Celebrating 50 years

The countdown is on for Ballan District
Health and Cares golden anniversary.
On July 22, it will be 50 years since the
establishment opened its doors, meaning a
celebration is in order.
The annual Love is in the Air fundraising
dinner will be held on the evening of the
anniversary, with a four-course dinner
prepared by The Ploughs talented chef,
Mark Mills.
The popular fundraising dinner has been
organised by the hospital fundraising
committee since 2012 and has raised more
than $95,000 in its three-year history.

The event began as a fundraiser for the


Palliative Care Unit and saw $14,000 raised
in order to fund furniture for the room. This
year, funds will be used to refurbish and reequip the hospitals kitchen.
BDH&C Public Relations and Fundraising
Manager, Tor Roxburgh said whilst the
kitchen did a wonderful job in its current
state, the limitations were acute.
Our chefs prepare more than 2,000 meals
each week for residents, patients, the children
at the Ballan Childcare Centre and for our
Meals on Wheels service. We also cater for
the Ballan Senior Citizens Centre, she said.
[The current kitchen] is small and is lacking
in the sort of contemporary equipment that

supports chefs to cater for large numbers


and still offer choice. Our chefs cook in oldfashion pots instead of using bratt pans; our
walk-in freezer is cramped and doesnt have
sufficient shelving; our bain-marie needs
replacing and the layout of the kitchen needs
to be improved.
The benefit to the community of a
refurbished and re-equipped kitchen will be
a more varied menu and a facility that can
meet the needs of our growing population.
Love is in the Air will be held at the Ballan
Mechanics Institute at 6:30pm on Friday 22
July.

day with an afternoon tea held at the same

number of speeches will be held in order to

BDH&C chief executive officer, Wayne
Weaire said everyone was welcome.

A man charged with being
an accessory in an alleged
Springbank murder has
been spared further jail time.

He said despite the testimony not being in the mans initial police statement, it was
believed he did not want the
medals to be lost forever.

The man, who cannot be


named for legal reasons, has
been in custody since he was
arrested following the murder of WWII veteran Ken
Handford in October last
year.

The lawyer said the man,


who had struggled with
an ongoing drug addiction
since the age of 13, had attempted to take the medals
to police the following day,
however could not locate
them again.

Supreme Court Justice Forrest ruled on Friday (July 8)


that the time the man had
served on remand (254 days)
was a sufficient penalty for
the charge he pleaded guilty
to.

Justice Forrest said he understood the difficult situation the man had been put
in, stating that it would have
been difficult for (him) to
strongly resist the request of
the (murder accused).

I have accepted your early


plea of guilty, and your willingness to cooperate with
police and give evidence in
a future trial, Justice Forrest
said.

I understand your willingness to cooperate is no easy


task and is not without risk.
This exhibits a significant
amount of remorse.
Justice Forrest said the discounted sentence was to not
only reward the man, but to
also act as an incentive for
other offenders facing similar charges.
He said the 39-year-old had
persistently broken the law
since 1996, and the 254 days
spent on remand should
represent an opportunity
to break free from a cycle

of drug use and criminal


offending.

The court heard the man


had assisted the two men
charged with Mr Handfords
murder by hiding the four
war meals and a Return

were stolen from the victims
home.
The prosecutor revealed the
man was familiar with one
of the men charged over the

Theres a range of information available to help local


farmers manage the menace
that is serrated tussock.
Our website is full of useful information including
videos on identification,
landowner case studies, The
Tussock Times newsletter and the latest research
into treatments, said Ivan
Carter, from the Victorian
Serrated Tussock Working
Party (VSTWP).
The weed, Nassella trichotoma, costs the Victorian
economy millions of dollars

each year.
But the VSTWP, formed in
1995, continues to provide
education and information
services to landowners to
help fight serrated tussock.
For those not familiar with
serrated tussock, it is a tussock forming grass native to
South America that was first
recorded in Victoria in 1954.
The invasive weed not only
decreases agricultural productivity, but also decreases biodiversity in native
grasslands.
With serrated tussock having infested an estimated
130,000 hectares of land in

Victoria, the dry weather


over summer and autumn
this year proved the perfect
environment for it to thrive.
The drier and hotter conditions last summer have
been ideal for the spread of
serrated tussock. This is due
to the lack of competition
and over-grazing of agricultural assets that leads to bare
ground during the seeding
period for serrated tussock,
allowing it to dominate the
landscape during drought.

Its time to talk about trees.


The Ballan Arboretum
Group will be host to three
Winter and Sprinter talks
over the next three months,
with the first to kick off on
July 16.
The presentations will welcome both local and national
guest speakers, and will
cover a wide range of treerelated topics.
The first event will see
National Trust of Australia
(Victoria) Acting Conservation Manager, Anna Foley
address significant trees and
their place in our shared
heritage.
Ms Foley is an environmental planner with experience
in both the private and public sectors. With a passion
for significant trees and
landscapes, she has a wide
network of contacts across
the heritage, horticulture,
arboriculture,
conservation, ecology and planning
industries.
Arboretum
committee
member, Stephanie Day said
the idea of the talks was to
discuss trees and their horticultural, social, historic and
aesthetic value to society.
Tree decline creates human health decline, she
said.
As we depend on each other, we depend on the land

and our environment for


our wellbeing. The talks will
also help to build the culture
around trees and to continue
the conversation.

and insights of how trees
within Australia can significantly benefit communities.
A culture that values its
trees is extremely sophisticated and trees are an intrinsic part of our spiritual
wellbeing.
The second presentation
will be held by owner of
Truffle Treasures Farm, Sue

mystery of the earths black
gold on August 20. This will

be followed by the director


of Royal Botanic Gardens
Victoria, Tim Entwisle, who
will discuss his involvement in the development of
botanical gardens in Kew,
Sydney and Melbourne, on
September 17.

