PREFACE
2011 Tanzania Banking Sector Performance Review is the fifth issue of this report produced by
Ernst & Young. The aim of the review is to highlight performance and developments in the sector
and therefore contributing to the countrys sources of reliable business and economic
information.
The sectors total assets increased by 16% (26% in 2010, 19% in 2009, 20% in 2008, and 30% in
2007), the ratio of earning assets to total assets decreased to 78.6% (80% in 2010, 79% in
2009, 83% for both 2008 and 2007). On the funding structure side, deposits increased by 16%
(25% in 2010, 24% in 2009, 22% in 2008 and 23% in 2007) and shareholders funds increased
by 14% (22% in 2010,28% in 2009, 25% in 2008 and 48% in 2007). Paid up capital recorded an
increase of 21% (31% in 2010, 39% in 2009, 15% in 2008, and 44% in 2007).
Furthermore, the banking liquidity was by and large satisfactory, with the ratio of liquid assets to
deposits at 54%, 59% in 2010, 58% in 2009, 54% in 2008 and 65% in 2007).
Two banks started operations in Tanzania which are Amana and FNB. CRDB embarked on a
process to set up operations in Burundi.
This years report comes with a special topic on Mortgage Financing.

2. MORTGAGE FINANCING IN TANZANIA


2.1 Mortgage Liquidity Facility
A Mortgage Liquidity Facility (MLF) is a financial Institution designed to support long term
lending activities by Primary Mortgage Lenders (PML). It aims at providing the PML with long
term financing at better rates and conditions than PML might be able to obtain if acting
alone.
The need for such an institution arises mainly because of the maturity mismatch between
long term mortgage loans and funds used to finance them which in most cases are short
term deposits and loans. Capital Market Funding is an important is way to overcome such
mismatches
Overall, the benefits of MLFs are as follows1:

The provision of secure long term funding at attractive rates.

Provide long term fixed rate finance which provides degree of certainty which help
market develop with confidence.

Allows for greater competition in the mortgage market (as more players will come
into the market).

Leveraging of existing funding sources (by providing back up funding to commercial


banks).

Forces lenders to adhere to the best lending practice by setting the criteria for types
of loans it will refinance.

Acts as an intermediate step on the path to a full secondary mortgage market.

Acts to deepen the financial market more generally by providing a long term
investment to institutions with long term liabilities.

Can be used as tool for delivering policy objective such as the promotion of
affordable housing or promotion of affordable housing or the promotion of local
currency lending.

2.2 Other countries experience


Jordan
Jordan Mortgage Refinancing Company (JMRC) played a significant role in the development
of the Jordans mortgage market. It was established in 1996 with the help of a World Bank
loan. It draws shareholders from both public and private sectors. In a few years the number
of active lenders increased substantially, and the stock of mortgage loans increased by more
than 300%. Down payments requirement reduced substantially and the loan maturities
increased from between 12 to 15 years to 15 years.
Malaysia
Cagamas Berhad was created in 1987 as a public/private partnership. The objectives of the
entity were to promote home ownership and develop the local bond market. The effect of
Cagmas in the development of mortgage market includes growth of the loans outstanding by
900% from 1987 to 2005 (from RM 20 Billion to RM 183 Billion, about USD 51 billion).
France
Caisse de Refinancement de lHabitat (CRH) was created in 1985 aiming to facilitate the
refinancing of loans through the use of bonds. CHR is entirely owned by 18 institutions

which make use of the facility. CHR has refinanced portfolio amounts to around USD 25
billion (2005) which is equivalent to around 4% of the French market.
2.3 Tanzania Context
Since the collapse of Tanzania Housing Bank (THB) in 1995, there was no institution that was
providing mortgage financing.
This was due to the low appetite by financiers to finance mortgages. Low appetite was due
to:
1. Existing laws were not favourable
a. Court injunction by borrowers when banks initiate repossession process of assets
in cases of default.
b. Existing laws only recognized land title (it was not possible to own an apartment)
2. Lack of Liquidity
There was no long term financing to match the maturity of mortgage loans which are
long term.
3. Absence of real estate developers
As a result, Tanzania is one of the countries with the lowest mortgage/GDP ratio as shown
below:2

