I.

Introduction
At present, the Engineering and Architecture Department is offering four 5-year degree programs,
Bachelor of Science in Civil Engineering, Bachelor of Science in Computer Engineering, Bachelor of
Science in Electronics and Communications Engineering and Bachelor of Science of Architecture. It
has the population of 420 students for the four degree programs.

The members of the faculty

consists of six full time faculty for the BSCE program, four full time faculty for the BSCpE, four full
time and four part time faculty for the BSECE and four full time faculty and two part time faculty for
the BSArch.
Over the years, the department has gained its reputation of producing competent engineers. This
is evident by the high passing percentage in the licensure examinations administered by Professional
Regulation Commission. Its graduates qualify to various fields of practice here in the Philippines and
even abroad. The Department continues to strive to further improve its service to be abreast with the
latest trends in technology and in the industry so as to provide sufficient training to the students.
II. Program Rationale
The program will provide a more systematic evaluation the competence of the faculty and staff.
Strengths and weaknesses will be easily recognized. Hence, the competencies which require
improvement will be identified.
Moreover, the competence framework will aid in the identification of minimum competencies for each
of the roles within the organization. This is beneficial in the recruitment process.
III. Program Objectives
The program aims:

to identify the accountabilities of the various roles within the department

to determine the key competencies required for these accountabilities

to provide a systematic scheme of measuring the accountabilities of each role, which also clearly
recognizes strengths and weaknesses of the members of the department.

IV. Program Organizational Scope


This program will be the covering the following roles; the department dean, the program coordinator
and the department adviser.

6.1.1.Vision:
Divine Word College of Calapan is an academic Christian community in the service of the Word
and the people of God, working together in faith towards the total development of the person,
faithful to the teaching and tradition of the church, under the patronage of St. Arnold Janssen and
the inspiration and guidance of the Holy and Triune God.
6.1.2 Mission:
Divine Word College of Calapan, an academic Christian community, subscribes and binds itself to
develop, enhance and strengthen the intellectual, spiritual, moral, and physical capabilities of the
person, through its religious, educational, and administrative services consistent with its thrust of
professionalism and excellence.
VI.2Department Goals
The Engineering and Architecture Department (EAD) aims to develop the student into a highly
qualified engineer or architect who will be able to make notable contribution to the professions and
the society.
BSCE Specific Objectives:

To produce a professional who has mastered the basic concepts of Civil Engineering and who
has acquired skills in search for new developments in the field.

To instill Christian and Filipino values that will make him an asset to our country and the pride
of his profession.

To provide the student with rigorous training in logical thinking, problem solving, and equip
him with mathematical skills, computational tools and laboratory techniques.

To provide the student with extensive scientific and technical knowledge especially in the
design and construction of civil works.

To develop the students initiative in keeping abreast with new technologies.

To make the student aware of the relevance and contribution of the civil engineering
profession in nation building and community development .

BSCpE Specific Objectives:

To analyze and document system requirements subject to realistic constraints.

To design, implement, and maintain software and digital hardware system.

To understand computer-based engineering tools and instrumentation.

To comprehend and apply principles of team process and project management.

To understand professional responsibility and the application of ethical principles.

To possess knowledge of humanities and sciences.

To understand and apply mathematics, physics science, computer science and related
disciplines.

To learn current industry standards and practices.

To verify and validate computer systems.

BSECE Specific Objectives:

To help propel the country towards industrialization in the areas of electronics and
communication.

To cater to the needs of the province towards technological advancement.

To equip the student with the knowledge and skills in performing specialized tasks in
electronics and communications.

BSArch Specific Objectives:

Ensure mastery of comprehensive architectural knowledge, both in theory and practice, and
proficiency of skills by the graduates in accordance with the scope of the practice of
architecture as provided for in the Republic Act 9266 and its implementing rules and
regulations.

Inculcate to the students an abiding faith in God, the value of honor and sense of
responsibility, sanctity of home, dignity of labor and love of country and fellowmen.

