Complex destroyed by fire to be rebuilt


Blaze destroyed 72 units on Woodside Road, tax exempt bond financing to aid reconstruction

The Redwood City Council approved


a resolution Monday night that allows
the owners of a building gutted by a
fire in 2013 to seek a tax-exempt loan
to rehabilitate it.
The Hallmark House Apartments at
531 Woodside Road was essentially
destroyed in a 2013 six-alarm fire that
left one individual dead.
Three years later, owner KDF
Hallmark is ready to begin construction on the project with the assistance
of $15 million in tax exempt bond
financing
from the Statewide
Communities Development Authority.
The council held a required Tax
Equity and Fiscal Responsibility Act
hearing Monday then unanimously
approved the issuance of the bonds to
improve the 72-unit multi-family residential complex.

The fire at the 72-unit apartment
complex at 531 Woodside Road is
believed to have started in a third-floor
unit where the deceased, 48-year-old
Darin Michael Demello-Pine, was
cooking at about 1:45 a.m. The fire
then moved through the 1964 complex
which was not outfitted with sprinklers.
After the fire and another on
Woodside Road that gutted another
building, the City Council approved a
loan forgiveness program for property

owners required to install fire sprinklers to their older buildings that has a
rent stabilization component to it.
The Fire Safety First Program provides an incentive for owners to retrofit the at-risk residential buildings during a five-year voluntary compliance
period in exchange for an agreement to
slow rent increases.
All properties with four or more
units built before July 1, 1989, must
install sprinklers within five years.
Those who do so voluntarily will be
able to secure a low-income loan from
the city which may be forgiven if
property owners agree not to raise
rents more than 5 percent a year for at
least five years.
Many former tenants at Hallmark
House Apartments sued the owner for
the lack of sprinklers and smoke detectors at the building.
KDF Hallmark bought the building
in 2003 for $8 million.

LOS ANGELES A lawyer for a Charles Manson follower who was convicted in the 1969 murders of a
California couple said Thursday he will ask a court to
overturn Gov. Jerry Browns decision to deny her parole.
Attorney Rich Pfeiffer said he will file a petition Friday
seeking the release of 66-year-old Leslie Van Houten after
a parole board found she posed no threat to society.
The board had recommended her release but Brown said
last week that Van Houten had committed extraordinarily
brutal crimes and failed to explain her transformation
from an upstanding teen to a killer.
Pfeiffer says denying her release solely because of the
heinousness of the murders of Leno and Rosemary La
Bianca by members of the Manson family would effectively be changing her initial 7-years-to-life prison sentence.
Pfeiffer also wants the Los Angeles court to compel
prosecutors to turn over taped interviews with another
former cult member that the lawyer believes will show
how Manson controlled his followers.
Van Houten participated in the La Bianca killings a day
after other cult members killed pregnant actress Sharon
Tate and four other people.

Thursday to speed up permitting for oil and gas drilling
on federal and Indian lands to reduce delays, as applications were projected to be down 40 percent versus their
historical average amid an ongoing price slump.
Low energy prices already have curtailed domestic energy exploration, driving down revenue. Thats put a crimp
in budgets for the major energy producing states, including Wyoming, New Mexico, Colorado, Alaska, North
Dakota and Montana, which receive a substantial share of
revenue from oil and gas activity on U.S. lands.
In an attempt to streamline drilling approvals and
reduce costs for companies, U. S. Bureau of Land
Management Director Neil Kornze said all drilling applications would have to be filed online under the new proposal.
The move follows years of criticism from the energy
sector over the Obama administrations handling of
drilling applications. Companies say lengthy delays
have driven up costs.

A norovirus outbreak in Burlingame resulted in the temporary shuttering of the Sisters


of Mercy campus, where sisters are being
quarantined until the threat of spreading the
infection has passed, a spokeswoman for the
community said.
One of the 52 sisters contracted the highlycontagious gastrointestinal illness Friday,
July 22, and it spread quickly to 17 others
who live on the campus at 2300 Adeline
Drive, said Sandy Goetzsinger, spokeswoman
for the Sisters of Mercy West Midwest
Community.
It is unknown how the sister initially fell
sick, said Goetzsinger, but cleaning crews
have been working diligently to disinfect all
the campus facilities while the rest of the residents have been held up in their rooms.
The illness has not spread among residents
of the campus in the past three days, said
Goetzsinger, which is an encouraging sign
that the outbreak may be subsiding. But with
an abundance of caution, the campus is due to
remain closed until Monday, Aug. 8. County
health officials are also contributing to treating the illness.
It was a very small outbreak, but we moved
quickly to contain it, said Goetzsinger. I
think that helped a lot.
With the worst of the illness potentially
passed, Goetzsinger said spirits are improving, but those quarantined are likely feeling a
bit anxious to leave their rooms.
They are doing well, she said. They have

they are doing fine.
Norovirus can cause nausea, vomiting,
abdominal pain and a variety of other symptoms common to stomach illnesses. It is

passed via contaminated water or food and by


contact with another person or surface infected by the virus. It is typically unpleasant, but
rarely lethal, for those who fall sick.
The virus most recently rose in public
awareness when an outbreak occurred at the
Republican National Convention in
Cleveland, sickening some members of the
California delegation.
A variety of summer events were scheduled
to be held by the Sisters of Mercy, such as a
tour of the Kohl Mansion during next weeks
National Night Out community event, said
Goetzinger, but the calendar has subsequently
been cleared.
We dont want to do anything that would
jeopardize anyone, said Goetzsinger.
The food service at the campus has been
closed, due to the opportunity to further
spread the virus, and meals are being delivered
to the sisters, she said.
A variety of community support organizations have come together to ensure those in
the Motherhouse and Mercy Center are taken
care of while the facilities are quarantined,
said Goetzsinger.
Goetzsinger maintained optimism though
that the worst of the outbreak is over, and life
may return to normalcy in the coming days.
We think we have got it under control and
hope that we can open the campus again
soon, she said.
Typically, an outbreak has subsided if no
one contracts the virus over a span of 72
hours, and Goetzsinger said none of the sisters have fallen sick since Tuesday.
No one else is getting sick, she said.
Goetzsinger said she believes the campus
will soon be granted a clean bill of health by
officials, and is hopeful the campus will soon
be open again to the rest of the community.
We really have everything under control,
she said. Everyone is over their symptoms
from what we understand.

those who vote for me and those
who dont, Clinton said as she
accepted the Democratic nomination, becoming the first woman to
lead a major U.S. political party.
She drew a sharp contrast with
her general election rival Donald
Trump, calling the Republican
supremely unqualified for the
White House.
Imagine him in the Oval Office
facing a real crisis, she said. A
man you can bait with a tweet is
not a man we can trust with nuclear
weapons, she said.
Clinton took the stage to roaring applause from flag-waving delegates. But her real audience was
the millions of voters who may
welcome her experience but question her character.
She acknowledged those concerns briefly, saying I get it that
some people just dont know what
to make of me. But her primary
focus was persuading anxious

French ID second attacker;

responsible for attacking a
Catholic church in Normandy as a
19-year-old who was spotted last
month in Turkey as he supposedly
headed to Syria but returned to
France instead.
The prosecutors office identified him as Abdel-Malik Nabil
Petitjean following DNA tests on
his corpse. A security official confirmed that he was the unidentified
man pictured in a photo distributed
to French police July 22 with a
warning that he could be planning
an attack.
Four days later, Petitjean and a
19-year-old local man, Adel
Kermiche, stormed the church in
Saint-Etienne-du-Rouvray during
morning Mass. They held five
people hostage the priest, two
nuns and an elderly couple
before fatally slashing the priests
throat and seriously wounding the
other man. Another nun at the
Mass slipped away and raised the
alarm. Police shot to death both
attackers as they left the church.
The Islamic State group claimed
responsibility and released a video

to Syria but instead returned
almost immediately to France, the

security official said, and was back


inside the country long before his

authorized to discuss the case publicly and spoke on condition of
anonymity.
While its uncertain what caused
Petitjean to turn around, in recent
months Islamic State propaganda
has encouraged Western recruits
not to join extremists in the war
zones in Syria or Iraq but to remain

