Applications

TALUS 200 I is a control unit for MV substations in secondary distribution


networks. Along with the MV substation it allows telecontrol and/or automated
network management.
Talus 200 I is a reliable, autonomous unit which allows reconfiguration of the
networ k either remotely or automatically following a fault.
Talus 200 I incorporates within a single unit all the functions necessar y for
remote substation operation, namely:
c Communications with the remote control centre
c Interface with the MV switchgear
c Detection of phase-to-phase faults
c Detection of earth faults
c Uninterruptible power supply for all the substation components
c Optional automated reconfiguration
c Local display and control.
Along with transfor mer stations or networ k points, it allows overall telecontrol
and automated management.
Distributed throughout the network, these remote ter minal units, close to the
electrical switchgear, act as permanent sensors/actuators of the telecontrol
system.

Descriptions

The enclosure

The equipment comes in the form of a basic enclosure which houses all
the functional elements for the control of 4 switches and an optional enclosure for
the expansion to 16 switches.
These enclosures, which are 100% stainless steel and have individual
compar tments, ensure compliance with EMC standards. The enclosure is fitted
with a padlocking system.
All data relating to the state of the switches, the fault currents and the power
supplies, is visible without opening the enclosure on the front of the control rack.

The basic enclosure consists of:


c 6U rack grouping all the electronic modules
c Module for external acquisitions and interfacing with the switchgear
c Back-up batteries and the power transfor mer
c Space for the transmission interface (not supplied)
c A casing fixed below the enclosure allows fitting of the polarised connectors
for the link with the electrical control of the switches.
Cable glands allow insertion of the cables and a pin provides the connection
to the substation earth.

Expandable up to 16 channels
c Expansion to more than 4 channels is by addition of an expansion enclosure
comprising additional 4-channels management modules.

c The management module consists of the control unit and the switchgear
interface module. The var ious types of control modules can be mixed and
matched.
c The expansion enclosure, supplied empty or fitted with a single 4-channels
module, allows integration of external equipment (measurement centre,
protection relays, etc.).
c It is supplied with one or two sliding side grilles for securing the equipment.

The rack

The basic rack


The rack includes 3 functional modules:
c The energy workshop module
Provides the power supplies of the enclosure, the switchgear motor, the data
transmission equipment, the battery charging and the associated self-monitoring.
c The communication and telecontrol module
Manages the communications with the telecontrol centre and the data
transmission modem.
c The local control and operation module
Manages all the functions except for communications.

The expansion rack


c The expansion rack supports 3 modules, each managing 4 switches.
Each module contains a front panel for local control, a CPU card and switchgear
interface card located below the rack.
c Each 4 channels control module has a configuration socket.
A single module is fitted with the "local/remote" control.

c A short expansion rack, intended for a configuration of 8 channels maximum,


allows space to be freed up for installing var ious items of equipment in
the enclosure. It provides a 12 Vdc supply and a MODBUS serial link.

description

The control module

The control module comprises a minimum of one control unit and one switchgear
interface. It can support the following options:
c Local operation panel (T200-FA)
c Internal fault detectors (T200-TM)
c Automation software.
Talus 200 supports up to 4 control modules for the configurations managing
16 switches.

Central Processing Unit


The central processing unit manages all functions except for the communication
functions.

Electrical control of the MV switch


c Either by a telecontrol action from the telecontrol centre
c Or by a local operator command (pushbutton)
c Or by a command from the internal automation of the Talus 200.

Indications

Connection of the
microcomputer to the front
socket allows consultation of the
internal information and
configuration at the time of
implementation.

Talus 200 monitors its own operating state and the substation data.
The results of this monitoring activate the indications and time-stamped events.
The indications can be viewed on the front of the rack, available to the control
centre or accessible from the portable maintenance PC.

The control module

Switchgear interface
The interface module ensures that orders are passed to the switches
and the acquisition of external infor mation.
c Capacity: 1 to 4 MV switches per module

These inputs are connected to the switch connecting cables.
c Power supply: 24 or 48 Vdc (depending on model).
c Controls
v opening or closing orders by polarity 0V or +V (configurable) for a period of 3 s ,
via a relay contact
v outputs protected against short-circuits (fuse).
c Information on the switchgear received by polarity 0V
Catching time: 20 ms.
c Additional information
v 6 standardised digital inputs
v 1 digital input for RESET function of the fault detectors
v 1 relay output for RESET of an external fault detector
v 1 powered output for periodic lighting of an external indicator lamp indicating
detection of a fault current (6 V, 100 mA; maximum range of indicator lamp: 50 m;
connected via 1.5 mm2 copper cable; flashing period: 1 s).
These inputs are connected to a screw-ter minal strip located in the enclosure.
Note: in the case of configurations with more than 4 channels, a single interface
module provides the inputs/outputs associated with the fault detectors
(RESET, external lamp).

