AN OUTLINE: VOTERS EDUCATION

INTRODUCTION
What are the rights of a voter?
a. right to vote
b. right of the vote to be counted
c. right to protect his/her right to vote
Voter, defined.
A person who votes or has the right to vote at an election
THE NATIONAL AND LOCAL ELECTIONS
I. WHAT YOU NEED TO KNOW AND PREPARE BEFORE GOING TO YOUR
PRECINCT
1. When is the day of election?
May 9, 2016 (Monday)
2. When does voting time starts and ends?
6:00 AM to 5:00 PM
What are the things that you need to bring?
a. I.D.
b. Handwritten list of candidates- SAMPLE BALLOT IS NOT
ALLOWED
c. PCVL and EDCVL Sequence numbers
II. WHAT YOU NEED TO DO UPON ARRIVAL AT THE PRECINCT
1. Please fall in line- First come, First Serve.
a. If you are pregnant, senior citizen or PWD, there is a
designated priority lane
for you.
2. When it is now your turn to vote, approach the THIRD MEMBER.
a. Present your PCVL and EDCVL sequence numbers.
b. When your IDENTITY is asked or challenged, present your ID
3. You will then proceed to the CHAIRMAN.
a. The Chairman will explain the voting process- listen and follow
the instruction.
b. The Chairman will give you the ballot. Before accepting the
ballot, EXAMINE
THE BALLOT.
The ballot must be CLEAN
i. NO- dirt, stain, marks, writings
ii. NO- scratch, tear, slit, hole
iii. NOT- crumpled, folded
*If the ballot is NOT CLEAN, DO NOT ACCEPT THE BALLOT. The
ballot may be is
INVALID. Ask for a REPLACEMENT.
c. The chairman will sign the ballot in the designated box.

a. Before accepting the ballot, make sure that the signature does
not go over the
edges of the designated box otherwise, DO NOT ACCEPT
THE BALLOT. The
ballot may be is INVALID. Ask for a REPLACEMENT.
Legal Implications: Once you have already accepted the ballot, the ballot is now
your SOLE
RESPONSIBILITY.

a. Proper shading of the ballot


Fully shade the circle that correspond the name of the candidate. (An
animated version will be presented for purposes of showing the proper way
of shading the ballot.)
b. Undervote
You have voted less the required number of candidates in certain
positions.
a. You can correct undervoting by shading the lacking positions
c. Overvote
You have voted MORE than the required number of candidates for
certain positions.
The position with an OVERVOTE will NOT be counted. So, DO NOT
OVERVOTE!!!
d. Feeding the ballot to the Vote Counting Machine (VCM)
There are four (4) orientations in which the ballot may be inserted to
the VCM. (An animated version will be presented for purposes of showing the
proper way of feeding the ballot.)
1.Front side upright
3.Backside Upright
2. Front side Inverted
4.Backside Inverted

a. You will only be allowed four (4) times to feed the ballot into the
VCM.
i. When the ballot is rejected the third (3 rd) time, do not attempt
to feed the
ballot. Call the attention of BEI and ask for help.
ii. When the ballot is rejected four (4) times, it is considered
INVALID.
iii. You are NOT entitled for a REPLACEMENT
b. If your ballot has been successfully casted, the VCM screen monitor
will show
YOUR VOTE HAS BEEN CAST
IV. WHAT YOU NEED TO DO WHEN YOU HAVE NOT VOTED AND ITS
ALREADY CLOSING TIME
a. DO NOT GO HOME
b. have your name listed by a member of BEI
c. Fall in line. Stay within the 30-meter radius of the polling
precinct
d. Wait until your name is called. When your name is called, proceed
with the voting
process as already discussed earlier.
*Your name will be called three (3) times. If you are ABSENT during the time
that your name is called, YOU WILL NOT BE ALLOWED TO VOTE.
