06/05: Villa Rica Main Street’s Free Summer ConCert #1 will
be held at The Mill, historic downtown Villa Rica’s new amphithe-
ater, located at 106 Temple Street. Featuring Lola Gulley, the concert
begins at 7:30pm. It will be an evening of Southern soul entertain-
ment. Be sure to take your lawn chairs and blankets. They are offer-
ing Tier 1 seating when you purchase seating for a minimum party
of four and maximum party of six per table. Each chair costs $10.

The definition of skilled services is one of the most common sources
of confusion that we see in long term care. It is a little confusing
because Medicare uses it in part as a standard for whether or not
a resident is eligible for part of their stay to be covered in the nurs-
ing home. Skilled services for Medicare’s purposes is something that a
doctor gives an order for and can only be done by a licensed person.
The licensed person may be a nurse or a therapist. Common examples
of skilled services are IV’s, daily dressing changes and skilled physical,
occupational or speech therapy. Let me take a moment to review some
different ways nursing home care is paid for:
Medicare is a FEDERAL program that people over the age of 65
who have worked and paid taxes or those who have been declared
disabled for at least two years may be eligible for. Medicare does not
pay for nursing home care except for under very limited circumstances.
You must have a qualifying three day hospital stay and you must re-
quire skilled services on a daily basis. Once those two conditions are
met, and if you continue to require skilled services on a daily basis,
Medicare Part A pays for the first twenty (20) days at 100%. On the
21st day, provided you still require skilled services on a daily basis,
there is a co-pay of $137.50 per day (for 2010) for the 21st through
the 100th day. Even if the 100th day has not passed, if you reach the
point where you no longer require skilled services on a daily basis,
Medicare will not continue to pay for your stay. The nursing facility is
required to give you several days notice that they feel that you do not
meet the requirements to continue to bill Medicare. At that point, it

  is your decision to accept the nursing facility’s judgment; or you may
choose to follow the directions on the notice to request an appeal.

The modest sub shop offers a variety of subs, sandwiches and
burgers created by the duo that introduces old world favorites
of deli meats and cheese from Phil’s New York roots and adds
a touch of the deep South that Billy knows true southerners will
enjoy such as the spicy fried chicken sandwich, dubbed ‘The Reb-
el’. Locals have already given the restaurant rave reviews. John
Hodges of Douglasville claims to eat The Rebel at least three
times a week and Jerry Peel, also of Douglasville, says, “I’ve had
everything, from subs to burgers to sandwiches and I still can’t
find anything I don’t like.”
Some of PhilBilly’s other subs include the Super Mario, pro-
sciutto, salami and pepperoni with fresh sliced provolone and
roasted red peppers marinated in olive oil; the John Wayne which
is cooked ham, roast turkey and roast beef with American cheese,
lettuce, tomato and onion topped with olive oil and The Hur-
ricane, seasoned prime roast beef with swiss cheese on a bed

of lettuce blasted with their hurricane horseradish sauce, among
many others.
Their sandwiches include the Fat Boy which is steamed corned
beef and pastrami on rye bread with spicy mustard, the Pilgrim’s

tomato and Charlie’s Tuna sandwich - fresh tuna salad made daily
served on wheat bread with lettuce, tomato and onion, among

The burger menu includes the Southern Prime, Monster Burger

observations:
Colors - lots of blue with brown, lime green with brown, and vivid
palettes of orange, yellow, azalea pinks. The blues seemed to have
progressed to deeper sky tones. Navy leather has returned. On the
neutral side, lots of off-white, grey (from very pale to charcoal), and
pale tan to chocolate brown.
Fabrics - gone are the chenilles! Replacing them were linens,
flannels, and textures. Suede and leather are still strong. Deep,
earthy textures – lots of fabrics that look like pebbles or river rocks.
Patterns - yes, florals are coming back! We saw a Jacobean
and a very 70’s splashy floral in almost every upholstery showroom
– but usually just on the throw pillows or an accessory chair. Uphol-
stery prints remain subtle and subdued.
Trim - Flat braid on the hems of sofas, contrast colors on welt
cord on chairs, leather welt cord, and nail head trims on many
things. Pillows with no trim. Two-toned looks with banding in sec-
ond color of same fabric sometimes narrow, sometimes very wide!
Frame Styles on Upholstery - arms are smaller and boxy. Many

stery work were important- from the pleating to the banding to the
trim application. Many new pieces are smaller in size and scale.
Sleeper sofas today now come with inflatable air mattresses
and memory foam tops. And, yes, they inflate automatically when
opened! Ottomans and benches were shown for every spot from
the usual pairing with a chair to under the cocktail or as the cocktail

Recliners are looking less and less like recliners and more like
the other chairs in the room! Motorization is a must have today.

Wicker and rattan are now being used for accessory pieces,

foyer. It’s not just for the porch anymore! Of course, there is lots of
wonderful, imaginative furniture for outdoor living!

compartments to plug in everything from the clock radio to your
cell phone charger; then one plug to the wall. Pieces designed for
specific functions, like the scrapbooking cabinet/work-desk or the
dressing table/jewelry cabinet complete with makeup lights!
“Industrial Chic”- the latest look in transitional and contempo-
rary styled tables is a combination of wood tops with metal stands.
This category continues to grow and expand. Now we are seeing
TV stands, desks, cabinets, and other pieces with this influence.