EU calls Turkeys crackdown on media worrying

ISTANBUL The European Union and


journalist associations expressed concern
Thursday about a widening crackdown on
media in Turkey, calling on Ankara to
respect fundamental freedoms.
As a candidate nation for EU membership,
Turkey needs to aspire to the highest possible democratic standard and practices,
including on the freedom of the media, said
EU spokeswoman Maja Kocijancic.
Turkey declared a state of emergency following a failed July 15 coup attempt that
left 290 people dead, and is conducting a
large-scale crackdown on people suspected
of ties to U. S. -based Muslim cleric
Fethullah Gulen, whom the government
accuses of masterminding the coup. Gulen
himself has denied any knowledge of the
attempted coup.
Turkey has detained nearly 16,000 people
for suspected links to the failed uprising,
and about half of them were formally arrested to face trial.
In total, more than 66,000 people have
been suspended or dismissed from their jobs
in the wider public sector for alleged ties to
the Gulen movement, according to the
state-run Anadolu news agency, including
in health care, education, the judiciary,
ministries, municipalities and even
Turkeys national airline.
It is worrying that, following the entry
into force of the state of emergency in
Turkey, arrest warrants have been issued
against a large number of journalists and a
number of outlets have been shut down,
Kocijancic told reporters in Brussels.
Kocijancic said it was extremely impor-

tant the Turkish authorities respect under


any circumstances the rule of law, human
rights and fundamental freedoms.
Ankara has defended the crackdown, saying it is rooting out people affiliated with
Gulen.
Authorities have issued warrants for the
detention of 89 journalists. Dozens of
media organizations most of them also
linked or formerly linked to Gulen were
ordered shuttered late Wednesday. They
include 45 newspapers including the daily
Taraf newspaper, 16 television stations,
including a childrens channel, 23 radio stations, 15 magazines and 29 publishing
houses.
Gulen was a close ally of Erdogan until
tensions between the two came to a head
with corruption allegations against
Erdogans inner circle in 2013. For years,
media affiliated with Gulen had been vocal
supporters of Erdogans government.
Some say many of the media affected by
the current crackdown backed purges
against other sectors in the past. Reporting
in the Taraf newspaper was instrumental in
the 2010 trial of pro-secular military officers accused of plotting against the government. The officers were later acquitted on
the grounds that much of the evidence was
fabricated.
But the speed and scope of the current
crackdown has alarmed media rights
groups.
The situation came to a point where
local medias fear of being arrested is leading to an increasing muzzlement of the
press, thus infringing fundamental human
rights such as freedom of expression and
the publics right to know, the
International Federation of Journalists
said.

ISTANBUL Tucked in the back corner of


a construction site for a new dog shelter in
eastern Istanbul lies a freshly dug, unmarked
grave the first in the new Traitors
Cemetery, created specifically to hold the
bodies of coup plotters who died in the July
15 abortive putsch.
In the week following the attempted coup
in Turkey, which killed about 290 people,
the municipality announced it intended to
set up a cemetery specifically for those

involved people that officials have


branded as traitors undeserving of a proper
burial. About 24 coup plotters are believed
to have been killed that night.
Authorities would reserve a spot and call
it a traitors cemetery. Passers-by will curse
them, Istanbul Mayor Kadir Topbas said in
remarks carried by the Dogan News Agency.
May every passer-by curse them and let
them not rest in their tombs.
The creation of the cemetery comes amid a
widespread crackdown in the aftermath of
the coup.

A housing proposal for Foster City

lot can happen in 45 years and


that holds true for Foster City,
which helped create an inux of
new housing for the Bay Area when it
incorporated in 1971, and is now facing
growing pains along with the rest of the
county. Constructed as a bedroom community, the city has a legacy of planned
neighborhoods lled with single-family
homes. At present day, many of its longtime and even original residents have genuine concerns about increased development
and trafc both in and outside of the city.
While a coalesced group of residents
have made their concerns about growth
heard, a housing development proposal is a
real opportunity to have a community conversation about not only the vision for the
city in the future but also how it can best
participate in helping to solve the areas
acutely felt housing crisis. While some
may suggest it is not the responsibility of
a particular city or even neighborhood to
bear the brunt of an issue with so many
divergent causes and effects, it is important
to think rationally about how every piece
can t into a larger puzzle and what its actual, rather than perceived, impact might be.
The development in question is a 3.5acre site off East Hillsdale and Foster City
boulevards and already is entitled to have
173,000 square feet of ofce space in up to
95-foot-tall buildings, 17 housing units
and a parking structure large enough for
600 employees. The developer of the property is proposing an alternative of 68
townhomes for sale with at least 20 percent
set aside at below market rates. It is a por-

tion of the 20-acre Pilgrim-Triton area,
which in total is entitled for nearly 730
housing units and up to 296,000 square feet
of ofce space. The Pilgrim-Triton plan
was initiated in 2005 to address high
vacancies in the area and meet other city
needs.
The concern for some is that any new
development will bring additional impact
to the city, which they say is already suffering from a development boom of new
ofces and housing. The highways that surround the city are packed at all hours and
there is concern that any new development
will add to that. There are also overenrollment issues at local schools. In response,
they suggest taking a pause on any new
development until the current developments are completed and can be assessed
for impact.
While that is certainly one approach, the
opportunity for 68 units of new housing is
one that should not be passed up especially if it includes an affordable housing
component of 20 percent. In some circles,
the development proposal is a no-brainer
considering the situation we are facing in
this area. And that is also something for
the people of Foster City to strongly consider.
If one were to choose between new
ofces and new housing, the choice is evident. Housing wins. At this point, there is
no need to create draws for new business
unless it is accompanied by some consider-

ation for housing needs. If one were to


choose between either or none, leaning
toward none is fraught with legal issues
considering the land is already entitled
through a long public master plan process.
Still, the fact that there is a large group
of people concerned about any new development in a city they helped create or grow
speaks to the need of having a real conversation about the needs for the city for the
next 45 years and how best to ameliorate
the impact of new development as the city
changes with the times. Everyone knows
this area is changing and there is a rapidly
growing need for housing of all types. A
housing proposal such as this will allow
for some Foster City workers to live in the
same city they are employed and can be
seen as part of the larger solution rather
than a larger ofce development that will
draw more people in. On one hand, we
agree with the sentiment that there has
been plenty of ofce growth in Foster City
and in other San Mateo County cities and
there could be need to take a pause. But we
also see the urgent need for new housing of
all types.
We believe this housing proposal would
be a positive gain for the city but also
understand there is concern about its
impacts. The council will hold a preliminary review of the proposal at its Monday
meeting, which is a step in a very long
public planning process. It is key for
everyone to keep an open mind about the
details of the project and what the city
seeks to do make sure it remains successful
and vibrant now and into the future.

Millbrae BART station in the article
BART developer donates to community
center re fund in the July 27 edition of

Its time for Millbraes City Council to
moveforward with the entitlement process.
The project sponsors have committed to
building 300affordable housing units, and
we need these homes now. Every month,
working families arebeing displaced
because they can no longer afford to live in
the Bay Area.
This is perhaps the most environmentally-friendly site on the Peninsula. People
can take transitto their jobs, which reduces
car commuting. The proposal also includes
millions of dollars inpedestrian and bicycling improvements, within easy riding
distance of major job centers. Busshuttles,
transit pass discounts and car-sharing programs will all contribute to taking carsoff
Millbraes roads and highways. Weve got
to build housing here its the perfect
place.