Theyre known as agricultural burglaries, and an upcoming Expo will help farmers learn about keeping their
equipment safe.
In the 12 months leading up
to March 2016, there were
331 burglaries recorded on
farmland or agricultural
properties across Victoria

up from 272 the year before.


The burglaries are occurring in Moorabool as well,
with Snr Constable Ken
Birch saying that incidents
are
happening
around
Ballan.
Its something thats happening all the time - farmers have to keep an eye on
things, he said.
Delivered across two days,
the Expo to be held in Bendigo will highlight issues
affecting the farming community, including theft and
burglary.
Inspector Paul Gardiner
said the most common items
stolen are livestock, fire-

arms, ammunition and other


farming equipment.
We know that farming
properties and residences
are viewed by criminals as
easy targets because they
can be very isolated, Insp
Gardiner said.
We often see farming
equipment taken which ends
up being extremely costly to
replace. This can have a huge
impact on productivity, income and livelihoods.
He said that talking about
the issue is the best place to
start.
We know there are strong
networks amongst these
rural communities, and by

sharing information and


experiences we can start
the conversation about farm
security.
The expo provides a platform for farmers and the police to work together to minimise the risks involved in
managing rural properties.
The Farm Security Expo
will be held at Bendigo Stadium this Thursday 14th
and Friday 15th July.
It will be delivered by Victoria Police, Crime Stoppers
and the Victorian Farmers
Federation; the expo will include presentations and displays highlighting proactive
measures and technology to
improve farm safety.

Local Government Act, released in a directions paper,
include extending Mayoral
terms from one year to two,
strengthening their powers
and introducing an option
of direct election; while also
giving stronger powers to
the Minister for Local Government to deal with individual councillors.
The notion of citizen juries is also proposed to be
introduced, with councils
required to put communities at the centre of shaping
council plans by requiring
councils to undertake deliberative community engagement (e.g. Citizen juries.)
Proposed changes also include removing the requirement for non-resident property owners to be voters,
and introducing electronic
voting by 2020.

under review, with pro-

posed changes to improve


transparency of CEO pay,
recruitment, conditions and
performance.
Rates also form a part of
the review, with proposed
changes to create a single
consistent land valuation
system for levying rates.
Moorabool CEO Rob Croxford said that officers and
councillors will be attending
information sessions held by
the State Government, MAV,
VLGA and professional bodies to better understand the
detail of proposed changes.
Given the Act is more than
20 years old, there will be
many opportunities for improvement, Mr Croxford
said.
A report will be presented
to Moorabool councillors in
August to form a position on
the proposed changes and a
submission will then be forwarded to the Government.

A stitch in time
The Poppy Pattern to help the RSL Ladies Auxiliary achieve their goal of 3000 poppies (MN 28 June 2016)
is below, for beginners and experienced knitters alike to contribute.
The 3000 ANZAC poppies are required for commemorations for the 100th year anniversary of the end of
WWI, to be held in Bacchus Marsh in 2018.
Lynns Easy Ribbed Knit Pattern
This pattern gives a full ribbed knitted poppy and is an easy pattern for beginners.
The ply of your yarn does not matter providing you adjust your needle size to suit.
Use a smaller needle size than you may otherwise use. For instance if you are using 8 ply yarn and usually
knit with 4mm needles, try a 3.75. The size of the poppy will change depending on your yarn and needles.
Col A - 1 ball red yarn (one ball will make a number of poppies)
Col B - Small amount of green for centre or a button.
Col C - Scrap of black yarn.
BODY OF POPPY
Using Col A Cast on 60 st.
Row 1 10 K2 P2.
Row 11 K2 tog across the row.
Row 12 Sl 1 K2 tog psso across the row.
Break off yarn with long tail and thread back through remaining stitches and pull tight.
Join edges with mattress stitch.
CENTRE OF POPPY
Using Col B Cast on 8 stitches and knit a square (approx 8-10 rows) of stocking stitch.
Cut yarn leaving a tail and thread through live stitches as previously.
The purl side is the right side.
Run a line of running stitch around the outside of the knitted square and ease enough to
pull the edges of the square into a round and tuck under.
FINISHING
Stitch the centre tucked side down to body of poppy and overstitch with black yarn, or
alternatively use a black or green button as the centre.