Promote academic freedom and congenial atmosphere that is conducive to effective teaching
and learning process and receptiveness to new ideas and knowledge through scientific
research;

Direct and focus the thrust of architecture education to the needs and demands of society
and its integration into the social, economic, cultural and environmental aspects of nation
building.

Infuse a high sense of intellectual capability to seek for the truth, experience new fields and
endeavor to enhance the quality of life;

Develop the ability and the capacity to analyze facts, to think critically and express ideas
effectively;

Instill appreciation of the basic philosophy and the fundamental principles of the multidimensional aspect of architecture, understanding of the direct relationship between man and
his environment, and the role of the architect in the furtherance of this objective;

Engender the importance of preserving, conserving and promoting the nations heritage and
culture, customs and tradition.

6.3.1 Department Dean

The Department Dean is the chief academic and administrative officer of the department. He is a
member of the Academic Council headed by Vice President of Academic Affairs.
6.3.1.1Duties and Functions

Formulates and executes comprehensive plan for his department reflective of its aims and of
the schools vision and mission statements, incorporating the departmental plans submitted by
the faculty.

Supervises the preparation, implementation and regular updating of curricular programs and
syllabi in line with the aims of the department in coordination with the faculty.

Reviews and recommend course offerings recommended by the faculty for every term;
submits the same to the VP for Academic Affairs and to the President for approval

Initiates the formulation of academic policies, presents these to the administration for approval
and in coordination with the faculty, sees to their proper implementation

Ensures that innovative research/ instructional/nontraditional approaches are employed by the


faculty

Serves as the official medium of communication with other department units, the student
council and the general public on matters pertaining to the department

Recommends the acquisition of updated research/ instructional/laboratory resources relevant


to the degree program offered

Sees to the efficient and maximum use and maintenance of buildings/ rooms/ facilities and
equipment assigned to his department in coordination with the VP for Administration and the
VP for Finance

Ensures the proper observance of the provision of the Faculty, Student and Administrative
Manuals

Recommends the employment, promotion, retention, resignation, retirement, leaves and travel
grants of faculty to the President through the VP for Academic Affairs

Recommends work load assignments of program coordinator and faculty

Orients the faculty of their job functions/ responsibilities with reference to the department
structure, aims and policies

Conducts a regular evaluation of program coordinator, faculty and staff

Formulates and implements a faculty/staff development program together with the faculty and
staff based on the results of evaluation

Keeps abreast with the latest trends

in his field of discipline and develops himself

professionally in order to provide a credible leadership to the faculty, staff and students

Supervises the enrollment, registration and academic progress of students in his department
in coordination with the VP for Academic Affairs and faculty

Recommends to the President through the VP for Academic Affairs candidates for graduation
and academic honors of students

Conducts regular department meetings with his subordinates and furnishes copies of the
minutes to the VP of Academic Affairs and the President

Disseminates pertinent information to the faculty/staff/students

Attends regular meetings of the Academic council

Maintains harmonious working relations with the various departments and administrative
offices of DWCC

Takes the initiative to in exploring possible tie-ups with alumni, government

and

nongovernment organizations, both local and foreign

Represent his department in conferences and meetings within and outside the College

Prepares the annual budget of the department in accordance with the guidelines and policies
issued by the Finance Office

Extends support to the Finance office in the implementation of financial policies of the
institution and in ensuring maximum utilization of financial resources

Prepares and submits to the VP of Academic Affairs an annual program of activities and
makes quarterly and year-end reports

Hears the complaints of the faculty and students and determines to what office the complaint
will be lodged after exhausting all efforts to settle the issue amicably

Disciplines erring faculty

Sees to the proper sequencing of students subjects and the appropriate number of students
per section before opening another section

Performs other functions that may be assigned or delegated by the VP for Academics

