the work.
The completion period mentioned above shall be deemed to be the essence of the contract.
If the completion period as fixed above is not adhered to, TSTRANSCO may, at its
option, demand and recover from the contractor, a sum equivalent to % of the total
value of contract not completed within the prescribed time limit per every week of delay
or part thereof, subject to a maximum of 5% of the total value of contract. This right of
TSTRANSCO shall be without prejudice to its rights under the law including the right of
contract to forfeit the deposits and/or recover the damages for breach of contract.
If the progress of work is found to be not commensuration with the programme for
completion of work in time, TSTRANSCO will be entitled to terminate the contract in
part or full by giving FIFTEEN (15) days notice and get the balance works completed
departmentally or through any other agency at the cost and risk of the contractor.
The contractor has to enter into an agreement with The Superintending Engineer/ 400KV/
OMC/WARANGAL immediately on receipt of Letter of Acceptance and commence the
work.
