II Security

(a) The EU and Russia shall try to tackle terrorism issues and improve cooperation in this area
by means of:

• Observing international human rights, refugee and humanitarian law, and in accordance
with international law
• Implement the Joint Statement on the Fight Against Terrorism adopted at Russia-EU
summit in November 2002
• Sign, ratify and implement all 12 UN counter-terrorism conventions & protocols;
implement UNSCR 1373, 1540, 1267, 1566; sign and ratify the International Convention
Against Acts of Nuclear Terrorism
• Exchange legislation models on the fight against financing of int’l terrorism; enhance
cooperation in police actions
• Improve security of documents, prevent use of multiple identities, falsified documents,
illegal crossing of borders
• Possibly use the Interpol database for centralizing national databases about lost/stolen
documents
(b) Combat transnational/organized crime
• Implement agreement on cooperation between Europol and the Russia (Rome, 6
November 2003)
• Place emphasis on Council of Europe agreements’ framework (implement the 1981
Council of Europe Convention for the Protection of Individuals with Regard to
Automatic Processing of Personal Data.
(c) Promote a comprehensive anti money laundering regime
(d) Tackle narcotic drug problem (supply, trafficking, prevention)
• Cooperate with international for a in regard to production and transit countries
(attention to traffic routes) > emphasis on Afghanistan
• Rehabilitation of drug victims (by engaging NGOs)
(e) Combat trafficking of human beings, especially of women and children
(f) Fight against corruption
• Sign and ratify UN and Council of Europe conventions on corruption

(g) fight trafficking in stolen vehicles and items of cultural and historic value

III Justice

• Promote efficiency, independence f the judicial system and effective cooperation


between Russia and the EU, by means of professional training, exchanges etc, and:

(a) Enhance cooperation on criminal matters (develop contact points between Eurojust and
the Russian General Prosecutor’s Office + possibly develop a wider network of mutual
legal assistance for cross-border offences)
(b) Develop cooperation on civil matters (human rights of children, abductions, parental
responsibility; explore possibility of EU-Russia agreement on judicial cooperation in
civil matters)

IV. Monitoring mechanism

(a) Road map shall be monitored within the framework of Permanent Partnership Council
or ministerial meeting of ministers responsible in areas of freedom, security and justice.

Road Map for the Common Space of External Security

• EU and Russia share responsibility for an international order based of effective


multilateralism => will work to strengthen the UN role; to fulfill obligations within
OSCE and Council of Europe
• Co-operation & dialogue in security and crisis management, terrorism, proliferation
of WDM, existing and potential regional and local conflicts => especially is a real
close to Russian birders (see frozen conflicts)
• Russia will work to prevent xenophobia, racism, discrimination, intolerance.

Priority areas of collaboration (Scope/Sum-up)


(a) Strengthened dialogue and co-operation on the international scene
• Promotion of contacts between EU and Russian military structures,
European Defense Agency included.
(b) Fight against terrorism
(c) Non-proliferation of WMD
• Resume work of the Conference on Disarmament in Geneva
(d) Co-operation in crisis management
• Exchange views about logistical aspects of crisis management, co-
operation in the sphere of navigation, underwater exploration.
(e) Co-operation in field of civil protection
• Promote common ability to respond to disaster and emergencies
(specific crisis management situations)
• Facilitate mutual assistance in search and rescue operations for
submarines, ships and aircraft emergency situations

Road Map for the Common Space of Research and Education, Including Cultural
Aspects

• Basis: the St. Petersburg Summit of May 2003 which agreed to re-enforce co-
operation to create a space of research and education (cultural aspects included)
(a) Research, science and technology:
• To capitalize of EU and Russian cultural inheritance
• Structure a knowledge-based society in the EU and Russia
• Creation of a EU/Russia common space in the field of research
• Priority fields of research: space, new materials and nanotechnologies, life
sciences, information society technologies and renewable energy
(b) Education:
• Integration in the forming European Higher Education Area in accordance with
the provisions of Bologna Process (adopting higher ed. Comparable degrees;
adopting a two-tier bachelor-master and a three-tier bachelor-master-doctorate
ed. System; introducing a credit system to practice the European Credit System
(ECTS); academic mobility; promoting life-long learning, etc.)
(c) Culture:
• Promotion of short, medium and long term collaboration between museums;
conservation of cultural heritage.
