Executive Summary
The case study for this assignment is a designing and consulting project of land
development which was conducted from July to October of 2008 in Dong Nai
province, Vietnam. The objective of the project is to build a new urban area
which is equipped with all sufficient and modern facilities in order to serve the
highly standard demands of residents as well as be adjusted with the
globalization trend. The project is divided into 3 development phases and each
phase equaled a particular construction period. The entire project implementation
is expected to complete till 2020 and will be putted in use properly. The design
brief of the project consisted of several stages from concept, feasibility, planning
to designing phase. Amendment is the latest stage of project schedule after
receiving feedback from authority. The project then will be adjusted to suit the
national standard. The project’s client is the join venture between Kepple Land
consortium and local investors of Donacoop and An Phu Long Company. These
investors are extremely famous in the field of property investment and
development, especially international consortium Kepple Land which has
currently invested in various countries regarding to the field of property
development. The information regarding to this project can be seen on the

1. The project delivery organization structure and the delivery of the


project prepared by Tri Van Pham (351594).
a. Project delivery organization structure.
There are a variety of human resources involved in the project process to deliver
to the above project. It includes the project director, service line managers and
service line teams. . Each individual personnel have their own responsibility and
authority; however the ultimate objective is to deliver the project on time within
agreed budget and the preliminary performance. In order to deliver the success
of project, the organization structure or project’s human resource chart need to
be established and is shown in the figure 1.
b. The design and delivery of the project
The ultimate deliverables of project is to provide the plan of design initiative. The
design contents comprise a number of works which vary from land planning, road
design, the urban water system, power and telecommunication networks, urban
architecture and landscape. These kinds of works are done by the main-
contractor and the sub-contractor. The scope of work can be divided into
following typical sections:

• To respect the inherent dignity of the individual, to act on the basis


of a well informed conscience and to act in the interest of the

• Concept and feasible studies: this is the initial phase of overall


works to draft the vision as well as design option for the project.
There might have more than 2 options before deciding the ultimate
design.
• Urban and land planning: this is the followed stage its purpose is to
determine prior design to be made a fundamental for other next
steps.

• Road design and rainfall system design: road system is a backbone


of the city which will permit all infrastructure system be installed
afterward. Parallel, rainfall system design is combined together with
road work design to make sure surface water is collected and
discharged to the appropriate source.
• Sewer and water supply system: this phase is designed after the
road stage. All water systems are installed under the road network
to provide pure water and collect the waste water.
• Electricity and telecommunication network: together with water
system, this also the important part of design brief to operate the
urban area.
• Architecture and landscape: this phase is extremely essential to the
model and style of city. Different architecture option will form a
typical urban style and attribute.
2. Human resources need to deliver the above project prepared by Tri Van
Pham (351594).
During the lifespan of the project, there are a variety of human resources have
been used to deliver the project according to the initial objectives. These
numbers of labor force are mainly come from the principal, the contractor and
sub- contractor.
a. Principal’s personnel.
The human resources from principal consist of board of directors, stakeholders,
project managers and technical team. All most projects, the project manager will
be in charge of the project execution in accordance with the predetermined
objectives. The project manager is assigned by project management board and
having the authority and responsibility in term of collaboration with prime
contractor to assure the successful delivery of project. The deliverables of project
is tested and appraised by project team under the control of a project manager
before implement in the practical

There are a broad number of human resources within the contractor been used
during the lifespan of the project. These include the project director, service line
managers such as design manager, contract manager, financial manager, and
staff & administration assistants. Each human type has their own responsibility
and authority; however the ultimate purpose is to deliver the project on time
within agreed budget and performance. The particular of each individual is
detailed as below:
• Project director: this is the most important person of the project who will be
mainly responsible for the project’s objective’s delivery. He will be in
charge of not only coordinating and liaising with the project’s client, share
holders, but also coordinate and direct the project’s human resource from
contractor and sub-contractor.

Design manager: is the person who will be responsible for the deliverable by
collaborating and directing design team to execute the design tasks. At the same
time, he also incorporates with people from sub- contractor to assure the design
performance.

• Contract manager: a person will be in charge of procurement and bidding


process. He will work closely with project director, design manager,
external suppliers to determine the suitable bidding price. Furthermore,
the possible risks associates with the project execution is considered and
treated.
• Financial manager: will be a person who control and circulate the project’s
budget. He will contact direct with project director, project’s client and sub-
contractor to keep project’s budget cycle on track.
• Design team: will be controlled and directed by design manager to assure
the project be finished on time within the agreed performance.
• Administrators and assistants: will be in charge of administration
procedure for the project and documentation, translation and other works.
c. Sub- contractor’s personnel.
Likely the contractor’s human resources, the sub-contractor also consist of the
number of personnel to deliver the project. These human resources comprise the

project manager, design manager, design staff and site engineers. The
responsibility and authority of each individual is presented as below.
• Project manager: this is key person from the sub-contractor to execute the
agreed tasks. He will be assigned and directed by the contractor’s project
manager. At the same time, this person is in charge of coordination the
design team, to produce the deliverable.
• Team manager: likely the design manager of the contractor, the difference
is this person will collaborate and direct his design team to execute the
design tasks. At the same time, he also incorporates with closely with
design manager of sub- contractor to assure the design performance and
schedule.
• Site engineers: the mission of site engineers are to look over the
construction conditions as well as construction methodologies in order to
assure the project execution. He will report directly the conditions to
project manager and suggest the effective construction methods.
• Quality surveyor: are in charge of project quality testing in accordance with
the predetermined goals, statutory regulations.
• Assistants: these personnel will support the works regarding to
documentation, translation and printing.

