funds REDD+ safeguards at the Amazon Interregional Council
meeting












Lima, May 4th.- The Amazon Interregional Council (CIAM) held the workshop
"Regional environmental authorities and natural resources managers and
environmental management" in the city of Pucallpa during the 2nd and 3rd May of
this year . The aim of the meeting was to strengthen institutionally the Regional
Environmental Authorities (ARA) while taking into account an Amazonian sustainable
development approach.
At the meeting officials and managers of the Regional Environmental Authorities
(ARA) from the regions of Madre de Dios, Amazonas, Loreto, Huanuco and Ucayali
were present. Also present were Victor Miyakawa of Peru Forest Sector Initiative
(PFSI); Jose Alvarez Alonso, General Director of Biodiversity from the Ministry of
Environment (MINAM); Miluska Vucetich Nieto, Director of Promotion and
Competitiveness of the National Forest and Wildlife Agency (SERFOR); Felipe

Koechlin Arce, General Manager of Reforestadora Amaznica and Yolanda Guzmn


Guzmn de Quevedo, Project Coordinator of the Green Climate Fund for the National
Protected Areas by the Estate Fund (PROFONANPE) - Green Climate Fund
Implementing Agency in Latin America.


Protica was invited to present the study "REDD+ Safeguards implementation in Peru:
FCPF, FIP and JDI with Norway and Germany study case" which aims to analyze the
Multilateral Development Banks ( MDB) safeguards standards linked to REDD+, as
well as compare the REDD+ safeguards submitted by the Peruvian Government to the
FCPF, FIP and DCI-Norway and Germany funds.
At the meeting, a participation and information in climate funds survey was made to
the ARA's officials. In addition various ARAs officials expressed their need for timely
information regarding the implementation of the various climate funds as well as the
need for spaces of participation in project designs.
The presented study is part of the actions taken by the Integrity on Climate Finance
Program, which aims to improve governance in REDD+ climate funds by identifying
corruption risks during the design and implementation of documents and/or
instruments requested by the JDI with Norway and Germany and the National
Strategy for Forests and Climate Change.
