A.Dulysignedandcertifiedcopiesarerequestedforfilingwithinternational
authorities
1. Theabovereferenceddecisionrecordshaveneverbeendulyservedonme,and
therefore,IrequesthereinthattheCourtprovidemecopiesthatareduly
signedbytheappropriatejudicialauthorityanddulycertifiedbyaduly
appointedChiefClerkorMagistrateoftheSupremeCourt(seeExhibitA).
2. IhaverecentlyfiledacomplaintwiththeUNHumanRightsCouncil
WorkingGrouponArbitraryDetention.[3]Thecoreofthecomplaintisin
evidencethatRomanZadorovisheldunderarbitrarydetention,sincethereare
nodulymadeVerdictrecord,nodulymadeSentencingrecord,andnoduly
madeArrestDecreeinStateofIsraelvRomanZadorov(502/07)inthe
NazarethDistrictCourt.Additionally,thecomplaintprovidesevidencethatthe
courtsdenyaccesstoinspectauthenticcourtrecordsinStateofIsraelvRoman
Zadorov(520/07)andpublishedonlyrecordsthatarenotauthenticcourt
recordssimulatedcourtrecords.Moreover,thecomplaintdocumentsthat
regardlessofrepeatrequests,filedbothwiththeCourtitselfandwithChief
ClerkoftheNazarethDistrictCourt,Ihaveneverreceivedanydulysigned

andcertifiedcopyofanydecisionintheancillaryprocessoftherequeststo
inspecttheelectroniccourtfileStateofIsraelvRomanZadorov(502/07)inthe
NazarethDistrictCourt.
3. Thesamematteraccesstoinspectauthenticcourtrecordsisalsothe
foundationoftheappealininstantcourtfile,originatingintheMagistrate
decision,whichdeniedaccesstoinspectdecisionrecordsinthepaperscourt
file(originalrecords)underthereasoningofajumbleinthecourtfile.
However,theprocessininstantappealcourtfilehadnotendedbythetimeI
filedtheabovereferencedcomplaint.Therefore,Iintendtofileanappendix,
documentingtheendofinstantappealprocess.
4. Therefore,Ihereinrequestthatthedulysignedandcertifiedcopies,whichare
preparedinresponsetoinstantrequest,besuchthatwouldbedeemed
admissiblebyinternationalauthorities,pursuanttotheHagueApostille
Convention(1961)dulysignedbytheappropriatejudicialauthorityandduly
certifiedbyadulyappointedChiefClerk,orMagistrateoftheSupremeCourt.
SeeExhibitA,regardingtheprohibitionofcertifyingdecisionrecords,which
arenotsignedbytheappropriatejudicialauthority.
B.Disclaimersubjecttoeditingandphrasingchanges
5. AsiscustomaryinallSupremeCourtdecisionssinceMarch2002,thedecision
records,referencedabove,arepublishedinITsystemoftheCourt,bearingthe
disclaimer,...subjecttoeditingandphrasingchanges.Thereisnodoubt
thatthismatterwouldbedeemeddubiousbyinternationalobservers.
C.CertificationbyadulyappointedChiefClerk
6. TheRegulationsoftheCourts(OfficeoftheClerk)2004,Regulation6a,says:
TheChiefClerksofthecourtsareauthorizedcertifythatacopyofa
courtrecordistruecopyoftheoriginalinthecourtfile.
7. TheStateServicepublicationBasicPrinciplesinEmploymentofSeniorStaffin
theStateService(2004),[4]pp911,outlinesthevariouswaysthatlawful
appointmentintheStateServiceisdocumented.
8. TheMarch4,2015,FreedomofInformationActresponse(10/2015)bythe
AdministrationofCourtsonarequestfordocumentationofIditMelul'sdue
appointmentasChiefClerkoftheSupremeCourt[ExhibitA],saysinpart,
Noappointmentrecordwasfound.Additionally,theresponsefailstoprovide
anyothervaliddocumentationofMsIditMelulsdueappointmentasChief
ClerkoftheSupremeCourt.
9. Therefore,insofarastherequestedcertificationissignedbyMsIditMelul,I

