warning system, which sets off rockets.
-Firebombs exploded April 6 in London, Manchester
and Birmingham, according to a Reuters report out on
the wires at 3 p.m. that day (London time). In what
appears to be coordinated management of the news, no
word of the Saturday bombinxcept for a two
sentence note in the Sanday EqJell-- appeared in the
British papers. The Irish amd American press carried
the story on Sunday. By Monday, when the British
papers broke the story, the IRA was named as the
probable source of the incidents.
-Attempting to generate in Britain the same kind of
hysteria that permits total militarization, and playing on
British xenophobia, General Walker wrote a letter to the
editor of London's reactionary London Telegraph April
15:"The IRA is heavily infiltrated by Marxists, whose
self-declared aim is to subvert Ireland and convulse
Britain. Indeed, Ireland is hut a pawn in the Sm'iet
power struggle
Russia's aim is to get the British" "m\,
out, then to estabhsh a lirm revolutionary base fl'l':n
which to conduct operations in England itself."
-On March 16 the army announced a new "shoot to
kill" course for all personnel to. be based on techniques
of urban fighting practices in Northern Ireland.
-In early March a busload of soldiers returning to base
was blown up, precipitating another round of massive
searches in the Manchester area. The search for the
alleged bombers was rekindled with a warning last week
for citizens to watch their neighbors for any suspicious
activities.
-In early and middle February, house-to-house
searches took place in the Manchester and London
metropolitan areas, the two most industrialized sections
of Britain. This activity came after the London Times
had warned its readers that British subjects would have
to get used to the same kind of security measures used in
Belfast and Dublin.
-Also in early February, Prestwick, Glasgow and
Edinburgh airports, all located in Scotland's industrial
belt, were surrounded following rumors of imminent
"terrorist" attacks.

In an April 15 interview with the DaDy Expnu on the
IRA terrorist situation, Sir Walter Walker stated
bluntly:"This is war. We are on active service the same
way we were in Cyprus, Malaya, Borneo, and against the
Mau Mau. It makes me so angry that we've learned to do
this and because it's across the water we refuse to apply
the principle we know should be applied."
Walker was trained by Brigadier General Frank
Kitson, whose low-intensity counterinsurgency plans are
nearing the final stages prior to full military rule in
Northern Ireland. Calling for outright military
government and totally discrediting the Labour
government, Walker asserted:"The preliminary disaster
took place when Whitehall took charge of Ireland. What
we should have done is acted in the same way we did in
the Malayan emergency...give the army over-aU
power.... If Ulster has become another Aden, Malaya or
Borneo, as some people sincerely believe, should not the
Army be given the freedom it had, with such success, in

As to whether British society would accept such
colonial tactics, Walker continued:"Why should that
make any difference?...We've tried everything and the
politicians have made a mess of the whole thing .... We
must put in a Director of Operations with over-all power
...introduce curfews...identity cards...capital punish
ment."
The Express comments on all this:"The important
aspect of General Walker's plan is that the director of
operations should be able to manoeuver his forces as e
sees fit and not have to make constant reference to
political masters."

up of military presence in Britain:
-Headlines in the British press April 17 centered on t e
murder of Kenneth Lennon, who was on the verge bf
exposing the role of British Intelligence in the IRA.
Police claimed that a "Mafia-style execution squad"
assassinated him. Lennon, however, told friends and ! a
lawyer that he was afraid for his life because the Spec'al
Branch had pressured him into becoming an inform r.

According to Lennon, police instructions for
assignment to illegal IRA activities in Luton were that: 'I

in Britain is being monitored on an international level.
Under the pretence of cracking down on drug rings,
leading detectives from Interpol countries met in Paris
last month.
This month, Scotland Yard is organizing a conference
on kidnapping. Among the participants will be FBI
agents who are "familiar" with the Patricia Hearst case,
and Italian detectives who worked on the John Paul
Getty kidnapping. Scotland Yard revealed the purpose

BRANDT'S RIGHT TURN LEAVES


WORKING CLASS PREY TO

ROCKEFELLER

April 17 - Immediately after Henry Kissinger's late


March visit to Moscow, Willy Brandt, West German
Chancellor, initiated a marked pro-NATO , pro-USA
shift in the name of "security. " Moscow's indecisive
posture toward Kissinger apparently convinced Brandt
that a joint West German- Soviet policy of resistance to
Rockefeller, supported by France, would not be feasible.
The death of French President Pompidou and the
subsequent uncertainty concerning French foreign policy
reinforced Brandt's judgement.

