Definition of CMO

Activities undertaken independent of, or in coordination with civilian entities


to gain popular support, to strengthen the will of soldiers to fight, and to weaken
the will of the enemy to resist
in support to the accomplishment of military mission.
Categories/Audience of CMO
Military Affairs targets our own soldiers and their dependents.
Civil Relations targets the public or the people living within the community.
PsyOps targets mainly the enemy either directly or indirectly through key communicators.
Principles of CMO
CMO principles are based on the Principles of War.
OBJECTIVE - Direct every CMO towards a clearly defined objective.
UNITY OF EFFORT - Seek unity of effort toward every objective.
SECURITY - Never permit the enemy to acquire an advantage.
SIMPLICITY - Prepare clear and uncomplicated plans.
RESTRAINT - Apply appropriate military capability prudently.
POPULATION SUPPORT - Protector and defender of the citizenry.
LEGITIMACY - Acceptance by the people of the right of the govt.

MILITARY AFFAIRS Pillar - to enhance organizational cohesiveness, to inform,
educate, and motivate personnel, and to develop them into military professionals

CMO

Military Values Education (MILVED) to develop the spiritual, moral and


nationalistic values of the soldier.
Military Livelihood Enhancement (MILE) - to enhance the economic well
being of soldiers and their dependents.
Command Info (CI) - to enhance understanding of the organizations goals

and actvs.

Civil Relationship Pillar- broadens awareness of the people, promote public trust and strengthen
the bond between the military and the civilian community.
Public Information (PI) provides info to the general public through ,all available
media

Community Relations (COMREL) establishes and maintains effective


relationship between the mil and civilians through active participation in
community events.

Military Civic Action (MCA) provides military initiated developmental and


sociological services to the people.

PSYCHOLOGICAL OPERATIONS Pillar - influences attitudes and behavior affecting


the achievement of political and military objectives. .

WORDS (WORDS-PsyOps) - dissemination of any information, concept or


idea through the various media .

DEEDS (DEEDS PsyOps) - involves the conduct of combat and non-combat


activities, outside of pure communication activities .

COUNTER PROPAGANDA - activities in response to enemy propaganda .

CMO Realities in Tactical Units

Based on observations, CMO in the field is more often than not the LAST priority!
Units tend to forget to the primary rule: second line of protection comes from GOOD
COMMUNITY RELATIONS.
Most of our troops dont understand the power of CMO gain popular support,
strengthen soldiers will to fight, and weakens enemies will to resist.
