Unit III Developing Human Resources

Development of human resources is essential for any organization that would like to
be dynamic and growth-oriented. Unlike other resources, human resources have
rather unlimited potential capabilities. The potential can be used only by creating a
climate that can continuously identify, bring to surface, nurture and use the
capabilities of people. Human Resource Development is the part of human resource
management that specifically deals with training and development of the
employees in the organization. It is a system aims at creating such a climate.
Human resource development includes training a person after he or she is first
hired, providing opportunities to learn new skills, distributing resources that are
beneficial for the employee's tasks, and any other developmental activities.
Human resource development in the organization context is a process by which the
employees of an organization are helped, in a continuous and planned way to:
acquire or sharpen capabilities required to perform various functions associated
with their present or expected future roles; develop their general capabilities as
individuals and discover and exploit their own inner potentials for their own and/or
organizational development purposes; and develop an organizational culture in
which supervisor-subordinate relationships, teamwork and collaboration among subunits are strong and contribute to the professional well-being, motivation and pride
of employees.
Training and development can be initiated for a variety of reasons for an employee
or group of employees, e.g.,: When a performance appraisal indicates performance
improvement is needed, to "benchmark" the status of improvement so far in a
performance improvement effort, as part of an overall professional development
program, as part of succession planning to help an employee be eligible for a
planned change in role in the organization, to "pilot", or test, the operation of a new
performance management system, to train about a specific topic. Depending on the
need or purpose, the employees may be trained in developed in terms of
communications, computer skills, customer service, diversity, ethics, human
relations, quality initiatives, safety and sexual harassment.
If employees are trained and talents and skill are developed it is very possible that
whatever goals a organization may have, it will be achieved.
