3.2 The fees payable for the issue of a Certificate of Airworthiness will be in accordance
with relevant Macao legislation.
4. Requirements for the Issue of Certificate of Airworthiness
4.1 Aircraft eligible for the issuance of Certificate of Airworthiness must have been type
accepted by AACM.
4.2 Prior to issuing any Certificate of Airworthiness, the Authority will conduct an
assessment to determine if the aircraft meets the Macao airworthiness standards. The
applicant will have to furnish to the Authority the information, data, reports, etc.,
prescribed in Appendix No. 1 and to meet any additional requirements decided by the
Authority during the assessment. For the case of used aircraft, the Authority will
require the applicant to nominate an entity acceptable to the authority to perform a
technical assessment to the aircraft and its record. Report of such assessment shall be
submitted to the Authority, reflecting the information detailed in Appendix No. 3 of
this procedure.
4.3 The aircraft may be required to be made available for survey by the Authority at
suitable times and for such periods considered necessary. The owner shall prepare the
aircraft to permit access as necessary and shall perform any checks and tests that may
be requested.
4.4 Each application for issue in Macao of a Certificate of Airworthiness shall be
accompanied with documents from an appropriately approved organisation or, when
otherwise approved, an appropriately licensed aircraft maintenance engineer, or a
technical assessment entity accepted as per Paragraph 4.2 above in the case of used
aircraft, which
(a) state the type, model and manufacturer's serial number of the aircraft;
(b) substantiate that the aircraft complies with the airworthiness standards appropriate
to the aircraft type and which are acceptable to the Authority;
(c) substantiate that all Macao airworthiness standards and special conditions
applicable to the aircraft have been complied with;
(d) certify in regard to a used aircraft, that the aircraft and its records have been
inspected and as far as can be reasonably determined the aircraft is safe to fly
subject to the requirements prescribed in the approved flight manual or the
Certificate of Airworthiness.

4.5 Upon being registered in Macao, all work on the aircraft shall be undertaken by
appropriately approved person or organisation or, when otherwise approved, licensed
aircraft maintenance engineer. A Certificate of Release to Service shall be issued and
attached to the log book or other approved records together with full particulars of the
work done.
4.6 The flight test carried out under the exporting countrys authority may be accepted for
the issue of a Macao Certificate of Airworthiness. When the flight test is required by
the Authority, the owner shall be responsible to ensure that :
(a) the aircraft and its engine(s) have been certified as fit for flight by appropriately
licensed aircraft maintenance engineers.
Note: A Certificate of Fitness for flight shall be issued in duplicate. One copy must be retained by
the person issuing the Certificate.
(e) a report on the flight tests in an acceptable format shall be submitted to the
Authority.
4.7 For new aircraft the owner shall arrange for the aircraft to be inspected during the
course of construction to determine that it conforms in all essential aspects with the
approved design and that its construction and assembly are satisfactory. The owner
shall nominate a person responsible acceptable to the Authority to carry such
inspections. When necessary the Authority may also inspect the aircraft in addition to
the abovementioned inspections.
5. Application for Renewal of Certificate of Airworthiness
5.1 Application shall be made on Form AACM-AW-5 and submitted to:

5.2 The fees payable for the renewal of a Certificate of Airworthiness will be in
accordance with relevant Macao legislation.

5.3 The application and all documents required by this Chapter should be submitted at
least one month prior to the expiry date of the Certificate.
Note: Macao Certificates of Airworthiness are normally issued or renewed for periods not exceeding
one year.

6.5 The aircraft shall be flight tested to a schedule approved by the Authority. Particulars
and results of the tests shall be submitted in an acceptable format to the Authority. In
lieu of flight test, a programme for aircraft performance and engine condition
monitoring must be implemented.
6.6 The relevant log books and maintenance records forming part of log books, and records
permitted to be kept by other approved means shall be submitted to the Authority prior
to renewal of the Certificate of Airworthiness.
6.7 Copies of the valid Certificates of Releases to Service/Schedule Maintenance
Inspection and Certificate of Maintenance Review should be submitted to the
Authority prior to the renewal of the Certificate of Airworthiness.
7. Request for Application Form
Applicant shall submit a request for the application form in written to the Airworthiness
Department of Civil Aviation Authority.
8. Cancellation
This AP supersedes Airworthiness Procedure No. AP4 Issue 3 dated 31 August 07.

issue number and effective date;
(ii) such deviations from the national requirements as may have been authorised
in writing by the Airworthiness Authorities which issue the Certificates; and
(iii) such additional special conditions that were required before the issue of the
Certificates;
(b) A list of applicable Airworthiness Directives together with:
(i)

Flight Manual or Pilot Operating Handbook (in addition to the copy for each
aircraft);
(ii) Operations Manual (in addition to the copy for each aircraft);
(iii) Aircraft Maintenance Manual;
(iv) Engine Maintenance Manual;
(v) Propeller Maintenance Manual;
(vi) APU Maintenance Manual;
(vii) Catalogue;
(viii) Standard Practices Manual;
(ix) Structural Repair Manual;
(x) Structurally Significant Items; and
(xi) Weight and Balance Manual; and
(f) Complete sets of Service Bulletins for aircraft, engine, propeller and APU.
Amendment service for the above documents must be provided to the Authority.
4 Used Aircraft
4.1 In addition to Paragraph 2.1(a), (c), (g) and, where applicable, in Paragraph 3, an
aircraft assessment report composed by an entity acceptable to the authority reflecting
the information detailed in Appendix No. 3 of this procedure is required.

3 Repairs
This should include details on each Major Repair to the aircraft, which should include the
following, as applicable. Repairs requiring AACM approval should be clearly identified. Details
of approved repairs may be provided in an Appendix to the report if necessary:
The repair title.
The repair design organisation.
The repair installation organisation *.
The repair reference.
The AACM basis of approval.
Affect on any life limitations.
Affect on inspections or their frequencies.
* Only for repairs which require AACM approval.
NOTE: Repair classification will follow EASA Part 21A.91 and GM 21A435(a).
4 Equipment Fit
This section should include a list of any equipment that is not AACM approved along with their
associated foreign approval references, e.g. TSO. Refer also to section B paragraph 3(b). If the
installation of the equipment has not been approved by the AACM, this should be addressed in
section A paragraph 2.
5 Flight Manual
This section should specify the reference and revision status of the Aircraft Flight Manual
(AFM). The Temporary Revisions, applicable Supplement(s) and Change Sheet(s) must also be
referenced.
NOTE: The AFM must reflect the build standard of the aircraft.