Two
talented
Bacchus
Marsh girls have headed to
Los Angeles for the trip of a
lifetime.
Kaity Mitchell, 20, and Shanai McKenzie, 18, will spend
two weeks in the United
States showing off their
talent.
Representing their sport
of calisthenics, as part of
an elite performance team
for Calisthenics Victoria,
the duo will be performing at Disneyland following
months of hard training.
There were 140 people that
auditioned and only 40 were
chosen; I felt so honoured
and privileged to be chosen
amongst some of the best
calisthenics talent in Victoria, Kaity said.
I know Shanai would be
feeling the same. To be travelling to LA and performing
at Disneyland is a dream
come true. We are all excited
to have this opportunity, as
calisthenics is an Austral-

ian sport and to show it off


in America is a whole new
level.
They have also been tirelessly filming to get the attention of Ellen DeGeneres
- with some success, making it onto the daytime TV
queens ellentube site - they
are now aiming to get on
and be a part of her worldfamous show.
We heard from Ellens producers who apologised to us
and said how they loved our
work but they do not film
over summer but will be in
touch with us hopefully in
September when they resume filming!
As Kaitys mum Joanne
explained, the team also appeared closer to home, on
the Channel Nine news.
I am proud that these girls
will also put their town of
Bacchus Marsh on the world
map! Joanne said.
Both girls started in the
sport through the local Pentland Calisthenics College
Club.

aid users sitting within the

the speakers voice or other
auditory stimulus with a
minimum of distortion and
no background noise simply
by turning on the T switch
on their hearing aids.

The cost of Victorias fishing licences is set to increase,


with fees rising from July 1.
Fisheries Victoria Executive
Director, Travis Dowling
said recreational fishing license fees had not increased
since 2008, and the change
would complement the State
Governments Target One
Million Plan, which aims
to get more people fishing,
more often.
The extra revenue generated by these licensing changes will boost investment
meaning more fish stocking,
more improvements to angler access and facilities and
more community fishing
events where newcomers
can come and try this popular pastime, he said.
From July 1, the two-day
license will be replaced by
a three-day license for $10
and the 28-day license will
cost $28. A one-year fishing
licence will cost $35 and a
three-year licence will cost
$95.
However, Ballan Anglers
Club secretary Bill Koolen
said it was a shame to see the
price of licenses increase, as
it could deter new members.

purchase them online.

The one and three year licenses would be discounted


to $33 and $90 respectively,
he said.
Anglers will continue to
receive a plastic license in
the mail, as they have since
November 2015 when plastic
licenses were introduced.
There will be no changes to
exemptions and children
under 18 will continue to
fish for free.

of fees.

The new fee structure, introduced by the state government, is aimed at helping
victims of family violence,

Council rules on courts

A court crisis in Moorabool
is leaving local teams unable
to host competitions, undergoing awkward training sessions, and with safety risks
on dark courts.
There are ongoing basketball court problems in
Bacchus Marsh, where the
local league has more than
900 players but not enough
courts to accommodate
them.
And now, the problem has
extended to towns such as
Wallace and Gordon where
the need for courts and lighting is growing desperate.

GORDON NO NETBALL COURT

The Gordon Recreation


Reserve Committee of Management put a budget submission to council asking
for a new netball court with
lighting.
The case outlined that Gordon has seven netball teams
competing in the Central
Highlands League and a
nursery of future competitors training weekly in the
Net Set Go program.
With coaches, assistants

and players it constitutes a


weekly training population
of approximately 80 Gordon and district community
members, sharing a single
court.
Due to cramped conditions, training requires
significant and complex
rostering which, despite
best efforts, results in teams
having to train on different
evenings - not ideal for club
team building opportunities;
or late into evenings - not

forced to warm-up in public

and debris leading to player and general public safety
issues.
The situation is so bad that
the Gordon Football Netball
Club is currently unable to
host games in the Central

Highlands interleague and


annual Junior Lightning
Premiership.
Thats despite our junior
players having competed in
this competition for the past
five years.
The inability to host games
denies the club the opportunity to not only promote the
sport and participation but
to raise all-important revenue from gate and catering
sales.
The response from council
was not encouraging.
The Councils Recreation
and Leisure Strategy 2015
2021 assessed the supply of
netball courts for competition across the Shire as currently adequate, read the
council response.
Secondary netball courts
for competition purposes in
small towns such as Gordon
are not considered an immediate need, more a medium
term need.
The response recommended that the committee build
the cheaper option of a large
concrete slab for warm-up
and training, and could
overlay a netball court at the
Gordon Public Park tennis

WALLACE NO LIGHTING

Despite safety concerns, a


request for lighting at the
Wallace tennis courts was
rejected by Moorabool Shire
Council.
The Wallace Recreation
Reserve
Committee
of
Management put forward a
budget submission to install
lighting at the local courts.
The submission, accompanied by letters from the
Springbank Football Netball
Club, Wallace Tennis Club
and a local fitness group
operator, pointed out that
lights would make the area
safe for the ever-growing
numbers of users.
We have serious safety concerns and have developed a
plan with our community to
alleviate risk. To alleviate the
risk problem, we are proposing to illuminate the court to
training standard lighting
to make things safer for all
concerned, the submission
read.

The request was for $15,000,


with the remaining project
cost to be made up by a
sponsorship deal.
We must show a duty
of care to our user groups
and community, and with
close to 200 people (children
and adults) all training on
the same night, enhanced
lighting will show the community that we are serious
about their safety and want
to provide a safe environment for all.
If Council can help, we
are ready to commence and
would have this great addition to our facility working in a timeframe of six
weeks after permits were
acquired.
But council decided not to
help.
Whilst the project is
consistent with both the
Recreation and Leisure
Strategy 2015-2021 and the
Reserve Master Plan and in
principle support would be
provided by Officers, there
remain other Recreation
and Leisure higher priorities listed in Councils Capital Improvement Program
and Recreation and Leisure

Strategy 2015-2021 requiring implementation, read


the response provided by
council.