To resolve those issues and encourage home ownership, the Government of Tanzania
established a Housing Finance Project (HFP) with the support of the World Bank to
spearhead the reintroduction of mortgages in Tanzania
The project aimed at enabling the recreation of mortgages in the country by amending land
laws, introducing the Mortgage Finance Act 2008 and supporting the creation of a Mortgage
Liquidity Facility.
Tanzania Mortgage Refinance Company (TMRC) is the result of the Housing Finance Project.
2.4 Tanzania Mortgage Refinancing Company (TMRC)
TMRC is a Mortgage Liquidity Facility (MLF) Institution established by the Government of
Tanzania with the assistance from World Bank. It is a private sector institution owned by
members who use the facility. Currently, TMRC has ten (10) member banks.
The key benefits expected are the same as for any MLF (as provided above).
Initiatives taken by TMRC to promote mortgage financing in Tanzania

Try to mobilize as many members as possible (Minimum capital is Tshs 500 million)

Orgnised mortgage financing training (through Bank of Tanzania)

Take members to visit other countries and learn from their experience

Work with members closely to launch mortgage financing products

Encourage members to team up with developers to work on big housing projects

2.5 Challenges facing the mortgage sector in Tanzania

Introduction of VAT on sale of properties (which increases the cost of acquiring a


house)

Non Preferential risk weighting to mortgage assets where mortgage assets have a
risk weight of 100% as opposed to 50% in some countries.

Lack of enough developers which leads to short supply of affordable houses.

Delay from member banks to launch mortgage products (resulting to lack of choice
for customers to choose from)

High cost of transfer and delays in the process (which makes it difficult for house
owners to mortgage their houses)

2.6 Banks offering mortgage financing products and challenges faced.


Banks offering mortgage financing
There are number of banks offering mortgage financing in Tanzania. We could not get all the
banks to confirm that they offer mortgage financing or not. Currently TMRC has ten
members which suggest that there is at least ten banks which are offering mortgage
financing or there at different preparation stages for offering mortgage financing. Current
TMRC members are provided in the table below:

A survey carried out by Ernst & Young in April and May 2011 among banks in Tanzania
revealed that mortgage financing products are very new in the Tanzanian market. Out of 19
banks that responded, only five banks are currently offering mortgage financing. The table
below provides banks that are offering mortgage financing out of 19 banks that responded.

Uses of funds
Most of the mortgage financing products are directed into buying houses (both new and old)
and a small proportion is directed in construction (21%). And 7% is directed into releasing
equity from existing houses. The graph below shows distribution of the allowable use of
funds in mortgage financing.

Existing customers Vs new customers


Most of the mortgage financing products customers are existing customers (85%) compared
to only 15% that are new. This suggests that at the moment, banks offering mortgage
financing are not using this product to acquire new customers.
Interest rate charges
Interest charged on mortgage financing ranges from 15% to 22% with an average of 19% for
Tanzanian shillings loans. All banks that responded (that are currently offering mortgage
financing) are only offering loans in local currency.
Loan maturity
The survey results show that most of the mortgages financing loans have a maturity of 15
years. Results from respondents are shown on the table below:

This is a short period for mortgage loans which limits the amount of the loan that can be
taken (based on the required repayment amount).
Initial deposits
All banks that responded have between 15% and 20% initial deposit requirements.
Demand for mortgage financing
All banks that responded have indicated that the demand for mortgage financing is very high
in Tanzania.
Challenges in offering mortgage financing products in Tanzania
Legal Framework featured the most as the main challenge in offering mortgage financing
followed by lack of enough real estate developers. Others are low level of understanding of
the products and professional services (eg valuation). The table below shows challenges in
mortgage financing arranged from what the banks perceive to be the most serious challenge
to the least serious challenge.