The control module

Operating panel
General functions
The operating panel allows:
c Display of information and states by means of coloured LED's
v device fault LED: gathers the different possible internal faults:
- battery charger fault
- battery fault
- loss of communication with the communication module
- switchgear motorisation power supply fault
- data transmission equipment power failure.
Detailed information is available by connection of the PC locally should
the LED light;
v operating mode local or remote
v for each channel
- FPI (Fault Passage Indicator): indicates the detection of the flow of the fault
current throughout the output
- switch position: open/closed
- earth switch closed;
v with automation (as an option)
- automation ON/OFF
- locked
- incomming voltage 1 and 2 present (changeover switch)
- automation activated.
c Selecting local or remote operating mode
A rotary switch allows selection of the operating mode:
v local:
operation from the local operating panel is validated. Any order coming from the
remote centre is locked
v remote:
local operation is not possible.
c Switch control
For local control of opening/closing of the output the rotary switch must be in the
"local" position.
To avoid incorrect oper ation, in order to validate a local control, the operator
must press the control button and the "validation" button simultaneously.
c Deleting the fault detector indications
RESET button: operation of this button causes the resetting to zero of all the
fault detectors.
c Testing the fault detectors
TEST button: operation of this button causes the activation of a test of all the
internal electronics of the fault detection function.
The FPI indicator lamps and the output for an external lamp are activated.

Talus 200 can operate without a control panel. In this case, the control module
consists solely of a socket for connection to a portable configuration and
maintenance PC.
Connection of the PC to this socket causes an automatic switch to "local" mode.
The switch opening and closing orders can be controlled from this PC.

The automation of the Talus 200 is factory pre-set. It requires no programming


on-site.

Sectionaliser
The sectionaliser automation serves to open the switch following a predefined
number of faults (from 1 to 4) during the voltage dips of the header switch
reclosing system.
c The automation counts the number of fault current detections followed by
a voltage failure. It sends an open order if:
v the switch is closed
v the f ault has disappeared
v the MV voltage is absent.
c The automation is reset to zero at the end of the execution time.

The changeover switch automation provides control and automatic management


of the sources in the MV secondary distribution netw ork. It is associated with
voltage presence detectors VD3H.

Channel 1 or 2 has prior ity if the MV voltage which it is carrying is correct.
Following a changeover, return to the priority channel takes place if the
MV voltage on this channel is correct for a timeout of T2.

When the voltage disappears on the channel in service, the automation switches to
the other channel after a timeout T1. The automation does not return to the channel
initially in service, except in case of voltage drop on the channel in service.

c The changeover takes place if the following conditions are met


v automation is ON
v SW1 or SW2 closed
v "tr ansfer lock" absent
v "ear thing switch" absent on both channels
v MV voltage absent from the channel in service
v MV voltage present on the other channel.
c Return to the main channel for the "AUTO" modes takes place if
v the pr iority channel is open
v the MV voltage on the priority channel is correct for the timeout T2.
The close order on the standby channel is given following repor ting of the
opening of the channel in service.

Source transfer locking


A digital input allows the passing of orders coming from the local panel,
from the automation and from the telecontrol supervisor to be prohibited.
Generally, this input is connected to the circuit-breaker downstream.

description

Fault current detector

Detection of the passing of a fault current is provided either by an integrated fault


detector or by an external system.
It is possible to mix the two types of detectors on the same control unit.
Recognition of the type of detector is automatic.

Internal fault detector


Detection of the passing of a fault current is carried out between phases and/or
between phases and ear th.
This detection is provided by the internal FPI option comprising a measurement
processing unit which also carries out the measurement of the load current on
the MV line.
c The fault detection and MV current measurement functions require
measurement kits to be fitted comprising:
v phase toroids and/or a homopolar toroid depending on the characteristics of
the neutral system of the networ k and the MV cables
- 3 phases current kit
- 2 phases and 1 homopolar kit
- 1 homopolar kit;
v "current acquisition" modules. These are cards mounted on the switchgear
interface module which carry out the direct acquisition and electrical isolation of
the signal coming from the current transfor mers without using a transducer.

an exter nal detector.

c The fault detection is modular for each channel.


The acquisition kit is automatically recognized by the CPU and the configurator.
c The detection thresholds are configurable:
The fault current detection thresholds depends on the choosen kit.
They are configurable channel by channel via a microcomputer link.
c The faults are memorised and per iodic lighting of an external indicator lamp
is provided for. The memorised faults can be erased:
v by remote control
v after a timeout configurable for each channel at between 15 minutes and
2 hours in steps of 15 minutes
v by return of the AC supply, configurable channel by channel
v by a manual operation on the operating panel
v by external action,
(fault detection reset dry contact loop, catching time: 20 ms).
c The current on the line is measured
This function allows the telecontrol station to be informed of the instantaneous
distribution of the load over the transmission networ k
v measurement is carried out by the toroids of the integrated fault detector
v the measurement is accessible locally on the PC connected to the central
processing unit
v scale: 0 to 750 A
v accuracy: 3 %
v digitalisation: 8 bits.

