Part of me wishes I could claim I drew

the truth is I grasped for it, eagerly. My

Amongst the flashy Twitter headlines

The developer tabbed to erect a massive development near the Millbrae rail
station is raring to build, but a councilmember continues harboring concerns
that the project may harm the existing
communitys quality of life.
An executive at Republic Urban, the
Gina Papan
company selected to build mixed-use
developments in Millbrae on land owned by Bay Area Rapid
Transit, is uncertain the economy will maintain its health,
compelling him to urgently push the proposed project
ahead.
But a local official claimed poor accessibility to the train
station and concerns regarding public safety should be adequately addressed before the project can move forward.
Michael Van Every, CEO of Republic Urban, said his company is hoping to break ground early next year to build
more than 300 units of housing, roughly 47,000 square feet
of retail space, more than 160,000 square feet of office
space, potentially a hotel as well as a development with 55
affordable units for military veterans near the intersection
of Millbrae Avenue and El Camino Real.
Van Every said it is imperative to meet the timeline, as

In the wake of media accounts that numerous law enforcement agencies across the country had lengthy backlogs of

School seeks help buying new computers

SM-FC officials look to community for installing better tech at local campus
By Austin Walsh
DAILY JOURNAL STAFF

More tablets are necessary to help some

Bayside STEM Academy students catch up to
their grade level in math, while others need
better laptops to complete their accelerated
tech-centric curriculum, a San Mateo-Foster
City Elementary School District official
said.
But there are insufficient funds in the districts coffers to afford the nearly $40,000
worth of equipment, so officials are seeking
a grant or donation from the community.
The district Board of Trustees is set to
approve during a meeting Thursday, July 14,
declaring the need for 22 new laptops, two
new charging carts and 48 Chromebooks to
offer students the best and most modern education possible.
The laptops and charging carts would be
given to the school which focuses on science, technology, engineering and mathematics curriculum, as part of an initiative at
Bayside to build a new computer lab.
Heather Olsen, the districts assistant
superintendent of Education Services, said
the equipment would help bring to fruition a
vision of a technologically advanced learning center that would enhance the innovative learning opportunities at the school.
They are trying to do something that
hasnt been done at [Bayside] STEM
before, she said.
The laptops would be installed at a new
Tech Lab, which will also feature 3-D printers and robotics kits, to replace the existing

computers currently inadequate to run the
requisite programs, said Olsen.
The school offers lessons that introduce
disadvantaged students, English language
learners, girls and others to teaching
steeped in technology. The programs are so
successful, accessibility needs to be
expanded to accommodate demand, according to a district report.
The laptops and charging carts will cost
$25,000, according to the report, and an
additional $13,000 is necessary to purchase
48 Chromebook computers to help students
entering Bayside STEM who are behind in
math catch up with their classmates, according to the report.
Officials piloted a program successful in
granting more than 100 students educational support in math, and would like to
enhance the offering, but do not have
enough computers, according to the report.
Olsen said getting more Chromebooks
would pay dividends in helping as many students as possible get up to speed on their
math lessons, which is especially necessary
in a school focused in STEM curriculum.
Its just kind of having more access, she
said.
The districts education foundation recently relaunched under the guidance of former
trustee Colleen Sullivan, and ideally the

community fundraising organization would

fund such purchases, said Olsen.
But as the foundation works to gain
momentum, it has focused on initiatives
supporting all district schools, not one specific campus, said Olsen.
When the foundation is eventually at full
strength again though, Olsen said such a
grant or donation would be the perfect
example of the kind of work it could do.
Beyond the foundation, Olsen said she
was uncertain regarding the fundraising
capability of the PTA at Bayshore STEM to
generate enough money to the purchase the
equipment.
Regardless, she said the technology at the
school is no longer a commodity, but a
necessity to offer students a chance to take
advantage of the most modern learning
opportunities.
Many of the students in this generation
have worked on computers for their entire
scholastic career, noted Olsen, so the technology is integral for them to be able to get
the most out of their lessons.
Our students are digital natives, they
have been using these devices since they
were born, she said. Do you want to work
with a pen, a pencil or a Chromebook or a
more robust laptop that can provide more
power for more demanding software? This is
no longer an extra. This is a tool.

Poll: In tumultuous summer,

voting youth in a dour mood
By Janie Har and Emily Swanson
THE ASSOCIATED PRESS

SAN FRANCISCO In a summer of political and racial tumult, young Americans are in
a dour mood: pessimistic about the fairness
of their economic system, questioning the
greatness of the United States and deeply
skeptical of the way the nation picks its leaders.
A new poll of young people between the
ages of 18 and 30 finds that an overwhelming
90 percent think the two-party political system has real though fixable problems
or that it is seriously broken. Three-quarters believe the U.S. is falling behind or
failing as a nation.
Just over half say the chance to get ahead
economically is reserved for only a few people at the top.
Though the new GenForward survey is a
poll of all young people, not necessarily registered or likely voters, it nevertheless
shows clear discontent with the two majorparty candidates for president. Only 39 percent of young people have a favorable opinion of Hillary Clinton. Just 19 percent think
well of Donald Trump.
The generation that is the most educated,
diverse and indebted in U.S. history is still
pining for the candidate who only this week
left the race: Vermont Sen. Bernie Sanders.
Millennials, unfortunately, are subject to
an economic and political future that is not of
their own making, said Sarah Swanbeck,
executive director of the Center on
Governing & Investing in the Future at the
Goldman School of Public Policy at the
University of California, Berkeley. Its no
surprise then that young adults across the

country have increasingly turned to political outsiders promising to reform the system.
GenForward is a survey by the Black Youth
Project at the University of Chicago with the
Associated Press-NORC Center for Public
Affairs Research. The first-of-its-kind poll
pays special attention to the voices of young
adults of color, highlighting how race and
ethnicity shape the opinions of a new generation.
Theres a strong desire among young people of all races and ethnicities for a thirdparty challenger to Trump and Clinton: 72
percent of Latinos and whites, 67 percent of
Asian-Americans and 63 percent of AfricanAmericans.
The candidates were left with are very
similar, said Alejandro Ochoa, a 21-year-old
from Adelanto, California. I say that theyre
similar mainly because theyre both rich, and
I get the sense that theyre going to look out
more for the 1 percent and not the rest of us.
Only 5 percent of respondents said the
United States is greater than ever, with an
additional 14 percent saying its as great as it
has been in the past. More than half said the
country is falling behind and a quarter said
its failing.
Young whites expressed the greatest dismay, with 84 percent saying the country is
falling behind or failing. About two-thirds of

Still no explanation for Dallas gunmans honorable discharge

By Will Weissert
THE ASSOCIATED PRESS

DALLAS Almost a week after

the Dallas sniper attacks, its still
unclear how the gunman obtained
an honorable discharge from the
military even though Army officials sent him home from
Afghanistan with a recommendation that he be thrown out of the
armed forces.
An attorney appointed by the
military to represent Micah
Johnson in a sexual harassment
case speculated last week that
Johnsons behavioral record could
be more serious. The attorney says
hes now under strict orders not to
discuss the matter with reporters.
Johnson, 25, served in the Army
Reserve for six years before the
July 7 sniper attack, which killed
five Dallas police officers.
We are reviewing all of his
records, Army spokesman Col.
Patrick Seiber said Wednesday. He
would not elaborate or discuss any
aspect of the review.
Johnsons lawyer said he had
prepared documents for a more
severe other-than-honorable exit
almost two years ago.
An other-than-honorable discharge is not as serious as a dishonorable discharge, the harshest
form of dismissal from the military. The lesser punishment may
be issued for misconduct, for security reasons or in lieu of trial by
court martial. In some cases, it can
bar a soldier from re-enlisting or
receiving some veterans benefits.
Army
lawyer
Bradford
Glendening was assigned to represent Johnson following an accusation of sexual harassment against
him by a female soldier in his unit,
Glendening said. Exactly what
Johnson is accused of doing has
not been made public.