2.7 Closing remarks


Mortgage financing is a relatively new product in Tanzania. This is evidenced by the fact that
most of the respondent banks started offering mortgage financing in the last three years.
This survey confirmed that there is high appetite for mortgage financing products in the
market. Challenges faced by these banks, among others, is access to long term capital to
finance mortgage financing assets in their balance sheet. It is expected that, the
establishment of TMRC will go some way to alleviate this problem by providing the required
capital through refinancing mortgage loans issued by member banks. Among the expected
outcomes is an increase in mortgage financing loans which will be issued for longer period at
competitive rates.

3. ECONOMIC ENVIRONMENT AND BANKING SECTOR OVERVIEW


3.1 Economic Environment Overview
Tanzania GDP grew by 7% in 2010 up from 6% that was achieved in 2009. Higher growth
rates were recorded in all sectors (compared to 2009) except for manufacturing which
maintained the same pattern. Growth was particularly strong in communication, financial
intermediation, electricity and construction. Average inflation was 7% down from 10.5% in
2009.
The economy of Tanzania is estimated to attain a real GDP of 6.1% during 2012 after an
estimated 6.2% expansion in 20113. Domestic demand is expected to be the main driver of
the economy. In addition to that, mining is likely to continue to underpin GDP growth.
The table below highlights key economic indicators for Tanzania.

3.2 The Banking Sector Overview


According to BOT, there were 45 institutions in the banking sector. These include 8 large
banks, 19 Medium banks, 14 regional & small banks and 3 NBFIs.
The sectors balance sheet continued its growth with total assets increasing by 16% (26% in
2010). This growth is contributed mainly by cash and bank balances with BOT which grew at
34% (18% in 2010) and Loans and advances which grew by 29% (21% in 2010)

Net interest income grew by 25% in 2011. This growth resulted from 23% growth in interest
income which grew quicker than interest expense which grew at only 14%. Provision for bad
debts reduced by 13% in 2011 (compared to an increase of 40% recorded in 2010). Non
interest income grew by 9% (35% in 2010) and Non interest expense grew by 22% (compared
to 17% recorded in 2010). The following table shows change in the income statement items

Interest Margin to Average Earning Assets

Loans & advances to total assets increased to 49.7% in 2011 (44.4% in 2010). Earning
assets to total assets decreased to 78.6% (80.3% in 2010).
Gross loans to deposits increased to 64.1% from 57.6% in 2010. Despite the increase, the
industry ratio is still below the BoT prudential limit of 80%.
Non interest expense to interest income has been increasing for the last five years to 83% in
2011 (from 57.9% in 2007), interest margin increased to 77.8% (76.1% in 2010), interest
margin to average earning assets has gone up to 7.6% (from 7.3% in 2010), net interest
margin remained at 2010 levels (12.8% ), and total expenses to interest income dropped to
105.2% (from 106.5% in 2010).
All institutions reported profits this year (2011) with the exception of 11 namely; Access
Bank, Bank ABC, CBA, Ecobank, FNB, UBA, Advans, Amana, Efatha, TCB and TWB which
recorded losses before and after tax. Losses for FNB and Amana are explained by the fact
that 2011 was their first year of operations.
4.1 Return on Average Assets and Equity
The sectors ROAA dropped to 1.7% in 2011 (1.8 in 2010, 2.4% in 2009, 2.8% in 2008 and
3.4% in 2007). While historically large banks have been leading, this year NBFI have lead at
2.13% followed by large banks at 2.08%. The graph below provides the ROAA ratios for the
four categories.

High performing banks on ROAA are NMB (3.4%), DCB (3.4%), Mbinga (3.1%), CitiBank (3.1%)
and Standard Chartered (3.1%). See Appendix III for the graph for the individual banks.
ROAE for 2011 was at the same level as 2010 (14.2%) for the sector. Among the four
groups, large banks are leading at 18.5% (2010 at 16.9%) followed by NBFIs at 7.6% (2010
at 4.3%). The following graph shows ROAE for the four groups for the last five years.