Meanwhile, the Gordon


Public Park Committee of
Managements budget submission requesting funding
for a half-basketball court
was put off until next year.

The plan included a rotunda and picnic area, to make


the site more family-friendly,
with the project to cater for
additional user groups including schools, childcare,
and community groups.
These additional facilities
will encourage attendees to
participate and be more active in their lifestyle, the
submission read.
The cost of the project is
$37,500.

It is proposed that Council

to the next round of Councils Community Development Fund as part of the
2017/18 budget process, the

sediment fences can be used to
protect against blooms of bluegreen algae and other issues
which occur after a long, dry
summer followed by heavy rain.

If your dam or waterway is
at risk of debris from runoff, a
quick and simple way to help
keep water clean is to build
strategically placed sediment
fences at the inflow points, Ms
Field said.
There have already been
reports of dam sediment this
season, but its not too late to do
something about it.
Sediment fences made out of

fabric, shade cloth or straw can


be put in place before the next
rain event.
Ms Field said the aim of a
sediment fence is to slow runoff
so that any material drops out
before it reaches the water.
She explained that large
amounts of soil and manure
with high nutrient content can
cause algal growth such as bluegreen algae, which can be toxic
to stock.
Its worth looking closely
at each dam and making an
assessment of whats likely to
wash into it when the first heavy

rain comes.
Decide where your sediment
fences will go and how many
you will need by assessing the
catchment size, steepness of
the slope and contours of the
surrounding area. Leave the
fences in place until ground
cover is established again, when
they should be removed so as
not to become a hazard in long
grass.

Project nears completion

Name plates commemorating 129 local WWI service men and


women will be added to trees along the Coimadai Avenue of
Honour.
The addition is part of finishing off the more than $200,000
reestablishment of the Avenue, and the Coimadai Community
Park, led by the restoration committee, tradespeople, and
volunteers.
The community contributed more than $200,000 in materials,
labour and equipment hire for the project.
There has been more than 7000 hours of volunteer labour
contributed so far to this project and the installation of the name
plaques will mark the end of the WWI section of the memorial.
An additional $10,000 was provided under the Federal
Government Stronger Communities funding program for the
name plates.
The Coimadai Avenue of Honour Restoration Association is
providing $29,933 in cash and in-kind support for the $9,933
grant.
I know the community is determined to record and honour
every service man and woman with a Coimadai connection
in any branch of the armed services, said Catherine King,
announcing the funding.
The original Avenue of Honour was in the Coimadai village,
which now lies submerged under the waters of the Merrimu
Reservoir.

Unlawful driving and out


of control burns were the
centre point of proceedings
in the Bacchus Marsh Magistrates Court recently.
Andrew Thompson pleaded
guilty after an out of control
blaze caused damage to his
property during a fire danger period.
On January 26 this year the
55 year-old was attempting
to burn off weeds that he had
been requested to remove
when the fire escalated.
It was later revealed to the
court that Mr Thompson did
not have a permit to start
the fire, and as a result of a
broken leg had to be taken to

the Alfred Hospital after the


blaze.
In his defence the accused
said, It was a silly thing
to do, it wasnt meant to
happen, and told Magistrate Cynthia Toose that
he had been off work for
three months because of the
injuries.
In her sentencing Magistrate Toose told Mr. Thompson, Living in a country
area, lighting a fire affects
everyone. She also took into
account he had no prior history of similar incidents.
He was sentenced to an
adjourned undertaking and
ordered to pay $150 to the
court fund.

regulations on the road were
highlighted in the Bacchus
Marsh Magistrates Court
recently.
Grant Schoemaker and
Joel Watson were before the
court on charges relating to
actions on December 3 and 4
of 2015.

It was alleged that Mr Schoemaker was travelling to


Bacchus Mash at 6pm on 3
December via the Western
Freeway and was transporting goods, via an articulated
vehicle, that were larger than
the accepted combination allowed without a permit.
He was pulled over by police and issued with a rectification notice and couldnt
continue to his destination
to deliver the goods.
The following day, 4 December, Mr Watson, the owner of
the business, picked up the
goods and transported them
to the intended warehouse.
However, this was done illegally as the proper regulations were still not adhered
to.

that was to be paid to the local CFA. He was also put on
a 12-month good behavior
bond as Magistrate Robinson acknowledged Watson
had simple ignorance to the
relevant laws involved.

It was in and out very


quickly at a Special Council
meeting last week.
With the public gallery
empty despite it being an
open meeting, councillors
voted to adopt a number of
documents.
The revised Councillor
Code of Conduct was adopted, as was the 2016-17 Annual Budget, the council plan,
and the new public question
time regulations.
Previously, public exhibition and feedback had been
heard on the items, making
the meeting mostly an administrative one.

in five minutes, in was
all done and dusted very
quickly, said Mayor Allan
Comrie.

amongst hospital staff resulting in me being told that

to take my daughter to Sunshine Emergency instead. I
have been assured that my
daughter should have been

Marsh and also that there
have been no changes to
services with the Emergency
Department being re-named
an Urgent Care Centre.