ACLU, other groups sue police over Baton Rouge protests

THE ASSOCIATED PRESS

BATON ROUGE, La. Civil

rights groups and activists sued
Baton Rouge law enforcement
agencies over their treatment of
protesters rallying against the
police shooting death of a black
man, saying officers used excessive force and physically and verbally abused peaceful demonstrators.
The
lawsuit,
announced
Wednesday by the American Civil
Liberties Union of Louisiana,
came hours after Cameron
Sterling, the 15-year-old son of
the slain man spoke publicly for
the first time, calling for peaceful

protests following the death of

his father, 37-year-old Alton
Sterling.
Sterling was shot to death July
5 as two white officers pinned
him to the pavement outside a
convenience store. The killing
was captured on cellphone video
and circulated widely on the
internet, sparking widespread
demonstrations across the capital city.
Authorities arrested about 200
protesters over a three-day period, often taking to the streets in
riot gear or riding in militarystyle vehicles. The arrests came
amid heightened tensions in the
city following Sterlings death, a

deadly police shooting in

Minnesota and the killings of
five police officers in Dallas.
The governor and the Baton
Rouge police chief have defended
the response, with the chief saying Tuesday that authorities discovered an alleged plot against
police over the weekend.
Authorities said they found out
about the plot after they arrested
three suspects in the burglary of
eight guns from a pawn shop.
The chief said one of the suspects said the burglary was carried out to harm police officers,
but he didnt give any details
about when or where a possible
plot would be carried out.

September 2014.

records released by the Army that
do not classify his discharge.
His attorney later learned that
the discharge was honorable.
I was shocked to see that, he

told the Associated Press by phone

last week, less than 24 hours after
the Dallas shooting. He said he
never received final documentation on how Johnsons case was
resolved.

Somebody really screwed up but

to my clients benefit, he said.
Since then, Glendening has
declined to comment saying, Im
under direct orders not to divulge
anything further and am subject to
military prosecution if I do.
Other members of Johnsons
Army Reserve unit have suggested
they are under similar gag orders as
active-duty personnel.
The Army would not comment on
those reports. Instead, it said all
questions about Johnsons military service should be referred to
the Armys public affairs office at
the Pentagon.
Johnson entered the Army
Reserve in March 2009 at age 18,
after graduating from high school
in the Dallas suburb of Mesquite.
He was a carpentry and masonry
specialist assigned to an engineer
brigade based in Seagoville, south
of Mesquite.
He deployed to Afghanistan in
November 2013 as part of the
420th Engineer Brigade. He was
accused of sexual harassment the
following May.
Sending a soldier home from
Afghanistan and then starting the
process of removing him from the
Army was highly unusual if it
was based solely on a single sexual
harassment
complaint,
Glendening said last week.
He said: 99 percent of the time,
you counsel the soldier. You say,
Dont let it happen again.
The attorney suggested that
Johnson may have had other problems in his unit.
It was not just the act itself,
Glendening said. Im sure that
this guy was the black sheep of his
unit. Every units got one.
The accuser in the sexual harassment complaint has declined
repeated requests for an interview
with the AP. In a 2014 statement,
she said she wanted Johnson to
receive mental help. She also
sought a protective order against
him pertaining to myself, my
family, my home.

Congress passes aviation bill

to close airport security gaps
By Joan Lowy
THE ASSOCIATED PRESS

WASHINGTON Congress passed an

aviation bill Wednesday that attempts to
close gaps in airport security and shorten
screening lines, but leaves thornier issues
unresolved.
The bill also extends the Federal Aviation
Administrations programs for 14 months
at current funding levels. It was approved in
the Senate by a vote of 89 to 4. The House
had passed the measure earlier in the week
and it now goes to President Barack Obama,
who must sign the bill by Friday when the
FAAs current operating authority expires to
avoid a partial agency shutdown.
Responding to attacks by violent extremists associated with the Islamic State on airports in Brussels and Istanbul, the bill
includes an array of provisions aimed at

WASHINGTON The Chinese government is believed to have hacked into computers at the Federal Deposit Insurance
Corp. in 2010, 2011 and 2013, including
the workstation of then-FDIC Chair Sheila
Bair, a congressional report says.
The report issued Wednesday by the
Republican majority staff of the House
Science, Space and Technology Committee
cites a May 2013 memo from the FDIC

perimeters. Other provisions designed to

address potential insider threats would
toughen vetting of airport workers and
other employees with access to secure
areas, expand random employee inspections and require reviews of perimeter security. Investigators suspect a bomb had been
smuggled aboard a Russian Metrojet airliner that disintegrated over Egypt last year.
The measure is the most significant airport security bill to pass Congress in a

House bill allows companies

to deny abortion coverage
WASHINGTON The House backed legislation designed to circumvent a California
order that requires health insurance companies to pay for elective abortions.

The legislation passed 245-182 on a

mostly party-line vote on Wednesday.
Republicans say the California order upheld
by the Obama administration last month
would discriminate against companies and
employees that oppose abortion on ethical
and moral grounds.
The bill, named the Conscience
Protection Act, has little chance of becoming law under President Barack Obama. But
it represents an issue that resonates strongly with the Republican Partys base in a
contentious election year.

LONDON Theresa May entered

No. 10 Downing St., on Wednesday as
Britains new prime minister, following a bittersweet exit by David
Cameron that was tinged with humor
and regret.
I was the future once, Cameron
quipped as he left office. But that future
now belongs to May, and it involves
instability, uncertainty and tough
wrangling over Britains departure
from the European Union.

Britains transition

after an abbreviated contest in which

her only remaining rival dropped out.

Then came Wednesdays ceremonial

Buckingham Palace and two audiences
with Queen Elizabeth II that ended with

new one curtseying to the monarch to

May stood in front of the iconic door
of No. 10 with her husband, Philip, as
the 13th prime minister of the queens
reign and the first woman to hold the
job since fellow Conservative
Margaret Thatcher served from 1979 to
1990.

UNITED NATIONS The death toll from a recent outbreak of fighting in South Sudan is almost certain to climb
above the 272 people, including 33 civilians, reported by
the government, United Nations officials said Wednesday.
Peacekeeping chief Herve Ladsous told the Security
Council that government forces are obstructing the movement of U.N. personnel every step of the way making it
hard to ascertain what has gone on since the fighting erupted between the government and rebel forces last week.
I would believe that this is only the tip of the iceberg
given alarming reports indicating over the last few days
many civilians were barred from reaching safer ground, he
said, referring to the official death toll.
Ellen Margrethe Loj, who heads the U.N. peacekeeping
mission in South Sudan, echoed Ladsous assessment.
I know for a fact, because Ive seen it with my own eyes,
that I dont think all the casualties and the bodies have been
collected and a proper count has been done, if it ever will
be, Loj said addressing reporters via videolink from Juba,
the South Sudan capital.

Pakistan says school attack

ISLAMABAD The mastermind of a 2014 attack on a
Pakistani school that killed some 150 people, mainly children, was killed in a U.S. drone strike in Afghanistan,
Pakistans military said Wednesday.
A U.S. Army general confirmed the death of Taliban leader

He did not say where or when the drone strike took place.
Pakistani media reported a drone strike in eastern
Afghanistan earlier this week, saying it killed several militants.
Mansoor, also known as Umar Naray and Khalid

Court ruling opens GM to billions in death, injury claims

DETROIT A federal appeals

court ruling that General Motors
cant use its 2009 bankruptcy to
fend off lawsuits over faulty and
dangerous ignition switches
exposes the automaker to billions
in additional liabilities, according
to legal experts.
The 2nd U.S. Circuit Court of
Appeals in Manhattan on
Wednesday ruled that GM knew
about the defective switches when
it entered bankruptcy seven years

ago but kept them secret from the

bankruptcy court. By failing to
disclose the problems, GM prevented crash victims from making
claims or contesting the bankruptcy provisions, robbing them of
due process, the court ruled.
In a 74-page opinion, a threejudge panel said that GM essentially asked the court to reward it
for concealing claims. We decline
to do so, the court said.
Under terms of the governmentfunded bankruptcy, the company
that emerged, referred to as New
GM, was indemnified against most

claims against the pre-bankruptcy

company, or Old GM. Retired U.S.
Bankruptcy Judge Robert Gerber
ruled in April 2015 that most ignition-switch claimants could not
sue New GM for damages because
the company should emerge from
bankruptcy free of claims against
Old GM.
But the appeals court overturned
most of that decision and allowed
hundreds
of pre-bankruptcy
claims to proceed, including some
lawsuits alleging that GMs
actions caused the value of its cars
to drop.