Editor,
I read your article in the July 20 edition
titled, Rent Control Heads to San Mateo
Ballot. While you mentioned that
activists and Faith in Action were involved
in the signature gathering, I feel it is very
important to speak about the massive community effort that thesignaturegathering
process became.
People started coming from all directions
to help with the petition drive. There were
renters, homeowners, small business owners, teachers, students, seniors, clergy and
working class families all working together on it. I think there may have been 200
of us. It was a groundswell that came about
because the community is in crisis and so

Dangerous pattern?
Editor,
A letter writer opined about the recent
spate of police shootings of black men by
saying, In all these shootings, black men
were committing a crime.
I guess he is not as avid a reader as some
of us, but hasnt he heard of the very recent
case of the unarmed caregiver to an autistic
man in Miami being shot while his hands
were up.
The ofcer was actually trying to shoot
the autistic man. Well that explains it, he
was going to shoot an intellectually challenged man doing nothing instead of the

dead last in Chief Executive magazines Best and Worst States for
Business survey for the 12th year in a
row, and was one of just three states
(along with Connecticut and Illinois) to
receive an F in Thumbtack.coms 2016
Small Business Friendliness Survey. A
new CNBC study adds still more evidence,
as if any was needed, of Californias antibusiness attitude and policies.
In CNBCs 10th annual Americas Top
States for Business study, California
ranked dead last among the states in the
Business Friendliness category, and 49th
in Cost of Doing Business. It also ranked
near the bottom (47th) in the Cost of
Living category.
The news was not all bad, however. The
Golden State was redeemed by high marks
in the Technology and Innovation (second), Access to Capital (tied for second)
and Economy (eighth) categories. This
performance was enough to lift the states
overall score, albeit to a still-disappointing 32nd, five places lower than last
years analysis.
CNBC also evaluated states cumulative
scores over the past decade. California
placed 36th in this analysis, although it
did grab the top overall spot for both
Technology and Innovation and Access to
Capital.
CNBCs Top of the Tops honors for
the 10-year period went to Texas, which
also topped the Chief Executive and
Thumbtack business climate surveys.
During this time, it placed first in the
Economy and Infrastructure groups, winning both of those categories handily,
and also notched top-10 rankings in
Technology and Innovation, Business
Friendliness and Access to Capital.
Unfortunately, Californias recent economic growth has largely been concentrated in the technology sector, particularly in the Silicon Valley/Bay Area. And
while some have tried to knock Texas
economic growth by claiming that it is
based on menial, low-wage jobs, unlike
the supposedly higher-wage jobs created
in California, the truth is mostly the
complete opposite. Like much of the
state, here in Orange County, We are
increasing low-value-added, low-paying
jobs in a county with housing costs that
are unaffordable to most people,
Chapman University president and economist James Doti told the Register after
the release of the schools most recent
economic forecast late last month.
Meanwhile, California is bleeding
skilled, higher-wage jobs, such as those
in manufacturing and business services,
to Texas and other states with more favorable business climates.
The secret to Texas success, as Gov.
Rick Perry explained to CNBC in 2008,
one of the years in which his state topped
the list, is: Weve got low taxes, weve
got a balanced regulatory climate, weve
got a fair legal system and we continue to
fund an accountable school system so
that we have a good, skilled workforce.
California could learn something from
Texas, if only our policymakers could
restrain themselves from intervening in
our business and personal affairs. Or we
could just continue to watch many of our
most productive entrepreneurs and workers leave for better opportunities in Texas
and other states while California brings
up the rear in more business climate surveys.

Slight gains as investors work through earnings

NEW YORK Stocks had


another day of meager gains on
Thursday as investors worked
through a new batch of mixed
company earnings, including
results from Facebook, Ford and
Whole Foods.
Cautious investors are looking
ahead to a meeting of the Bank of
Japan on Friday which is expected
to result in an announcement of
more stimulus for the worlds
third-largest economy.
The Dow Jones industrial average lost 15.82 points, or 0.1 percent, to 18,456.35. The Standard
& Poors 500 index rose 3.48
points, or 0. 2 percent, to
2,170.06 and the Nasdaq composite rose 15.17 points, or 0.3 percent, to 5,154.98.
After the markets run-up this
month, investors have mostly
been in wait-and-see mode this
week. While its been a busy week
for corporate earnings, and individual stocks have moved a lot,
the overall market has been relatively quiet. Market strategists

Once again, technology companies were front and center.
Facebook shares rose $1.66, or

Netsuite is just the latest cloud
acquisition by Oracle, and its
biggest splurge in more than a
decade. It paid $11.1 billion for
PeopleSoft in 2005.
More businesses are switching
to the cloud model because it provides flexibility and saves on the
cost of running their own computers. Oracle and its leading competitors, including Microsoft and
IBM, are increasingly trying to
beef up their cloud offerings.

Redwood Shores slipped 19 cents
to $40.74.

Facebook OKs refunds on
in-app purchases by minors
SAN JOSE Court documents
show Facebook has agreed to
allow users to request refunds of inapp purchases made by minors as
part of a settlement of a classaction lawsuit.
The lawsuit was brought in 2012
by two children and their parents.
It claimed the children racked up
hundreds of dollars in purchases of
Facebook Credits, a since-discontinued currency used by the site.
Under the settlement approved
by a California federal court in
May, Facebook agreed to add an
option for requesting an in-app
purchase refund on the grounds
that it was made by a minor. It also
agrees to have a dedicated team to
handle such requests.
Menlo Park-based Facebook
hasnt responded to a request for
comment.

Pacifica Americans outstanding postseason run, just one game shy of the championship round in the Northern California 910 State Championship Tournament.
P-Town succumbed Thursday night at Joe
Wagner Field in a 3-2 loss to Petaluma
American. But as Pacifica gathered for a
postgame photograph in the middle of the
diamond, the team was mostly smiles, with
the exception of star shortstop-pitcher
Dylan Uter.
Dylan Uter scuffled on the mound through
two-thirds of relief late in the game, and he
was wearing it hard. But, he bounced back
from walking three straight batters
including walking in a run to give Petaluma
a 3-1 lead with back-to-back strikeouts
to avoid further damage.
I was like I have to do this or Ill give
up a lot of runs, Dylan Uter said. I didnt
pitch hard. I just tried to get it over the
plate.
Its difficult to fault the kid who was clearly Pacificas Most Valuable Player through
the tournament, batting .526 (10 for 19)
through five games, in addition to three
solid pitching appearances. He added a 2for-3 night Thursday, and paced the team
along with No. 2 hitter Lenny Beatie, each
totaling two hits.
By the time Dylan Uter entered the game
though, Petaluma starting pitcher Wyatt
Abramson had already put Pacifica in a
tough spot. The ace right-hander worked 4
1/3 innings of five-hit ball, including four
straight shutout innings before yielding an
unearned run in the fifth.
He just kept us off balance and they
owned the outside of the plate, which was a
huge thing, Pacifica American manager
Nate Uter said. He was a good pitcher; and
it was a good team.
Abramson also put Petaluma in the drivers seat at the plate, barreling up a two-

Potential Las Vegas stadium Giants acquire

want to build a domed stadium for
the Oakland Raiders in Las Vegas
vowed to zero in on two potential
sites within the next month as
they face a tight timeline to lock
in a real estate deal, government
approvals and the NFLs blessing.
Representatives from Majestic
Realty and the Las Vegas Sands
casino company told an oversight
committee Thursday that they
want to get their plan in order by
January, when NFL owners who
must approve any team relocation
by a three-quarters vote are scheduled to meet.
I think the hardest part will be
getting to the finish line on the
land, said Sands President Rob
Goldstein. Please be advised that

The Raiders are mulling a move
to Las Vegas as Oakland hasnt
made significant progress toward
building them a new stadium. Los

No more college football


playoffs on New Years Eve

The College Football Playoff has


abandoned a plan to play most of
its semifinals on New Years Eves
after television ratings tumbled
last year, moving the dates of future
games to ensure they will be played
either on a weekend or a holiday.
The changes will start with the
2018 season. The TV ratings for
last years semifinal games played
on Thursday, Dec. 31, dropped 36
percent from the semifinals played
the season before on New Years
Day.
This seasons semifinals are still
set for Saturday, Dec. 31. Next seasons playoff is scheduled to be
back on Jan. 1. In 2018, the games
initially scheduled to be played on
New Years Eve, will now be played
Saturday, Dec. 29.
The 2019 games will move to
Saturday, Dec. 28.
The other seasons affected by the
change are 2024, when the semifinals will be moved to Saturday,

Hancock said after looking at data
provided by ESPN that considered
all the factors that contributed to
the drop in ratings, such as the lopsided scores and participating
teams, it was clear the single greatest factor was when the games were
played.
Hancock said several options for
altering the schedule were discussed, including giving the

College Football Playoff a permanent home on New Years Day, but


that didnt get far.
It was clear from the get go that
our group wanted to honor the traditions of the game, including the
Rose Bowl, including the Sugar
Bowl getting back to New Years
Day, which they really cherish,
Hancock said. That one didnt stay
on the table for long.
Big Ten Commissioner Jim
Delany, whose conference is partners with the Rose Bowl along
with the Pac-12, said earlier this
week the Rose Bowl would not be
giving up its traditional New Years
Day afternoon time slot. The Big
12 and Southeastern Conference
now have a similar partnership
with the Sugar Bowl and have
locked up the time slot after the
Rose Bowl.
Hancock said it was important to
keep the semifinals in what he
called the holiday period between
Christmas and New Years Day
because it best allows fans to travel to the games.

