Quoted hereunder, for your information, is a resolution of the Court En Banc dated: May
13, 1993.
BAR MATTER NO. 651
IN THE MATTER OF THE APPLICATION TO ORGANIZE, CONDUCT
AND MAINTAIN AN OFFICE FOR LEGAL ASSISTANCE OF THE FAR
EASTERN UNIVERSITY.

Petitioner Far Eastern University, a recognized educational institution with principal office
at Nicanor Reyes Sr. Street, Sampaloc, Manila, has filed the present petition for the approval of its
legal assistance program and to establish the FEU Legal Aid Bureau in the Institute of Law of said
university, prusuant to Rule 138-A of the Rules of Court.

The said legal office has allegedly secured the approval of the board of trustees of the
university of its following objectives/purposes: (a) to provide fourth year law students with clinical
legal education in order to give substance to courses in trial technique and practice court; (b) to
provide legal intership for the graduating law students; (c) to enable the law school to discharge
its moral obligation to the community by helping correct the social imbalance that often leads to
injustice; and (d) to inculcate in the minds of law students the social values of the legal profession
which are promotive of social justice.

It is represented that the legal assistance program shall be integrated in the Clinical
Education Program of the law curriculum, particularly in Practice Court and Trial Technique;
and that the administration and management of the FEU Legal Aid Bureau will be undertaken
by its director and assistant directors, while the clinical aspects of the legal training and court
appearances will be subject to the supervision and control of a chief supervising attorney and
other supervising attorneys.

After due deliberation, and upon favorable recommendation of its Committee on Legal
Education, the Court Resolved to APPROVE petitioners clinical legal education program and
the operation of the FEU Legal Aid Bureau, both as components of the clinical legal education

offering in its Institute of Law, subject to (a) the integration into and academic credits therefor in
its curriculum as may be approved by the Department of Education, Culture and Sports; (b) its
continued compliance with the operational and supervisory arrangements and undertaking stated
in its petition; and (c) petitioners consistent observance of the conditionalities and limitations
provided by Rule 138-A of the Rules of Court, especially in appearances and participation in
proceedings before the judicial, quasi-judicial and administrative bodies contemplated in and
authorized by the aforesaid rule.

ATTY. RAMEL C. MURIA is an alumnus of the Far Eastern University - Institute of Law wherein
he graduated Class Salutatorian. He took up his Master of Laws at San Beda College - Graduate
School of Law. He is currently a member of the faculty of the Far Eastern University - Institute of
Law as an Associate Lecturer, II; teaching Criminal Law I and II, Civil Procedure, Human Rights
and Women, Children and the Law. He is also the Department Chair of the Bachelor of Science in
Legal Management at De La Salle Lipa Colleges and a lecturer of Constitutional Law I and II and
Conflict of Laws in its College of Law. At present, he is the Chair of the Committee on Paralegal
Education, Integrated Bar of the Philippines - Batangas Chapter and Legal Aid Supervisor of the
Far Eastern University - Legal Aid Bureau.

PREAMBLE
By virtue of Supreme Court Matter No. 651 and in keeping with the Universitys vision and
mission of producing lawyers imbued with the values of fortitude, excellence and uprightness, as
well as mindful of our social responsibilities to the community and their ethical duties towards
the administration of justice, we the members of the Far Eastern University Legal Aid Bureau, do
hereby ordain and promulgate this Constitution.

CONSTITUTION & BY LAWS of the


FAR EASTERN UNIVERSITY LEGAL AID BUREAU
ARTICLE I
NAME, SEAL & DOMICILE
SECTION 1. There shall be a Far Eastern University Legal Aid Bureau (herein referred to as
FEU LAB) in the Institute of Law, deriving its authority and power from the Supreme Court and
the Institute of Law student body, which it represents. This authority and power shall be exercised
in accordance with the University and the Institutes policies.
SECTION 2. The FEU LAB shall have its own official seal. The logo has two Ifugao rice gods also
known as bul ol facing against each other and a sun.
The bul ol is a traditional sculpture in the Philippines; it is used by the indigenous tribes in
different rituals of thanksgiving, revenge or healing. It is an emblem of the Divine. Having two that
is facing on opposite sides symbolizes Divine justice as it somehow imitates the scale of the Roman
Lady Justice.