hereinrequestthatitbeaccompaniedbydocumentationofherdue
appointmentasChiefClerkoftheSupremeCourt.
D.CertificationbytheSupremeCourtMagistrate
10. TheCourtsAct1984,Article105(a)says:
105(a)TheMagistrateoftheCourtoftheSupremeCourt,theDistrict
Court,andtheMagistrateCourtshallserveinanyauthoritythatwas
vestedintheChiefClerkoftherespectivecourt,andperformany
dutyassignedtotheChiefClerk.
11. Therefore,incasethereisnodulyappointedChiefClerkintheSupreme
Courttoday,thedecisionrecordsmaybedulycertifiedbytheMagistrateofthe
SupremeCourt.
E.Invalidcertificationbyunauthorizedpersons
12. TheCourtisexplicitlyrequestedthatthecertificationnotbesignedbyan
unauthorizedperson,suchasMrDannyLevy,SeniorCoordinator.See
ExhibitA,regardingtheauthoritytosigncertificationofcourtrecords.
F.Certificationlanguage
13. Thecertificationlanguageshouldbethat,whichisexplicitlyprovidedinthe
abovereferencedRegulation,TrueCopyoftheOriginal.
14. TheCourtisexplicitlyrequestedtoavoidtheuseofstamp#7[Figures14],
whichemploysinvalid,pervertedcertificationlanguage,CopyingisTrueto
theOriginal.

Response on Freedom of Information Act request documented that Ms Nava Khalaf holds
no lawful appointment for either position, and a Senior Coordinator is not lawfully
authorized to certify Supreme Court decision records. Supreme Court Presiding Justice
refused to explain why the Supreme Court provides only perverted, invalid certifications,
but no true, valid certification of the March 3, 2008 Judgment record.

17. TheCourtisexplicitlyrequestedtoavoidcertificationonbehalf(Figure5),
sincethereisnoprovisioninthelawfortheChiefClerkortheMagistrateof
theCourttodelegatetheircertificationauthority.Furthermore,signatureon
behalfofaperson,whosenamefailstoappearontherecord,islikelytobe
deemeddoublyinvalidbyinternationalauthorities.

18. Suchdulysignedandcertifiedcopiesofthedecisionrecords,referenced

compliancewiththeRegulationsforExecutionoftheHagueApostilleConvention
(1977)andGuidelinesoftheMinistryofForeignAffairs,forfilingtherecords
outsidetheStateofIsrael.
19. Therefore,Irequestthatthedulysignedandcertifiedcopiesofthedecision
recordsbemailedonpapertomyaddressprovidedabove.
Inaccordancewiththefundamentalsoflawandjustice,acompetentCourt

be provided by delegation.
Attached is Work Instruction 158/11 Implementing judicial decisions, signed by the
judicial authorities, and stamping True Copy of the Original:
a. Certain details were redacted from the Work Instruction, which are not relevant to
your request, or which are related to work in Net-HaMishpat system (In paragraph 1,
General, and in paragraphs 3 and 7, and they are marked ...).
b. The Work Instruction pertains to all Offices of the Clerks.
c. The Work Instruction is effective on the date of delivery, since Work Instructions are
dynamic and they change from time to time, subject to necessities and changes.
3. Article 2 to the Freedom of Information Act provides that information is any
information that is held by a public authority, written, recorded, videotaped,
photographed, or in computerized media. Relative to paragraphs B-E of your request,
there are no written procedures.
4. You may appeal instant response within 45 days in the Administrative Court.

1.1 As part of the work routines, the Office of the Clerk is required to implement and
authenticate with the stamp, True Copy of the Original, decisions and/or judgments
and/or protocols in the courts files.
1.2 Computerized implementation of a judicial decision, is possible only after the hearing
protocol was signed by the appropriate judicial authority.
Without signature of the judicial authority on decisions and/or judgments and/or
protocols, it is impossible to implement the decision.

Form clear rules in operations of the Offices of the Clerks, relative to implementation of
judicial decisions, and stamping True Copy of the Original for authentication of the
decision.

4. Implementation and authentication with True Copy of the Original only on
signed decision, not in Net-HaMishpat
Once anonymous arrives at the Office of the Clerk, carrying a copy of a court decision,
and asks to obtain a True Copy of the Original stamp of the decision, staff of the
Office of the Clerk shall operate as follows:
4.1 Locate the physical court file
4.2 Locate the original record, signed by original signature of the judge.
4.3 Compare the original record and the photocopy.
4.4 If the photocopy is found to be identical to the original, stamp it True Copy of the
Original.
5. Certification True Copy of the Original for residents of remote locations

6. Certification True Copy of the Original in shredded court files

7.
Instant Instruction voids the following Work Instructions:
67/09 regarding the use of the stamp True Copy of the Original.
114/10 regarding stamping True Copy of the Original on a printed judgment.
