REVIEW OF THE ANNUAL ADMINISTRATIVE REPORT OF ANIMAL HUSBANDRY AND DAIRYING

DEPARTMENT, HARYANA FOR THE YEAR 2014-2015.

The present annual administrative report is the 48th issue of Animal Husbandry and Dairying Department,
Haryana. Being the home track of Hariana breed of cows and Murrah breed of buffaloes from ancient times the State
has a special place in livestock sector on the map of India. During the year 2014-15, 7.52 lac cows and 19.81 lac
buffaloes have been inseminated and as a result 2.87 lac cow calves and 7.90 lac buffalo calves of improved genetic
merit were born.
ANIMAL HEALTH
2799 veterinary institutions remained in operation for attending health care, breeding work and other activities
of the department during the year 2014-15.
Haryana Veterinary Vaccine Institute, Hisar produced 148.19 lac doses of prophylactic vaccines and 362.67
lac preventive vaccinations were performed by the veterinary staff.
SPECIAL LIVESTOCK BREEDING PROGRAMME (SCSP)
Under this programme 1224 families belonging to Scheduled castes were given subsidy in the shape of 1153
units of 2 milch animals, 32 sheep units and 39 piggery units were established.
SHEEP AND WOOL DEVELOPMENT PROGRAMME
The main objective of Sheep Breeding Farm, Hisar is to produce and supply good quality rams to the breeders
at subsidized rates. During the year 2014-15, 297 rams of good breed were supplied to the sheep breeders for
breeding purpose.
To save sheep breeders from the clutches of middle men, 19.57 tonnes wool was purchased from the doorstep
of the sheep breeders on reasonable rates by Wool Grading-cum-Marketing Centres at Loharu and Hisar.
GOAT DEVELOPMENT PROGRAMME
A Goat Breeding Unit was established at Government Livestock Farm, Hisar to meet the demand of good
quality bucks in the State .The quality bucks of Beetal, A.B. cross, A.B.J.cross, A.J. cross and Beetal cross breeds are
maintained for breeding purposes. A total of 49 high quality bucks were sold on subsidised rates to the goat breeders
during this period.
PIGGERY DEVELOPMENT PROGRAMME
The main objective of Pig Breeding Farm, Ambala & Hisar is to produce piglets of Yorkshire breed and to
supply them to the pig breeders at subsidised rates for breeding purpose. 71 piglets from Ambala and 219 from Hisar
were supplied to the pig breeders during this period.
As a result of various programmes being implemented by the department for the development of livestock and
poultry in the State, the production of milk, eggs, wool and meat was estimated as 79.01 lac tonnes, 45790 lacs,
14.28 lac kgs.and 141.41 lac kgs, respectively during the year 2014-15.
Dairy
The main objective of dairy farming is to provide self employment opportunities to educated unemployed
youth of the State through establishment of 20/10/5/3 milch animals dairy units and to ensure availability of good
quality compounded cattle feed, concentrates and mineral mixture conforming to the provision of the Cattel Feed
Order, 1999. The prospective beneficiaries of dairy units have been imparted 11 days dairy training with a view to
introduce them to scientific and technical method of dairy farming. A total of 450 persons were imparted dairy
training during the year 2014-15.
During the year 2014-15, 1390 units of dairy have been established, 61 cattle feed manufacturers, 145 dealers
have been registered and the registration of 104 manufacturers/dealers were renewed for the next three years
throughout the State. Likewise 5 registrations have been cancelled during the year 2014-15 in the State.

FOR THE YEAR 2014-15.