While there are approximately 23 species of Hydrangea, only
five are widely cultivated in the U.S. The most popular species is
Hydrangea macrophylla, which is commonly known as bigleaf,
French, garden or florist’s hydrangea. This Japanese native is
rated as hardy to USDA cold-hardiness zone 6. It produces large
inflorescences of white, pink or blue flowers in early summer. Both
mophead and lacecap cultivars fall in this classification.
Panicle hydrangea (H. paniculata) is the most cold hardy mem-
ber of the genus. It can be reliably grown in USDA cold-hardiness
zones 4 to 7. Native to Asia, it grows 10 to 15 feet tall. Large
creamy-white flowers, which are borne in 6- to 18-inch long pan-
icles, are produced in mid-summer. As flowers mature, they may
turn pink. Plants, particularly those of the cultivar ‘Grandiflora’
(‘Pee Gee’), are sometime pruned into a tree form and grown as
a specimen plant.
The oakleaf hydrangea (H. quercifolia) is one of two Hydran-
gea species that is native to the U.S. It is found growing primarily
in moist woodlands in the southeastern U.S. Plants generally grow
6 to 8 feet in height, although a few cultivars with smaller and
larger plant habit are available. Large (4 to 12 inches in length)
panicles of creamy white flowers are produced in early summer.
As flowers age, they often turn a medium- to deep-rose color.
Oakleaf hydrangea is the only member of the genus to develop
significant fall foliage color. Leaves turn a deep mahogany-red
and stay on the plant until late fall. Exfoliating bark adds to winter
interest. Oakleaf hydrangea is best suited used in a mixed border
or as a mass planting.
Smooth hydrangea (H. arborescens) is the other U.S. native.
It is found in the eastern U.S. from New York to Florida and west
to Iowa and Louisiana. In cultivation, plants usually reach about
5 feet in height, with a similar or greater spread. The species is
rated as hardy from USDA Cold Hardiness Zones 4 to 9. Flower-
ing occurs in early to mid-summer. The most common cultivar,
‘Annabelle’, produces rounded inflorescences that may reach up
to a foot in diameter. Plants found in the wild typically have a
lacecap type inflorescence consisting of a combination of a few
large and many small flowers. At the peak of flowering, smooth
hydrangea flowers are a pure white. As they age, they develop a
pale green color. Smooth hydrangea is extremely striking in mass
plantings.
While not as well-known as the previous four species, climbing
hydrangea (H. anomala subsp. petiolaris) is becoming increas-

Have You Considered Converting to a Roth IRA?

Beginning Jan.1, 2010, you can convert your tradi-
tional Individual Retirement Account (IRA) to a Roth
IRA, regardless of your income or tax filing status
thanks to the Tax Increase Prevention and Reconcilia-
tion Act (TIPRA). This is good news for those seeking tax deferred
growth and potentially tax free distributions if certain conditions
are met.1
A conversion is a taxable movement of funds from an IRA (tradi-
tional, SEP or SIMPLE) to a Roth IRA. However, amounts converted
are not subject to the 10 percent federal income tax penalty. Also,
in 2010 only, you can elect to have the converted amount taxed,
half in 2011 and half in 2012.
To determine if a conversion is appropriate for you, consider the
following:
Affordability - Since you will have to pay income taxes on the
conversion amount, consider how much you can afford to pay from
a non-IRA account. You can convert all or part of your IRAs to con-
trol the amount of taxes due. If your only source of funds to pay the
taxes is a withdrawal from your IRA, you will lose the potential ben-
efit of the tax-free growth on that amount and you may be subject
to a 10 percent tax penalty if you are under 59 ½.
Time horizon - If you have at least five years to leave the as-
sets in the Roth IRA, there will be more time for potential tax-free
growth and a better chance of recouping the initial cost of paying
taxes on the conversion amount. If not, funds withdrawn within five
years may be subject to a 10 percent tax penalty if you are under
59 ½.
Future tax rate - If you think your tax rate will be higher when
you retire, you may want to convert to a Roth IRA and pay those
taxes now. Paying taxes on the amount you convert at today’s lower
rate could be a real retirement advantage. If you think you will be
in a lower tax bracket in retirement, the taxes you pay today could
end up being higher than the taxes you would pay when you’re
ready to make withdrawals, don’t convert.
Current tax rate - The amount you convert will be taxed as ad-
ditional income. This additional income could potentially place you
in a higher tax bracket. You can choose to convert only the amount
that allows you to remain in the same tax bracket (partial conver-
sion) and achieve your optimal conversion amount through mul-
tiple conversions over several years.
Estate planning - Since a Roth IRA does not have mandatory
distribution requirements at age 70 ½ (unlike a traditional IRA),
you may be able to pass more wealth to your heirs and since you
pay any taxes due when you convert, your heirs won’t have to pay
taxes on the inherited Roth IRA funds as long as the Roth IRA exists
for at least five years when the distribution is received.
Contact a tax professional for more information about a Roth
IRA conversion. A comfortable retirement is possible with proper
planning.