5. EFFICIENCY
Efficiency and Profitability ratios are interconnected. The reason being, efficiency is a major
determinant of profitability, meaning that the more efficient a bank is the higher its
profitability. There are two main sources of banks revenue; these are fees plus commissions
and interest on loans and advances portfolio.
The table below shows an overview of efficiency ratios to the sector for the five (5) year

5.1 Operating Efficiency


Operating efficiency shows expenses as a percent of loans and advances. Overall, the
sectors operating efficiency was at 11.6% (compared to 11.8% in 2010). As shown in the
table below, large banks are the most efficient followed by Medium banks and Regional and
small banks are the least efficient.

The most efficient banks in the sector for 2011 was CitiBank (4%), Mbinga (5%), BOB (5%)
and I&M (8%). The least efficient banks were Amana (42%), Advans (40%), FNB (36%), UBA
(33%) and TCB (31%). High inefficiency level for Amana, Advans and FNB are due to the fact
that the banks are new.

The growth showing operating efficiency for individual banks is provided in appendix III
5.2 Portfolio Yield
Another measure of efficiency is through portfolio yield ratio. The ratio tells what interest
income banks loans and advances portfolio earned. The average portfolio yield for 2011 was
11.3% which is the same level as 2010.
Regional and small banks have the highest portifolio yield followed by NBFIs. The table below
shows portifolio yield for the four categories.

Banks with the highest portfolio yield were Access (26%), DCB (26%), Mufindi (24%), TPB
(22%), Akiba (22%), Njombe (22%) and Mwanga (20%).

5.3 Portfolio Yield to Operating Efficiency
Portfolio Yield to Operating Efficiency is a ratio in which the yield is compared to the cost of
generating that yield. Ideally, the yield should be higher than the operating efficiency. The
sectors average yield to operating efficiency ratio for 2011 was -0.3%, ( -0.4% 2010) , (1.2%
in 2009, 1.4% in 2008 and 2.5% in 2007).
The banks with the highest ratios were DCB (6%), TIB (3%), BOB (3%) and NMB (3%)
In terms of peer groups, all except large showed a negative portfolio yield to operating
efficiency.
The graphs below show portfolio yield to operating efficiency for peer groups.

5.4 Staff Productivity
Earnings per staff is another measure of efficiency. The ratio measures theoretically, each
staff members contribution to profitability.
Earnings per staff for the sector rose to Tshs 27.6 million in 2010 from Tshs 25.7 million in
2010. As shown in the table below large banks have the highest earnings per staff, followed
by NBFIs and Regional and small banks have the lowest earnings per staff.

CitiBank had the highest earnings per staff (at Tshs 488 million) followed by Standard
Chartered (Tshs 127 million), Bank of Baroda (Tshs 66 millon), I&M (Tshs 60), Stanbic (Tshs
53 million) and Bank M (Tshs 50 million). A graph showing earnings per staff for individual

The other staff productivity-related ratio is the staff income to staff portfolio which shows
the net income each staff earned in percentage terms from the average portfolio each
theoretically manages. The ratio is calculated by using two ratios which are net income per
staff as a percentage of portfolio per staff.
The average staff income to staff portfolio ratio for the whole sector was 5.2% in 2011 (5.6%
in 2010, 6.9% in 2009, 8.6% in 2008, 11.8% in 2007, and 8.5% in 2006).
Banks with highest ratio were Citibank (25%), NMB (10%), Habib (9%), Standard Chartered
(9%) and DCB (8%). 11 banks out of 44 recorded a negative staff income to staff portfolio.
These banks were FNB (-2701%), Amana (-763%), Advans (-161%), UBA (-33%), Ecobank (33%), TCB (-32%), Efatha (-13%), TWB (-3%), Access (-3%), CBA (-1%) and BancABC (-1%).
In peer comparison, large group leads with 6.3% followed by NBFIs with 4.1%.

