The convention noted that the NDA Govemment ls desPe.alely movlqg ahead for mega suategic sale of lluge
national assets of CpSUs. They harre pronounced a disastrous Pollcy c?,!led 'Mega Stralegic Sale' which involves
handlng over tl.te management of the company concerned lo th pnlvato equlQ buyer. Job eecurift of the

The Union Budget-2016-17 has nxed disinvestrn6nt tsrget of RB. 56,500 crore with a break-uP of Rs. 36,000 crore
through minori(y stake sale and Rs. 20,500 .crore.through strategls: Apart from equity sale, govemment has
declaredthat itwillgo for sellout of land, bulldlngs, manufactudng unllsand olherassets owned byQPSUs.
Further the NDA Govemment has launched new onslaughl, what is callgd a set of comprehensive 'guidelines'
directing the CPSUs to pay enhanced minimum dlvldend payouta ot 307d of nt profit, buyback of equity and
mandatory bonus shares by CPSUs who have stlpulialed amount of cagh rasorves to the Govemment and other
private share holders. Under this nsw dlrective the smountof divldend to Govemment by CPSUs in 2016-17 shall
go up from Rs. 44,365.00 crores to 53,883.00 crores, Thus only unden the two accounts - dividend and
disinvestment the NDAGovemment shalltake away more than one lakh crores, from CPSUs.
The Govemment has feplaced the practice of case by case approval for stake sale of CPSUs by Union Cabinet
and instead the NlTl Aayog (erstwhile Plannlng Commlsslon) has been empowered to exerclse full authority to
dbcide stake sale, asset sale and outright privatlsation. In the meantlme the Govemment has renamed the
Department of Disinvestment to Department of Investrnentand PubllcAsset Management (DIPAM).And now lhe
NlTl Aayog has submitted a comprehensive pfoposal to Prime Minister lnvolving outright privatisation, strategic i
disinvestment etc. with a list of 74 CPSUS.
Apart from the attack of privatization, the Govemment has declded to allow FDI In elmost all key sectors including
Defence, Coal, Petroleum, Mining, Power Sector, Telecom,.Clvil AvlaUon, Satellitei, Construction, Insurance,
Pension Funds, PSU Banking, Rallway operations and maintEnancs, Multi brand relail, pharmaceuticals and so
on, Now again tho Govemment has further liberalised lho normE to increase 100% FDI in strategic and sensitive
sectors. Thls will lead to a serious sltuatlon of looslng effectlve crnttolof the nauon on mostbf the : strategic and
core sectors of the national economy. This will adverssly affect CPSUs opereting tn the concem tield such as
Defenie PSUs providing remarkable seryics to dsfenc forces. lronlcally the Prime Minister has proudly
proclaimed that India has now become'the mostop6n sconomy ln thE world for FDI'.
ATTACKING TU RIGHTS
The NDAgovernment at the centre and also some of the State Govemments are dismantling the Labour Laws
and lhereby snatching away vital trade unlon rightrs 8nd leglslatlve protectlons to workers. Such move shall
adversellr affect the workers of public sector the most. Flve Labour Codes have been prepared by merger of
present laws and abolition, alteralion and additlon ot exlstlng provlslons ln allthe 44 Labour Laws and has already
been llned up for adoption in Parliament. The dlsastrous outcome of lhese processes will bs earth shaking for the
u,orld of work. More than seventy per cent of the industrial establlshments In lhe country and lheir workers are
thro{r,/n ou1 of the purview of almost all labour laws. Malor.Labour Leglslauons like Trade Unlons Act, Industrial
Employment {standing Orders) Act and Industrial Disputes Act, Paymant of Wages Act, PEyment of Bonus Act,
and merged into the
h,4inimum \ryages Act, Equal Remuneration Act and so on aro doBignod to be abolished
Labour Codes.