Sustained efforts of the Department of Agriculture backed with support of the State Government and
respective attitude of the hard working peasantry have increased the Agriculture production in the State. The State
which on its creation was in deficit with respect to its food grains has been progressively transformed into a surplus
State. The State has contributed more than 85 lakh tonne (Tentative) food grains to the Central pool during 2014-15.
Although the geographical area forms about 1.4% of the total geographical area of the country yet the food grain
production of the State accounts for 6.41% of the total production in the country during 2013-14. The food grain
production achieved during 2013-14 and 2014-15 was 169.70 lakh tonne and 152.36 lakh tonne respectively. Thus
there was decrease by 16.64 lakh tonne in food grain production as compared to the preceding year.
Land Utilization
An optimum and efficient land use is a good index for measuring the status of agriculture. Major stress has
been laid on increasing cropping intensity and gross irrigated area which have been 185.04 % and 57.08 lakh ha.
respectively.
Season and Rainfall
Kharif, 2014
Weather remained dry and wet during the sowing season. The average yield of various Kharif crops have mix
trend of Increase or decrease. As against the area of 17.36 lakh ha. covered during Kharif 2013, an area of 17.43 lakh
ha. was covered under different Kharif crops in 2014.
A total of 47.32 lakh tonnes of food grain production was achieved during Kharif 2014 as compared to 49.43
lakh tonne achieved during 2013.
Rabi 2014-15
The coverage of area under wheat, gram, barley and oilseeds remained 26.01 lakh ha., 0.65 lakh ha., 0.33 lakh
ha. and 5.10 lakh ha during 2014-15 as compared to 24.99 lakh ha., 0.83 lakh ha, 0.39 lakh ha. and 5.49 lakh ha.
respectively covered during Rabi 2013-14. The average yield of wheat has decrease and thereby the production
decreased to 103.54 lakh tonnes during the season as compared to production of 118.00 lakh tonnes during Rabi
2013-14. The food grains production during 2014-15 remained 152.36 lakh tonnes as compared to 169.70 lakh tonnes
during 2013-14.

No.DGLR/SAA/2016/5813. The main functions of the Directorate of Land Records are to exercise
administrative control over Patwaris and kanungos establishment, receipt of copying and mutation fees, to conduct
examination of Naib-Tehsildars, Kanungos and Patwaris, Registration Clerks and Document Writers, to provide funds
for the construction of Patwar-khanas, construction of record rooms at district headquarters and to inspect revenue
offices in the field .

During the period 2012-2013 the expenditure on Patwaris and kanungos establishment was ` 83,51,66,020.

A sum of ` 5,07,15,301 was received on account of providing copies of revenue records and inspection fee of Patwari

EXAMINATIONS
(a) Naib Tehsildars
During the period under report, examination of Naib-Tehsildars was conducted from 10-12-12 to
14-12-12. 60 Candidates applied for the examination, out of which I remained absent, 59 Candidates appeared,
15 candidates declared pass and 44 put under re-appear.
(b) Kanungos
During the period under report, examinations of Kanungos was conducted. 890 Candidates applied for
the examination, out of which 76 remained absent, 814 Candidates appeared, 111 candidates declared pass,
113 declared fail and 590 put under re-appear.
(c) Patwaris
Following Departmental Examination of Patwari candidates were held during the period under
report.
The Departmental Examination of first Semester & Second Semester of patwari candidates was
held form 18-02-2013 to 23-02-2013. In the first Semester Examination, 251 Candidates applied for it,
1 remained absent, 250 Candidates appeared, 129 candidates declared pass, 1 declared fail and 120 put under
re-appear. In the Second Semester 251 Candidates applied for the examination, 251 Candidates appeared, 227
candidates declared pass, 24 put under re-appear.
Subsequently, the Departmental Examination of First Semester & Second Semester of patwari
candidates was held from 22-7-2013 to 26-07-2013. In the first Semester 121 Candidates applied for it, 121
candidates, appeared 98 Candidates declared pass, 23 put under re-appear. In the Second Semester
24 Candidates applied for it, 24 Candidates appeared, 16 Candidates declared pass, 8 put under re-appear.

(d) Registration Clerks

During the period under report, examination of Registration clerks wad conducted but result not
declared.
(d) Document writer
During the period under report, no examination of Document Writers was conducted

Promotions
During the period under report, 36 Kanungos were promoted as Naib-Tehsildar and 79 Patwaris were
promoted as kanungos.

Inspection
During the period under report, 5 Tehsil/Sub Tehsil of Hisar District were inspected by the Director
Land Records and his Staff.

Mutation Cases

During the period under report, 3,43,158 mutation cases were disposable. Out of which 3,39,220
mutation were disposed of leaving a balance of 3,938.

Partition Cases

During the period under report, 17,661 partition cases were disposable. Out of which 7,319 cases were
disposed of leaving a balance of 10,342.

Corruption Cases
During the period under report, 18 Cases were registered against Patwari and Kanungo by the Vigilance

Department.
As a whole the work of the Directorate of Land Records, Haryana has been satisfactory during the
period under report.
