Justthisweek,thePublicWorksandInfrastructureCommittee(PWIC)approvedtwokeyprogramsthat
are going to fundamentally shape the city's future: the Road Safety Plan and the Long Term Waste
ManagementStrategy.
AsChairofthisCommittee,I'mabigproponentofsettingambitiousgoalskeepreadingtolearnmore
aboutmyworkbehindthescenestomakeTorontoaleaderinbothroadsafetyandwastediversion.
In addition, as we gear up for the city's 2017 budget process this fall, I've pushed for increased
transparency and accountability in what new services and programs we're approving at City Hall and
howweplantopayforthem.
With the summer now upon us, this newsletter includes useful reminders about what goes in the
recycling bin and how you can keep track of your water use. There's also a full list of the more
than20roadsinWard25scheduledforrepairorreconstructionthisyear.

At the beginning of the last term, one of the first things I did in my new capacity as Chair of Public
Workswastocallforacomprehensive,citywideroadsafetyplan.
In2015,wehad65roadfatalities,ofwhich39werepedestriansand4werecyclists.Inaddition,over
70 percent of the pedestrians were seniors, our most vulnerable road users. So far in 2016, the
numbers have not improved 20 pedestrians have died on our streets and 80 percent of them have
beenovertheageof65.
It's time to take action on road safety, and I'm pleased to share that our firstever Road Safety Plan
(RSP) is complete after over a year of extensive data collection and consultation with key advocacy
andcommunitygroups.
Thisdatadriven,madeforTorontoplanrecommends40differentprogramstoaddressfivekeypillars:
Pedestrians
Cyclists
Seniors
Schoolzones
AggressiveandDistractedDriving
Aspartoftheplan,we'llbecreating25pedestriansafetycorridorsinareasofthecityidentifiedthrough
geospatial and trending analysis as "hot spots" for collisions. This will involve implementing advance
greenlightsforpedestrians,addingorenhancinglinemarkingsandimplementingturningrestrictionsat
certaintimesoftheday.
City staff will also be conducting 14 safety audits of intersections and corridors with high numbers of
collisionstodeterminewhichcountermeasureswouldbemosteffectiveatthatspecificlocation.
Fromtheverybeginning,mygoalhasbeentoeliminatetrafficrelatedfatalitiesandseriousinjuries.
Earlierthisyear,IalsoputforwardamotiondirectingstafftodevelopaSeniorsStrategyaspartofthe
RSP. Seniors are a growing demographic in our community, and we need a targeted strategy to
tacticallyimprovetheirsafetyonourstreets.

Every year in Ontario, more than eight million tonnes of waste is sent to landfill. Greenhouse gas
emissionshavealsorisenby25percentbetween1990and2012asmoreandmorewasteisdisposed
ofinlandfills.
The WasteFree Ontario Act, passed on June 1, 2016, is going to increase waste diversion, require
producerstotakefullresponsibilityfortheirproductsandpackagingandhelpfightclimatechange.

I also had the opportunity to meet with the Minister of the Environment and Climate Change,
Glen Murray, to discuss Bill 151 and how the City of Toronto, as the largest municipality in the
province, could take a leadership role in championing a "Zero Waste" vision and building a circular
economy.

Presentingthecity'sproposedamendmentstoBill151(WasteFreeOntarioAct)atQueen'sParkthis
spring.
2015ResidentialWasteDiversionRates&LongTermWasteManagementStrategy
ThecityhascompleteditsLongTermWasteManagementStrategy(LTWMS)anditwasunanimously
supportedatmyPublicWorksmeetingthisJune.
ThisStrategyisgoingtoguideTorontoswastemanagementplansforthenext30to50years.Akey
part of the plan focuses on leveraging our existing, internationally renowned waste management
programstoreducewasteandincreasediversion.
The LTWMS recommits the city to a 70 percent waste diversion target and we have a lot of work
ahead to reach that goal. Last year, our overall residential waste diversion rate was 52%
thatactuallybringsusbackdowntoour2012rate.