5.5 Rates Paid on Funds


Rates paid on funds show the average rate a bank pays on borrowed funds. In Tanzanian
banking sector, customer deposits make up most of the funds borrowed. By comparing this
to the portfolio yield, one gets a third ratio which is yield to rate on funds. In 2010, the rates
paid on funds ratio stood at an average rate of 1.9% in 2011(2.0% in 2010, 2.5% in 2009,
2.3% in 2008 and 2.8% in 2007). The most expensive borrowed funds were those in Mwanga
(7%), DCB (7%), TWB (6%), Azania (6%) and BancABC (6%). On the other hand, the least
expensive ones were Amana (0%), NMB (0.4%), Advans (0.6%), and FNB (0.6%).
5.6 Portfolio Quality
The banking sector provision for bad and doubtful debts declined by 23% in 2011 (increased
by 48% in 2010, 154% in 2009, 60% in 2008, and -67% in 2007). On the contrary, bad debts
written off showed increased by 1011% (-135% decrease in 2010, increase of 1,273% in
2009, -77% in 2008, and -36% in 2007).
The sector showed an average of 6.4% for non- performing loans to gross loans & advances
(8.4% in 2010, 6.4% in 2009, 4.2% in 2008 and 6.1% in 2007)

Among the peer groups, Large showed 6.5%, Medium (5.9%), NBFIs (15.1%) and Regional
and Small showed 8.5%.

6.2 Asset Structure Overview


The Balance sheet size increased to Tshs 14,364 Billion from Tshs 12,365 Billion in 2010
representing 16% increase. The increase was mainly applied in the Cash and balances with
BOT 34% (18% in 2010) and loans, advances and overdrafts which were up by 29% (21% in
2010 and 9% in 2009). Similarly, deposits increased by 16% in 2011 (25% in 2010, 24% in
2009, 22% in 2008, and 23% in 2007).

Large banks share of total assets continues to decrease: 74% in 2010 (76% in 2010, 78% in
2009, 80% in 2008 and 83% in 2007). The decrease in large banks total assets is mainly
resulted by medium group taking share from these banks. The share of total assets for the
medium bank has increased to 21% (19.4% in 2010 and 17.6% in 2009). Similarly for NBFIs
share of total assets has increased to 4% in 2011(3% in 2010, 3.3% in 2009) and Regional
and Small to 2% in 2011% (1.4% in 2010 , 1.2% in 2009). Another reason for this is the new
entry of banks in the sector.

6.3 Funding (Liabilities) Structure Analysis


Total funding for the sector was Tshs 14,281.7 billion in 2011 (Tshs 12,364.7 billion in 2010
). The main component of the funding structure as expected was customer deposits which
was 79.8% (79.6% in 2010) followed by core capital 11.3% (11.2% in 2010), deposits from
other banks 3.8% (4.1% in 2010), other liabilities 4.3% (4.0% in 2010).

6.4 Financial Soundness


During 2011, the sector aggregate capital (Total Shareholders Funds) increased by 14%
(22% in 2010, 28% in 2009, 25% in 2008 and 48% in 2007). The increase was mainly
contributed by share capital of 21% (31% 2010) and retained earnings of 13% (30% 2010).
The table below gives a snapshot of aggregate capital for the sector.

In relation to Risk Weighted Assets (RWAs) and off balance sheet items, the sector average
for core capital to RWAs was 16% (17% in 2010 ) and for the total capital to RWAs it was 17%
in 2011 (18% in 2010). The ratios are well above the statutory minimum requirement by BoT
of 10% and 12% respectively.

Furthermore, financial soundness has also been measured using total capital to total
deposits liabilities. The sectors average ratio remained at 15% for 2011. 2010 and 2009.
The ratio is well above the statutory minimum requirement of 8% by the BoT. Three banks
were short of the minimum requirement (Kagera 5.7%, Kili 7.3%, TCB -18.2%)
6.5 Liquidity Analysis
The sector recorded an overall ratio of liquid assets to total assets of 45% (50% in 2010). The
liquid assets to deposit liabilities ratio was 54% (59% in 2010).
Reduction in the liquidity ratios was driven by reduction in investments in Government
securities. Investment in Government Securities as a % of total Assets was at 14% which was
the lowest for the last six years. Banks with high ratios includes the following: Amana (80%),
FNB (76%), Citi (71%), Mkombozi (62%) and ICB (61%).