NCAA recommends one
live-contact practice per week
The NCAA football oversight
committee recommended Division I
football programs hold only one
live-contact practice per week.
The current guidelines, which are
not enforceable rules, allow two live
practices per week. The new guidelines announced Wednesday will
take effect this season.
Live practices are defined as those
that involve tackling to the ground
and full-speed blocking, and can
occur in full or half pads. Live contact does not include thudding, when
players are not taken to the ground.
The Ivy League announced earlier
this season that it would eliminate
live tackling in practice, and even at
the FBS level teams rarely have live
tackling in practice.
The new guidelines would allow
an additional contact practices for
players who do not play in a game.

There was a fleeting moment last season when
the spot Garoppolo now finds himself in nearly

Brady had just launched a legal challenge of a
four-game suspension handed down by the
league for what it said was his role in a scheme
to illegally deflate footballs used in the 2015
AFC championship game.
Garoppolo arrived at camp prepared to step in
as the starter, though that evaporated a week
before the regular season when the NFLs punishment was overturned in court. Brady was
allowed to play while his case continued to wind
through the courts.
A year later the final gavel sounded on
Deflategate when a federal court reinstated
Bradys four-game suspension and the MVP
quarterback reluctantly accepted his ban.
It meant that this time Garoppolo walked onto
the field knowing that barring a major development over the next month, he will make his first
NFL regular-season start when the Patriots open
their 2016 schedule at Arizona.
As dizzying as the last year-plus has been,
Garoppolo says hes embracing the excitement

of the moment.
Thats why we play the game, he said. We
play to get out there and get your opportunity,
and when it comes youve got to be ready for it.
To most Patriots fans, the 24-year-old is still
largely a mystery.
Garoppolo has appeared in just 11 games over
his first two years, completing 20 passes with
one touchdown. Its probably why the packed
bleachers at Thursdays practice erupted when he
channeled his inner Brady during a drill by
threading a pass in the back of the end zone to
Rob Gronkowski. His former college coach,
Dino Babers, compared Garoppolos release to
that of Hall of Famer Dan Marino.
While he certainly wasnt rooting for Brady to
be sidelined, Garoppolo recognizes what is
immediately ahead.
Its a great opportunity. You gotta go out
there, take advantage of it, Garoppolo said.
You dont get many opportunities in this
league. You might only get one, so you gotta
make the best of it.

When you normally think of British Open,
you think of high roughs, difficult roughs,
Lee said. But here it feels more like
California, so I think that really made me feel
comfortable.
In California at CordeValle in the U.S.
Womens Open, she followed her opening 64
with rounds of 74, 76 and 73 to tie for 11th.
She missed the cut in the ANA Inspiration to
start the major year, and tied for fourth in the
KPMG Womens PGA.

I said, You wont believe these guys, the


affable skydiver recalls with a robust laugh.
They want me to jump out without a parachute. She said, Oh, with a wingsuit. I said,
No, they want me to do it with nothing. We
both had a good laugh about that.
But in the weeks that followed he couldnt
shake one persistent thought: Could anybody
actually do this and live to tell the tale?
Because if anyone could, Aikins wanted to
be that guy.
After all, the 42-year-old daredevil has practically lived his life in the sky. He made his
first tandem jump when he was 12, following
with his first solo leap four years later. Hes
been racking them up at about 800 a year ever
since.
He took his wife, Monica, on her first jump
when they were dating and shes up to 2,000
now. The couple lives with a 4-year-old son,
Logan, in Washington, where Aikins family
owns Skydive Kapowsin near Tacoma.
Over the years Aikins has taught skydiving,
taught others to teach skydiving, even participated in world-record stacking events, those

exercises where skydivers line up atop one


another as they fly their open chutes across
the sky.
He tells of having his chute tangle with others on a couple of those efforts and having to
come down under his reserve parachute. In all,
hes used his reserve 30 times, not a bad number for 18,000 jumps.
This time, though, he wont have any parachute.
If I wasnt nervous I would be stupid, the
compact, muscular athlete says with a grin as
he sits under a canopy near Saturdays drop
zone.
Were talking about jumping without a
parachute, and I take that very seriously. Its
not a joke, he adds.
Nearby, a pair of huge cranes defines the
boundaries where the net in which Aikins
expects to land is being erected. It will be
about one-third the size of a football field and
20 stories high, providing enough space to
cushion his fall, he says, without allowing
him to bounce out of it. The landing target,

which has been described as similar to a fishing trawler net, has been tested repeatedly
using dummies.
One of those 200-pound (91-kilogram)
dummies didnt bounce out. It crashed right
through.
That was not a good thing to see, recalled
Jimmy Smith, the veteran Hollywood public
relations man who, with his partner Bobby
Ware, came up with the idea of having someone skydive without a parachute.
Chris Talley, who had worked with Aikins
on other projects and helped train him for this
one, recommended the skydiver to the two
Amusement Park Entertainment executives.
He told them Aikins was arguably the only
guy not only good enough but also smart
enough and careful enough to survive this.
Smith recalled how the three men gazed at
each other with a look of foreboding after that
dummy crashed through the net. Then they
looked over at Aikins.
Luke just said, No biggie, thats why we
test.

Fox has had little to say about the stunt


other than it will be broadcast on a tape delay,
as is the case with all its live broadcasts, says
network spokesman Les Eisner. It contains a
warning not to try this at home.
That would seemingly be difficult, as Smith
and Ware had to scour a good part of the world,
from Arizona Indian land to Dubai real estate,
before they found what everyone agreed was
the best place for Aikins to land.
Hell come down in a dry, dusty, desolatelooking section of an old movie ranch north
of Los Angeles where not that long ago Shia
LaBeouf was battling Transformers.
The drop zone, surrounded by rolling hills,
presents some challenges, Aikins said, noting hell be constantly fighting shifting
winds as he falls 120 mph (193 kph).
Other skydivers have jumped from planes
without parachutes and had someone hand
them one in midair. But Aikins wont even
have that.
Why?
To me, Im proving that we can do stuff
that we dont think we can do if we approach it
the right way, he answers.
Ive got 18,000 jumps with a parachute, so
why not wear one this time? he muses almost
to himself. But Im trying to show that it can
be done.

Walkers year has been so mediocre that he
has finished within five shots of the winner
only once this year, at Torrey Pines. He is on
the verge of falling out of the top 50 in the
world ranking and hasnt given as much
thought to Ryder Cup with qualifying a
month away from ending.
Im a good putter, Walker said. Like
good shooters, just keep shooting. Im just

going to keep putting, and theyre going to


start going in.
And they did.
Walker wound up with a one-shot lead over
two-time major champion Martin Kaymer,
Emiliano Grillo and Ross Fisher. Kaymer
had the best score in the afternoon, when the
blend of poa annua and bent grass on the
Baltusrol greens became a little more difficult to navigate.
I feel like all year its just been real stale
and stagnant, Walker said. Its just ebbs
and flows of golf. Just havent been scoring.
... Its frustrating. I would have loved to have
had a better year than Ive had so far to this
point, but I know theres always time to play
well at the end of the year.
Even with afternoon gusts that approached
20 mph, and the late threat of rain, Baltusrol

still allowed for good scoring.


Twenty players were at 68 or better, a list
that included defending champion Jason
Day.
Jordan Spieth only regrets one hole, the
par-4 seventh, when he lost his ball so far to
the right he had to chip back into thick
rough and wound up three-putting for a double bogey. That was his lone mistake. He
rolled in big putts on the 15th for par, 16th
for birdie and closed with a two-putt birdie to
get back to even-par 70.
Day played in the morning group with
McIlroy and Phil Mickelson, and he was the
only player without much stress. Mickelson,
just 11 days after that magnificent duel with
Stenson at Royal Troon, was 4 over through
11 holes when he rallied with a trio of birdies
late in his round to salvage a 71.