Behind the two Bul ols is a depiction of a sun. The sun is a symbol of hope. The entirety of the
logo can somehow be said as a picture that cries hope for divine justice.
SECTION 3. The domicile of the FEU LAB shall be at Room 113, Law Building, Far Eastern
University, Morayta, Manila.

ARTICLE II
PRINCIPLES AND OBJECTIVES
SECTION 1. The principal purpose of the Legal Aid Bureau is to prepare and train qualified law
students to practice law ethically and competently through supervised appearances in courts and
administrative bodies.
SECTION 2. The organization was also established to provide law students with clinical legal
education by the proper exposure to actual legal problem situations and practical work experience
in their involvement with the program, conformably with existing limitations and conditions
provided under Rule 138-A of the Rules of Court.
SECTION 3. The FEU LAB shall also provide free legal services to indigent and impoverished
members of the community.
SECTION 4. The organization will also serve as a venue for harnessing the wealth of experience
and expertise of the Universitys law alumni and professors by seeking their participation and
involvement in the implementation of the program as supervisors to the student practitioners.
SECTION 5. The FEU LAB shall involve the students in its activities and programs in order
to give meaningful reality to their membership in the academic community, enrich their sociocultural and civic involvement and unify all IL Students in a free and just body.
SECTION 6. The FEU LAB shall support meaningful projects of other organizations within and
outside the University, consistent with the goal and objectives stated in the rules of the University,
the Institute and this Consitution.

ARTICLE III
PILLARS OF THE BUREAU
SECTION 1. The FEU LAB shall be composed of the Supervising Lawyer, the Executive Board,
and the Volunteers.
SECTION 2. The Supervising Lawyer. The Supervising Lawyer shall serve as the adviser of the
organization. He shall be a member of the faculty of the Institute of Law who will supervise and
assist legal interns in handling legal aid cases.
SECTION 3. The Executive Board. Executive Board shall be the administering and implementing

body of the FEU LAB. It shall be composed of the following:


a) Secretary General
b) Chairperson for Litigation Committee
c) Chairperson for Research and Training Committee
d) Chairperson for Advocacy
e) Chairperson for for Membership
f) Vice-Chairperson for Membership
SECTION 4. (a) The Volunteers. The Volunteers shall be referred to as the Legal Interns and the
Paralegal Volunteers.
(b) The Legal Interns. Legal interns are law students who have completed their third year
law curriculum.They provide direct services to walk-in clients and those referred to by courts and
quasi-judicial bodies to the Bureau.
(c) The Paralegal Volunteers. Paralegal volunteers are law students who have completed their
first year law curriculum and volunteered to work with and assist legal interns in giving judicial and
non-judicial services to the clients of the Bureau. They provide the necessary research and legal
works to legal interns in the handling of court and quasi-judicial cases.
SECTION 5. The Executive Board shall have the power to create such committees as it may deem
necessary in the fulfillment of its responsibilities.
SECTION 6. The Executive Board together with the Volunteers shall hold a regular meeting of
at least once a month as prescribed by the Secretary General and/or the Supervising Lawyer and/
or as the needs arise.
SECTION 7. The Executive Board shall properly endorse all records, documents, projects,
equipment and the like to its successors before the end of their term.

ARTICLE IV
PROGRAMS OF THE BUREAU
SECTION 1. The Litigation Services Program. The FEU LAB shall conduct Legal and Litigation
services which shall involve the giving of judicial and non-judicial services to qualified clients.

Judicial services shall include the handling of cases in court and quasi-judicial bodies such
as the National Labor Relations Commission (NLRC) and the Department of Agrarian Reform
Adjudication Board (DARAB). Necessarily, the handling of cases involves the drafting of pleadings,
position papers, memoranda and other legal documents necessary for the prosecution and defense
of causes referred to the Bureau.