To get Toronto on the zero waste path, I moved a motion at the Public Works & Infrastructure
Committee meeting directing staff develop a detailed plan and schedule to reach a target of zero
organics found the garbage. Almost 40 percent of the 500,000 tonnes of residential garbage sent to
landfillbytheCityofTorontoeveryyearisorganicmaterialthatshouldbeputinthegreenbin.
I also directed staff to develop a plan to get green bins and recycling into all buildings, including
apartment buildings. In 2015, multiunit residential buildings had a waste diversion rate of 27
percent, compared to 65 percent in single family homes that's why we need to prioritize improving
wastediversioninthissector.

WithexperienceonbothsidesofthefenceasaformerseniormanagerinEconomicDevelopmentand

whilealsobalancingthebooks.
I'm a firm believer in fiscal responsibility and accountability. During my two terms in office, I've
consistentlypushedcitystafftoreigninspendingandfindefficiencyfromwithin.
Unfortunately, the Standing Committees and City Council often vote on items without being presented
with a full assessment of how new services or programs will affect the city's operating and capital
budgets.
The City of Toronto's financial envelope is limited, and we need to make sure that Council is aware
before it votes of every new line item on the budget and its long term implications for the city's
financialsustainability.

Officertoprepareafinancialimpactsummaryoutliningthefinancialandstaffingimplicationsofreports

InvestinginCityInfrastructure
TheCityofTorontoisspendingmorethanhalfabilliondollarseachyeartoimproveourroads,bridges,
watermainsandotherassets.
In 2016, the city is investing more than $500 million to maintain and improve its core infrastructure,
including:
$260milliononroads,expresswaysandbridges
$225milliononsewersandwatermainsand
$70milliononbasementfloodingprotection.
In Toronto, many of our roads were built over 50 years ago and have reached the end of their service
life.Additionally,someofourwatermainsareover100yearsold!
These infrastructure upgrades will have real, longterm benefits for Torontonians, including improved
transportationcorridorsandbetterpublictransit.

DriverlesscarscouldbeavailableinNorthAmericainsignificantnumbersasearlyas2020.By2030,
up to 15 percent of new cars could be fully autonomous.As of January 1, 2016, Ontario became the
firstprovinceinthecountrytoallowcompaniestoroadtestautonomousvehicles.
The introduction of autonomous vehicles into our society is going to bring new opportunities and new
challengesthat'swhyit'simperativethatTorontomakestrategicdecisionsnowtoshapethechanging
technologicalfutureofourcity.

TheCommitteemovedtodefertheitemuntilSeptember2016,withtherequestthatcitystaffestablish
a working group with representatives from the Toronto Noise Coalition, Residents' Associations,

As you may know, Toronto City Council approved a bylaw making it mandatory for property owners to
disconnect their downspouts from the sewer system. The goal is to reduce the risk of basement
floodinganddecreasethereleaseofpollutedrainwaterrunoffintolocalwaterways.
The bylaw comes into effect in three phases the downspout disconnection deadline for Phase 3 is
December3,2016.Downspoutsinallareasofthecityshouldbedisconnectedbythisdeadline.

Solid Waste Management Services has launched a new campaign this summer to bring awareness to
residentsaboutreducingbluebinrecyclingcontamination.

There are small steps we can take to help reduce the impact that summer rain events have on our
neighbourhoods.
Leavesanddebrisfromlandscapingcanblockcatchbasinsandcanresultinlocalizedfloodingonour
roads.Residentscanassistthecitybyensuringcatchbasins,roadsandsidewalksareclearofdebris.
Yard waste, collected every other week on garbage collection day from midMarch to December,
shouldbeplacedinkraftpaperyardwastebagsorrigidopentopcontainers(notinplasticbags).
Ifthetopofthecatchbasinisclearofdebrisbutfloodingisstilloccurring,therecouldbeablockage
below the surface and a request should be forwarded to Toronto Water. A service request for catch
basincleaningcanbesubmittedbyemailing311orcallingthemdirectly.