Rio readies for worst as terror threat hangs over Olympics

tourists, dozens of heads of state and the attention of the worlds media. If there were ever a
headache for anti-terror forces, its the
Olympics.
In the aftermath of deadly attacks by the
Islamic State group in France and elsewhere,
Brazil, which has almost no experience combatting terrorism, is beefing up security for the
games that start in Rio de Janeiro on Aug. 5.
Plans include doubling the number of security
forces on the streets, erecting more checkpoints
and working closer with foreign intelligence
agencies than Brazilians did in the 2014 World
Cup.
But will it be enough?
Richard Ford, a retired FBI anti-terror expert
who lives in Brazil, said that while the government has a robust program to keep athletes and
venues safe, he worries that authorities arent
taking the threat of a lone-wolf or suicide attack
seriously enough.
He cited comments by Justice Minister
Alexandre de Moraes, who surprised many last
week by saying the chances of a terror attack at
the games were next to zero and that the big-

ger concern is street crime. Just a day later, the


federal police overseen by Moraes arrested 10
Brazilians allegedly belonging to an amateur
cell that had professed allegiance to ISIS over
the internet.
Its very naive to think that the risks for
terrorism are minimal, said Ford, who has
worked on security at several Olympic Games.
In the last year, the risk of a terrorist attack
has gone up exponentially everywhere.
Terror attacks have been rare, if horrifying
at past Olympics. The most notorious was the
1972 massacre of 11 Israeli athletes and a
police officer by a radical Palestinian group in
Munich. A bomb planted by an anti-abortion
protester killed one and injured 111 at the
1996 Games in Atlanta.
But Brazil has a lot of problems that other
countries dont have, Ford said. Its sort of a
perfect storm for anyone wanting to carry out

LOS ANGELES Many of the 40 men leaving Rio de Janeiro with Olympic boxing medals
around their necks in three weeks will have their
pick of professional promoters eager to reward
them with riches and fame.
For the 12 women who claim medals in the
second Olympic womens boxing tournament,
the pro options still arent glittery.
Several years after the International Boxing
Association (AIBA) won its fight to get
womens boxing into the Olympics, the games
still represent the apex of the sport. While
womens boxing has grown in prestige and
popularity since the inaugural London tournament, female pros still languish behind their
male counterparts in money, exposure and
opportunities.
Claressa Shields and Katie Taylor could be in
position to change that if the two biggest
Western names in the amateur game can claim a
second gold.
Whichever promoter takes on womens boxing is going to be a very wealthy man, especially if he takes up me, said Shields, the 21year-old American middleweight.
Shields dominated in London as a teenager,
and she is favored to win again in Rio. But when

Winter Olympics in Vancouver was awarded 10
months in advance.
To be sure, Brazil isnt a newcomer to hosting
mega-events. Every year it welcomes millions
of foreign visitors during the weeklong
Carnival celebration, and the 2014 World Cup
went off with no major incidents.
But it has almost no experience fighting terrorism. The country has long prided itself on
having an enemy-free foreign policy, one that
rejects military intervention.

fighters from Laila Ali to Christy Martin, but
the titular payday of Hilary Swanks character in
Clint Eastwoods Oscar-winning 2004 film,
Million Dollar Baby, remains fiction.

Many of Brazils security holes are ancient
and hard to resolve. Long, porous borders it

Theyll be using Christ the Redeemer and
Sugar Loaf Mountain as reference points as
they sail just off Rios famous party beaches, Copacabana and Flamengo.
As prepared as the U.S. Olympic sailing
team might be, the great unknown is
whether it can return to the medals podium
after an embarrassing shutout on the
English Channel in 2012.
The U.S. has won 59 Olympic sailing
medals, the most of any nation, although
its 19 gold medals trail Britains 26. Among
the American medalists are some of the
biggest names in sailing: Lowell North,
Dennis Conner, Buddy Melges and Mark
Reynolds.
In 2012, the American team failed to
medal for the first time since the 1936
Berlin Olympics.

Sox in the Pacifica American regular-season

Snead was nails utilizing a two-pitch combo
of a fastball and a changeup. He set down six
of the first seven batters he faced, with that
runner reaching on an infield error.
Just throw the ball and trust the defense,
Snead said of the secret to his success.
Snead later escaped a first-and-third jam in
the fourth, then surrendered a one-out double
to Jordan Giacomini in the fifth before giving
way to Dylan Uter.
J.T. pitched wonderfully, Nate Uter said.
He was lights out. It was fun to watch.
Abramsons first-inning homer was tough
to bounce back from, but Pacifica had its
opportunities. The green-and-gold put runners

Honestly we just came out flat, Nate Uter

advanced to third on a fly out, Salgado produced a surprise RBI bunt single to close the
score to 3-2. The bunt single turned the order
over, but the top of the Pacifica lineup didnt
get the ball out of the infield with a pop-out off
the bat of leadoff hitter Ronin Sargent and a
groundout to second by Beatie to end it.
Pacifica American ends the season with two
pennants in its trophy case, having captured
the District 52 and Section 3 titles. In the state
tourney, the final tournament of the 9-10 season, P-Town finished in third place.
Theyre awesome, Nate Uter said.
Wonderful kids. What a run.
And the team is already looking forward to
returning the core group of All-Stars for next
summer and a run in the 10-11 brackets. The
season has seen the team bond quickly after
mostly playing for different teams in the
Pacifica American regular season. Most of the
players have grown up together though, and
play on a daily basis during recess at their
respective elementary schools: Ortega and
Cabrillo.
I think we can probably do it again (next
season), hopefully, Beatie said.
With the win, Petaluma advances to Fridays
championship round to face Tri-City at Joe
Wagner Field at 5 p.m. Tri-City, having
advanced through the winners bracket, need
be defeated twice. If necessary, a second game
will be played Saturday.

Missouri college sued for


discrimination by players

black womens basketball players
allege in a lawsuit that a small
southwest Missouri college treated
them differently than white students before expelling them without justification.
Breauna Carter, Amalia Harris
and Dajanae Wilson, all of Kansas
City, filed the lawsuit Tuesday
against Cottey College, a
womens college of about 350 residential students in Nevada, which
had offered them all athletic and
academic scholarships for the
2015-16 school year. The lawsuit
contends the school violated the
womens civil rights by creating a
racially hostile environment,
selectively enforcing its policies
and procedures, and retaliating
against them for complaining.
The women allege that during
the 2015-16 basketball season,
Stephanie Beason, athletic director and womens basketball coach,
treated them differently than the
white players, punished them
more severely than white players,
ridiculed them and did not give
them equal playing time.

The suit claimed Beason referred


to the black players as the Black
Attack, and often divided the
team into black and white players
during practice. But she then
wouldnt play many of the black
players at the same time during
games, even though seven of the
13 players were black, according
to the lawsuit.
Mari Ann Phillips, vice president of student life, expelled the
three students after one semester,
saying they had repeatedly
engaged in behavior that has been
disruptive and intimidating and
that has created an unreasonable
risk or danger to the safety of
other students. No one at the
school ever presented any evidence to back up that complaint,
according to the lawsuit.
The school violated its own
policies and procedures throughout the semester by offering the
players no chance to appeal or
contest the decision, according to
the lawsuit.
After their expulsions, the college withheld the womens transcripts, making it impossible for
them to enroll in another school
the next semester. The women are
now trying to enroll at other institutions for this fall, said their

administration has said the universitys Office of Equal Opportunity
could not substantiate Moodys

Russia, Syria blockade Aleppo, offer corridors out

BEIRUT After months of


fighting to encircle its opponents
in Aleppo, Syrian authorities
backed by Russia on Thursday
offered safe corridors out for residents and rebels in the northern
citys besieged quarters, underlining the governments determination to seal off the metropolis and
force an eventual surrender by the
opposition.
Many residents dismissed the
offer, saying it presents them with
an impossible choice between a
slow death if they stay behind and
possible detention if they attempt
to leave.
The encirclement of rebel-held
eastern Aleppo sets the stage for a
drawn-out siege with potentially
huge implications for the future of
the armed opposition to President
Bashar Assad. The military continued to consolidate its grip
Thursday, seizing a district on the
northern edge of the city.
If Assad shows that he is winning Aleppo, and hes now also
advancing on the rebels in
Damascus, it could trigger a more
dramatic shift by finally convincing opposition groups that they
have lost the war, said Aron Lund,
nonresident associate of the
Carnegie
Endowment
for
International Peace.
The announcement on humanitarian corridors was made by
Russian Defense Minister Sergei
Shoigu, and was followed by a
general amnesty offer by Syrias
President Bashar Assad for rebels
who give up their weapons and surrender to authorities over the next
three months.
Rebels and residents of Aleppo
said they were deeply skeptical of
the offer, and there was no sign of
people massing to leave the
besieged parts of the city.

military says an internal investigation shows that 14 civilians
were killed and one civilian was
wounded in six separate U. S.
airstrikes in Iraq and Syria
between July 2015 and April
2016.

