legislation), parliament is taken to delegate to the court

The working out of detail by administering officials and courts is called by the
code DYNAMIC PROCESSING.
The product being called a sub rule
Once an enactment has been processed in this way, it no longer suffices to
interpret solely by reference to its wordings. The relevant sub rules must also be
ascertained and applied.
