Asarapidlygrowingeconomy,Indiafaceschallengestoenergyefficiencyinallsectors.
IndustryisthelargestconsumerofenergyinIndia,behindthepowersector.Aluminum,cement,fertilizer,iron
andsteel,paper,andglassleadthewayintermsofenergyuseandaccountforabout40percentofthe
nationstotalindustrialfuelconsumption.
Thestudy,OptionsforEnergyEfficiencyinIndiaandBarrierstoTheirAdoption:AScopingStudy,
writtenbySomaBhattacharyaandMaureenL.Cropper,statedthatastudyofengineeringliteratureanda
comparisonofIndiatoothercountriesrevealsthatIndiasindustrialsectorislessefficientthaninother
industrializednations.
OneofthekeycomponentstoincreasedenergyefficiencyinIndiawillbegovernmentinvolvementthrough
regulation.
Duringthelast25years,theIndiangovernmenthasinitiatedsixmajorindustrialenergyefficiencypolicies:
1.Requiringthedisclosureofcompanyenergyefficiencyinformation
2.Accelerateddepreciationforenergyefficiencyandpollutioncontrolequipment
3.EstablishmentoftheEnergyManagementCenter
4.Removalofpriceandoutputcontrolstopromoteindustrialcompetitiveness
5.Energypricereformsdesignedtoguideenergyefficiencyinitiatives
6.PassageoftheEnergyConservationActandtheElectricityAct
TheEnergyConservationActcreatedtheBureauofenergyEfficiency(BEE),astatutorybodyunderthe
MinistryofPower.TheBEEpromotes,manages,finances,andmonitorsenergyefficienteffortsthroughoutthe
economy,includingtheindustrialsector,throughenergyaudits.Ithasthestatutoryauthoritytomandateenergy
efficiencystandards.
TheBEEhascreatedvarioustaskforceswithinseveralindustrialsectorscement,paper,aluminum,steel,
fertilizer,andpetrochemicals.TheBEEhasnowrecentlysetoutactionplansfortheindustrialsector,designed
toimproveenergyefficiency.Theyhavedirectedindustrialenergyconsumersto:
Designateacertifiedenergymanagertotakechargeofenergyefficiencyactivities
Obtainenergyauditsbycertifiedauditorsatdesignatedintervals
Providethedesignatedagencyenergyconsumptioninformationandactiontakenbasedonthe
recommendationsoftheauditor
Complywithenergyconsumptionnormsandstandards,orprovideplanstoachievecompliancewithina
designatedtimeframe
InasignthattheBEEisseriousaboutenergyefficiencyinindustryittookthefurtherstepofpreparingenergy
efficiencytargetsfor580industrialunitsoperatingundereightsectors.Thosefailingtomeetthetargetswill

facepenalties.
India'stotalenergyuseisabout450milliontonsoilequivalent,BEEDirectorGeneralAjayMathursaid.
These580unitsuseabout200milliontonsofenergy.Theoverallsavingswehavetoachieveisabout10
milliontonsandsoeverysectorhastoreducefivepercentofconsumption,
IndustrialunitsweremadeawareoftheirtargetsinAprilandaregiventhreeyearstoachievethem.
Ifanyunitfindsthetargetexpensive,BEEwillallowittobuyanenergysavingcertificatefromthosewho
exceededtheirtarget.InEurope,forexample,somecountriesareexperimentingwithsimilarschemesnamed
WhiteCertificateSchemesdesignedtotradeenergysavingcertificates.
Mathurstatedthatthepenaltyfornoncompliancewillbeequivalenttothepriceofthetargetshortfall.State
designatedagencieswillensurecomplianceoftheindustrialunits.
Inotherstep,theBEEhasrecentlyestablishedaconsortiumofcompaniesthatwilllookspecificallyat
establishingguidelinesforelectrical,cooling,operations,maintenance,informationtechnology,and
infrastructuremanagementinanefforttoshowthatreducingpowerconsumptionwillleadtocostsavings.
Despitethis,challenges,particularlyrelatedtogrowth,remain.Indiascontainerglassindustry,estimatedtobe
worthU.S.$1billion,isgrowingatannualrateof12percent,andhasacurrentproductionstrengthof7,000
tonsperday.Similarly,Indiaisgrowingasthelargestpapermarketintheworld,anditspaperproduction
industryisexpectedtokeeppacebygrowingatseventoeightpercentperyear.
Maintainingrapidgrowthsuchasthis,acrossmultipleindustries,remainsasignificantchallengetoIndias
effortstoconserveenergy.
NotallindustrieswaitedforthestandardstocomedownfromtheBEE.Forexample,TERI,anonprofit
organizationbasedinNewDelibutoperatingglobally,offeredspecificfindingstoreduceenergyconsumptionin
thebrickmanufacturingindustry.Theseincluded:
Switchingfrommanualmoldingtomechanization
AdoptionofbetterfiringtechnologiessuchasatunnelkilnorHoffmanKiln
Bettercontrolonrawmaterialandproductcharacteristics
ChangesinproductprofileHollowblocksandperforatedbricks
Useofalternatematerialforbrickmaking
TheserecommendationsweredoneinMarch,2011theyaimatreducingtheenergyintensityofbrickmaking
buttheirimpactonIndiasbrickindustryisnotyetknown.
However,theeffortsofthegovernment,includinggivingtheBEEstatutoryauthority,willworktoimprovethe
levelofenergyefficiencyinIndiasindustrialsectoroverthenextthreeyears.