The conclusions were reported


Thursday by U. S. Central
Command, which oversees U.S.
military operations in the greater
Middle East. Central Command
regularly investigates reports of
civilian
casualties
from
airstrikes when it finds or is
alerted to what it considers credible evidence.

It said the deadliest of the six


airstrikes was on April 29 in
Mosul, Iraq. The attack targeting
an Islamic State leader killed four
civilians.
Central Command said the
strikes complied with laws of
armed conflict and expressed
regret for the unintentional loss
of life and injury.

safe corridors have been opened.
Ibrahim Haj, director of the

media office in Aleppo, said families would probably send their


women and children through the
corridors if they were deemed
secure enough but not men.
Most of the men everyone
here is wanted by the regime,
said Haj. So, what amnesty?
He and other activists reported
continued fighting and said there
were 25 air raids on eastern Aleppo
Thursday.
For days now, Syrian government forces and allied troops have
encircled the main rebel enclave in
Aleppo, urging fighters there to
surrender. The encirclement set the
stage for a prolonged siege that
the government hopes will eventually starve out and force the rebels
to surrender, a tactic Assads forces
have used elsewhere, including in
the central city of Homs. Homs,
with a total population of
200,000, returned almost fully to
government control in December
following a three-year siege.
The U.N. says Aleppo is now
possibly the largest besieged area
in Syria, with an estimated
300,000
residents
inside.
Humanitarian groups have warned
of a major catastrophe if the siege
continues, while others slammed
the offer as insufficient.
The U.N. envoy for Syria,
Staffan de Mistura, said he was not
consulted on the safe passages
offer, adding that he is looking to
see how the United Nations could
coordinate with Russia on its plan
to help civilians and opposition
fighters who lay down their
weapons outside Aleppo.
The U.N. humanitarian chief
Stephen OBrien said no one can
be forced to flee, by any specific
route or to any particular location.
Rights groups said opening safe
passages wont avert a catastrophe
and does not give Syrian and
Russian forces carte blanche to further blockade the opposition-controlled territory.

Dont worry, it was just with Jimmy Kimmel a continuation of the fake feud that started over 10 years ago before the

It takes a really surreal turn because we got a real therapist
and we play it totally straight, said Damon seated in the
green room of Kimmel Studios. After therapy, Damon had
about 10 minutes to do a photo shoot, film an intro for a festival he cant attend and scarf down a salad. This is life on the

Carrots go from boring to zesty after a visit to Morocco

Eating a couple of vegetables with each meal is a great


opportunity to get in the variety of nutrients that keeps us
healthy.

Serving a couple of vegetables


every night at dinner is a great strategy for families with picky-eaters.
Offering young kids a choice
(Would you like green beans or
parsnips or both tonight?) gives
them a small but important sense of
efficacy, while also helping to demystify ingredients that are served (nonthreateningly) at the table. And for the
rest of us, eating a couple of vegetables with each meal is a great opportunity to get in the variety of nutrients
that keeps us healthy.
But two vegetables a night adds up
quickly, and we can find ourselves a
little lost for creative preparations,
especially when time is short.
One of my favorite ways to cook
veggies quickly (even thicker root
veggies) is the pan-saute/steam
method. Its quick and melds the best
of sautiing (a little fat and flavor) and
steaming (speedy cooking without
bland boiling).
Start by adding a little fat to a saute
pan. I love coconut oil for the healthy
benefits and slightly nutty and exotic
notes it adds the veggies, but any neutral oil will do.
Saute the veggies for a couple of
minutes, adding in whatever spices or
aromatics you have around the house

that your family loves. You can go


simple with shallots or garlic or more
complex with curry paste or Chinese
five-spice powder.
Next, add liquid water, broth, citrus juice and cover to steam for a
few minutes. Once the veggies are
crisp-tender from the steam, uncover
the pan and allow the liquid to evaporate, leaving the veggies in a tasty and
simple glaze. Top with some kind of
acid lime juice, or tangy plain
yogurt both work well with a variety
of flavors.
And the final touch? Something
crunchy (like pumpkin seeds or
chopped nuts) and something fresh
like chopped basil, cilantro or mint.
The perfect veggie plan for weeknights.

MOROCCAN SPICED
CARROTS WITH YOGURT SAUCE
Start to finish: 15 minutes
Servings: 4
1 pound baby carrots, peeled and
greens removed
1 teaspoon coconut oil
1/2 teaspoon mustard seed
1/2 teaspoon ground cumin
1/2 teaspoon granulated garlic
3/4 teaspoon ras el hanout
(Moroccan seasoning)
1/4 teaspoon smoked paprika
1/4 cup chicken or vegetable stock

1 tablespoon lime juice


1/4 teaspoon kosher salt
Sauce:
1/4 cup plain Greek lowfat yogurt
1 tablespoon lime juice
1/4 teaspoon smoked paprika
1/4 teaspoon salt
2 tablespoons toasted chopped walnuts
torn mint leaves for garnish
Heat a large saute pan over medium
heat. Cook the mustard seed in
coconut oil until fragrant, about 1
minute. Add the cumin, ras el hanout,
paprika, granulated garlic and stir. Add
the carrots and salt and stir to coat carrots with spices, and cook until the
spices are deep in color, stirring,
about 3 minutes.
Then deglaze the pan with stock and
lime juice. Cover the pan and let steam
for 3 minutes, then uncover and cook
until liquid evaporates, another 2 minutes.
Meanwhile make the sauce by mixing yogurt, lime juice, smoked paprika and salt in a small bowl. Lay the
carrots on a platter and spoon some
yogurt over the carrots. Top with walnuts and mint leaves to serve.

GUESTS FOR A +1 SHOW IN REDWOOD CITY.
Heres the idea: Each of sixteen Main Gallery artists
extend an invitation to another stand-out artist to join
them in exhibiting a piece of artwork. For example, The
Main Gallerys newest artist, photographer Susan Skelly,
and guest artist Kamilya Ishmukhametova, a Russian photographer based in Tbilisi, Georgia, both have an affinity
for multiple exposures and layered reflections. Both
artists are drawn in by the way that such images gather the
elements of an experience and layer them, the way ones
mind does when remembering that experience.
Ishmukhametovas works are traditional multiple exposures shot on film, while Skellys are natural multiple
exposures a series of reflections brought together in
one place at one time to create a whole shot in digital.

A TOUCH OF FRANCE AND OTHER NEW

Palo Alto artist Jerry Peters love of painting began after
he retired from the fire service in 1996. He spent 30 years
as a firefighter, the last 10 as a Battalion Chief in the
Menlo Park Fire Protection District. His career drove his
early work in acrylics, which featured fire engines, fire
helmets and fire scenes. For more than 15 years, Peters
has specialized in portraits, landscapes and still life
paintings. The primary paintings in his new show, A

Touch of France and Other New Works, are done from


photos taken in October 2015 on a trip to France, which
included Paris and the Normandy area. Claude Monets
magnificent gardens in Giverny, France, inspired Peters
to re-create a small part of his landscape. A Touch of

NATURAL DUALITY AND THE DIGNITY OF
DIFFERENCES, AT THE PENINSULA MUSEUM
OF ART IN BURLINGAME. The Peninsula Museum of
Art announces Kim Thomans Natural Duality paintings and Patricia Qualls The Dignity of Differences
paintings and installations. Thomans Natural Duality
explores the concept that opposites are in everything.
Her paintings combine the artists hand and digital
images. These two modes of working reflect her interest
in the dynamic of dualities, such as nature and culture, the
mechanical and the organic, intellect and intuition, and
life and death. As Thoman creates abstract paintings, she
says, Natural forms hatch out, here and there. Her sculptures and sculptural elements are created with a combination of 3-D printing and welded metal. Qualls pieces are
called The Dignity of Differences paintings and
installations that communicate the challenges faced by
children with learning differences. Qualls, who holds a
PhD in Clinical Psychology, created a series of canvases,
sculpture and assemblages that communicate a visual
experience on behalf of children who are misunderstood,
mislabeled and, eventually, discouraged to the point that
they give up on their education.The Peninsula Museum of

years ago both he and director Paul
Greengrass thought would never happen.
After three movies exploring the story of
the super spy created by Robert Ludlum, the
last two of which were directed by
Greengrass, and a particularly difficult
shooting experience with The Bourne
Ultimatum, Damon was done.
The name would come up often, though,
in meetings and from fans. In 2009, around
the time Damon and Greengrass did Green
Zone, they flirted with getting another one
going but there just wasnt a story.
Universal Pictures, meanwhile, moved on,
expanding the Bourne universe with a film
focused on another agent played by Jeremy
Renner. It did well enough, and a sequel was
in the works. Then, in 2014, Greengrass
and Damon took a look at the world and realized how much had changed.
Paul called and said that the first set piece
would be an austerity riot in Athens,
Damon said. Im like, OK, were back.
But they made sure to structure their production schedule so they werent coming up