After getting hammered in a 20-10 loss
Tuesday at the hands of Hillsborough to force
Wednesdays winner-take-all finale, Pacifica
had to play from behind again. Trailing 7-5
in the fourth, Pacifica saw the first five runners in the inning reach base en route to
pushing four runs across to take the lead.
Weve been behind a couple times,
Pacifica manager Len Beatie said. Were
from Pacifica. Were a blue-collar team.
Youre going to have to step on our throats to
take us out of a game.
Pacificas No. 3 hitter Dylan Uter personified the never-say-die approach of the greenand-gold. The sweet-swinging right-handed
hitter was 3 for 4, and gave Pacifica an early
lead with a two-run home run in the first.
Uters defining swing of the bat came in
the fourth inning, however, as he led off the
comeback rally with a single. In his third
time facing Hillsborough starting pitcher
Dean Moss who earned a complete game

despite taking the loss Uter noticed the

right-hander was tipping his curveball and
sat on one, roping a sharp single to center
field to ignite the four-run rally.
I was thinking just hit the ball hard, Uter
said. I saw he was changing his grip, so I
knew it was going to be a curveball. And so I
was able to get a hit.
Four batters later, a grounder off the bat of
Marcel Elicagaray drove home Mason Mini
from third base with the go-ahead run.
With every spot in the Pacifica batting
order reaching base throughout the game,
Mini said the best part about celebrating the
championship was that everyone contributed
to the win.
It was fun because we all hit the ball,
Mini said. We all had fun.
It was a fun battle through the middle
innings for all in attendance at Highlands
Park.
After Pacifica jumped ahead 2-0 in the first,
Hillsborough surged into the lead in the top
of the third on a grand slam home run by No.
2 hitter Dean Dollosso. It was the first of two
home runs in the game for Dollosso, who
totaled three hits on the night and went 7 for
9 throughout the championship series.
Hes a phenomenal player, Hillsborough
manager Chad Forrest said. He can play a
great shortstop and he can hit, as weve seen.
But Dollossos blast set off an epic
slugfest between the two offenses. In the

For the life of me, I cant think of

The hits against the Warriors leading to

Bradys appeal denied Whats next for

Brady, Patriots?

THE ASSOCIATED PRESS

NEW YORK Quarterback Tom

Bradys last best chance to avoid
serving a four-game Deflategate
suspension to start the new season
was flatly rejected Wednesday by an
appeals court.
The 2nd U.S. Circuit Court of
Appeals in Manhattan issued a onesentence rejection of requests by the
National Football League Players
Association and Tom Brady to
reconsider an April decision that
reinstated the suspension.
We are disappointed, the players association said in a statement.
The track record of this league
office when it comes to matters of
player discipline is bad for our business and bad for our game. We have a
broken system that must be fixed.
It added that it will review its
options carefully.
The NFL declined comment.
The courts action left intact a 2to-1 ruling by a three-judge panel
that found NFL Commissioner
Roger Goodell acted within his powers by upholding the suspension of
the star quarterback for his role in a
scheme to doctor footballs used in a
January 2015 playoff game.
The decision affirmed wide-ranging powers given to the commissioner by the NFLs collective bargaining agreement. It was a setback
for organized labor groups arguing
for due process in employee discipline.

judges hear arguments and decide
anew.
Bradys remaining hope is to
appeal to the U.S. Supreme Court.
That is an extremely long shot,
said Nellie Drew, a sports law professor at the University at Buffalo.
She said the 2nd Circuit acted correctly and that any changes to how
the NFL handles arbitrations over
player issues will have to be handled
at the negotiating table.
She predicted Patriots backup
quarterback Jimmy Garoppolo will

be getting a whole lot of repetitions as the Patriots prepare for

their season opener Sept. 11 at
Arizona.
Its time to put this thing to bed,
Drew said. If it was my kid, Id say:
Let it go.
Lawyers and other representatives

Supporters of the stadium presented nine potential sites to the

the original $1.4 billion estimate.

Tom Brady will miss the first four

games of the upcoming NFL schedule. Unless he doesnt.
Deflategate has crept into a
third NFL season, and with the federal courts rejection on Wednesday of
the New England quarterbacks
appeal of his suspension, it certainly appears that Brady will be sidelined into early October.
Brady still has the option of taking his case to the Supreme Court
one legal analyst called that nothing more than a Hail Mary and
getting the suspension for his role
in the use of underinflated footballs
in the 2014 AFC title game overturned or stayed. Given how aggressively Brady, the NFL Players
Association and all the lawyers
involved have pursued the case, trying to get the Supreme Court to hear
it could be the next step.
Meanwhile, its up to the Patriots
to figure out the best approach to
opening the season at formidable
Arizona before a homestand against
Miami, Houston and Buffalo.
One thing for sure: super-secretive
New England wont be giving out
any hints.
Among the Patriots biggest
dilemmas is how to split reps and
game time in the preseason.
Normally, Brady would take a huge
number of reps, but would play sporadically in the exhibition matches.
Jimmy Garoppolo would get the
majority of the game snaps.
Now? New Englands coaches
must get Garoppolo prepared for his
most significant pro action. Yet
offensive
coordinator
Josh
McDaniels must be careful not to get
in the way of Bradys prep.
While Brady is among the most
accomplished winners in sports,
and no one knows his craft better
than the four-time Super Bowl champion, this is uncharted territory for
him. Staying sharp when you are
barred from any interactions with
your team for a month is a huge chal-

lenge even for

Brady.
That makes

backups
and
Garoppolo
rookies whenever that occurs on the practice
field. Sort of like Leonardo
DiCaprio doing a cartoon.
The Patriots also must begin considering their overall quarterback
situation. Rookie Jacoby Brissett
would be the only backup to the
untested Garoppolo, hardly an ideal
situation for anything except a
rebuilding team. So bringing in a
veteran QB for at least the four
games Brady will miss makes some
sense.
Except, of course, how does that
quarterback get any practice reps in
light of the urgency of preparing
Garoppolo and keeping Brady
somewhat sharp? He doesnt. So
finding someone willing to be
nothing more than a camp body
would be the Patriots chore.
In a way, though, the Patriots are
fortunate that the 2nd U.S. Circuit
Court of Appeals in Manhattan
issued its decision Wednesday.
Barring that Hail Mary in DC, the
team can move ahead with concrete
plans for preparing Garoppolo, who
has thrown all of 31 passes in two
NFL seasons.
Envision a scenario where the
deflated footballs issue remained
unsettled and Brady received a stay
of his suspension while the courts
considered its merits. He would play
in those first four games and many
others until a decision was made.
Imagine then that Brady still
loses on appeal and is forced to sit
out the final four games of the schedule. Or the section when the Patriots
play
Cincinnati,
Pittsburgh,
Buffalo and Seattle, their most formidable four-game stretch.

Strawberry, Gooden story is no redemption tale

New television documentary reveals Straw and Dr. K were not the buddies they were reported to be
By David Bauder
THE ASSOCIATED PRESS

NEW YORK Former New York baseball

stars Darryl Strawberry and Dwight Gooden
are forever linked in the publics mind, but
not necessarily their own.
That fitting line concludes ESPNs latest
30 for 30 documentary , Doc & Darryl,
which examines their relationship. The film
premieres Thursday at 9 p.m. EDT, two
nights after the All-Star game.
Both men symbolized the New York Mets
mid-1980s resurgence, winning back-toback Rookie of the Year awards. They had
freakish talents: Strawberry to hit moon
shot home runs and Dr. K Gooden to freeze
batters with his fastball and curve. Drug
abuse cut short both of their careers, and
they eventually served time in the same jail,
although not at the same time.
Directors Judd Apatow and Michael
Bonfiglio wanted to see what sort of relationship the men had, and the heart of the
film is a conversation held before cameras
at a Queens, New York, diner, the same one
where scenes from the movie Goodfellas
were shot.
Their body language and lack of eye contact betray a discomfort, reminiscent of gettogethers with friends who hadnt connected
in years.
The interview revealed that Strawberry
had never asked Gooden why he missed the
ticker tape parade celebrating the 1986
Mets championship, even though the outfielder had gone to Goodens house to give
him a ride and hadnt found him. Similarly,
Gooden had never talked to Strawberry
about an incident where teammate Ray