Note: if no measurement is needed the T200-TM option is not necessary.

Functional
description

Communication

Communications with the telecontrol system are provided by the


communications module. The communications module is either a protocol
conver ter or an interface between the central processing unit and the telecontrol
centre. The protocol for exchanges between the central processing unit and the
communications module is MODBUS.

c This module provides time-stamping of events and full management of data


transmission according to the protocol selected.
c Chronological time-stamping of events:
v any change in state generates a time-stamped and memorised event.
The storage capacity is 200 events; when the chronology is full, the most recent
event deletes the oldest. A special "event loss" event is then introduced into the
chronology
v time setting takes place either locally with the por table PC or via the
telecontrol system if the protocol allows this
v the time-stamped events can only be consulted from the control centre.
c Spontaneous transmission of alarms:
v the alarms and positions of the switches can be transmitted spontaneously the
moment there is a change of state
v this function is configurable individually.

Communication

c Select before execute


Any telecontrol order requires a double transmission:
v selection
v execution.
A telecontrol order is only considered following checking of receipt of both
transmissions. The time betw een selection and execution is a maximum of
20 seconds. This function can be activated/desactivated from the configurator.
c Protocol analyser
The equipment incorporates a protocol analyser function (with specific frame
decoding).
This analyser allows observation of the frames exchanged with the control centre.
The protocol analyser is accessible from the microcomputer connected to the
communications module.
c Management of data transmission equipment
v integral modem:
depending on the protocol selected and the communications networ k,
the communications module may incorporate a dial-up or radio modem
v external modem:
management of dial-up, packet-switched, LS, Radio, GSM modems
(modem interface, line looping, repetition, collisions) by HAYES commands.

Power supply

The power workshop


c The power workshop provides the backed-up operating voltages:
v for the motorised control of the MV circuit breaker (48/24 Vdc)
v for the electronic cards of the unit
v for the modems and radios of the transmission systems (12 Vdc).
Batteries ensure the operation of the entire substation in the absence of the
mains supply.
The power workshop consists of a microprocessor which is responsible for
monitor ing the voltages and optimising the service life of the batteries.
Per iodic monitoring of the battery state triggers an end of ser vice life alarm in
order to instigate preventive maintenance of the batteries.

c Monitoring
v the absence of the AC supply is detected when the voltage is less than

v following a failure, the supply to the equipment will be restored automatically
when the AC voltage returns
v an immediate and timed-out signal is generated.
The "delayed voltage absence" signal is activated after a timeout which is
configurable at between 30 minutes and 4 hours in steps of 15 min utes. It allows
generation of an alarm event when the mains supply has not resumed at the end
of the time-out.

The mechanical earth is connected to the 0 V or the electrical earth of the
assembly.

voltage is higher than 29.6 Vdc 0.2 Vdc or lower than 22.4 Vdc 0.2 Vdc

Monitoring

Par ticular attention is paid to the batteries; their availability is tested ever y
12 hours. An unsatisfactory battery test (insufficient capacity) increments
a counter and, conversely, a satisfactory test decrements this counter.
When the counter reaches 10, the "battery fault" message is displayed (a battery is
declared faulty if it remains out of operation for at least 120 consecutive hours).
This message warns the operator of the need for action (batteries at end of
service life, problems with charging, etc).

Simulator
c Test socket
The test socket is fitted in place of a cell connection socket on a type I Talus 200.
By looping the control outputs on the position inputs, it allows simulation of the
presence of a switch. These sockets are used dur ing implementation and allow
testing of the complete chain of communication with operation of the switches .

c Current simulator
v this allows testing of the local operation of Talus 200:
- simulation of a variable phase current of 0 to 750 A
- simulation of a homopolar current of 40 A, 80 A, or 160 A

VD3H relay
c The VD3H relay is a phase voltage presence relay intended for incorporation in
the automatic reconfiguration systems such as the source changeover switch.
The VD3H voltage relay allows detection of a missing voltage or a voltage
unbalance between phases on a medium voltage network. It is therefore suitable
for any type of MV networ k.

The signals for each voltage (L1, L2, L3) are compared with 2 thresholds:
v high threshold: simple nominal voltage (Un) - X% indication of cer tain voltage
v low threshold: Un - X% - 400 V: certain voltage absence.
The voltage presence thresholds are factory set according to the service voltage
of the line to be monitored. A label indicates the networ k voltage. The certain
voltage absence threshold can be adjusted by switch from X = 15 % to 50 %
in steps of 5 %.
c Phase voltage unbalanced monitoring
The unbalanced voltage value is calculated with the vectorial sum of the 3
phases voltage . The unbalanced voltage is detected if the phase angle is over Y.
The threshold is set by a switch from Y = 20 to Y = 40 in steps of 5 .