6.3.1.2 Responsibility Statement


The Department Dean is responsible for the organization and conduct of instruction, research and
community service activities of the Department, consistent with the schools vision and mission.
6.3.1.3 Accountability Statement
The Department Dean is accountable for the development of the department comprehensive plan
and faculty development plan, review and update of the degree programs, review and update of
department academic policy, on time submission of compilation of accomplishment report and
syllabi, high board exam passing rate.
6.3.1.4 List of accountabilities:

6.3.2. Program Coordinator
The Program Coordinator is the special assistant to the Department Dean to handle matters related
to the specific degree program of the department.
6.3.2.1. Duties and Functions

Assist the Department Dean on matters concerning the discipline for which has been
appointed as coordinator

Recommends to the Department Dean course revisions and requirements such as laboratory
materials, apparatus, equipments, etc

Assists the Department Dean in the evaluation of teachers

Assists the Department Dean in enrolling students particularly in the specific area which she
is responsible for and in determining subject load and subject sequence

Collaborates with teachers assigned in similar subjects for which he has been appointed to
and explain matters concerning the content and effective handling of the subject

Performs consultancy service for students in his respective degree program

Conducts research in his discipline in cooperation with the faculty

Acts as OIC in the absence of the Dean

Submits the necessary reports to the Dean

Performs other duties assigned by the Dean

6.3.2.3 Responsibility Statement


The Program Coordinator is responsible for the welfare o the respective degree programs under
his supervision.

6.3.2.2 Accountability Statement


The Program Coordinator is accountable for the periodic review and update of curriculum of the
degree program under his supervision, for the regular evaluation of faculty, for initiating linkages
and tie ups with professional organization of their fields of specialization, for sourcing out
conventions, seminars and planning educational trips suitable for the faculty and students, for
overseeing success of student organizational activities within and outside the institution, for
preparation and conduct of adequate pre board review for graduating students, for monitoring and
guidance of design projects, and for the monitoring of the status of on the job trainings.
6.3.2.3 List of Accountabilities

Periodic review and update of curriculum of the degree program as per CHED mandate

6.3.3

Department Adviser
The Department Adviser is responsible for the welfare of the department student council and the
student body mainly for institutional activities.

6.3.3.1

Duties and Functions


Recommends to the Department Dean students representatives to run for office
Recommends to the Department Dean students representative for various activities within and
outside the institution
Supervises the department student council in the initiated and participated activities
Accompanies the department student council to leadership training camp
Monitors financial management of student funds
Reviews community extension proposal
Reviews the financial statement of the department student council
Coordinates with the other offices of the institution
Makes himself available for student consultation

Trains the department student council officer to be responsible leaders


Represents the department in meetings for institutional activities

The Department Adviser is responsible for correspondence with the various offices of the
institution, ensures the department student councils proper management of student fund, reviews
of community extension proposals

Lessons Learned
There has been a blur on the job descriptions, and duties and functions of personnel in our
institution. We have on paper, a long list duties and functions, of what is expected to us. But
there is no program to measure our compliance to these required activities. The only concrete
measure that we currently employ, is our attendance everyday and on institutional activities and
the evaluation conducted to us by the students and by our program coordinator or department
dean. Yes, we are presented numbers for our tardiness or evaluation grades but there is really
no means for us to realize and recognize our improvement or lack thereof.
A human capital management program can be beneficial to any institution like ours. This
will be a helpful tool in the recruitment process because competence and skills of applicants may
be readily measured. A scorecard of competencies and skills will also be advantageous in the

evaluation process. With competency measurement on evaluation ratings, strengths and


weaknesses are easily identified. Gaps on required competencies could be set as goals to be
achieved. This would also be diverted as a motivation tactic by setting the direction towards an
individuals competency and skills development.
Through this program, accountabilities are also identified, which is still lacking in our
current state.

There are no apparent accountabilities to each role, but there are a lot of

expectations. There lies the difficulty because these leads to assumptions, hence confusion on
the personnel part, of what is really encompassed by the role the he plays in the organization
The process though is not easy, but will merit as a best practice and a competitive
advantage for the institution when accomplished.

The realization is that, measurement is

necessary for improvement and that we cannot improve what we cannot measure.