Darryl Strawberry, above, and Dwight Gooden, right, were two of the biggest stars in
baseball in the 1980s.While portrayed as chummy teammates, in reality, they were never
very close friends.
Knight approached Strawberry about rumors
that one of the Mets two black superstars
was involved in drugs. Knight confronted
Strawberry, who said it wasnt him.
Theres a connection and a love between
them, Bonfiglio said. They bonded as
teammates. But theyre not close. They
never had the conversation that they had at
the diner.
The subject matter seemingly endless
relapses, lost dreams and betrayals isnt
particularly easy, either.
Apatow, maker of comic films like
Knocked Up, and Bonfiglio seem like odd
teammates themselves. Apatow had tweeted
praise about an ESPN documentary to a contact at the network once, who shot back a

response wondering whether hed like to

make one himself. He expressed interest in
a piece on Gooden and Strawberry, if they
could be persuaded to participate.
Apatow once followed the Mets, but he
found rooting for a team too nerve-racking
and gave it up, just before their magical
1986 season.
He had met Bonfiglio, a noted documentarian known for films on Metallica and Bo
Jackson, when he interviewed Apatow for
an episode of Sundances Iconoclasts
series. Apatow asked him to collaborate for
the ESPN film.
While Apatow is known for inducing
belly laughs on films like The 40-Year-Old
Virgin and This is 40, many people over-

look his sensitivity, Bonfiglio said.

It would be such a different film if I had
done it myself, Bonfiglio said. We were in
total synch with the vision, but hes so
interested in how people behave and how
they deal with the challenges of life.
Apatow has seen plenty of people in
show biz unable to handle sudden success.
Its a very common theme, except when
you are one of the greatest hitters and pitchers of all time while going through it.
If youre in New York, people would get
upset if you dont come through for the
team, Apatow said. They dont care what
your life is like, what your childhood was
like and what youre struggling with. They
just want results.
The film shows how early the seeds of
their abuse were planted, which may surprise some fans. Both men dealt with difficult dads. Strawberrys was abusive and
alcoholic. Goodens dad was also alcoholic,
and he drove his son relentlessly to achieve
his own failed dreams. Both future stars
drank and drugged in high school. Gooden
recalls being rip-roaring drunk the first time
he met Strawberry.
Doc & Darryl is noteworthy, too, in not
being a redemption tale. Both former stars
are trying hard to stay clean, Strawberry
with the help of religion and a grounded
relationship.
But too many people have been burned
thinking this part of their journey is over.
A lot of times when people tell an addiction story it ends with people who are clean
and sober, theyre fine, or theyre dead,
Bonfiglio said. A lot of times its not the
case. A lot of times its a lot more complex
than that. We didnt want to make it easy,
because it isnt easy.

Duncan: When its not fun anymore, Im done

THE ASSOCIATED PRESS

When Tim Duncan decided to reflect on his

outstanding 19-year NBA career, the understated star did it in the most Timmy way possible:
seated at a table with a friend from the islands.
Two days after the San Antonio Spurs
announced his retirement , Duncan told longtime friend Rashidi Clenance that he simply
started not enjoying myself as much. It wasnt
fun as much. When its not fun anymore, Im
done.
When the decision was made public, Duncan
was hailed as perhaps the greatest power forward the league has ever seen, a five-time cham-

pion and unparalleled

teammate whose selflessness and determination
served as the backbone for
the most enduring success
story in American sports
over the last two decades.
Duncan tried to avoid
much of the praise, watchTim Duncan ing former teammate Bruce
Bowens tribute on ESPN
and coach Gregg Popovichs emotional news
conference on Tuesday.
I about lost it on that one, Duncan said during the interview streamed online by ViVid

Streaming.
I didnt expect the response that I got,
Duncan said. No, I didnt. Thats the way Im
built. I knew that I didnt want to sit there and
watch what was being said. Its appreciated, but
I just didnt want to watch it.
Duncan looked relaxed while doing the interview, seated at the table with a green T-shirt
with a picture of Manu Ginobili and himself
blocking out. He said there were no immediate
plans for the next phase of his life, which is
just the way he wants it.
Thats the beauty of it. There is no script,
Duncan said. For the first time in 20-something years, I dont have a script. I dont have

somewhere I have to be and something I have

to do. So, I get to go out and enjoy my kids
even more. Outside of that, I get to do a little
living.
Duncan has two children son Draven and
daughter Sydney and for several years has
had a side business in San Antonio customizing
automobiles.
I dont know that they were happy or sad,
Duncan said of his children. I think theyre OK
with the fact that Im going to be around more
and they dont have to compete with the schedule or anything else. So, I think theyre happy
about it but theyre sad that they wont be able
to go to the games and see me play. Its mixed.

Rios shuttered Olympic anti-doping lab awaits WADA approval

THE ASSOCIATED PRESS

RIO DE JANEIRO The shuttered antidoping laboratory for the Rio de Janeiro
Olympics has been inspected by officials
from the World Anti-Doping Agency, which
will soon decide if the laboratory gets reaccredited, with the games opening in just
over three weeks.
WADA said in an email to The Associated

1980s, or the Chicago Bulls of the 1990s.
No one cried foul when Kevin Garnett left
Minnesota for the bright lights and history
of the Boston Celtics, to join Paul Pierce and
Ray Allen to form the first modern day big
3. No one blinked when LeBron James colluded with Chris Bosh and Dwayne Wade to
come together in Miami.
James has even openly talked about joining forces with current L.A. Clippers point
guard Chris Paul and forming a super team
somewhere else.
But now, one of the most downtrodden
teams in NBA history has finally hit the
jackpot after decades of coming up snake
eyes, and NOW the NBA wants to change
things?
Cmon.
Its not as if the Warriors are the New York

ing days, and a decision by the chairman of

WADAs executive committee next week.
The Brazilian sports ministry, which
oversees the Rio laboratory, on Wednesday
confirmed the inspection. A spokesman
said the ministry expected a decision even
sooner, but gave no indication of when.
The anti-doping laboratory was suspended last month for nonconformity with
International Standard for Laboratories.
The suspension has been an embarrassment for local organizers and a major
headache for the International Olympic
Committee, which could be forced to send

blood and urine samples abroad for testing

if the lab remains closed.
The Rio Games face countless other problems: the Zika epidemic, soaring crime and
security worries, slow ticket sales and
severe water pollution in venues for sailing,
rowing, canoeing, triathlon and distance
swimming.
In an interview Wednesday, IOC President
Thomas Bach said it would be better if the
Rio lab were re-accredited, but added there
were alternate plans.
For us, for the IOC, it is clear we will
give the samples to a laboratory only that

guarantees the scope and integrity of the

anti-doping program, Bach said.
If this can be guaranteed by WADA in
Rio, then of course we would go to Rio,
Bach added. If not, then we would have to
ship the samples to a WADA-accredited lab
or labs elsewhere.
Its not the first time that the Rio lab has
been suspended by WADA. It was also suspended in 2012 after a false positive test
result.
The closure meant that samples for soccers 2014 World Cup tournament were sent
to Lausanne, Switzerland, for testing.

Elicagaray in center field, he crashed sternum

first onto home plate.
While he would stay in the game as an outfielder, Wilbur didnt catch the following
inning due to the injury. Furthermore,
Hillsborough wasnt able to use a doubleswitch to cycle in its backup catcher William
Robbins, and therefore had to rely on an
infielder to fill in behind the dish.
It ended up costing Hillsborough. Pacifica
loaded the bases with no outs when Mini hit a
grounder that third baseman Tyler Spitzer-Wu
fired home to get the lead out. But when the
catcher threw to first base to attempt a double
play, the throw sailed down the right-field
line, allowing Benny Hatch and Evann Smith
to score to tie it and move Mini around to
third, setting him up to cross the plate with
the eventual game-winner later in the inning.
Pacificas starting pitcher Smith worked 4
1/3 innings to earn the win, his third
through three starts in the tournament.