Jason Bourne. The superspy, now a hulking mass of bullet-scarred muscle, is spending his days torturing himself in bareknuckle brawls, haunted by his past. In
shattering set-pieces and terse emotionless dialogue, any remaining sunlight has
been drained away. The amount of people
brazenly killed by Vincent Casell, the
asset in Bournes pursuit, may well outnumber the words spoken by Bourne in the
entire film.
Though first conceived in 1980 by
Robert Ludlum, Bourne is perhaps the ulti-

as was the case with Ultimatum.
When youre in production, youre lighting money on fire and you can feel it. What
(co-writers) Paul (Greengrass) and Chris
(Rouse) did this time, which is great, was
they took a whole year and showed up with
120 pages that you want to shoot, Damon
said. We knew once we said we were going
to do it, that we were going to get a release
date, so we just got all of our ducks in a
row.
And it worked. For Ultimatum, they
shot for 138 days. Jason Bourne was a
trim 95.
The film, out Friday, is partially about the
world of government surveillance, introducing CIA agents played by Tommy Lee Jones
and Alicia Vikander. The high octane hunt
takes Bourne to the requisite international
locales and even a few domestic ones
including Las Vegas, where one set piece
features a SWAT vehicle plowing through
cars on the strip. Its eerily reminiscent of
the recent incident in France.
The marketing team pulled the scene from
European ads immediately, he said.
That was just horrific, Damon said.
None of us felt like it was a copy-cat thing,
but we didnt want to be insensitive with

those images out there.


It makes him think of the objections to
the posters showing him wielding a gun
a sentiment he keenly understands.
Movies are a tool for empathy. I wouldnt do them if I didnt believe that, he said.
But violence is a part of the human condition and so sometimes you end up playing
violent characters. Jason Bourne is a violent character.
He hopes that the series, which has
shown Bourne atoning for his actions, has a
mindfulness that distinguishes it from others.
Damon may be one of the most bankable
movie stars in the business, but he still
feels the pressure of a big opening especially from a franchise like Bourne.
A lot is at stake, Damon said. The
movie was expensive to make and if the
audience doesnt show up then, yeah, that
would be a big deal that would be bad ... Our
jobs are constantly hanging in the balance.
Its an insecure profession and an insecure
industry.
Hes keeping busy, though. Almost too
busy. His packed schedule meant giving up a
plum role in Kenneth Lonergans
Manchester By the Sea to his pal Casey
Affleck. The film, based on an idea from

John Krasinski and Damon, who also produced, was rapturously received at Sundance
and will come out in November.
Caseys no dummy. He was like Ill do
it! Ill clear everything from my schedule!
Damon laughed.
But Damon has some big things on the
horizon, too, including Alexander Paynes
Downsizing, and Yimou Zhangs historical fantasy The Great Wall, a massive
American and Chinese co-production thats
out in February. He moved his wife and kids
to China for six months during the shoot.
There were 50 translators running around
in every department. But everyone had made
a lot of movies so we had that common language, Damon said.
Next hes shooting the George Clooneydirected and Joel and Ethan Coen-scripted
crime mystery Suburbicon.
And maybe after that hell get around to
taking a break and finally figuring out what
he wants to direct.
Right now its all Bourne. Hes just
wrapped a big international tour and is off to
New York to do the talk show circuit.
Then Im done! Damon said. Well, I
still have to go to China and Japan. But
thats like two weeks away. Im not looking
that far ahead.

mate post-9/11 hero. Especially in the


hands of Greengrass (who also employed
his gritty realism in the Sept. 11 drama
Flight 93), Bourne is a wrecking ball of
accountability for Americas clandestine
past. Hes part fantasy (his preternatural
control of out-of-control events is reassuring) and part reality (American disillusionment made visceral).
In Jason Bourne, the digital dragnet is
tightening around Bourne. The film is selfconsciously set in a post-Snowden world;
the CIA is hacked by Nicky Parsons (Julia
Stiles, whose smarts have given all of
these films a kick), whos threatening to
reveal the covert Treadstone operation.
The film, penned by Greengrass and
Christopher Rouse (editor of previous
Bourne films, and also this one), intro-

duces a tech magnate (Riz Ahmed) whose


celebrated social networking platform is
secretly feeding information to CIA director Robert Dewey (Tommy Lee Jones,
whose wonderful sad face at this point has
everything good and bad about America
written all over it).
In a way, Bourne is himself a leak. Hes a
rogue weapon who cant remember his own
encryption code. Here, the mystery hes
trying to solve revolves around his fathers
role in his initial recruitment.
But aside from updating to todays surveillance state, Jason Bourne largely
sticks to the franchises familiar moves,
and they often dont have the same kinetic
finesse they used to. Here again are scenes
of digging through old CIA documents,
breathless stretches of crowded escapes and
public rendezvous where Bourne fools lurking agents.
The film is essentially sandwiched
between two mammoth, extended set
pieces: First, a fiery riot in Athens where
Bourne comes out of hiding to meet
Parsons; and later, a showdown in Las
Vegas that brings him back to U.S. soil.

Both outstay their welcome (a vehicle


plowing through traffic in Vegas has unfortunate shades of the tragedy in Nice) and the
franchises propulsion gives way to a pummeling blunt force.
The exception is Alicia Vikander, who
enters the franchise as the CIAs cyber ops
head and has her own motives of tossing
aside the agencys old guard. Whenever
shes on screen, her steely but agile presence brightens the films dour gaze.
Yet even when Jason Bourne doesnt
click with the same rhythm as its predecessors, it has a weight that outclasses nearly
every other big action movie around.
National identity is investigated and violence has repercussions: both astonishing
things in a summer blockbuster.
But if Bourne re-emerges again, hopefully Greengrass and company can at least
give him someone to talk to.

release, is rated PG-13 by the Motion
Picture Association of America for intense
sequences of violence and action and brief
strong language. Running time: 123 minutes. Two and a half stars out of four.

taking steps to address the diversity
crisis in Hollywood through his and
Ben Afflecks production company,
Pearl Street Films, and collaboration
with the people behind the Media,
Diversity and Social Change Initiative
at USCs Annenberg School. Theyre
the latest high-profile names in the
industry who are throwing their weight
behind the goal of inclusion, including J.J. Abrams and Ryan Murphy.
Damon got a wakeup call with the
latest season of HBOs Project
Greenlight, a reality show about the
production of an independent movie
that Damon and Affleck launched in
2001. What had always been a somewhat under-the-radar look at the trials
of making an indie, hit a cultural nerve
last year with its focus on a film from a
white male director, Jason Mann,
about mainly white, wealthy characters. It was even called The Leisure
Class.
On top of that, Damon got some heat
for a conversation with producer Effie

freeway, into the Poplar corridor, said

of Public Works.
The project involves creating a center divide along Poplar Avenue from
Amphlett Boulevard near the highway
to about a block west to Idaho Street.
The median would prevent any left
turns at Idaho Street and prohibit most
at the Amphlett Boulevard intersection, except for drivers coming off the
highway.
The center divide would eliminate
southbound drivers on Amphlett
Boulevard from entering the highway
or crossing toward the Department of
Motor Vehicles office, instead they
would be forced to turn right heading
west on Poplar Avenue. Drivers heading north on Amphlett Boulevard
would be forced onto the freeway and
those heading east on Poplar Avenue
would be prohibited from turning left
to head north on Amphlett Boulevard.
Essentially, a driver trying to enter
Highway 101 would have to be either
heading east on Poplar Avenue or
north on Amphlett Boulevard.
The project also includes traffic
calming measures on Humboldt Street

of an old-guard

when diverse representation in film was dominating the
conversation.
In response, the team went back to
look at who entered the Project
Greenlight Facebook contest, which
allowed filmmakers to submit a threeminute short film for consideration as
an upcoming project on the show. In
order to enter, contestants were
required to have a valid Facebook ID,
be over 18-years-old, and not be a
professional director. There would
then be a public Facebook vote on the
entries, but a panel made the final decision.
Damon assumed their system had
cast the widest net possible for submission but was surprised at the
results: only two percent of entries
came from people of color and eight

percent from women, he said.