3. Guiding values and principles apply to the engagement of human

a. Guiding values and principles.

When common values are shared by a group there is a combined sense of


purpose and cohesiveness. It is the same with organizations. Values and
Principles help to identify the culture that an organization establishes for how its
employees will operate. In order to be practical they must be associated with the
behaviors and actions so that employees are clear about what actions are
necessary for them to successfully fit into the culture of the organization.

and influence the results they achieve. In everything they do, the principles are
applied with balance.

engagement of human resources are given below:

search for new and better ways to provide the best solutions for customers and
all stakeholders

Apart from guiding values there are some principles which will be applied for the
engagement of human resources.

The company is committed in creating and sustaining a workforce of highly


qualified staff. It embraces workforce diversity and is committed to providing a
positive, discrimination-free environment in which to work for all employees and
one that encourages its employees to balance work and personal commitments.

The company’s compensation program will be administered fairly and equitably.


It will strengthen the tie between pay, performance and organizational success,
and its employees’ total compensation (salary and benefits) will be competitive

4. The responsibility statement of three typical personnel in the project


execution prepared by Nilufar Shamin Khundakar (351594).
a. Responsibility statement for project manager.

The Project Manager is responsible for ensuring the project team completes the
project successfully from the initialization to the finalization. The Project Manager
develops a Project Plan with the team and manages the team’s performance of
project tasks. It is also the responsibility of the Project Manager to secure
acceptance of deliverables from the Project Sponsor and Stakeholders. The
Project Manager is responsible for Communication, including status reporting,
risk management, escalation of issues that cannot be resolved in the team and
make sure the project is delivered in the budget, on schedule and within the
scope. The project manager has following key roles and responsibilities:

 Role
Manage the development, implementation and finalization phases of the project
to meet the scope. Take accountability for establishment of project baseline,
management of variations to it and performance against it.

 Responsibilities
The following list is typical of the duties that the post holder will be required to
perform. It is not necessarily exhaustive and other duties of a similar type or level
may be required from time to time. The post holder will be required to use his/her
initiative and work unsupervised for considerable periods of time. Key
performance indicators will be set out in the Annual Performance Statement
including as a minimum following areas of Health & Safety, Staffing, Budgetary
Control, Programming and Delivery.
1. Project Integration Management- Undertaking bottom up review of the
design, planning, estimates and programme of nominated projects,
ensuring that senior management is been informed. Determine the
preferred contract strategy, prepare or procure designs and
specifications necessary to fulfill the project works
2. Project scope management- Have to make sure that the project is
meeting the scope of work.
3. Project time management- Have to make sure that the project is
running through schedule and works are progressing according to bar
chart.

4. Project cost management- Develop and maintain appropriate


monitoring and recording procedures up to the point of final handover
necessary to meet company Standing Orders and any other financial,
legal or statutory requirements including Best Value
5. Project quality management- Manage and monitor installation,
construction, testing and commissioning of designated projects.
Ensure designated projects are successfully handed over to end users
and sponsor managers.
6. Project human resources management- Have to allocate jobs, duties
and responsibilities to the work force in site and have to manage the
human resources in efficient, effective and economical way
7. Project communications management- Liaising with asset managers,
sponsor managers and external parties to provide technical and other
advice in the development of the project. Providing advisory and
technical support to Renewals and other sections as appropriate and
representing the company in respect of all internal and external project
activities as directed.
8. Project risk management- Ensuring that project risks are adequately
identified, risk plan is been implemented and ultimately controlled.
9. Project procurement management- Ensure that the raw materials are
delivered in time and manage inventory in efficient and economical
manner. Have to contact with the sub contractors when required.

b. Responsibility Statement for a Principal Engineer.


A principal engineer is responsible for the overall control of project performance
within time and budget requirements. The principal engineer in engaged in
his/her profession to the best of their ability with the responsibilities he is
performing to the best of his ability. The principal engineer analyze various
factors concerning a construction job like analyzing the site, process for
completing the construction job every step of the way. A principal engineer plans
a project which will take place in conjunction with the results that was found in
the analysis of proposed project. Throughout the process, the principal engineer
has to inspect very carefully in every steps to ensure that all the rules,
regulations and guidelines have been followed.

 Role
Ensure and inspect the progress of work according to schedule. Accountable to
the Design Manager for the responsibilities. Need to have the ability to find a
solution quickly and creatively through knowledge of concepts and procedures.