Despite yielding seven runs, the team needed

to ride its ace as long as possible.
He was our No. 1, Len Beatie said.
Youve got to win and lose with your No. 1
with a team like this.
Once Hatch entered in relief of Smith
though, the game which had been defined
by crooked numbers on the scoreboard to
that point wound down with a flurry of
pitching and defense.
Hes come in for us so many times and
closed us out, Len Beatie said. The kid is
fearless. He throws strikes when he needs to
and he doesnt let it get to him. Thats very
uncharacteristic for a kid his age.
Hatch said he likes to imagine every
inning in which he pitches is the first
inning. And the big right-hander derived
plenty of calm from the approach, facing just
one over the minimum through 1 2/3 innings
to earn the save.
Thats what I did, Hatch said. I just

pitched like it was the first inning and I just

threw the ball.
The Pacifica defense gave him plenty of
help in the sixth and final inning though.
Hillsboroughs Whit Tollmann led off the
frame with smash towards the hot corner that
looked ticketed for left field, but third sacker
Anthony Wierzba made a sensational diving
snag for the first out.
Then after Dollosso doubled to bring the
tying run to the plate, Moss hit a sharp
grounder to the right of shortstop. Uter
ranged into the hole to nab it and fire across
the diamond, but threw in the dirt. First baseman Dylan Kall, however, picked the ball
clean for the second out of the inning. Hatch
then ended the game with his second strikeout to set off the P-Town celebration.
Pacifica now advances to the Section 3
tournament, hosted at Hillsborough Little
League field at 300 El Cerrito Ave. Pacifica
opens Saturday at 1 p.m.

Yankees, who have famously, throughout the

decades, bought the biggest names money
can buy, to varying degrees of success.
The Warriors, on the other hand, were like
the Oakland As of the NBA: pro basketballs
minor-league farm team, where the best players were consistently poached, or left, to go
on to enjoy success at their next stop.
Golden State, for the longest time, was the
Siberia of the NBA. A place no one wanted to
play in what amounted to hard labor.
Since the Joe Lacob ownership group has
taken over, hes made good on his promise to
bring Oakland a championship. Bringing in
the likes of the legendary hall of famer Jerry
West as a consultant, the hiring of Bob
Myers as general manager a former player
agent who has become the wunderkind GM of
the NBA. Firing a coach in Mark Jackson
who led the Warriors to back-to-back playoff
appearances for a guy in Steve Kerr, who has
taken Golden State to back-to-back NBA
Finals.
The trading of Monta Ellis for Andrew
Bogut, the development of Steph Curry, Klay

Thompson and Draymond Green. These are

all the things that now draw the attention of
big-name free agents like Durant, that makes
Oakland an NBA destination.
If Harrison Barnes and Festus Ezeli had
signed the contract-extension offers presented to them last off-season, Durant would not
be a Warrior now. Maybe the NBA should
have forced those two players to re-sign with
the Warriors? That would have prevented
Durant from coming to the Bay Area.
But they didnt and he is and thats how the
game is played. Now Silver is talking about
changing the game? Why? If it wasnt broken
before, what has changed to make it different
now? The fact that one of the NBAs biggest
stars didnt end up in one of the leagues marquee cities like Los Angeles or New York?
If you want to talk about competitive balance, how about taking a look at those franchises in those marquee markets or those
teams that simply dont appeared interested
in putting a winning product on the floor?
Maybe the NBA commissioner should be
more concerned with two of the biggest

sports names in the world the Lakers and

Knicks which are among the laughingstock of pro sports in the United States? How
about checking in with Philadelphia and seeing how that tanking for high draft picks
strategy is working out. Here was a team actually saying they were trying to lose in order
to receive the high draft choices they decided
would bring their team back to the land of the
living. Yet, that is perfectly acceptable in the
eyes of the NBA.
The NBA should worry about the teams that
range from horrible to treading water, teams
that are being built the wrong way, instead of
trying to tear down a team that has built the
right way.
Who would have ever thought the NBA
would be jealous of the Golden State
Warriors?

Dustin Johnson confident

ahead of the British Open
By Doug Ferguson
THE ASSOCIATED PRESS

TROON, Scotland The smile

spoke louder than anything Dustin
Johnson had to say Wednesday at
the British Open.
His game has never been better.
Just one month ago, Johnson was
known as golfs best athlete who
had won every year he has been on
the PGA Tour the longest streak
since Tiger Woods but who had
everything go wrong in the
majors.
Now hes the U.S. Open champion and a favorite at the British
Open who can move to No. 1 in
the world with a victory.
But thats not what brought the
biggest smile.
It was a question about whether
he could think of anything that
stressed him out.
Anyone who has spent time
around the 32-year-old American
during his eight years and 11 victories on tour and finally, a
major knows Johnson doesnt
get too worked up over anything.
Not the two-shot penalty on the
final hole of the 2010 PGA
Championship for grounding his
club in a bunker (I still dont

think that was a

bunker,
he
said). Not the
three-putt from
12 feet that cost
him a shot at
the U. S. Open
last year.
Not even a
Dustin Johnson peculiar decision by the
USGA at Oakmont last month in
which officials told him he might
be penalized one stroke after his
round, meaning Johnson had to
play the last seven holes not
knowing his own score. He played
them in even par to win by three.
Another question: Has the attention as a major champion been difficult to manage?
He smiled.
I havent noticed, Johnson
said.
Johnson is that rare breed of
golfer who can manage to entertain without being all that revealing.
Even so, his level of comfort
was never more evident, particularly when he finished his 20minute news conference. Walking
down from the stage, he plopped
his 6-foot-4 frame on the top step

and held court with a small group

of reporters to talk about his strategy at Royal Troon, his equipment
change for a week of links golf (a
2-iron and 3-iron, only three
wedges) and how many shots he
has to give his future father-inlaw, hockey great Wayne Gretzky,
when they play.
He wont play with me,
Johnson said. He only plays if he
can be my partner.
Who can blame the Great One for
that?
Coming off victories in the U.S.
Open and a World Golf
Championship, Johnson has
moved past Jordan Spieth to No. 2
in the world, still trailing by a
decent margin Jason Day at No. 1.
Those are based on numbers. The
eye test would suggest Johnson
might be the player to beat this
week, especially equipped with all
that confidence.
Johnson was told he was a cofavorite with Day among the
bookies. He was asked if he was
good with that or if he ever cared.
Another smile.
Honestly, I dont care, he said.
I mean, I like my chances. But I
go into every tournament liking
my chances.

Sagan sprints to stage

win, Froome adds to
lead at Tour de France
By Andrew Dampf
THE ASSOCIATED PRESS

MONTPELLIER, France Peter

Sagan won the windy 11th stage of
the Tour de France on Wednesday after
getting in a late four-man breakaway
that also included overall leader Chris
Froome.
With 12 kilometers
(7.5
miles) remaining
in the 162.5kilometer (101mile) leg from
the medieval city
of Carcassonne
Peter Sagan to Montpellier
near
the
Mediterranean coast, Froome and his
Sky teammate Geraint Thomas joined
the Tinkoff duo of Peter Sagan and
Maciej Bodnar in the lead.
Sagan easily won the sprint nish
ahead of Froome, while Bodnar
crossed third.
Gaining a six-second bonus for his
second-place nish, Froome gained
12 seconds on all of his direct rivals
who nished in the main peloton six
seconds behind.
Aiming for his third Tour title in
four years, the bigger gaps also made
Froome more comfortable in the yellow jersey ahead of Thursdays moun-

tain-top nish at
Mont Ventoux on
Bastille Day.
Froome moved
28 seconds ahead
of fellow British
rider Adam Yates.
Dan Martin of
Ireland is third
Chris Froome overall, 31 seconds behind, and
two-time runner-up Nairo Quintana of
Colombia is fourth, 35 seconds back.
On paper, the mostly at stage had
appeared to set up well for sprinters.
But with crosswinds of 40 kph (25
mph) sweeping across the road, it
developed into a more tactical nish.
It was Sagans second victory in
this Tour and his sixth career win in
cyclings biggest race.
An early breakaway by French
champion Arthur Vichot and Leigh
Howard of Australia established a lead
of nearly four minutes before
being caught midway through the
stage.
At times, the wind split the peloton
into several small groups, known as
echelons, that swept across the road
in fan-like formations.
Even midway through the stage,
Froome rode hard at the front of the
peloton, perhaps sensing that some
of his rivals were having trouble
keeping up.