Appendix I: Ratio Calculations and Definitions


The following ratios were used in the supplement:
1.

Efficiency Ratios
Operational Efficiency (%): Non Interest Expense + Interest Expense/Loans &
Advances (including inter-bank) + Probable Losses. To determine how efficient the
bank has been in making its loans i.e. keeping its costs down. The lower the % the
more efficient the bank.
Average Loan Portfolio: The loans and advances for the current and preceding period
divided by 2. To show the increase/decrease in loan portfolio over the period under
review.
Loan Portfolio per Staff: Loans & Advances + Probable Losses/by number of staff. To
show theoretical staff productivity in terms of amount of loans per staff.
Income to Staff: Profit before tax/number of staff. To show, again theoretically, how
much each staff has contributed to the banks earnings
Staff Income to Staff Portfolio (%): The result of earnings to staff (4, above) as a % of
result of portfolio to staff (3). To show how much each staff has contributed on
average to the banks earnings. In theory this suggests that a bank with a higher ratio
has more productive staff
Portfolio Yield (%): Interest Income/Loans & Advances. To tell us what the portfolio
actually earned. Ideally this should be at least equal to (and preferably better than)
the banks annual interest rate. A yield lower than the interest rate means there are
one or a number of inefficiencies. (Note: the interest income figure may also include
interest earned from non-lending sources)
Gross Yield on Earning Assets (%): Interest Income /Earning Assets: Shows the gross
interest income earned from all earning assets. This % can be compared to other
investments such as Treasury Bills.
Rates Paid on Funds (%): Interest expense/Customer Deposits. Basically this gives the
average deposit interest rate paid by the bank on customer deposits (Note: the
interest expense may include interest on other borrowed funds)
Portfolio Yield to Operating Efficiency (%): The result of the Portfolio Yield (6) minus
the result of the Operating efficiency (1). The yield is compared to the costs incurred
(operating efficiency %) to generate that yield. The yield % should obviously be higher
than the Operating efficiency %.
Government Securities to Earning Assets (%): Shows to what extent Earning Assets
are made up of Government Securities (as opposed, for example, to loans and
advances)
Loans & Advances to Total Assets (%): Loans & Advances as a % of total assets

Profitability and Earnings Ratios


Return on Total Assets (%): Using profit after tax, to show the returns generated by
the banks assets
Return on Total Equity (%): Using Shareholders funds, to show the return to
Shareholders from the banks operations
Interest Margin to Earning Assets (%): Shows the net interest income earned on the
banks earning assets.

would eat into interest income especially if interest income was the banks only
income source. In other words, is the bank earning enough from its main source of

expense would eat into total income
Gross Loans to Deposits (%): Loans and Advances + Probable Losses/Customer
deposits.
Interest Income to Total income (%): To show the extent to which interest income is
the banks major source of income (as it should be)
Interest Margin (%): Interest Income-Interest Expense/Interest Income: This shows the
banks net interest income. The higher the interest margin % the more efficient is the
banks interest policy
Earning Assets to Total Assets (%): To show the composition of the banks assets and if
most of them are earning assets and how efficiently and productively the bank uses
those earning assets
Interest Margin to Loans & Advances (%): This is also known as Net Interest Margin and
is Interest Income- Interest Expense/Loans & Advances. This shows net interest
earned by the bank on its loans & advances
Total Expenses to Interest Income (%): To show the extent to which the banks interest
income covers total expenses if, hypothetically, assuming that interest income was
the banks only source of income
Interest Margin to Gross Income (%): Interest Margin/Interest and Non-interest
income. To demonstrate how much of the banks net interest earnings made up total

Financial Soundness Ratios


Non-Performing Loans Ratio (%): Non-performing loans/loans & advances + probable
losses. Tells how well the bank is managing its loan portfolio. The lower the % the
better managed the portfolio
Capital to Risk Weighted Assets plus Off Balance Sheet Exposures (%): Shows the