Federal politics has found its way into the debate over the
proposed CFA Enterprise Bargaining Agreement and the
views are fiery.
Prime Minister Malcolm Turnbull announced that if the
Coalition government is re-elected in July, it would amend
the Fair Work Act so the Act can no longer be misused to
undermine volunteer emergency services bodies.

The Turnbull
Coalition Government is extremely
disappointed at news recently that the Victorian Labor
Government intends to proceed with its plan to hand over
control of the Victorian Country Fire Authority to the
United Firefighters Union under the guise of a destructive
new Enterprise Bargaining Agreement, read a Coalition
statement.

With Moorabool brigades furious over the proposed EBA,


Ballan-based Nationals candidate for the seat of Ballarat,
Paul Tatchell, fired up in response to the proposal.
Mr Tatchell said country people have had a gutful of
misrepresentation, manipulation, and mismanagement,
taking a swipe at politicians who use campaign volunteers
dressed in firefighter uniforms.
Unions need to do what they are paid to do, protect their
members; not stand on polling booths intimidating decent
people, and misrepresenting the heart of country life:
volunteerism, he said.
Mr Tatchell continued his stinging attack on the Victorian
Labor government.
Daniel Andrews has chosen to dance with the devil in the
pale moonlight; Peter Marshall (UFU Secretary) is a militant
thug that uses Mick Gatto as his poster boy as the ageing

two-bob gangster tries to buy his way into decency with illgotten gains.
Country people are not only tougher than that, they do it
with integrity - its gone from the Carlton Gang to the Spring
Street gang, as the Premier and the silent jellyfish bowl full of
invertebrate Country comrades hide in silence.
Andrews is nothing but Marshalls marionette with way
too many strings attached.
As for Jimmy The Rat Merlino, he is about as relevant to
the CFA and country Victoria as a three legged Shih-tzu with
a water pistol!
The issue has so far seen former Emergency Services
Minister, Jane Garrett resign alongside CFA CEO Lucinda
Nolan. The CFA Board has been sacked, and large protests
have been conducted by CFA volunteers.

Whilst addictions to illegal
street drugs are frequently
in the spotlight, the abuse
of prescription medication is
often overlooked.
In 2015, 330 Victorians lost
their lives due to prescription drug overdoses a five
per cent increase from the
previous year. This is higher
than the 217 overdose deaths
from illicit drugs and the
252 people killed in road
accidents.
In April of this year, Victoria Health Minister Jill Hennessy allocated $30 million
in the state budget to set up
real-time prescription monitoring for 1900 GP clinics,
1300 pharmacies and 200
hospitals.
The system, to be operational by 2018, will allow doctors
to do on-the-spot checks before prescribing or dispensing medicine that are at high
risk of use.
Prescription drugs known
to be abused include antidepressants, central nervous

system depressants to treat


anxiety and sleep disorders,
stimulants to treat attention
deficit disorders, and morphine derivatives for pain
relief.
Whilst the distribution or
selling of prescription medication by anyone other than
a doctor or pharmacist is illegal, addicts are known to
prescription shop or doctor
shop, where they visit multiple doctors to obtain multiple prescriptions.
In 2015, a former Bacchus
Marsh woman narrowly
avoided jail-time after she
stole a prescription pad from
two separate doctors clinics and used it alongside
a friends stolen Medicare
card to purchase close to
1000 pain-relief tablets, as
reported by The Moorabool
News (21/04/2015).
Ms Hennessy said the realtime system had the potential to prevent the deaths of
up to 90 Victorians over the
next five years.

Flynn of the inland Man with a vision

PAUL

John Flynn was born in 1880


near Maryborough in Victoria and educated at Snake
Valley, Sunshine and Braybrook, matriculating from
University High School,
Carlton, aged 18. Unable to
finance a university course,
he became a pupil-teacher
with the Victorian Education Department and in 1907
he commenced a four year
course in divinity. Flynn
was ordained as a Minister
of the Presbyterian Church
in 1911.
On completion of his studies for ordination Flynn volunteered for an appointment
to a mission in the northern
Flinders Ranges, South Australia. This parish extended
to the rail head at Oodnadatta where the mission had
placed a nursing sister and
planned a nursing hostel.
The next year Flynn surveyed the Northern Territory and on receiving his two
long and detailed reports,
one on the needs of Aborigi-

nals and one on the needs


of white settlers, the church
was directed to take a much
more practical approach to
the problems of living in the
Inland. He interpreted the
peoples needs as he listened
to the bush folk and concluded that there must be medical services, nursing homes,
boundary riding padres and
travelling libraries. Together
they formed the Australian
Inland Mission.
The first padre, based at
Oodnadatta, used a string
of five camels. His longest
patrol extended 750 miles
northward along the overland telegraph line.
Australian Inland Mission
(AIM) was to minister to the
spiritual, social and medical needs of people in the
Outback. For the next ten
years, Flynn campaigned
for an aerial medical service. His vision was to provide a mantle of safety for
the people of the bush, and
his vision became a reality