Fort of violent So Cal surfers to be razed

By John Rogers
THE ASSOCIATED PRESS

PALOS VERDES ESTATES The days

appear numbered for the Stone Fort, a
venerable edifice that was illegally erected
decades ago by a group of surfers and became
a beachhead in their ongoing war to keep
outsiders away from some of the best waves
in Southern California.
Under pressure from the California
Coastal Commission, the City Council in

Some of the marquee names for Palo Alto
include Stanfords leading scorer in 2016,
forward Erica McCall, and former
University of Washington star and the
Huskies all-time leading scorer, Jazmine
Davis.
The coolest part is just knowing seeing that [star] player on TV then seeing her
in person and Im playing against her,
Sparrow said. Thats so cool.
In the seasons first matchup between San
Francisco and Palo Alto, Colemans squad
got the better of Sparrow and company with

ly Tuesday to have the concrete-and-stone

structure torn down.
A public hearing is scheduled in
September to discuss how to do it, but the
city manager in the seaside community of
multimillion-dollar homes and priceless
views says jackhammers are the likely solution.
The impressive structure is made of rock
walls and sits on the beach just above the
tide line at the base of towering cliffs. Its
amenities include a table, bench, fire pit,
shaded patio and a place to store boards and

kayaks.
Critics have claimed in a lawsuit that a
murky group of local surfers known as the
Lunada Bay Boys use it an observation
point to spy on arriving outsiders then
harass them when they reach the shore.
The lawsuit indicates most members of
the Bay Boys are middle-aged men and longtime residents of Palos Verdes Estates.
Members, however, make a point of not
advertising their affiliation in public or on
T-shirts or surf gear.
Many residents deny the group exists at

all, and no one identified themselves as a

Bay Boy at the council meeting.
Surfer Magazine recently listed the Lunada
Bay beach as one of five places to avoid
no matter how good the waves break.
To get there youll have to duck rocks
chucked by the Bay Boys, the magazine
said while mocking the wealthy locals.
And your car windows will get waxed. And
your tires might get slashed. Youll endure
chest-thumping and lip-quivering threats
shouted from the beach shack the Boys
inhabit near the shore.

a 105-67 rout. But the thrill for Sparrow was

she and Erisman saw significant playing
time. Sparrow estimated she played 25 minutes while hitting a 3-pointer and also scoring on a layup.
The Pro-Am tournament is just one stop
along the way of a busy summer for both
Sparrow and Erisman. Sparrow is busy playing A. A. U. ball for Fever Elite out of
Pinewood. Erisman, meanwhile, has been
globetrotting with the Hayward-based East
Bay Explosion. Wednesday, she was catching a flight home from Nashville after playing tournaments there and in Lexington,
Kentucky.
Erisman said playing with the more experienced competition of the Pro-Am circuit is
of an entirely different caliber, however.
It's really hard, Erisman said. Its definitely a challenge. But its fun.

Last summer, Sparrow and Erisman both

played A.A.U. ball for Payes Place, where
head coach John Paye recommended they
come out for practice with the Palo Alto ProAm team. The two ended up making the roster, but minutes were spare over the course
of their first season.
The highlight for Erisman, though, wasnt anything that happened on the gametime court. Instead, the reality check of getting the opportunity to play with much of
the elite talent in Northern California hit
her when she was shooting around pregame
and Arizona State point guard Elisha Davis
walked onto the court.
[She] walked in and I was in total awe,
Erisman said. I cant believe Im on the
same court as her.
Through Erismans busy summer, she has
been battling through a knee injury, after re-

aggravating a previous injury two weeks

ago. She isnt certain she will be able to
play Saturday, though she erred towards
optimism.

Cutting mosquito numbers in the garden helps control disease

By Dean Fosdick
THE ASSOCIATED PRESS

Mid-summer is shirt-sleeve weather,

an enjoyable time of year to be out and
about with family and friends. But it
also is the heart of mosquito season, so
beware the escalating health risks
caused by their bites.
The No. 1 prevention practice is eliminating any standing water that could
serve as a mosquito-breeding site.
Still water is a great environment
for the insects, said Scott Zide, founder
of Mosquito Squad, a mosquito and tick
control service with 200 locations
around the nation. One-hundred-plus
mosquitoes can be hatched from a single
bottle cap full of water.
Things like tire swings, buckets, fire
pits, rain barrels, plant saucers, empty
pots, clogged downspouts, ornamental
fountains, birdbaths, wheelbarrows,
animal dishes and kids toys, including
wading pools and upside-down Frisbees,
can collect enough water for mosquitoes
to breed.

These are the kinds of things you

have to turn over, Zide said.
Some mosquitoes drop eggs that cling
like glue to the sides of water-filled containers, he said. These you have to sanitize, making sure theyre cleaned and
scraped off and with no water left
behind.
The life cycle of a mosquito is broken
into four parts: egg, larva, pupa and
adult. All need water to survive, with
temperature and species determining
how long each stage lasts. Female mosquitoes generally live less than two
weeks.
Most mosquito bites only cause itching or skin irritation, but a few of the
200-plus mosquito species in North
America carry viruses acquired from
birds and animals that can cause debilitating diseases in humans, even death.
Among them: malaria, dengue, equine
encephalitis, heartworms, West Nile and
Zika viruses.
Only a handful of mosquito types
feed on humans, said Laura Harrington,
an entomology professor at Cornell

University. Some additional tips about

reducing mosquito numbers in the yard:
Covers and screens. Place tight lids
on containers used for water storage so
mosquitoes cant get inside to lay eggs,
the Centers for Disease Control and
Prevention says. Use mesh with holes
smaller than an adult mosquito to cover
containers without lids.
Irrigation. Water right over the
plant. Dont overspray. That can produce standing water, said Ryan Larsen,
a civil engineer with NDS Inc., a water
management company in Woodland
Hills, California. Install an efficient
irrigation system to reduce that.
Ponds and water fixtures. Install a
pump to keep the water moving. Small
pumps work great in small ponds, but
theyre not effective as ponds get larger, Larsen said. Get fish that will eat
mosquito larvae.
Remove tarps or stretch them tight.
Team Up. Work with your neighbors,
especially in neighborhoods with little
space between lots, to police areas that
could affect each others property.

The No. 1 prevention practice is eliminating any standing

water that could serve as a mosquito-breeding site.

POKEMON

themed dressing that should be up within a
few weeks.
After hearing that hundreds of gamers
gathered in Central Park Tuesday night
Watt described it as though a concert had
just let out my curiosity took over.
So I boldly went where no other Daily
Journal editorial staff wanted to go; I downloaded the game, took some tips from Watt
and ventured downtown.
Having covered art in San Mateo for several years from efforts the city has undertaken to beautify empty lots slated for redevelopment, to local businesses hiring
muralists to create one-of-a-kind works I
thought I knew what I was getting myself
into.
I was wrong.
The game took me to previously overlooked graffiti art sprucing up concrete barriers along the Caltrain line and intricately
painted murals on utility boxes, sites that
popped up as a place to catch any number of
mythical Pokemon.
Now while Id argue many of these local
works of art should be admired on their own,
there was something fascinating about
seeking them through Pokemon Gos augmented reality.
It blended colorful hand-painted murals
and notable downtown landmarks with surreal interactive Pokemon characters all
viewed through my iPhone camera. And Ill

ly after a USA Today article found there were
nearly 138 unprocessed kits in San Mateo
County at the end of 2014.
When the grand jury began its investigation late last year, about 70 samples
remained untested. But by February 2016,
the lab at 50 Tower Road had cleared the
backlog and was successfully processing
new kits upon receipt, according to the
report.
As evidence that can be vital to prosecuting sexual assault suspects, District
Attorney Steve Wagstaffe praised the
Sheriffs Office and crime lab director for
making this a priority.
Its crucial for us. Many of our cases very
often will be made because of that type of
work, Wagstaffe said. For every law
enforcement agency and crime lab, this
should be a priority. I knew our lab was
caught up, Im always very proud of what
they do and they help us make cases.