Non-judicial services include the drafting of affidavits and other legal documents and legal
advice to walk-in clients.
SECTION 2.The Summer Internship Program. The FEU LAB shall form network and partnership
with different organizations in need of legal interns. This program shall provide volunteers with
venue where they can apply the theories they learn inside the four corners of the classroom. Such
internship program shall also widen their volunteers perspective of the legal profession.
SECTION 3. The Developmental Law Program. As part of the activities of legal interns, the FEU
LAB shall also conduct legal outreach or consultation and paralegal seminars to communities upon
request. These legal outreach and paralegal seminars are designed to help communities build up
their legal resources and make the Legal Aid Bureau relevant to the day to day life of the poor. The
Legal Aid Bureau provides short paralegal courses on Katarungang Pambarangay, paralegalism,
child-focused and women-focused advocacy to partner communities in Metropolitan Manila Area.
SECTION 4. The Research and Policy Reform Advocacy Program. The FEU LAB shall also conduct
research related to its activities and programs such as the revitalization of the different pillars of
the Criminal Justice System, Juvenile Justice, consumer rights and the right to ecology as a starting
point of its policy reform advocacy program.
SECTION 5. The Capability Training Program. The FEU LAB shall devise a capability training
program for its interns and volunteers. This program shall include trainings on all aspects of litigation
such as: (a) gathering evidence through interviews (b) formulation of theories of the case, (c) legal
counseling, (d) negotiations and conciliation including pre-trial techniques, (e) preparation for
trial and method for presenting testimonial, documentary and real evidence, (f) court demeanor,
(h) presentation of rebuttal evidence, (I) trial technique and (j) preparation of memorandum.
Interns and volunteers shall also be given opportunity to attend seminars and other fora to widen
their horizon and expose them to the various concerns of the legal profession.
SECTION 6. Socio-cultural and Civic Involvement Program. The FEU LAB shall also devise
programs such as team building seminars and outreach programs to foster camaraderie between
and among its volunteers and to expose them to the needs and realities of the community outside
the University.

ARTICLE V
MEMBERSHIP
SECTION 1. All law students of the Far Eastern University - Institute of Law are qualified
members of the Far Eastern University - Legal Aid Bureau. Provided, such student meets the
requirements set forth by this Constitution and By-Laws.
SECTION 2. Probationary Period. Prior to being a member of the Far Eastern University - Legal
Aid Bureau, all aspiring applicants must serve at least one year with the Far Eastern University -

Legal Aid Bureau with a status of Recruit.


SECTION 3. Qualifications. The qualifications for being a member of the Far Eastern University
- Legal Aid Bureau are as follows:
a) Must have served as a Recruit for at least one year;
b) Must have attended the Annual Team Building of the Organization;
c) Must be a bona fide student of the Far Eastern University - Institute of Law;
d) Must have at least one year of residency in the institution;
e) Must be a First Year to Third Year Law Student, regular or irregular;
f) Must have qualified under the Merit and Demerit System; and
g) Must have attended mandatory projects as may be imposed by the Board.

The qualifications herein set forth must be possessed after the service of one year as a
Recruit or the probationary period, as the case may be.
SECTION 4. Members. After a one year period or less, to be determined by the Supervising
Lawyer and the Executive Board, all applicants possessing the qualifications set forth in the previous
section, shall be dubbed as Members of the Far Eastern University - Legal Aid Bureau. This is the
Paralegal Volunteers referred to by Art. III Sec. 4 Par. 3.
SECTION 5. Guest Volunteers. Students, upon application, possessing a complete status of a
Fourth Year Student, as prescribed by the Far Eastern University - Institute of Law Deans Office, are
considered to be Guest Volunteers. As Guest Volunteers, the qualifications set forth by the previous
section shall not apply. This is the Legal Interns referred to by Art. III Sec. 4 Par. 2.
SECTION 6. Merit and Demerit System. In order to quantify the qualification of an applicant of
the Far Eastern University -Legal Aid Bureau, all applicants are graded by point system, which may
be decreased and/or increased as prescribed under this section.

All applicants must have a total of eighty-five (85) to one hundred (100) points at the end of
the probationary period. Applicants with a total sum of seventy-five (75) to eighty-four (84) points
shall be deliberated by the Board as to his/her qualification. Any applicant earning points seventyfour and below, may be qualified after the deliberation of the Supervising Attorney, duly endorsed
by the Board.

