Dear Alix,

On behalf of the Hon Minister, I hope that this message finds you well.
Please find the Hon Ministers responses below:
1. As you know from the WG4 discussions, one key deliverable is a

compilation of patient and provider narratives. We would be

grateful for your thoughts as to what the key questions are that we
should focus on as part of the patient narrative initiative. Do you have
particular guidance of how Ministers and Ministries of Health might
use those narratives to build support for NCDI work in Rwanda, and
globally?
a. Key questions:
i. Target patient:
1. someone in mainstream society to whom those
watching can relate
2. someone in media, sports, etc that has a positive
image of living with illness
ii. Patient questions:
iii. Target provider:
iv. Provider questions:
b. Guidance on how Ministers and MOH might use the narratives
to build support for NCDI work in Rwanda and globally:
i. advocacy tool
ii. short videos could be produced, could be shown at
meetings or passed along through internet/email
1. ex: Human (http://agency.thehumanstory.com/),
TedTalk, etc
iii. target subsets of the populations

1. ex: youth, elderly, pregnant women, etc

2. What examples are there from Rwanda that have brought

attention to NCDIs that we can learn from? We recall that the Hon.
Minister mentioned during a prior call that the Rwandan Parliament
surveyed patients to learn what support they most needed, and NCDs
were highlighted as a priority. This survey is intriguing, and we would
love to learn more.
a. 2013/2014 Integrated Household Living Conditions Survey (4th
version)
b. 2013-2018 Economic Development and Poverty Reduction
Strategy (EDPRS) may also be helpful
3. What suggestions do you have to make the material in the final

report as user-friendly and actionable as possible for

Ministers/Ministries of Health? For example: should we develop an
accompanying online tool? and/or a short briefing in bullet point
format? We can discuss this in person when we see you in Kigali, but
we would be grateful if you and your team would give this some
thought in advance.
a. PDF is most helpful- online takes a lot of time to prepare and its
use is contingent on connectivity
b. Case studies
c. Literature reviews- so that MOH can easily and quickly refer to
and access peer-reviewed literature
i. NCDs by disease
ii. NCDs-poverty link
d. Short informational/ targeted videos?
e. Short briefs - 1 pagers
f. Graphics (tables, graphics of health system design, etc)

g. Advocacy tips
i. About how to integration of NCDs into primary health care

ii. About how to price of medicines (NCD medicines, how to

afford, how to integrate into public insurance, etc)

h. Bullet points