admit, capturing a Bulbasaur or a Clefairy

gave me a slight rush of adrenaline as well a
faint feeling of accomplishment, so I can
see how people might get addicted.
A novice in the game, I initiated my quest
with a dry run outside our office after the
temple next door beckoned as a Poke Stop.
Prior to walking out the door, our Editor
in Chief Jon Mays shook his head, warned
of trespassing, and balked, the abdication
of morality is what is killing our society!
I said, dont you mean the abdication of
reality?
Nope, he meant what he said. As soon as I
left and scuttled next door with our brave
copy editor at my side, Mays sent me a text:
You are trespassing.
But while we joked about Pokemon Go,
doubting some players claims they are
enjoying time outdoors yet at the same
time walking around with their faces buried
in their phones, gamers were clearly being
drawn to San Mateos Central Park.
Apparently, Pokemon lures were attracting more than just catchable cartoon creatures.
High school and college students on summer vacation, parents with their kids, construction workers on lunch break and hoards
of players roamed the historic 16-acre park
on the edge of downtown.
Jackson Gilmour returned to the park just
hours after leaving the night before.
Weve been coming back almost daily,
Gilmour said, while congregating with his
friends Eoin ODriscoll and Connor
Friedman.
The 16-year-old Burlingame High School

students have traded digits with other players with whom they planned to meet up and
admitted the game is what brought them outdoors on a sunny summer afternoon.
Its getting people out, Gilmour said.
And theyre usually not the type of people
you would see in the park.
Luckily for me, I too wasnt alone during
my initial venture into the popular park
turned Pokemon hunting ground. I teamed
up with a Daily Journal photographer who
gave me a rundown of how to play and his
presence assuaged my initial embarrassment.
Eventually, we parted ways and my inquisitive eyes couldnt help but glance at passing strangers cellphone screens the vast
majority were clearly indulging as well.
I strolled over to the Japanese Tea Garden,
my favorite spot in the park. Another
unlikely player was leaving and I noticed
he too seemed to be trying to stay off the
radar.
Tyler Hachmann was on his lunch break
from working at a neighboring construction site and said Pokemon drew him to the
park.
Yesterday was the first time I got up from
the [lunch] table and walked around. I see
everyone on their phones, you look at each
other and its like, I know what youre
doing. You give a little smile. Its a great
thing, Im moving around a little bit more.
But yeah, people are kind of paying a little
too much attention to their phone,
Hachmann said.
College sophomores Sam ONeill and
Josey Byrnes left their Redwood City

homes and posted up in San Mateo after

hearing the park was a happening Pokemon
playground.
I feel like it brings communities together, ONeill said. If you saw us walking
down the street, you wouldnt think wed
like Pokemon and you wouldnt talk to us
about it. But since everybodys playing it,
people have something to talk about when
youre walking around with strangers.
I myself was not well-versed in the original Pokemon fad that hooked my youngest
sibling to the television before school and
had him pleading with my parents to buy
trading cards in the early 2000s. But the
revival of the Japanese storyline and
Nintendo media franchise is now clearly
leaving a mark on players of all ages.
Although my delve into this captivating
game may be fleeting my smartphone
vices are more in line with word games or
escape the room puzzles I must admit
Pokemon Go showed this local reporter
more of what downtown San Mateo has to
offer.
And for Watt, a downtown resident who
also rents studio space off Claremont Street,
showing off local art and the community in
any form is a good thing.
People come downtown for movies and
dinner and I dont think they notice or take
the time to see what else is happening. And
now, theyre coming to play Pokemon,
Watt said. It gets people downtown for
another reason and then when theyre there,
they discover theres yet another reason to
come. Exploring downtown really pays
off.

The report noted USA Today previously

estimated nearly 70,000 rape kits across the
country remained untested and neighboring
Alameda County had a backlog of nearly
2,000 kits a few years ago.
San Mateo Countys lab is processing an
average of three to five rape kits per week
and for 2016 cases, an individual kit takes
about 41 days. However, high-profile cases
can be processed within a few days, according to the report.
A member of the crime lab and Sheriffs
Office was not immediately available to
comment on why there had been a backlog
or how long certain kits had sat untested.
The evidence in a rape kit must be gathered by a sexual assault nurse examiner at a
medical facility and typically includes
swabbing for fluids, combing for hairs and
taking scrapings from fingernails.
Photographs may also be taken and the
entire process can take between four to six
hours, according to the report.
The Californias Sexual Assault Victims
DNA Bill of Rights, a new state law that
went into effect this year, recommends all
rape kits be processed within 120 days and
victims can request notification on the sta-

tus of their tests. Although most of the new

recommendations are not mandatory, the
county is well positioned to comply with
the law, according to the report.
There are 18 separate police jurisdictions
throughout San Mateo County, however, all
rape kits are collected at the San Mateo
Medical Centers Keller Center for Family
Violence Intervention. This centralized
system allows the lab to pick up kits from
throughout the county at one location
every week, according to the report. After
the samples are tested, theyre returned to
the police jurisdiction, according to the
report.
The Keller Center is one of the first of its
kind in the state where an entire countys
rape kits are gathered in one place. It also
provides space where police can interview
victims, is considered a non-threatening
space and is one of the few in the Bay Area
that serves adults, adolescents and children
all in one place, according to the report.
The report praised both the forensic lab
and Keller Center, noting prime reasons for
timely processing such evidence includes
encouraging victims to report crimes, prosecuting cases and deterring offenders.

Ensuring samples are entered into the

national Combined DNA Index System, or
CODIS, database is also critical as it can
more quickly identify suspected perpetrators that might otherwise remain on the
street, according to the report.
Moving forward, the civil grand jury recommends the Sheriffs Office adopt the
goal of meeting or beating the 120-day
testing period outlined in the new law. And,
as the lab already maintains records of how
many kits it receives and tests, it recommends the information be made public
through an annual report that also includes
how many entries are made into CODIS.
Wagstaffe said cops can use DNA to solve
a variety of crimes, citing a recent burglary
in which law enforcement may have otherwise had no leads if the suspect hadnt left
blood at the scene.
The lab is doing great DNA work,
Wagstaffe said. Im proud of our county.
Its one of the role models for certainly the
state, if not the country.

New York experiments with

first tiny micro apartments
By Katherine Roth
THE ASSOCIATED PRESS

NEW YORK New York Citys first

micro apartment complex is open for business, challenging the limits of minimalist
living. What the tiny dwellings lack in
square footage, they try to make up for in
amenities.
Carmel Place, a 55-unit complex that
opened June 1 in the Kips Bay neighborhood
of Manhattan, represents the first time in
decades that the city has allowed apartments
to be built this small ranging from 260 to
360 square feet. Thats roughly the equivalent of a one-car garage.
Its the latest entry in a national trend
toward smaller urban housing. The rise in
single-person households now nearly a
third of New York Citys households and
ever-higher rents led the city to approve the
experimental project. Carmel Place got city
land and a waiver from New Yorks 400square-foot minimum on new apartments, set
in 1987.
Frank
Dubinsky
of
Monadnock
Development, which built Carmel Place
along with the Lower East Side Peoples
Mutual Housing Association, said there
would probably be more new micro-apartments in New York soon.
Compared to other modern buildings in its
neighborhood, Carmel Place offers relatively modest rents, and services and amenities
such as multi-functional furnishings
that are aimed at making small-scale living a
little easier. Architectural elements like 8foot windows and nearly 10-foot ceilings are
also meant to make small spaces more livable.
The complex of services and amenities
were put together by a company called Ollie,
its name inspired by the words all inclusive.
Just because people need a living room
and a bedroom doesnt mean they need a designated living room and a bedroom. They
just need the functionality of both rooms,
explains Chris Bledsoe, co-founder of Ollie,
which did design work on the apartment interiors as well. The firm nArchitects designed
the interior and exterior of the building.
The amenities are meant to save tenants
time and money, and create a sense of community, he said. Carmel Place is a more
plug-and-play living experience one that

