Sealed item rate tenders are invited by the EE (E) Room No. 141, Engineering
Department, JNU from the eligible contractor having valid registration in
appropriate class & category in CPWD/MES / Deptt. of Telecommunications /
Railways / NDMC / Central PSU & Delhi PWD/OEM/OEA and specialized
agencies for the following work:

JNU reserve the right to reject any or all the tenders or accept them in part without
assigning any reason.
Earnest Money Rs. 33,962/- should be deposited along with tender document in the
shape of bankers cheque/Bank Draft of scheduled Bank drawn in favour of Finance Officer,
JNU.
The tender and the earnest money shall be placed in separate sealed envelopes,
each marked, Tender and Earnest Money respectively. Both the envelopes shall be
submitted together in another sealed envelope with the name of work and due date of
opening written on envelope. The envelopes marked, Tender of only those tenderers
shall be opened, whose earnest money, placed in the other envelope, is found to be in
order.

Eligibility criteria
1. The agencies having successfully completed following works during last 7 years ending
last day of the month previous to the one in which applications are invited.
Two similar completed works each of value not less than of 60% of the estimated cost
put to tender with capacity of at least 380 KVA DG Sets.
Or
One similar completed work of value not less than of 80% of the estimated cost Put to
tender with capacity of at least 500 KVA DG Sets.
2. Similar nature of work means comprehensive maintenance and operation of DG Sets.
3. The application should be given for issue of tender document along with the attested
photocopy of the Registration No./OEM/OEA of DG sets, valid electrical contractor
license PAN, TIN and Sales Tax and Service Tax registration, last Return File in respect
of TIN, ESI and PF registration, experience certificate.
4. The completion certificate issued by the officer of the client department of the rank of
Executive Engineer or equivalent will have to be furnished along with the application.

SCOPE OF WORK
(A) Agency shall execute the following periodic/preventive maintenance to keep the
DG sets in order.
Engine:- Checking of oil and lubricating oil level and topping up if required,
checking all parameters and performance of engine on load conditions.
Alternator:- Checking of mounting and coupling bolts for tightness, checking of
bearing for condition and greasing checking IR valves of alternator, insulations,
cleaning of alternator, tightening the loose-connections and cable and terminations,
checking for vibration, voltage, frequency, RPM, carbon brushes etc.
Control:- Cleaning AMR of panel, MCCBs contactor relays and panel timers with
blower & CTC solution, checks for control and power wiring, tightness of
connections and fuses, correctness and calibrator of all meters, relays, contactors and
MCCBs as and when required.
Batteries:- Tightness of connections, Diagnostics of fault and rectify supply &
replacement of terminals and applying petroleum jelly, checking specific gravity of
electrolyte of each cell and checking the charging system.
Cooling:- Checks for any leakage of radiator supply & filling of coolant, if required
to check the condition of hose pipes, jublee clamps, V-Belts and repair of all the
minor parts as required.
Fuel System:- Checking and repair of fuel pump, fuel pipelines and hoses, cleaning
the fuel tank etc.
Periodic:- The agency will carry out all services/maintenance recommended by
manufactures such as:
(A) B check maintenance at 250 hrs. or six months whichever is earlier.
(B) C check maintenance at 1500 hrs. or one year whichever is earlier.
All the materials read for B&C check has to be arranged by the agency.
(B) Starting & Testing:- After carrying out all checks and performance of DG sets shall
be observed and parameters of all the parts and meters should be within limit.
(C) Service at Call:- In addition to the Fortnight visits, the agency will provide its
service in case of any fault/emergency or as and when required without any estra
charges and within 24 hours.
(D) Cost of Spare Parts:-The contractor shall bear the cost of spare parts required during
daily routine/periodic preventive maintenance work like oil filter, fuel filter, air filter,
rocker cover gaskets, exhaust inlet/gaskets, water separators, fuel pipes, water hose
sets, diesel hose pipes, repairing and de-scaling of radiators, cu-washers, carbon
brushes, repairing of self, rectifier plates, fuel pump, volt meter, ammeters selector
switches, small fuses, relays, battery terminals V-Belts, frequency meter, indicating
lamps, temperature sensor, pressure meter, counter, coolant and other small exposed
parts of the engines as and when required at site.
(E) The work not included in the scope of work;
1. Supply of major contractors, MCCBs relays, batteries, piston, liner injector
nozzle, radiator fan and internal parts of the engine.
2. Calibration of nozzles and injectors.
3. Rewinding of alternators and exciter.
4. Mobil oil & Diesel shall be supplied departmentally.
CONSULTANT (E)
1. The work shall be carried out as per CPWD specifications for DG Sets
and to the entire satisfaction of Engineer-in-charge.
2. The firm has to depute well trained and experienced staff as under in
each shift on all days including Saturday, Sunday & Holidays/National
Holidays for operation of DG Set, a penalty of Rs. 800/- and 600/- for
generator operator/Khalasi (Helper) per day/shift shall be imposed if
found absent from the duty.

3. The firm will depute one service Engineer both mechanical and
electrical once in a fortnight to counter check the status of DG set.
4. The complaints received should be attended within 4 hours of their
receipts where as major repairs shall have to be rectified within 48
hours failure to do so a penalty of Rs. 1000/- per day subject to
maximum of Rs. 20000/- per month shall be imposed.
5. All the preventive and breakdown maintenance work done should be
recorded in service log book to be maintained by the agency.
6. The firm has to maintain attendance register for staff, log book of plant
and all the working hours should be recorded on daily basis.
7. No advance payment shall be made to contractor, however quarterly
payment shall be released to the contractor after verifying from the log
book.
8. Income tax, work contract tax would be deducted as per rules.
9. The contractor should quote their rates after inspecting nature of work
required to be done at site.
10.All the condition of contract 2010 JNU are applicable on contractor.
11.AMC will initially be awarded for one year and can be extended upto 3
years on same terms and conditions if services of agency found
satisfactory after one year.
12.The contractor shall arrange all the materials required for the work.