All applicants shall be given one hundred (100) points as default and shall be subject to
Merit and Demerit Points as follows:
MERIT:
a) Obtaining the highest MidTerm Exam during his/her probationary period.
(Two [2] points x # of Units)
DEMERIT:
a) Non-attendance or Absence (in meetings, trainings, seminars, etc.)

(One [1] point; Half-a-point [.5] for an excused absence; and Ten [10] points for
mandatory attendance and non-attendance in Court Visits)
b) Late or Tardiness (in meetings, trainings, seminars, etc.)
(One [1] point; Half-a-point [.5] for an excused absence; and Ten [5] points for mandatory
attendance)
c) Peer Evaluation (PE, after projects)
(Two [2] points for a total PE points of less than five (5), and One [1] point for a total PE
points of six [6] to seven [7])
d) Disobedience from a lawful order (of any incumbent member)
(Two [2] points, order of a member; Five [5] points, order a Board Member)
SECTION 7. Term. All members of the Far Eastern University - Legal Aid Bureau shall have a
membership term until there graduation from this Institute or while he/she is a bona fide student
of the Institute.
SECTION 8. Disciplinary Action. All members and recruits of the Far Eastern University - Legal
Aid Bureau may be subject to disciplinary action upon just cause and lawful ground, to be decided
by the Board.

ARTICLE VI
SUPERVISING LAWYER
SECTION 1. The Far Eastern University - Legal Aid Bureau shall have a Supervising Lawyer
who shall, but not limited to, be the adviser and counsel of the Organization who will supervise and
assist legal interns in handling legal aid cases.

In all cases of disputes or deadlocks, the Supervising Lawyer shall serve as the final arbiter
in cases affecting the welfare and security of the Organization.
SECTION 2. Qualifications. The Supervising Lawyer shall be a member of the faculty of the Far
Eastern University - Institute of Law, duly endorsed and with the qualifications to be determined
by the Deans Office of the Institute.
SECTION 3. In case of incapacity or absence, the Deans Office of the Institute may reccomend or
appoint a new Supervising Lawyer. However, the incumbent Board may recommend a Supervising
Lawyer and with the approval of the Deans Office of the Institute.

ARTICLE VII
THE EXECUTIVE BOARD
SECTION 1. The Far Eastern - Legal Aid Bureau shall have an Executive Board which shall

serve for only one year, however, without any prohibition from being in (the same) position for the
following year(s).
SECTION 2. Composition. The Executive Board shall be composed of (in descending order):
a) Secretary General;
b) Chairperson for Litigation Committee;
c) Chairperson for Research and Training Committee;
d) Chairperson for Advocacy;
e) Chairperson for for Membership;
f) Vice-Chairperson for Membership.


SECTION 3. Secretary-General. The Secretary-General shall be the highest position of the
Executive Board to whom all administrative powers and final decisions shall rest.

The powers of the Secretary -General are as follows, but not limited to: (a) administering the
whole organization, (b) creating a committee, as the case may be, (c) imposing discipline measures
to any officer or member of the organization, (d) entering into any agreement in behalf of the
Organization; and (e) representing the Organization.
SECTION 4. Chairperson for Litigation Committee. The Chairperson for Litigation Committee
shall be the second highest position of the Executive Board to whom all administrative powers and
final decisions shall rest in case of incapacity or absence of the Secretary General.

The powers of the Chairperson for Litigation Committee are as follows, but not limited to:
(a) administering the Litigation Services Program, (b) creating a committee, as the case may be, (c)
imposing discipline measures to any lower officer or any member of the organization, (d) entering
into any agreement in behalf of the Organization, for litigation purposes; and (e) representing the
Organization in any form of litigation.

However, the acts of the Chairperson, to be binding, must be consented and duly approved
by the Supervising Lawyer.
SECTION 5. Chairperson for Research and Training Committee. The Chairperson for Research
and Training Committee shall be the third highest position of the Executive Board to whom all
administrative powers and final decisions shall rest in case of incapacity or absence of the two
previous board members.

The powers of the Chairperson for Research and Training Committee are as follows, but
not limited to: (a) administering the whole Developmental Law Program, (b) creating a committee,
as the case may be, (c) imposing discipline measures to any lower officer or any member of the
organization, (d) entering into any agreement in behalf of the Organization; and (e) representing
the Organization.
SECTION 6. Chairperson for Advocacy. The Chairperson for Advocacy shall be the fourth highest

position of the Executive Board to whom all administrative powers and final decisions shall rest in
case of incapacity or absence of the three previous board members.