when his long-time supporter, H V McKay, left a large


bequest for an aerial experiment that enabled Flynn to
get the Flying Doctor Service
airborne. At this time, Flynn
met Hudson Fysh, a founder
of QANTAS. In 1927, QANTAS and the Aerial Medical
Service signed an agreement to operate an aerial
ambulance from Cloncurry,
Queensland.
When the first pilot took off
from Cloncurry, he was flying a single engine, timber
and fabric bi-plane named
Victory (leased by QANTAS for two shillings per
mile flown). He had with
him the very first flying doctor, Dr Kenyon St Vincent
Welch.
The first pilot, Arthur Affleck, had no navigational
aids, no radio and only a
compass. He navigated by
landmarks such as fences,
rivers, river beds, dirt roads
or just wheel tracks and telegraph lines. He also flew

in an open cockpit, fully exposed to the weather, behind


the doctors cabin. Airstrips
were, at best, clay pans or,
at the worst, hastily cleared
paddocks.
Fuel supplies were also
carried on flights until fuel
dumps were established
at certain strategic outstations. They later purchased
a DeHavilland, which could
carry a pilot and four passengers at a cruising speed
of 128 kph for a range of 500
to 600 miles. In its maiden
year, the Aerial Medical
Service (which changed its
name to the Flying Doctor Service in 1942 and the
Royal Flying Doctor Service
in 1955) flew 50 flights to 26
destinations and treated 225
patients. Flynns dream had
become a reality.
The Flying Doctor Service
had a doctor, a pilot and
John Flynn, the man with
the vision, but they lacked
the communication tech-

nology to deliver services


efficiently. Alfred Traeger
helped to hurdle this barrier with the invention of a
pedal-operated generator to
power a radio receiver. By
1929 people living in isolation were able to call on the
Flying Doctor to assist them
in an emergency.
Transistorised
receivers
later replaced pedal radios,
making it possible for doctors to give radio consultations. It also meant neighbours, families and friends,
scattered over thousands of
kilometres, could exchange
news and gossip after normal transmission hours.
This time became known
as the galah session, aptly
named after the noisy, chattering bird.
Despite limited finances,
but with great vision and
growing support, he gradually added other bush hospitals, each staffed by two
dedicated and highly trained

perform emergency operations. Flynn planned to have
a patrol padre (itinerant
pastor) associated with each
hospital or nursing hostel.
The nursing hostel designs
were usually prepared by
Flynn himself after consultation with architects, engineers and local people to
ensure that the design was
suitable to climatic conditions and available building
material.
John Flynn was equally
concerned for the outback
Aboriginals as well as the
white settlers. His practical
Christianity forged an important path that provided
health, education, communication and spiritual assistance throughout this vast
continent.

became known as Flynn of
the outback and the man
on the $20 note, and passed
away in 1950.

Sunday Morning coming down


On the Sunday morning
after the election I staggered
into my office to unpack the
5 week Mystery Flight
suturing the self-inflicted
wounds of defeat; Id be lying if I claimed ones ego
was slightly bruised when
the Mystery Flight failed to
engage the landing gear as
I crash landed into the realities of naivety.
Sitting at my desk, I was listening to the raw but honest
tones of Johnny Cash singing
I woke up Sunday morning
with no way to hold my head
that didnt hurt, the beer
I had for breakfast tasted
good so I had one more for
dessert whilst I have been
on the wagon for over 30
years, I cant deny the temptation to lift the lid of an old
bottle of Chivas Regal, the
remnants of hangovers past.
Its not like I hadnt sat in
the ice bath before to contemplate defeat; as a young
south paw I had certainly
found myself on the wrong
side of the referee, on more
than one occasion, in a ca-

reer sadly cut short by a


lack of ability. It wasnt that
there was any suggestion
of winning when I put my
feet into the sandbox to lace
up the gloves, but the scorecard would suggest I barely
crawled through the ropes.
Hindsight is an extraordinary insight into ambition
versus capacity; I laughed to
myself as I remembered an
old trainer once saying to me
after a comprehensive defeat, you had him worried
in the third round Tatch; he
thought hed killed you!
Whilst setting a modest
target of 6% and falling well
short, it becomes a case of
not how you kiss the canvas,
but how you get up! The defining difference of the fight
within the fight, where the
main event is held between
the red and blue corners of
Labor versus Liberal, and
the undercard fight to produce a marginal seat versus
the power of the big Parties,
is simply about resources.
Catherine King well deserved her victory on Sat-

urday night. It was a well


resourced
professionally
ran campaign, but in terms
of integrity, the Greens win
hands down, regardless of
my personal view of their
politics or idealism; they are
committed to their cause,
they never misled their voters on what they stand for,
and refused to be drawn
into grubby politics of career
driven Party politicians.
The Greens were well resourced on both pre-poll
and polling day, and told
their story without fear or
favour; its a sad indictment
on political leaders when
King doesnt even acknowledge their role in keeping
her in the seat. The fact is
only a little over a third of
the electorate saw King as
their primary choice; hardly
resounding, and certainly
not a mandate to be taken
for granted.
The Liberals; well they are
simply out of touch with the
Ballarat electorate. I didnt
know Sarah Wade prior
to the election, but having

