The Government vide G.O. Ms. No. 83MA & UD Dept., Dated 18-01-2008
has accorded Administrative Sanction for Rs.2824.00 Lakhs under UIDSSMT Scheme to

take up the Tanuku Water Supply Impro vement Scheme with Narsapur - Mogaltur canal
as source. Accordingly technical Sanction was accorded by the Engineer-in-Chief (PH),
Hyderabad for Rs.2824.00 Lakhs and registered vide ENC (PH) R.No.37/2008-09 dated
11-06-2008.

The Technical parameters of the work such as scope, objective and final
deliverables of the project, Internal Bench Marks (IBM),approval of live bid
document were got approved by EPC Committee-I in June2008. The Committee
has approved the Internal Bench Mark for Rs.2186.62 Lakhs.
Tender for the above work was invited under EPC contract system. The
Tender was approved by the Committee-II in June2008 and work was awarded to
M/s. Ramky Infrastructure Ltd, Hyderabad. The firm has entered in to agreement
vide Superintending Engineer (PH), Rajahmundry. Agreement No.8/2008-09
Dated.26-11-2008 for Rs.22,94,85,769 at (+) 4.95% excess over Internal Bench
Mark value of Rs. 21, 86, 62,000=00.

At present except Summer Storage Tank all works are completed in the scheme and
the scheme was put in utilization.
The S.S Tank proposed at Peravali village in an extent of 64.00 Acres is not
commenced so far. Though an amount of Rs.4,50,46,000/-deposited to the RDO,
Kovvour, the land acquisition for the summer storage tank & allied components is not
completed till today by the Revenue Department since it was delayed initially due to court
cases, after clearance of court cases, the Draft notification was published on 08/03/2013
but it was stalled again due to the objections raised by the private land owners. The EPC
agency requested to delete the summer storage tank & allied components from their
scope of work vide their Lr.No.RIL/PH&MED/TNK-WSIS/UIDSSMT/2013, dt.3.10.2013
with reference to the letter 10th cited ENC (PH) Hyderabad has requested the
Government to close the scheme except S.S Tank since all works are completed and the
scheme is running. However in this connection permission from the Government is still
awaiting.
Further it is to submit that the entire work should be completed within the 2 nd
EOT period i.e 30-09-2012, but the EPC Agency has not completed the work within the
2nd EOT period and applied extension of time proposals along with revised programme
chart up to 30-09-2013 with the following reasons vide reference 9 th cited.

Due to the delay of payments of RA bills i.e especially 8th RA bill was submitted
on16-11-2011 and the bill was paid on 27-3-2012 after 5 months. Delays in

payments are impeding the planned procurement of machinery.

Because of Power cuts at Metal crushers from February2012 to June2012 and
Labour and Transportation (Lorries) strikes, severe problem raised to get sufficient
stone aggregate, hence delayed the works.

Delay in Construction of Raw Water Collection Well & Pump House & Site
Protection wall at off-take point @ Peravali due to objections of surrounded private

agriculture land owners.

Scarcity of sand due to ban imposed by Government of A.P. from April2012 to
August 2012 at quarries of Government recognized, which are affecting the pipe
laying works and other construction works.

Delay in Laying of Raw Water Pumping Main due to objection by the Azzaram

Villagers for laying pipe line through their village from 23/06/2012 to 15/09/2012.
Delay in Laying of Clear Water Pumping Main across the NH-5 due to due to delay

in obtaining permission from the NHAI.

Delay in Providing Power Connection from A.P TRANSCO which was given on
20/12/2012. Due to Non-availability of power the Testing of Electrical & Mechanical

Items and also making trail runs are delayed.

Delay in Trial Run & Commissioning due to irregular & excess power cut and the
non availability of power at a time at different locations i.e. at W.T.P and Off-take
Point.

In spite of the all above delays the EPC Agency has completed the
maximum components of the scheme excluding summer storage tank & allied
components till 30-09-2012 are as follows.
a. Off-take Chamber at Peravali (100%)
b. Raw Water Collection Well at off-take point (100%)
c. Raw Water Pump House at off-take point except finishing (100%)
d. Raw Water Pumping Main Laying & Testing (100%)
e. Stilling Chamber, Measuring Channel & Flash Mixer (100%)
f. Chemical House, Clariflocculator & Chlorine Room (100%)
g. 9 MLD Filter House (100%)
h. Clear Water Sump, Clear Water Pump House (100%)
i. Site Protection Wall around WTP (100%)
j. Clear Water Pumping Main Laying & Testing (100%)

But the following minor components are not completed within the
E.O.T period for which LD is proposed (Statement Attached Separately).
a. Finishing work of raw water pump house at off-take point.

b. Construction of site protection wall around raw water pump house at

Off take point .
c. Inter-connections & laying of distribution Network.
d. Testing of some part length of distribution network.
e. Restoration of CC roads.
However the commissioning of the scheme is started on 29th March2013
but due to the closure of canal from April2013 to June2013 (Raw water source) the
scheme was not put in operation. After opening of canal on 20/06/2013 the scheme was
again put in operation from 24th June2013, after completion of all balance works the
scheme is being functioning satisfactorily. The standard schedule trail run period of 3
months has been completed by 30.09.2013. Now the scheme is being working
satisfactorily and treated water is being supplied to the public.

In View of the above reasons the firm has requested to grant the
Extension of Time up to 30-09-2013 to complete the Tanuku WSIS excluding the
construction of Summer Storage tank and allied components .The firm also submitted the
revised mile stone programme and revised planning schedule and committed to complete
by September 2013.
In these circumstances the reasons explained by the EPC Agency
and the same was recommended by the Deputy Executive Engineer (PH)
Bhimavaram, the EOT proposals upto 30-9-2013 with imposing Liquidated
Damages of Rs. 1,09,872/- for delayed components which are completed after
the E.O.T period i.e. 30-09-2012 are herewith submitted for perusal and taking
further necessary action .
The firm representation in original together with proposals for
extension of time, revised work programme charts is herewith submitted for favor
of perusal and requested to place the proposals in Committee-III for approval.