The powers of the Chairperson for Advocacy are as follows, but not limited to: (a)
administering the Research and Policy Reform Advocacy Program, (b) creating a committee,
as the case may be, (c) imposing discipline measures to any lower officer or any member of the
organization, (d) entering into any agreement in behalf of the Organization; and (e) representing
the Organization in adhering to any Policy Reform Advocacy.
SECTION 7. Chairperson for Membership and Vice-Chair for Membership. The Chairperson
for Membership and Vice-Chair for Membership shall be the fifith and sixth highest position of
the Executive Board to whom all administrative powers and final decisions shall rest in case of
incapacity or absence of the four or five previous board members, as the case may be.

The powers of the Chairperson for Membership and Vice-Chair for Membership are as
follows, but not limited to: (a) administering the Socio-cultural and Civic Involvement Program,
(b) creating a committee, as the case may be, (c) imposing discipline measures to any member of
the organization, (d) entering into any agreement in behalf of the Organization; (e) representing
the Organization, and (f) initiating any other Program of the Organization with the assistance of
the other Board Members, as the case may be.

ARTICLE VIII
QUALIFICATIONS AND DISCIPLINARY ACTIONS OF THE
EXECUTIVE BOARD
SECTION 1. Qualifications. To be a member of the Executive Board, he/she must be a bona fide
member of the Far Eastern University - Legal Aid Bureau and be duly elected and endorsed by the
Supervising Lawyer.
SECTION 2. Disciplinary Action. All members and recruits of the Far Eastern University - Legal
Aid Bureau may appeal to any member of the Board or to the Supervising Lawyer in cases of
disciplinary action against a member of the Board. However, the Supervising Lawyer shall be the
final arbiter as to how to discipline any member of the Board.

ARTICLE IX
VOTING
SECTION 1. Any member of the Executive Board must be duly elected by the members of the
Far Eastern University - Legal Aid Bureau, in accordance with the procedure set forth in the next
section.
SECTION 2. When to Vote. An annual election shall be held every end of the School Year to be
scheduled by the incumbent Supervising Lawyer and members of theExecutive Board.

SECTION 3. Procedure. The election for the Executive Board shall take place in the domicile of
the Far Eastern University - Legal Aid Bureau, with a time frame of one week; and spear-headed
by an election officer, who may be any of the incumbent members of the Executive Board or duly
delegated member (Legal Intern or Paralegal Volunteer) of the Far Eastern University - Legal Aid
Bureau.

All incumbent members of the Executive Board and members (Legal Interns or Paralegal
Volunteers) of the Far Eastern University - Legal Aid Bureau shall nominate, at most, six (6)
members, who are not graduating or who may serve a full term of one year, without any specifying
any position.

After all members have voted or after the lapse of the one (1) week period, the presiding
election officer shall tally the votes and determine the top six (6) members. After determining the
top six (6), the names shall be recommended to the Supervising Lawyer, who shall determine the
positions of the voted members.
SECTION 3. Disqualification. Any dispute arising during or after election, shall be decided by
the incumbent board, not a nominee, and the Supervising Lawyer. Any decision made shall be final
and executory.

ARTICLE X
AMENDMENTS AND REVISIONS
SECTION 1. No part of this Constitution shall be repealed, amended or revised unless upon the
vote of two-thirds of all the members at any regular meeting. Provided further that such amendment
has been submitted in writing at the previous regular meeting.
SECTION 2. Effectivity. This Constitution and By-Laws of the Far Eastern University - Legal Aid
Bureau shall be effective immediately after ratification.

SUMMER INTERSHIP PROGRAM

The Legal Aid Bureau encourages its members to engage
in intership program every summer for them to be exposed and
knowledgable on the actual field.

This summer of 2013, Ms. Melanie Bernardo and Mr. Rigel
Kent Villacarlos was chosen in the Summer Intership Program of
SALIGAN (Sentro ng Alternatibong Lingap Panligal).