That shocked us, because that wasnt the spirit with which we put it out
there. It was like come one, come all.
But it was predominantly white men
who showed up and entered, Damon
said in an interview. That was a real
lesson for us.
So the Pearl Street team decided it
was time to get together with the folks
responsible for the Annenberg study,
which has detailed the extent of the crisis of representation in the entertainment industry both in front of and
behind the camera, to figure out how
they could change things.
They were like, its crazy that you
reached out to us because we identified
you as two of the five people in this
business who could actually move the
needle if you change this stuff in writing, Damon said. We were looking
for real ideas practical things that
could help.
One idea that took hold was putting
clauses in contracts to make it a priority to look at all the roles on a film and
hire with an eye toward equity.
If you actually codify that, there can
be demonstrable changes, Damon
said.

that may trickle through the residential area and along Humboldt Street,

I dont think we can keep [overflow
traffic] from occurring in its entirety,
but were hoping some of the improvements were making will reduce the
amount of traffic that goes down
Humboldt Street and if they do, theyll
have to pay attention to the bulb-outs
and hopefully travel at appropriate
speeds, Underwood said.
Crews began preliminary work this
week and construction that is expected
to last through January will commence
Monday. Work along Humboldt Street
will begin first as the city strives to
complete, or have a majority of the
work done, before school starts,
Underwood said.
There will be traffic control in place
as construction occurs Monday
through Friday between 8:30 a.m. and
5:30 p.m. The plan is to avoid lane
closures, but that could change and
Underwood suggested drivers consider
alternate routes if possible.
The entire $2 million project is primarily funded through a grant from the
San Mateo County Transportation
Authority, as well as a $500,000 city
contribution, Underwood said.

A much larger initiative to consider


closing the Poplar Avenue highway
ramps, and relocate them further north
toward Burlingame is also underway.
The city and San Mateo County
Transportation Authority are conducting an environmental review of the
Peninsula Avenue interchange project
that would involve closing the Poplar
Avenue ramps. Currently, there are
only northbound on- and off-ramps at
Peninsula Avenue, requiring drivers to
travel down Amphlett Boulevard to
enter at Poplar Avenue.
Officials are considering creating
new northbound ramps and realigning
the southbound ramps at Peninsula,
but the project is costly and two different design options were estimated to
range from $56 million to $71 million
after factoring in right-of-way or eminent domain costs.
The city will be coordinating with
neighboring Burlingame, the community and Caltrans as it considers the
new ramps that could assist with traffic
flow onto the increasingly congested
highway.
That would potentially create the
ability to close this on- and off-ramp
at Poplar and relocate things up [to
Peninsula], Underwood said. But we
dont know if that will be feasible
yet.

buildings. It contends the swap would be
less intrusive then what the site is already
entitled for nearly 173,000 square feet
of office space in up to 95-foot-tall buildings, 17 housing units and a massive parking structure.
The options come before a city that has
approved hundreds of thousands of square
feet of office space in recent years, including two biotech campuses, as well as nearly 1,000 housing units under construction. Yet there will be hurdles as many
community members have grown staunchly opposed to any new housing being
developed citing impacts to traffic and
already overcrowded schools.
Mayor Herb Perez, who initially was the
only member to vote against the preliminary proposal for housing, said hes concerned some members of the public are
completely shut off to housing, even if it
may be less impactful than a large office
complex.
Sares Regis proposal has been that its
less impactful then 600 potential people
coming in and out of the city to work in a
200, 000-square-foot office building.
Thats an interesting question, I dont
know, Perez said. We as a community by
ourselves are not going to solve the housing crisis, but we as a community can participate in the solution.
Perez cautioned against jumping to conclusions, particularly as environmental
reviews have yet to be conducted. He also

Although the council wont make a formal decision Monday, the input could
inform Sares Regis decision on whether
to continue through the planning process.
Sares Regis owns a nearly 3.5-acre portion of the 20-acre Pilgrim-Triton area off
East Hillsdale and Foster City boulevards,
which in total is entitled for nearly 730
housing units and up to 296,000 square
feet of office space. Known as Phase C,
Sares Regis purchased its portion in 2014,
which came with a city-approved development agreement.
Sares Regis claims the two-, three- and
four-bedroom townhomes would be less
impactful, particularly with respect to traffic and building density, than whats
already approved.
We hear the concerns and fears related
to growth, and the desire for future growth
to be responsible, Dave Hopkins, Sares
Regis Pilgrim Triton project manager
wrote in an email. This is a unique opportunity to replace a high density project
with a much lower density land use, while
providing ownership housing options to
local employees, and a significant number
of new affordable ownership homes to a
city which currently has a total of seven.
We can reduce congestion within the city,
and replace 80- to 90-foot-tall buildings
with 40-foot-tall buildings.
But multi-family housing proposals in
Foster City have been controversial for
years prompting citizens to form the
Foster City Residents for Responsible
Development in adamant opposition to
the council approving further construction. Citing impacts to traffic, schools
and the citys infrastructure, the group
suggests the effects of already approved

housing should first be realized until more


units are permitted.
These developments are just outstripping infrastructure. Were not advocating
for a moratorium, but we are advocating to
take a breather so we can mitigate some of
these problems because its really impacting our quality of life, said resident Bob
Cushman.
When asked whether the group was more
inclined to allow the office complex to be
constructed, Cushman said theyd prefer to
let the development agreement expire in
2020 and start over.
I dont think we should have to pick
between two bad alternatives, Cushman
said.
But that would entail a for-profit developer not utilizing a site that was vetted
over the course of dozens of public meetings. Amending the 2008 Pilgrim-Triton
Master Plan will entail further environmental reviews and likely a comparison of
how the impacts of the already entitled
office space may compare to the proposed
housing
units,
said
Community
Development Director Curtis Banks.
Sares Regis contends commercial tenants have not shown enough demand for
office space to make development costs
pencil out. It suggests medium-density
housing could provide those who work in
Foster City, particularly those some of the
thousands of tech jobs, an opportunity to
buy and live locally.
Banks said it will be important for the
council to consider the impacts and not
only short-term viability of the various
proposals, but what will be suitable in the
long term as well.
In May 2015, the council favored of the
proposal, meaning Sares Regis could sub-

mit a more formal application and undergo


environmental reviews as well as
Planning Commission hearings. But
before it submitted a complete application, new councilmembers Catherine
Mahanpour and Sam Hindi were elected to
the council.
Mahanpour indicated she would stick to
the platform on which she ran for council.
I have put forth a consistent message
that it is my opinion that we should not
approve any more housing projects until
our current projects are completed and
occupied so we can more accurately assess
the effect on our community. By requesting the zoning change to allow more housing, Sares Regis is not living up to its
promise to provide community services of
value to our residents, as well as added
employment opportunities, Mahanpour
wrote in an email.
Perez urged people not to jump to conclusions without first understanding the
impacts of more commuting workers versus new residents. Instead, he suggested
responsible development in appropriate
locations and having a more holistic policy discussion about where Foster City
wants to end up in the next 40 years.
The question for us as a city, is at what
point do we address our land use issues and
what is the best use of our current land. Is
it for commercial space? Or housing? Or is
it for retail? Perez said. But I think people that are concerned about housing are
taking an absolutist position without
understanding the ramifications of the
consequences. When you say no to
housing, you say yes to traffic.

stories that of Paul and Jennifer Collins,
who learn that their toddler, Morgan, may
be autistic, and that of Peter the Wild Boy,
an 18th century boy found mute and feral in
the woods by King George I.
Wild Boy is written by Oliver Goldstick
and directed by Ken Sonkin.

Goldstick is credited as executive producer and writer for a number of television


series including Desperate Housewives,
Ugly Betty, Coach and Caroline in the
City. He is the executive producer and
writer for the Emmy award-winning ABC
series Pretty Little Liars.
Sonkin is an actor/director whose work
has been seen locally at American
Conservatory Theater, Berkeley Rep, S.F.

Playhouse, Marin Shakespeare Company


and The Magic Theater. He teaches at the
University of San Francisco.
Wild Boy opens Friday, July 29 and
runs through Aug. 21.
