Control Objectives for Safety

(a) To ensure that an comprehensive, approved and documented safety policy


is established and complied with;
(b) To ensure that all the safety factors relevant to the production facility have
been identified and satisfactorily addressed;
(c To ensure that all the necessary safety equipment is provided and
maintained in operational order;
(d) To ensure that all the relevant prevailing legislation and regulations are
being fully complied with;
(e) To ensure that all staff are fully aware of the workplace risk, how to
correctly utilise the safety equipment and protect themselves;
(f) To ensure that machinery and equipment is safely installed, effectively
maintained and fitted with protective guards when necessary;
(g) To provide adequate and operative fire prevention and protection
facilities;
(h) To ensure that building evacuation procedures and drills are established
and regularly tested;
(i) To provide adequate and appropriate first aid and medical facilities;
(j) To ensure that all accidents and incidents are promptly reported and
addressed;
(k To ensure that adequate hygiene and cleaning standards are maintained;
(l) To ensure that hazardous materials are correctly and safely stored; and
(m) To ensure that all the required certifications are obtained from regulatory
bodies.

1.2 How can management be assured that they have identified and
adequately addressed all the Health & Safety risks and hazards within the
production facility?
1.3 How can management be certain of full and ongoing compliance
with all the relevant legislation and regulations?
1.4 What processes ensure that all staff are fully aware of workplace
risks and how to correctly utilise safety equipment and adequately protect
themselves?
1.5 Are appropriate and safe methods used to move materials and goods
around the production area, and are staff suitably instructed in the correct
lifting and carrying techniques in order to avoid injury?
1.6 What measures ensure that appropriate and sufficient safety
equipment has been provided, and that is remains in working order?
1.7 How can management be assured that all machinery is correctly
installed and maintained in safe working order?
1.8 Are all relevant machines fitted with effective and operational
guards, safety cut-outs, etc.?
1.9 Have sufficient and effective fire prevention and protection systems
been provided, and is there evidence that they are regularly tested?
1.10 Have adequate first aid and medical facilities (equipment and
personnel) been provided, and are supplies replenished when used?
1.11 How can management be assured that all incidents and accidents are
promptly reported and appropriately dealt with?
1.12 Are adequate hygiene and cleanliness standards established, and
what measures ensure that the required standards are maintained?
1.13 How can management be assured that adequate and appropriate
insurance cover is provided and maintained?

storage, movement and handling of hazardous materials (and how is
compliance confirmed)?
1.15 Where is it essential for continued operations, what mechanisms
ensure that all the required regulatory inspections are conducted at the
relevant time and that the appropriate certification is obtained?

2.1 Has management undertaken a risk assessment of health and safety


implications throughout the organisation in order to identify the risks and ensure
that they are addressed?
2.2 How can management be sure that they maintain an up-to-date awareness
of all the relevant health and safety regulations?
2.3 Are all staff adequately trained in safety matters, including the use of
relevant equipment and clothing (and how can management be certain that all the
relevant staff actually receive the appropriate training)?
2.4 Are staff progressively tested on their level of understanding of safety
measures in order to identify further training needs?
2.5 How does management ensure that appropriate and adequate lifting and
materials handling equipment is provided?
2.6 Are building evacuation, fire and security drills regularly conducted and
assessed for effectiveness?
2.7 What measures ensure that all access points and traffic areas are kept clear
of obstructions?
2.8 Are adequate fire alarms installed, tested and maintained (and would
faults be promptly detected)?
2.9 What processes ensure that the records of incidents and accidents are fully
and correctly maintained in accordance with any regulatory requirements?

process-specific incidents (i.e. chemical spillage, high voltage shocks, etc.)?

and visitors will be accounted for?

cleaning, etc.) adequately avoided and addressed?
2.14 What measures prevent the accumulation of waste materials, combustible
materials, etc. in working areas?
2.15 What processes ensure that all the required certificates and licences are
obtained to enable the lawful operation of the production facilities?
2.16 What measures ensure that any failures to fully comply with the
regulatory requirements are promptly identified and effectively dealt with?
2.17 What mechanisms prevent unauthorised access to hazardous materials?
2.18 How is accuracy of data input from other systems (i.e. Risk Management)
confirmed?
2.19 How is the accuracy of data output to other systems (i.e. the staff training
records) confirmed?