SALIGAN is a legal resource non-governmental organization
doing developmental legal work with women, farmers, workers,
the urban poor, the indigenous peoples and local communities.
SALIGAN seeks to effect societal change by working towards the
empowerment of women, the basic sectors, and local communities
through the creative use of the law and legal resources.

It started from April 18, 2013 and ended on May 28, 2013.

Annual Team Building

The Legal Aid Bureau annualy holds its team building in
order to prepare its volunteers in providing legal aid to its clients. The
Team Building comprises of two parts:(1) Fellowship Activities and
(2) Para-Legal Enrichment.

In the Fellowship Activities, current members of the Legal
Aid Bureau will conduct games and activities to promote fellowship
and camaraderie among the members, new and old.

For the Para-Legal Enrichment, we inivited different speakers
to share their knowledge in different aspects of Legal Clinic. This
years speakers were:
a) Atty. Ramel C. Muria - Remedial Law (Judicial Process)
Atty. Muria is the Supervising Attorney of the Legal Aid Bureau
and is a graduate of the Institute of Law. He recently earned his
Master of Laws from the Graduate School of Law of the San Beda
College, Manila
b) Atty. Roberto Iigo Sanchez Seminar on the New Rule on Judicial
Affidavit
Atty. Sanchez earned his Juris Doctor at the University of Batangas.
He is currently in private practice in Batangas City.
c) Mr. Danny Isiderio Local Government Policy Making
Mr. Disiderio is serving the City of Manila concurrently as a
legislative staff at the City Council and as a Councilman of his
Barangay. He is currently a senior law student of the Universidad
de Manila.

The Lex Collar Pin is a commemorative pin in the
celebration of the 20th Anniversary of the Legal Aid Bureau.

By selling Lex Collar Pins, the organization was able to
generate additional funds to support the Litigation Committee
in providing legal services to our indigent litigants.

A Music Fest for the Benefit of
Children in Conflict with the Law

Pasiklaban is a fund raising concert initiated by the
FEU Legal Aid Bureau. Its primary beneficiaries are the
indigent clients of LAB and the Children in Conflict of Law
of the City of Manila. A huge part of the proceeds of this
activity is reserved for the outreach activity to be held on
the 30th of November at the Manila Youth Center.

The benefit concert was attended by different
bands, such as: (a) Day27, (b) Klutch Page, (c) Francis,
(d) MoonCake, (e) Les Pompadours, (f) Collision, (g)
Hoodlum, and (h) Kiddie Meal. Each band was asked to perform at least three songs, original or cover.

The event was attended by different students
from different law schools, such as: Far Eastern
University, Ateneo de Manila University, San Beda
College, University of Santo Tomas, San Sebastian
College, and University of the East.

The organization would like to thank the
following fraternities and sororities: Portia, Tau
Kappa Phi, Utopia, Aegis Juris, Lex Talionis and
Ordo Luminis Legis.

Peace Movement:
Celebrating the Colors of Peace

The International Peace Month Celebration is a collaborative project of the Legal Aid
Bureau , Peace T.A.Y.O., and the Angel C. Palanca Peace Program Foundation. For a week the
project served as a campaign to the culture of peace. It was concluded by a cultural night whein
songs for peace were performed both by students from the Institute of Law and from the college
level.

It is a 4-day awareness campaign wherein on the first day of the Peace Campaign, a flash
mob was held in order to officially open the Peace Movement. The flash mob was done by different
students from the Institute of Law (IL) Community and some Undergraduate Students. It was done
with a song composed by Tropical Depression - Kapayapaan.

From then on, we invited students to join the campaign by reciting the Oath for Peace and
taking a picture of them beside the oath. We also sold Peace Tayo Ballers and Button Pins in order
for the students to bring Peace with them.







On the last day of the campaign, we conducted a mini-concert at the FEUPavilion 2. This is an open mini-concert, attended by different students of the FEU Community.
The performances were done by IAS Dance Company, with their lyrical and wonderful dance
performance, Cup Noodles, a duo-band invited to celebrate peace campaign with us, and two
volunteers from the IL Community - Ms. Melody Amante and Mr. Kristian Nicole Bareng - who
serenaded the crowd with their acoustic performance.

a BarKit for them. This BarKit comprises different items that may help them during the bar exam
proper, such as water, energy drink, chocolate and the like.