The official statement of this right turn came in tfle
ten point program issued by the SPD (Social Democratic
Party of Germany) Praesidium April 2. A German
Information Center release describing this program
reported that Brandt said "it may be necessary for the
party to disassociate itself from some of its
members.... " and that the statement stresses no place
in the S PD for those who have abandoned the "basic
values of democratic socialism . "

- The Swedish daily Svenske Dagblatt April 7 featured


an intervieW' with Brandt in Bonn tellingly headlined
"For Security We Trust the USA . " Brandt clearly lays
out the terms for his present stance: "Wben it doesn't
work otherwise, the Federal Republic in security and
monetary questions will turn to Washington" (emphasis
added - Ed . ) .
- Ann Marie Renger, leading SPD member, recently
met with Secretary of Defense James Schlesinger while in
the United States . She stressed the importance of the
Atlantic Alliance in talking with reporters and of close
cooperatin between West Germany and the U.S . on
security as well as economic matters: "We want no
confrontation between Europe and America in any
field . . . . "
- In a letter Brandt wrote to a pro-SPD group
published in the April 8 Frankfurter R_dlchau, he
speaks of Realpolltlk: that West Germany cannot safely
overlook the "real givens" in the world - a world in
which Germany is dependent on raw materials which are
controlled by international cartels and multinational
corporations .

Significant pockets of resistance to Brudt's right turn
have developed in the SPD in South Hessen and in the
JUSO leadership and membership in North Rhine
Westphalia and Bavaria. In a recent Cologne JUSO
congress , JUSO leadership expressed its dlterrilination
to agitate among workers using an "action program "
which called for the nationalization of the multinational
corporations despite official SPD disappr9val . They
declared : " The SPD must no longer understand itself as
a mere 'electoral club' for the purpose of gaining
parliamentary majorities , but must establish itself as the
active arm of the workers and their trade unions in the
class struggle. "

Realpolltlk Fails at the Polls


But Brandt's Realpolitik, designed to secure the SPD

suffered recently in state elections in Hamburg and in
communal elections in Schleswig-Holstein and Rhine
Palatine will turn into a disaster in the coming June 9
elections in Lower SaxoW. A recent Der Spiegel poll
"into the causes of the recent electoral loss of the SPD"
entitled " The Fears of the West Germans," indicates
that only 12% of the West German electorate views the
developments in Germany since the 1972 federal
elections as "good . "
What is most s tunning, as reported in the Apri11S Der
Sp...., is the loss of support of 20% of the electorate by
the SPD -vcpresented by the February 1973 percentage
d approval of Brandt's pemment (53%) compared

Sadat did not renounce the treaty, he did imply that

the Arab world.
Cairo has also charged the USSR with s abotaging

advisor on security matters, Ahmed Ismail, to Damascus
to monitor the situation ..

Sultan of Oman is a Sandhurst-trained Anglo-American

seeking to mediate the conflict between Om an and South

Both movements follow the pattern established by the
student KAMI in Indonesia, which initiated the 1965
massacre of one million communists.

Bihar Chief Minister Ghafoor, however, trying to keep

a toehold on his job in the midst of student-led demands


for his resignation, let the cat out of the bag. He alluded
to a "foreign conspiracy behind the student revolt." .

Leading counterinsurgent Jayaprakash Narayan has


called for Ghafoor's dismissal through the Ford Founda
tion-funded Voluntary Actlon. Narayan has long been
connected to the Gandhi Peace Foundation, a front
organization of the Ford Foundation. He has used

Voluntary Actlon as a vehicle for pushing McNamara's


death plan for India. Narayan is the first announced
candidate in the upcoming round of Presidential elec
tions.

CPI Moves Against Rockefeller


In the midst of this pattern of CIA -engineered unrest,
the Communist Party of India (CPI) has made moves to
halt a Rockefeller takeover of India.
Left parties came together in Delhi in early April to

price shops, the nationalization of sugar, textiles, drugs,

lengthy and virulent denunciation of the current policies


of the CPI. What provoked the Times, spokesman for
Rockefeller interests in Asia,

remarks by CPI official Mohit Sen to .the effect that


India is on the' brink of a right-wing takeover of the
"Chilean type" or the "Sadat type."
The comparison of the "Sadat type" takeover to the
CIA-engineered coup in Chile last fall is the' first ac
knowldgment by a Soviet-aligned party that Soviet
influence not only has been ousted. from the Rockefeller
controlled dictatorships of the Mideast, but that the
Rockefeller'forces are in the process of a similar house
cleaning throughout the Third World. India is virtually
the last outpost of significant Soviet influence outside the

countnes of the Soviet bloc itself.

For the first time in eleven years the CPI held discussions
with the CPM (Marxist Communist Party, a semi-Maoist

The CPI has also refused to support the projected
strike by the Railaymeri's Union, an' organization

focusing its agitation around the key issue of food. The
rail strike is intended to provide a left cover behind
which the CIA will create further shortages, exactly as
they intend to do with fascist organizer Parkhurst's May

In view of the fact that the Chilean transport strike last
year created the conditions leading to Allende's down
fall, the CPI seems to have learned some of the lessons of
the "Chilean type'" of military takeover.

trend consummated by the degradation of Castro's ,
support for Peru's CIA regime. 8rezhnev's visit made
overt the promise that Cuba would 'no longer try to

henceforth it would have to fend for itself on the high
seas of detente.
This formally ended Cuba's long-standing policy of
seeing Latin American socialist revolutions as the only
