For avoiding more Moment Transfer to Column, In General UTRACON


was limiting Mu/bd2 < 4 to 6 for columns.
If the Mu/bd2 was exceeding the range of 4 to 6, UTRACON was bringing
the notice of Consultants by clouding those columns.