 Responsibilities
1. Coordination- Ensure the coordination between site drawings and
documents. Visit the site regularly and coordinate the plan and the design

with the real situation on the site and make sure the required changes are
made all the way through.

2. Communication- Site inspection and liaising with the consultants,


designers and Engineering team. The principal engineer is the key contact
person at the site for all queries and he/she has to back up their statement
with reports, graphs, charts and surveys.

3. Preparing Site instructions- Take the responsibility for the safety and
security of the workforce and give proper instruction of work procedures
and making work plan and roaster for the workers. Ensure OH & S for site.

4. Quality assurance- Responsible for completion and supervision of defects


and assure quality. He/she mush posses’ adequate knowledge of laws
and regulations that are applicable in construction projects.

c. Responsibility Statement for a Foreman: Foreman is the main


person who really implements the decisions of higher management
and performs the work.

 Role:
A Foreman ensures all the safety programs, policies and procedures are
implemented, studies specifications to plan procedures for construction on basis
of time scaling, staffing, work progress and schedule. Foreman is responsible to
the Site Engineer.

 Responsibilities:
1. Should be able to carry the work on time, within the budget and required
quality.

2. Direct the workforce by executing construction procedure, interpreting the


specifications and coordinate.

3. Estimate resources and calculate quantities for works and ensure enough
workmanship.

4. Inspect the site and supervise the staffs. Plan and set up job sites, monitor
and keep records.

5. Prepare reports on progress, materials used, costs, work & schedule


adjustments by time sheets, plant sheets, works and service dockets etc.

6. To promote and enforce OH & S regulations

7. To ensure frequent coordination of communications with the staffs and the


Site Engineer. Have to participate in recruiting workers, interviewing and
hiring.

8. Work along with the construction crews performing construction tasks.

Engineers are concerned with the utilisation of resources. Organisations exist to


facilitate the interaction of the human resources to ensure the flow and utilisation
of all resources to meet the needs and objectives of the organisation.An
understanding of the structure and culture of the organisation is an essential pre-
requisite to engineers maximising both their contribution to the organisation as
professionals and the fulfilment that brings. There are four roles in management:

• Each is necessary
• Together they are sufficient
• A lack in one creates mismanagement
• The four are in conflict
• They defy simultaneous performance

The Producer (P):Management to achieve results and produce goods or


services;It needs knowledge of the field and drive, to ensure the desired results.

The Administrator (A):Ensures that the system works as designed through


scheduling, coordinating, monitoring and verification.The Entrepreneur (E):Sets
goals,Judges changing situations,Generates action plans,A creator,A self-
starter,A risk-taker. The Integrator (I):Translates into those of the group or team
the individual:Risks,Goals,Initiatives,Efforts.These describe management and
mismanagement styles.They can also demonstrate typical behaviour along the
life cycle of an organization.

5. The contents of an employment contract for the trades


personnel prepared by Tri Pham (351594).
The employment contract or known as the form of employment concord which is
the formal agreement between the employer and employee in term of
employment, enforceable by law. This contract becomes validity since the
signature date of relevant parties, hereafter employer and employee.
The standard of employment contract consists of five main parts:

 Signature

a. Recitals: the official agreement between the employer and


employee in term of employment, enforceable by law. This part
includes the detail information of both employee and employer.

b. Employment terms: Employment terms include the general


conditions between employer and employee, comprising:

o Agreement to employ and be employed: the official agreement of


employment between employer and employee since the signature date.
o Descriptions of employee’s duties: outlines the employee’s duties and
responsibilities which is drawn by the employer during the employment duration
o Employee’s manner in term of work performance: employee shall perform
their competence, ability and talent at workplace to achieve the overall
business success.
o Duration of employment: the official, which can include the time of
probation, employee is hired by the employee to commit the work.
o At will employment: either parties may early terminate the definite
employment contract at any time with any causes or for no causes
o Compensation: employer shall pay a certain amount of money to support
employee due to the early termination of employment contract and employee’s
acceptance to employer’s decision.
o Withholding tax: employee and employer agree in term of tax payment
according to the statutory regulations.
o Benefits: benefit’s packages from employer standard during the
employment duration
o Working hour: the standard of working week is 40 hours, from Monday to
Friday. However, in term of the highest work performance, employee may
require for extra time at the workplace and additional payment will be made.
o Expense: employee shall receive the expenses which service for the
business’s goal.
o Vacations: employee has the right to get the vacation during each
calendar year dependent upon the employer’s standard.
o Holidays: employee has the right to get the statutory holidays regulating
by government
o Annual leaves and sick leave: these non business days is regulated
dependent upon the employee’s policy but also compromise the government
standard.
o Nondisclosure of information to third party: employee should not inform
employ’s business information to other party without the permission of
employer.
o Discontinuance of business as termination of employment

c. Miscellaneous: this part consists of other relevant conditions regarding


to the employment contract, particularly including:

d. Acknowledgement: both parties have read carefully above terms and


conditions of employment contract and officially commit the agreement

agreement of the employment contract.