got to know her during the


campaign, what the Liberal
Party machine was trying to
produce and what the candidate was could not have
been further apart. The Liberals micro-managed Wade
to the point of damage control, oblivious to the fact that
she was actually in a contest.
I have enormous empathy
for the Independents; they
work just as hard as the main
players, but without the benefit of the financial resources
of the major Parties. Make
no mistake, Trumpism is
alive and well in Australian
politics; it costs a lot of folding stuff to run a campaign,
and in safe seats minor Parties and Independents are
not running to win; theyre
running on platforms not
dissimilar to lobbyists.
The 2016 election cost the
taxpayers
approximately
$277 million, give or take a
Rolls Royce, and thats just
the tip of the iceberg. The
candidates come in two categories: funded or unfunded,
and the Parties choose who

to fund based on potential


of success; not indifferent to
marginal seat funding.
The current rate of financial
recovery is $2.63 per vote;
when you put that into context, the major Parties, with
over 5 million votes a piece,
will be cashed up again for
their next campaign in three
years.
The Independents
need to achieve over 4% of
the vote to reimburse the
Visa card, and very few will;
if you are a self-funded candidate under a Party banner,
the money goes back to the
Party, not the candidate.
The Grey area of course, is
the pre-election election; in
consideration that the big
Parties were campaigning
months before the election
was announced, the costs of
MPs flying around the country campaigning and courting donations would have
taken a sharp spike in the
tax-payer expense column;
interesting how the Country
runs itself despite the obvi-

ous distraction!

The next three years will


see the tax-payers credit
card get a further hammering paying for marginal seat
promises and King making
Independents and a Senate
full of negotiators, taking
advantage of the dysfunction of the major Parties.

As the spin of the last 8


weeks winds down, we
will still be faced with the
realities of compounding
National debt, the safe seats
will further deteriorate, and
the major Parties will top up
their bank accounts to plan
their assault on the tax-payers intelligence in another
three years.
Whilst my own campaign
proved to be a spectacular
failure, the lessons learned
are invaluable; Politics is
about Parties first and people second; there is no bridge
between idealism and realism, and it costs a lot of
money to play!

Not quite forging ahead

of $15,000 to commence work


on the restoration of the cottage porch, under the guidance of a heritage architect.

Theres a disappointing lack


of funding for upkeep of Bacchus Marshs Blacksmiths
Cottage and Forge, according to the sites managers.

However, a response provided by council officers


stated that upon inspecting
the site, it was found that
the gate lock could be fixed
through maintenance, and
that the porch is structurally
sound and therefore should
be eligible for a heritage restoration grant.

A submission for funding under the draft council


budget was made by the
Committee of Management,
which operates the councilowned building.

The submission explains


that despite council having asked for a list of priority projects that the site
needs funded, back in 2012,
two of the projects remain
unfunded.
The submission requested
funding out of the capital
improvements budget to restore the porch and build a
new picket fence.

One annexe repair job was


funded through the sites
operational budget, and the
repair of the police lockup
was funded with grant
funds and volunteer labour
provided by the Lions Club.
The porch and fence continue to deteriorate at an
ever-increasing rate, according to the committee.
The Committee takes its

responsibility as custodian
of this valuable Shire-owned
heritage property seriously,
and is disappointed with the
lack of funding granted to its
upkeep.

The Committee plans for a


complete restoration of the
cottage front porch within
the next 12 months, and replacement of the picket fence
within the next two years.
The

restoration

of

the

porch is urgent, as it is not


only an eye-sore to greet visitors, but also the security of
the cottage is compromised
as the wrought iron gate can
no longer be locked safely.
In 2012, the estimated cost
of the porch restoration was
$8,500; the estimated cost of
replacing the picket fence
was $11,550.
We request an immediate
capital improvement grant

Council will contact the


committee to discuss the
proposed demolition and
restoration works to determine if it can be covered
within the buildings maintenance budget. If it cannot
be achieved through maintenance, it could be a good
project for a community
grant or the community development fund processes,
the response reads.
The response acknowledged that the picket fence
is rotting.

Once advice has been


received by the Heritage
Architect, Council will arrange for the picket fence to
be repaired and/or replaced
through maintenance in the
coming months.

Sails to
protect
youth

Council will chip in $16,000 towards new shade sails at
Bacchus Marshs Masons Lane Reserve.
Five new sails will be installed in time for the upcoming
little athletics season.
Each of the shade sails will cost $5,300, with the Bacchus
Marsh Little Athletics Club set to contribute over $10,000 to
the total project cost, and will also perform in-kind work
required to remove the existing structures.
The total project cost is more than $26,000, with councillors
voting at the July council meeting to contribute over $16,000
from the East Moorabool Reserve Ward Fund.
The shade sails currently in place in front of the Pat
Lane Pavilion at Masons Lane have been in existence for
approximately 12 years, read the motion.
In September 2014 one of the four structures sustained
structural damage and was repaired. All four shade sails are
in states of deteriorations.
With 270 local kids participating in little athletics, as well as
local primary schools using the site, new sails are required,
to comply with SunSmart policies.
East Ward Councillor Tonia Dudzik moved the motion in
urgent business, with West Ward Councillor Tom Sullivan
seconding the motion that was then carried by a unanimous
vote.