solves a housing need for the next two years

of someones life, not forever. You dont
need to buy your own furniture or hire a
cleaning company. Everything is set to go,
he said.
In addition to Internet and Wi-Fi, rent
includes a weekly tidying service and a
monthly deep clean, along with dog walking, dry-cleaning pickup and even a butler
app called Hello Alfred, for customized
errands. The nine-story complex also
includes shared spaces.
Thirty-two of the units are market rate,
with rents from $2,446 to $3,195. Another
14 apartments have rents set by affordablehousing programs topping out at $1,490 per
month; 60,000 people applied for those in a
lottery.
In cities, space is at a premium and the
only real solution is to make living spaces
smaller, said Lisa Blecker, spokeswoman
for Resource Furniture, which provides most
of the furniture included in the micro-apartment units.
The furniture much of it made by the
Italian company Clie emphasizes slim
lines and multi-functionality. The 9-footlong sofa converts into a queen-size bed. A
tiny cube of an ottoman transforms into dining chairs. A slim console table expands to
seat 10.
Although the pieces are pricy Resource
Furnitures Swing wall-sofa-bed surrounded
by cabinets costs between $10,000 and
$15,000 Blecker says clients see savings
in housing costs and the realization that
350 square feet can feel luxurious if its well
designed with the right furniture.
Bledsoe said micro-apartments convenience and affordability can be particularly
appealing to young singles, empty nesters,
long-distance commuters, and baby boomers
in transition or looking for an urban pied-aterre.
Of course, tiny apartments in New York are
not exactly new. Veteran appraiser Jonathan
Miller estimates there are about 3,000 older
apartments citywide that measure less than
400 square feet. And some real estate agents
say New Yorks young professionals are
increasingly seeking small studios, willing
to sacrifice space to be near work and away
from roommates.
Cities from San Francisco to Boston have
OKd some micro-apartments in recent years,
seeking to address housing squeezes.

Compared to other modern buildings in its neighborhood, Carmel Place offers relatively
modest rents, and services and amenities such as multi-functional furnishings that are
aimed at making small-scale living a little easier.

CLASH
Continued from page 1
the development and investment community is uncertain how long the
booming economy will last, and fears
a slowdown could cause the project a
major delay.
So far the economy appears to be
continuing, but you just dont know,
he said. Its less anxiety, but some
cautious concern there could be some
trouble ahead of us.
Plans for the project have been submitted, said Van Every, but there is not
yet a timeline for the development to
be vetted by city officials.
Councilwoman Gina Papan though
said the developers interest in building the project should come second to
the need for assurances that the project
will not create traffic gridlock in the
heart of Millbrae.
They are trying to push development as quickly as possible, no matter
what the consequences are, and that is
extremely disheartening and disappointing, she said.
Papan said the existing plans for
cars and buses traveling to the site are
inadequate as there is only one proposed entrance and exit to the BART
and Caltrain station, which likely is
insufficient to accommodate the
expected increase in demand once the
site is developed.
Her fears are compounded by the
existing traffic conditions at the intersection of two major thoroughfares,
already choked with cars driving to and
from Highway 101 on Millbrae
Avenue, she said.
The developer proposed a transportation and accessibility plan as
part of the Millbrae Station Area
Specific Plan that laid the groundwork
for authorizing development in the

TRESPASS

world places.
Be careful where you chase these
Pokemon or whatever it is you chase
because we have seen issues in other
places with people going onto private
property where a property owner didnt
want them on there, said Assistant
Police Chief Jim McLean in
Pflugerville, Texas.
Some players have expressed worries
on social media that the game could
result in a fearful property owner
pulling a gun a scenario that could
fall into a legal gray zone in the nearly
two dozen states with stand your
ground laws that allow people wide latitude to use deadly force when they

116-acre site near the rail station, but

Papan said city officials were dissatisfied with the findings and, as a result,
commissioned their own study.
Papan, who voted against the station specific plan, said she favored
postponing allowing construction
until concerns regarding transportation and access could be addressed.
It is my strong belief, and a lot of
the communitys belief, it is first and
foremost that we get an accessibility
plan that is workable, she said. We
cannot build and then come up with an
access plan.
Beyond potential transportation
issues, residents turned out to the
council meeting Tuesday, July 12, and
expressed concerns over the recent
uptick of home burglaries that have
taken place in neighborhoods
throughout Millbrae.
Geno Caccia, one of the residents
who spoke during the meeting, said
the rise in property crime is an unfamiliar and unwelcome occurrence in
his city.
I grew up there, and it has never
been an unsafe place to live, he said.
But it is like the Wild West for outlaws to come and take stuff.
Roger Copeland, who oversees law
enforcement in Millbrae for the San
Mateo County Sheriffs Office,
authored a letter acknowledging the
issues raised by residents, and said a
series of community meetings will be
held in the coming weeks to better
illustrate his departments crime-fighting strategies.
Burglary and larceny crimes have
doubled in Millbrae over the past four
years, according to Copelands letter.
During the meeting, the council also
approved hiring one more sheriffs
deputy to focus on traffic patrol in
Millbrae, which Papan said would offer
greater police surveillance.
Beyond addressing the immediate
risk posed by the burglaries, Copeland

has said law enforcement officials will

need to develop a longer term vision to
prepare for the shifting demographics
in Millbrae brought on by development near the rail station.
Papan said she worked to ensure law
enforcement policy was built into the
116-acre plan, but noted the rail station project, combined with potential
new development along El Camino
Real in Millbrae and on Rollins Road
in Burlingame, makes it necessary to
keep potential future public safety
concerns in mind.
With any increased population, you
do run a risk, she said.
For his part, Van Every said the concerns regarding access and crime prevention are common with most large
projects, and acknowledged part of the
delay in moving the proposal forward
could be attributed to the limitations
of a small city staff in Millbrae.
Alternatively, he encouraged opponents to acknowledge the benefits
potentially offered by development
with proximity to public transportation, the opportunity to generate significant tax revenue for Millbrae and
construction of new homes in an area
starved for housing.
They are a small city, and they do
have limited resources, so we are
understanding of that, he said. But at
the same time, this is the type of housing, jobs and economic development
that a city like Millbrae desperately
needs.
Van Every said he felt it would be
unfortunate for a project he considered
worthy to be delayed due to the opposition of a few frustrated parties.
I think they want to serve the needs
of the few and not the needs of the city,
county and state, he said.
Papan though accused the developer
and property owner of having only
their best interest in mind.
It appears that BART is just out to
make money, she said.

believe they are in danger.

McLeans department posted a
Facebook warning Monday after officers spotted a man playing the game in
a section of a police parking lot where
the public isnt allowed. The player had
to pass keep-out signs and go over a
fence or under a gate to reach the area.
Im not sure how he got back there,
but it was clear what he was doing,
McLean said. He was playing a
Pokemon game with his phone up in
the air.
In Utah, Ethan Goodwin, 17, of
Tremonton, was given a trespassing
ticket that he worries could cost him up
to $200 after he and a couple of friends
went on an early morning Pokemon
chase at an abandoned warehouse. He
managed to catch three creatures.
I wouldnt say it was worth it, but I
would say Im glad I have the Pokemon
I have now, he joked. He added: Its a

dumb game, really, really stupid.

Every time the app is opened, a warning from game maker Niantic pops up,
telling players to be aware of their surroundings. Players must also agree to
fine print saying they cannot enter private property without permission.
Theres also a disclaimer that says
Niantic is not liable for any property
damage, injuries or deaths that result
while playing.
But those warnings dont seem to be
getting through.
In Phoenix, police have started posting humorous and colorful warnings on
social media, saying chasing the
orange dragon Charizard is not a valid
reason to set foot on someone elses
property.
And neither is chasing the cat-like
Mewtwo, according to Boise, Idaho,
police. They posted a Facebook message saying officers responded to several calls about players trespassing on private property
and illegally trekking across
parks after dark.
Gamers are also being
warned to watch for traffic
while playing and not to
drive while on the app.
One woman told WPXI-TV
in western Pennsylvania that
her 15-year-old daughter was
hit by a car while playing the
game and crossing a busy
highway. The girl was hospitalized with an injured collarbone and foot, as well as cuts
and bruises, said her mother,
Tracy Nolan.
Capt. Michael Fowler with
the Hanahan, South Carolina,
police said his department in
the city of about 20,000 has
gotten a few suspicious-activity reports related to
Pokemon Go, including
multiple calls from a woman
who feared for her safety as
she watched cars go in and out
of a church parking lot across
from her house.