FOOTBALL:
In the football the seniors had a great day, though playing the team sitting on
the bottom of the ladder. The Panthers gave their all but were no match for the
GB Forestry Cobras who are now eyeing off a possible finals berth for the
first time in over 12 years. The GB Forestry Cobras jumped the Panthers
in the first quarter kicking 7 goals to nil. However, the Panthers outscored the
GB Forestry Cobras in the second quarter by 1 point with both teams kicking
3 goals. Going into the half time break, the senior coach was not happy with
what had been displayed during the second quarter and informed the players
of such. In the 3rd quarter, the GB Forestry Cobras, though inaccurate at
goal kicking 3 goals 8 behinds, kept the Panthers to 2 behinds and set up an
unbeatable lead heading into the last quarter. It was the last quarter when the
GB Forestry Cobras actually had all guns blazing kicking 9 goals to 2 goals,
The GB Forestry Cobras ran out victorious by 113 points and continue to sit in
2nd spot on the ladder. Best players were not supplied.
In the reserves, the boys also jumped the Panthers in the first quarter kicking 5
goals to nil and a further 5 goals to 1 in the second going into the main break with
a 63 point lead. It was a little quieter in the 3rd quarter where both teams only
kicked 1 goal, but in the last quarter the GB Forestry Cobras slammed on a
further 7 goals to 1 eventually running out victorious by 100 points and currently
sit a game clear in 4th spot on the ladder. Best on the day were R. Shortis, R.
Hawkins, T. Hughes, A. Whittle, T. Mullen, R. Somers.
The U18s got the day started with a very hard fought out battle where the scores
were separated by no more than 8 points at any break. The Panthers actually
held a 4 point lead at the first break, however the GB Forestry Cobras turned
that around in the second quarter going into the main break with an 8 point lead.
The 3rd quarter was another tight tussle with the GB Forestry Cobras taking
a 4 point lead into the last quarter, both teams kicked 2 goals in this quarter and
when the siren sounded to end the game the GB Forestry Cobras held onto
a 6 point win which leaves us in 3rd position on the ladder and 2 games clear of
4th spot. Best on the day were J. Duggan, D. Bishop, S. Griffiths, L. Pigott, J.
Lalor, B. Griffiths.

NETBALL:
In the Netball, again the girls came up against some pretty tough opposition and
unfortunately not all teams were successful on the day.
The A graders had a magnificent victory by 24 goals lead strongly by our
shooters, A. Symons & J Walsh.
The B graders were not successful on the day, though scores were level at the
last change, the Panthers were too strong in the last and our girls went down by
6 goals; best shooting on the day were by L. Tyrrell, B. Walsh & E. Brinsmead.
The C graders had another tough game and were eventually beaten by 12 goals;

great efforts by E. Dodd.

WOMANS FOOTBALL:
In the Womans Football the girls again to their credit displayed a magnificent
team effort where they run out victorious by 49 points in a very wet and muddy
game. Haley (the coach) is very proud of how the girls are travelling and for the
second year running, the girls will be playing finals football. Best on the day were
C. Thorne, A. Bertram, E. Crawford, M. Clarke, J. Reid, A. Halliday.

Round 13

This Saturday The GB Forestry Cobras play our cross-town rivals the Darley
Devils at Darley, with the season having only a couple more games in town,
lets ensure that ALL our supporters and members get to the game to cheer and
support our teams.
This Sunday the womans football travels to Ballarat to take on the ladder leaders
in Lake Wendouree, again please ensure you get up there to support the girls
who are playing some great football.

The Seniors have got themselves back into finals contention following a good
win on the weekend over
Rokewood and the surprise
loss of Dunnstown to Creswick. With only five games
remaining every match will
now be crucial. The Blues
had a very sluggish start and
were down at the first break
and held a one goal lead at
half time. Coach Justin McConnell got his team back
on the game plan in the second half, and from then on
the Blues were in complete
control. Jason McNamara
and Prozzo really showed
their class and Jack Gibbs
was again instrumental up
forward bagging four goals.
Down back, Jake Wilkinson
kept the pressure up all day
and his persistence really
paid off.
The Blues head to Smythesdale next week and the following week they take on
Dunnstown at home which
promises to be a crucial battle for a finals berth.

The Reserves match was
a nail biter and the clock
beat the Blues in the end. In
ideal conditions the Grasshoppers got the hop on the
Blues in the first half and
had a three goal buffer at the
main break. In the second
half the Blues fought back
and were certainly reeling
in their opponents. The injury to Jack Shaw certainly
dampened the Blues drive
around the middle. Justin
Fenwick did a great job bustling his way through packs
in the backline and Pike, as
expected, did plenty all over
the ground, but the Blues
forwards battled to get clear
air and were well held. Dave
Bell did make the most off
his chance in the middle and
the forwards were really
starting to get their tails up
in the last part of the fourth
quarter, but the time had
counted down.

goals. The Blues runners got
going and ran the Grasshoppers to despair. Ballan held

the last three quarters and
again there were nine individual goal kickers.

Cross Country returned to Lady Northcote Camp, Rowsley on


Saturday. Conditions were perfect and athletes were greeted with a
beautiful sunny morning. Attendance numbers were great and the
athletes enjoyed the larger fields as competition was closely contested
in all races.

This Saturday the Centre will hold their annual Cross Country Open
Day at Bullengarook Reserve. The first event commences at 11am.
Athletes should arrive early to familiarise themselves with the course and allow time to be
in marshalling. A large number of entries have been received from visiting Centres, as they
battle it out for the BMLAC Perpetual Trophy, to be retained for 12 months by the overall
winning Centre.
